We do not think that is a good idea to address standardization by

sector/domain. To let DSM to flourish, it is needed to focus on standard

solutions which allow reusing communication and ontologies across

different sectors. This is for obvious cost reasons, but more relevantly

to exploit the opportunities given by cross-sector services, which are

presumably more significant than the sum of each sector business. It is

important to give priority to standard solutions able to support

inter-domain services and information sharing and able to easily

interwork with legacy systems.

EC should continue to stay in constant contact with the main EU standard

organizations. Regulatory impositions should be limited only to specific

cases where the market is not matching the expectations. EC should

instead foster an industry driven standard development in official SDOs.

determined by the fragmentation.

It will help clarifying the directions of the market. The uncertainty

due to the current fragmentation of the solutions is limiting the

investment of manufacturers and service providers. An appropriate EU

regulatory approach in the Vertical spaces (automotive, health, smart

cities...) that facilitates industrial relationships among Verticals and

ICT Companies promoting inter-vertical standardised technologies should

be taken.

Q1.8 - Besides establishing a priority ICT standards plan, what other measures could theCommission (or other EU institutions) take to ensure that standardisation plays its role inachieving a Digital Single Market?

It is necessary to privilege solutions that integrate current legacy and

emerging solutions in a single communication and data sharing

interworking framework. It is also necessary to build a community which

leverages on selected standards and open source initiatives. Moreover EU

funds should be made available for the promotion of large scale research

and innovation projects, such as 5G, which could favour the European

industry ecosystem development.

Q1.9 - How should standard-setting organisations best respond to the increasing speed oftechnological development and the integration of technologies in business processes across allindustrial sectors?

A - Regarding the adaptation of existing standards tonew developments:

Ensuring that the standards are leading to interoperable, or at least

interworkable solutions. It should be avoided to legitimate as standards

duplicated and competing solutions. Standards should not be used to

ratify the fragmented market status, but to define interworkable

solutions in the market.

The Commission has identified 10 domains set out below, as well as a set of sub-domainswithin each domain. Please note that domains and subdomains are interrelated and thatoverlaps are possible and desirable in particular with respect to synergies between differentsectors. Some domains are horizontal and may benefit a large number of sectorialapplications; some other domains are more sectorial and were identified as areas where ICTstandardisation would bring important benefits.

needs that reflect the European competitive market.

All the major gaps are expected to be addressed by the current on-going

5G is under definition in 3GPP, ITU-T, ITU-R. We think that further

standardization actions should be carefully evaluated to avoid delaying

the delivering of 5G.

Particular attention should be given to ensure that the 5G system is

globally interoperable, like it is for LTE, UMTS e GSM. While on the

radio technologies this is still ensured, on the network part there is a

certain tendency to relax the level of standardization in favour of

dedicated solutions. This area should be a priority to ensure service

roaming across Europe and to avoid the increase of the interworking

costs. 3GPP is the appropriate organization where these issues can be

addressed.

achieve the priority goals in standards. Nevertheless this level of

involvement is likely going to be reduced due to the costs. The

standardization activities require a big effort with a big component of

innovation and research investment; most of them are shared with the ICT

community. A financial support from the EU institutions could help

maintaining the European excellence in standards definition.

The current standardization Cybersecurity activities are in line with

the DSM objectives and the EU policies. The current technology provides

sufficient mechanism to support Cybersecurity, nevertheless there is a

gap in the definition of common processes, starting from the selected

subdomains. New mechanisms to ensure privacy and security will be

required in relation to the technology developments, e.g. 5G and IoT.

activities in almost all the standardization bodies. We are particularly

involved in 3GPP for the communication aspects and in ETSI TC CYBER.

The Internet of things as defined by oneM2M is in line with the DSM

objectives and the EU policies. Being a global initiative, the benefits

are for the overall community and remains in the hand of European

players to take the maximum benefits from the oneM2M specifications. The

work in oneM2M, supported by ETSI TC SmartM2M, has a significant link

with EU driven initiatives, such as the standardization of Smart

Appliances, the AIOTI initiative, the Smart metering (M/441) and Smart

grid (M490) mandates. The targets are in line with the market evidences

and the stakeholders needs, which reflect the European competitive

market and therefore are addressing the customer expected needs.

The current major problems, which IoT is facing, are the fragmentation

of service enablement platform and the definition of common

semantics/ontologies, besides the need to interwork with legacy and

vertical solutions. Currently the only major standardization

organization in this area is oneM2M and its precursor ETSI TC smartM2M.

OneM2M has already addressed the fragmentation and partially the

ontologies/semantic problems, and it is expected to complete the work

regarding the ontologies/semantic part by middle 2016.

The alternative to the standard is represented by a wide set of

industrial initiatives, that are very fragmented between the vertical

business domains and also inside the vertical business domains, with a

dramatic lack of cross domain interworking.

The landscape, the major gaps and the requirements are well known and do

not need further analysis.

On the contrary EU driven initiatives to support the oneM2M standard and

the ecosystem building could helping speed up the DSM construction.

Achieving the DSM depends on cross domain data sharing and interworking

and oneM2M is currently the only place where this is standardized by

means of the oneM2M interworking framework. This is also reflected in

ETSI TC SmartM2M in specific areas such as Smart Appliances. OneM2M is

under endorsement also by ITU-T SG 20.

Initiatives to enlarge community building to support common ontologies

and semantic interworking will help achieving the DSM.

ETSI TC SmartM2M is in charge of coordinating ETSI activities related to

oneM2M and should be the focus of EU effort to support standards in this

domain.

Smart Cities are part of IoT and are sharing the same problems with

dramatic evidence due to the Smart Cities multiservice multi-domain

nature.

The major problem is the fragmentation, data sharing and the definition

of common ontologies/semantics and their interoperability and

interworking. Support and community building around oneM2M, as an

interworking framework able to glue together the legacy and the specific

vertical solutions will help achieving the DSM.

Telecom Italia is already involved in significant initiatives of

standardization that will support smart cities such as oneM2M, HGI, ETSI

TC SmartM2M, ETSI TC ITS, as well in relevant industrial consortium such

as Energy@home. Nevertheless this level of involvement is going to be

reduced due to the costs. The standardization activities require a big

effort with a big component of innovation and research investment, most

of them shared with the ICT community. A financial support from the EU

institutions could help maintaining the European excellence in standards

definition.

Other comments:

We are interested in all the domains identified in this questionnaire

and we believe that there are as well a lot of other relevant domains.

At the same time we see the questionnaire is going in multiple

directions

The first 4 domains are a sort of system wide enablers of the

communication and storage.

Domain 1: 5G communications

Domain 2: Cloud computing

Domain 3: Cybersecurity

Domain 4: Data driven services and applications

The remaining domains are component of Domain 8: Internet of Things

Domain 5: Digitisation of European Industry

Domain 6: eHealth and aging

Domain 7: Intelligent Transport Systems (ITS)

Domain 9: Smart Cities

Domain 10: Smart and Efficient Energy Use

And the list can be further extended to other relevant domains.

In general, we agree on some relevant peculiarities of each of these

domains, but we think that these domains overlap and are

inter-correlated.

For this season is preferable not to address them separately, because

the great enemy of the DSM is fragmentation and the major priority is

the selection of solutions capable to address the integration of

services and technologies among these domains. These domains will

continue to have specific protocols and solutions, but it is important

to enable the information sharing at the application layer between

domains and to ensure interworking whenever direct interoperability is

not achievable.

For this reason we have focused our attention on IoT, and on the Smart

Cities domain as champion of all the DSM related domains.
