I refer to petition number 2775-17 lodged with the Legislative Assembly by Mr Jeff Seeney MP, Member for Callide on 14 June 2017 about the unsealed sections of Monto- Mount Perry Road and Gayndah-Mount Perry Road in the North Burnett area.

When planning for future upgrades, projects must be carefully prioritised so funding goes to those identified as being needed the most. Criteria such as through and turning traffic, the type of traffic, the condition of the road and the past safety record are all considered.

Based on these requirements and other competing priorities across the state, upgrading and sealing both roads is not considered a high priority at this time.

I have been advised that the unsealed sections of both roads were recently graded. The next formation grades are anticipated to occur in late 2017 if no major weather events are experienced between now and then.

The Department of Transport and Main Roads and its contractor, North Burnett Regional Council , will continue to undertake regular inspections to ensure the roads remain in a safe condition. More frequent inspections of Manto-Mount Perry Road are currently occurring due to the increased traffic associated with delivering material to the Burnett Highway rehabilitation site.

Internal consultation occurs formally fortnightly at Engineering Management meetings and informally through briefing sessions with Councillors and staff. Engineering staff engage with State and Local Government agencies, other agencies and with the wider community on an ‘as needs’ basis.

Water Operations:

Monthly Statistics Consumption levels for all schemes were close to seasonal averages. No schemes are on abnormal restrictions during the reporting period or during the past year.

Water Maintenance: General The Manager Technical Services made a presentation to the Productivity Commission National Water Reform review on behalf of Queensland Local Governments. Water meter readings were completed for all schemes. The department was operating on a skeleton crew basis due to two operators being absent for long term medical reasons. The Manager Technical Services has been working with the other water & waste water managers of the WBBROC to develop a Water & Sewerage Design and Construction code. The code will be able to be referenced in the NBRC Town Plan and will set development standards region wide. Biggenden Work was of routine nature during the reporting period. Two service connection breaks were repaired during the reporting period. Eidsvold Work was of routine nature during the reporting period. One service connection break was repaired during the reporting period. Gayndah Work was of routine nature during the reporting period. Two service connection breaks were repaired during the reporting period. Mingo Crossing Work was of routine nature during the reporting period. Monto Work was of routine nature during the reporting period. Seven service connection breaks were repaired during the reporting period. Mount Perry Work was of routine nature during the reporting period.

Mulgildie Artesian Bore Production Mulgildie Artesian Bore Level & Pressure

Bore production characteristics were steady during the reporting period. The residual bore pressure during pumping remained positive throughout the reporting period. The standing bore pressure remains steady at approximately 80% of the base line data measured in 2011 and almost equal to the 2014/15 plateaued pressure. Work was of routine nature during the reporting period. Mundubbera Work was of routine nature during the reporting period. Three service connection breaks were repaired during the reporting period. Paradise Dam Work was of routine nature during the reporting period

Waste Water Maintenance General The Manager Technical Services has been working with the other water & waste water managers of the WBBROC to develop a Water & Sewerage Design and Construction code. Capitalisation of 2016-2017 capital projects has progressed through matching assets and creating new assets.

Ongoing inspections on Council roads. GIS Updates that have been completed included;

Two Way Repeaters/Communication – Digital Radio Rollout Disaster Communication Enhancement Initiative – Digital Radio Rollout

Installation of radios is ongoing – 89 Radios are installed to date Philcomm have been asked to provide a quotation and research the

installation of Councillor Vehicle Radios Philcomm are also providing a quotation to install the remainder of office,

depot and workshop base radios.

TV Towers One customer request has been received from a resident in the Moonford area. Investigations identified that the ABC transmitter at Cania View had not restarted following the programmed power outage carried out by Ergon Energy. Investigations into the Monto FM radio services have also resulted in further development to restore services automatically rather than requiring manual reboots after failures. It has been noted that relevant hardware (computers etc) require replacement to improve the reliability of these services.

RMPC

Final claim was processed for 2016-2017 Inspections are up to date Significant amounts of time and resources were spent on producing the JMRA

report requested by TMR. The transition from previous financial year to the 2017-18 financial

year/contract was completed. The transition was relatively smooth with minor delays experienced. A significant amount of time was saved and there was no requirement to recreate the defect backlog/registers as was required in previous years using AMMS.

1 PURPOSE OF REPORT

The purpose of this report is to provide Council with information in relation to reported activities carried out particularly in the areas of Environmental Health, Trade Waste, Vermin and Vector Control, Waste Management/Collection and Natural Resource Management.

2 INTRODUCTION/BACKGROUND

The attached reports detail statistical information for the months of June and July 2017 in the areas of Food Business, Vector Management, Waste Management Services, Wandering Livestock and Pest and Weed Management.

Property Inspection “Biosecurity Program” and Weed Management A new property inspection “Biosecurity Program” that operates under the Biosecurity Act 2014 was adopted by Council on the 15/2/17. The latest media alerts as to Land Protection Officers intention to enter and inspect properties are out now on Council’s website and Facebook pages and in The Central and North Burnett Times. NBRC’s LPOs continue to engage and work with the community to manage invasive weed pests. This engagement and participation includes both customer service requests and property inspections. Mother of Millions continues to be our main focus currently. LPOs have been involved in a number of service requests in relation to reported outbreaks of invasive weeds including inspections and spraying. These requests along with Biosecurity program property inspections carried out over July have resulted in:

Bio-control Facility – Monto NBRC has been working in conjunction with the Burnett Catchment Care Association, Monto

Landcare and Monto State High School to resurrect the Bio-control facility on the school grounds.

With an aim to breed insects that feed on Cats Claw Creeper and Parthenium, major modifications

were needed to both the structure, irrigation type and insect housing to ensure it’s success.

The new shade structures over the 3 igloos are now completed and should prevent excessive heat

build-up in summer leading to death of insects and plants. This structure is also able to be brought

down in winter when not needed. Construction of the new insect tents and benches has begun along

with irrigation and come Spring, plants will be germinated, collected and bred up to allow for the

subsequent release of the insects into the facility.

Bio-control – Parthenium The planned release of captive-bred Bio-control agents from the Monto High School facility should

complement and add to the arsenal already existing in the field. LPO Glenn Proctor has been

working with a team from the Dept. of Agriculture and Fisheries as part of their Invasive plant and

animal research to release and monitor Bio-control agents for Parthenium.

Some known pockets of Parthenium in the Monto, Mundubbera and Biggenden area were inspected on the 21st and 22nd July along with DAF Entomologist, Jason Callander, to assess their suitability for release of Biocontrol agents in Spring/early Summer. Previous releases by Jason and LPO Glenn Proctor have resulted in establishment of stem galling moth (Epiblema strenuana) and seed feeding weevil (Smicronyx lutelentus) establishing in some areas.

It is hoped that establishing Bio-control agents in the field will contribute to the overall management

of Parthenium, especially in areas where other control measures such as chemicals are limited due

to access.

Biosecurity Act 2014 Recently Queensland Health has amended the licencing requirements/process for 1080 which will come into effect on July 1st 2017. Private individuals/landowners may now apply and obtain a permit to possess and utilise 1080. This development has caused some concern within Local Governments. It was decided that Council will continue to conduct a baiting program for as long as possible under the assumption that while the baits are free it will encourage some landholders to participate who otherwise may not. A gradual education program will come into play and when the supply runs out, it is hoped that those who need to bait will be able to continue under the new guidelines. The next large-scale baiting effort will be in August/September when dogs are whelping. A letter containing an updated list of requirements that landholders need to abide by and at point of supply, must be signed by the user to signify agreements has been drafted and will be sent shortly. This should cover NBRC in case of misuse. Wild Dog / Dingo Management Below is a table of Wild Dog / Dingo Management statistics for NBRC in July:

Other Feral Animals Management and Invasive Pests Management Feral Pigs Council has now introduced both a Feral Pig Policy and trial Feral Pig Bounty of $5 per snout and tail. Council has received numerous enquiries about how to claim the Bounty, including from persons residing within regions such as Brisbane, Bundaberg and Others. Some Feral Pig snouts and tails are being presented to Council by people claiming the Bounty. There hasn’t been a huge response to date (see Table below).

Flying-fox Management and Monitoring No activities have been conducted on Flying-fox Management and Monitoring during the time period. We are investigating the feasability of Ultrason X devices, available in Australia that have shown effectiveness against birds and bats for limited distances of 350m2. These devices use ultrasound which is inaudible to human and pets ears. They are suitable for outdoor use, reasonable cheap and set up as a set of 3 units facing different directions, should repel Flying Fox’s from buildings and certain feeding trees.

Koala Management and Monitoring On Friday 23rd June, Australia Zoo Wildlife Hospital released a Koala back into Gayndah (had

been hit by a car in town). Although there is an acknowledgement that Koala’s and their

habitat exist in the area, there is a need to collate evidence of sightings, further surveys and

improve mapping in the North Burnett.

An interest group is forming between those keen to do something with mapping along the

Burnett River Rail trail, the Burnett College and Wildlife Rescue Carers etc. A meeting

between stakeholders will take place on August 23rd at the Gayndah Supper Rooms.

Humphrey Binjour Vegetation Offset Project The Humphrey Binjour Vegetation Offset Project is ongoing and currently in its third year of implementation out of a total of five years. It relates to a vegetation offset site containing vulnerable and near threatened species that was created as part of approvals for the Humphrey Binjour Road Landslip Remediation Works. A visit to the site in early June showed the site looking good following the rain from ex Tropical Cyclone Debbie. The transplants and propagated plants are in good health with Bertya pedicellata in flower. A contractor (Andrew Ahern), continues to maintain the site and there will be some investigations made over the coming months into the possibility of propagation if cost-effective. This site looks excellent at the moment and is a credit to Andrew for his work in keeping the plants alive during the hot, dry times before ex Cyclone Debbie. Department of Transport and Mains Roads The 2016/17 Element 5 – Weed Management Contract is now finalised and being executed and the next submission is being prepared for 2017/2018. This will involve LPO’s identifying with a TMR contractor, each infestation along the roads and basing funding on total areas of infestation. Other projects and grant funding No current applications for grant funding are being sought.

Customer Service Requests and Equipment Hire for July

Equipment Hire The ongoing intention in the future is to improve community awareness and utilisation of NRM Equipment that can help the community in managing their invasive species issues. Given that Council is hiring equipment to the community, Council will need to ensure that in future the equipment is of an appropriate condition/standard (i.e. covering public liability and community acceptance). Some of the equipment is aging and becoming less reliable, which may warrant some replacement. Eidsvold’s spray unit has been repaired although some running issues have been identified

and will be addressed shortly. It is hoped the purchase of 2 quick-spray issues will alleviate

these issues by replacing aging units on the units and freeing those up as working hire units
