Competitiveness ClustersCompetitiveness Clusters
Competitiveness Clusters are Innovation Systems: “The network and interplay of (national and local) public and private institutions
in which production, distribution and use of new knowledge and technology take place”
Research and Innovation:
Research: Money transformation intoKnowledge & Competence
Innovation: Knowledge & Competence transformation intoMoney

Context and issuesContext and issues
France is up against increasingly rapid changes in the global economy Internationalization of productions factors Continual adaptation to technology developments growing importance of financial factors in industrial decisions increasing competition from low-cost countries
France has launched a wide-ranging industrial strategy focusing on the key factors of industrial competitiveness, particularly R&D-led innovation
Many EU Member States have the same concerns and are turning towards sustainable economic development.
SCS Cluster
Creating a competitiveness clusterCreating a competitiveness cluster
Competitiveness clusters are underpinned by local synergies between the industry, research and education communities.
Specifications of call for projects based on precise specifications:
dynamic and effective compared with the international competition industrially and/or technologically visible at international level project’s partnership structure and governance method Quality and efficiency of R&D partnerships between the players (manufacturers,
researchers, teachers)

European projectsEuropean projects
Essential for the development of the Pole to engage in European Projects.
Looking at 7th PCRD at present and see the Pole SCS strategy could be fit in .
Interest in the CIP to facilitate emergence of consortium. Pole SCS wants to be part of and visible by the european cluster
network Pole SCS is working with Telecom Valley to bring a web based
tool like KMP for the members of the Pole that can answer questions on the members’competence present .
Should allow other clusters to understand what is in Pole SCS. Would like to see how other international clusters to join in and
facilitate the search for optimum consortium.

Radio networks and Access, convergence, Radio networks and Access, convergence, spectrum and EMC-> cross ICT Platforms issuesspectrum and EMC-> cross ICT Platforms issuesStandards and Interoperability for radio networks
The need for standards to achieve convergence and interoperability for radio networks from a networking perspective is clearly visible right now.
Everything is converging to IP-based solutions. IPTV, VOIP to name a few remarkable examples.
All what we need are a sort of proxies services that allows different routing protocols to talk to each other. You route packets differently on an ad hoc network, a sensor network, the Internet, private networks...
Is there a need to standardize how this translation is done? I'm not sure. However, these proxies can not exist if routing protocols are not well defined, standardized.

Radio networks and Access, convergence, Radio networks and Access, convergence, spectrum and EMC-> cross ICT Platforms issuesspectrum and EMC-> cross ICT Platforms issues
Increased complexity in Cellular networks Increased complexity (mainly due to increase
MIPS requirements due to increase of data rate and to increase of number of standards to be supported in same products GSM, EDGE, R99, R6, R7, LTE)
Simulation time increase which is impacting our development time .The 3GPP required data rate are increasing more rapidly than the power of our machines.

Radio networks and Access, convergence, Radio networks and Access, convergence, spectrum and EMC-> cross ICT Platforms issuesspectrum and EMC-> cross ICT Platforms issues
Standards evolving very fast After 3 years deployment of UMTS, 4G - LTE is
under finalization . This requires a parallel standards development
(R6, R7 UMTS and LTE) and then an enormous investment.

Availability of Spectrum bandwidth Within the Car to Car Communications Consortium
(C2CCC) the WG STA is facing problems related to the availability of some spectrum bandwidth for vehicular wireless communications, among vehicles and between vehicles and dedicated infrastructure.
So far C2CCC experts worked together with ISO TC204 and ETSI TG 37 for converging to common Control and Critical Data Channels and asking to the CEPT the allocation of 20 MHz around the 5.9 GHz band for critical Active Safety applications.
At the current stage, the Control channel in EU and USA is coinciding, but C2CCC aims at allocating more bandwidth for vehicular communications, eventually for non-AS applications.
