Standards for the Electronic Posting of House and Committee Documents & Data
Resolved, that the following regulations, collectively referred to as the Standards for the
Electronic Posting of House and Committee Documents & Data, are hereby adopted, as
follows:

H DcTe Committee on House Administration directs the Clerk o the House to establish a centralizedwebsite where Members and the public can access all House documents in a downloadable, open
ormat3 within the time rames established by House Rules. Tis centralized location shall beestablished or House Documents no later than January 1, 2012.

Although not required by House rules, committees are encouraged to post additional committeedocuments online, including oversight plans, committee transcripts, committee prints, and committeeactivity reports.
1 Rule X, clause 4 (d)(1), states that the Committee on House Administration shall establish and maintain standards or makingdocuments publicly available in electronic orm by the House and its committees.

XML SCommittees are encouraged to post documents in XML when possible and should expect XMLormats to become mandatory in the uture. Te Ofce o the Clerk will update XML standards asrequired to support these documents. Te XML standards will be publically available athttp://xml.house.gov.
Fl N STe Ofce o the Clerk will publish and maintain naming standards or each document to be posted.Tese standards will acilitate automated searching and uploading o such documents. Files will beposted using permanent URL links. Tese links will acilitate outside and committee usage o theseles. In addition, permanent URL links will allow each archived committee website to maintainunctionality.
C DcTe Committee on House Administration urther directs that the Clerk provide additional
unctionality on the centralized website or House documents to support committee documents;until the completion o such unctionality, House committees are responsible or posting committeedocuments in a searchable PDF ormat in an appropriate location on the committee majorityswebsite. XML versions o documents, when available, should be posted at the same location.
V RqCommittee video o hearings and markups will be stored by the House to meet requirements orarchiving, access, searchability, and authenticity.
Al Rv Rco ensure documents are made available in user-riendly ormats that preserve their integrity,these standards will be subject to periodic review and reissuance by the Committee on HouseAdministration. It is the intent o the Committee to implement standards that require documents tobe electronically published in open data ormats that are machine readable to enable transparencyand public review.
