The Palumbo Skibinski Team proposes the following fee for the Basic Services, as described in AIA Document B101, including elevations and a rendering of the plan:

Schematic Plan Update: $106,500.00, including reimbursable expenses. The above fee includes the two (2) “at large” community meetings described in this proposal as part of the charrette process. Additional community meetings will cost $1,800.00.

PART 2 FEES

Part 2 - Design Development through Project Execution: The Palumbo-Skibinski team proposes the following fee for the Basic Services as described in AIA Document B101, including land development and associated jurisdictional approvals:

$702,200.00 - $777,000.00 plus reimbursable expenses. A fee range for Phase 2 is provided because the exact scope of work for this phase is not yet finalized. Reimbursable Expenses Phase 2: Reimbursable expenses for Phase 2 include cost such as transportation, lodging, and meals in connection with out of town travel; long distance telephone calls, courier services and facsimile communications, postage and delivery charges; reproduction costs; expense for data processing; photographic production techniques; expense of renderings, models and mock-ups requested by the Owner; automobile travel; and any application, review and/or permit fees Reimbursable expenses will be invoiced at cost (no mark-up). Automobile travel (out-of-town) will be invoiced at the prevailing IRS rate.

PART 2 - MEMORIAL FIELD PROJECT

Question #2: Number of Meetings Proposed compensation includes 18 meetings under Part 1 - Schematic Plan Update and 12 meetings under Part 2 to be attended by the design team with the various stakeholders described in the RFP. This includes the “at-large” community meetings as well as meetings required to coordinate with State College Borough and school district athletic departments, staff, administration and school board. Additional meetings (not including the community “at large” meetings) requested by the district will be invoiced at $600 to $1,200 per meeting. Question #3: Additional Services or Costs Additional services which could be incurred include specialty consultants such as acoustical design, audio-visual consulting, topographic and boundary surveys, geotechnical engineering investigations/studies/foundation reports, stormwater infiltration testing, hazardous waste identification and abatement, or specialty sports lighting. Other additional services include measured drawings and/or comprehensive survey of existing conditions, and storm water mitigation design to address the field drainage condition. Question #4: Understanding of the Project The Palumbo-Skibinski team is very familiar with the Memorial Field site having developed the currently approved schematic plan and designed the replacement of the West Bleachers (Phase 1). Throughout conceptual and schematic designs, we have gained an appreciation of the opportunities and constraints that existing conditions at Memorial Field present. Project planning and design development should meet the challenges of the site by taking advantage of this historical urban setting. The project should be approached with a goal of accentuating its unique character that is so valued by the State College Area School District and community, especially the Allen Street Civic District.

There are many decisions to be considered in context of the recently completed building evaluations. The Central Office Building and the Fairmont Building provide opportunity for programming support spaces. The proximity of the Central Office Building to the east bleachers suggests possibilities of repurposing the building and/or site. The Fairmont Building is large enough to allow for field house programming to support student athletes and perhaps a new game-day tradition could be started, which would incorporate a ceremonial “march” to the stadium from the facilities in the building. Whatever the appropriate solution is it must involve selective improvements to a variety of current conditions including circulation, accessibility, players’ and officials’ facilities, spectator amenities, code compliance and seating capacity. The collective outcome will derive from a holistic approach conforming to the satisfaction of the general objective to modernize facilities while keeping intact the historic feel of Memorial Field.

Question #6: Responsibility of the Team Members: We believe that Palumbo-Skibinski offers you the optimal blend of expertise and experience for the renovation of Memorial Field. Question #7: Local Presence The Palumbo - Skibinski team assembled for this project represent professional A/E firms with a strong local presence and as such offer the capability to be very responsive to the State College School Area District’s needs. Palumbo-Skibinski will be lead profes-sional providing architectural, civil, landscape architecture and project management services to the project. Hope Furrer Associates, Inc. will provide the structural engineer-ing expertise required and Barton Associates, Inc. offer the full range of mechanical, electrical and plumbing engineering services. Palumbo Skibinski, formed in July 2002, is a business partnership consisting of The Palumbo Group, located in Scranton, PA and Skibinski Associates, located in State College, PA. The combined, multi-faceted expertise of both firms brings together architecture, interior design and a full range of engineering services, along with establishing offices in two key communities in Pennsylvania. John S. Palumbo, AIA, and Thomas J. Skibinski, PE, who collectively bring many years of innovative engineering and architecture expertise to clients throughout Pennsylvania, lead the partnership. Collectively, the firm has worked on a broad range of projects for both public and private sector clients. There is no question that Palumbo Skibinski's background and broad range of experience significantly enhances the project team. Palumbo Skibinski applies state-of-the-art technologies throughout every project. In-house design systems include sophisticated hardware and software with full multi-media capabilities enabling the firm to establish an effective dialog between client and architect with rapid analysis of alternative designs throughout the project. The firm utilizes the Masterspec specifications systems, as well as various types of architectural/engineering design and presentation software. Following industry standards, the firm operates the latest 2016 AutoDesk Design Suite Architecture and Engineering design applications and drafting software in addition to multiple third party applications in order to take full advantage of 3-D modeling, computer graphics, rendering, and construction document process. We have an in-house technology consultant to assist in coordination of voice, data, and wire management. Palumbo Skibinski has worked together on numerous projects, both new and renovation, including the Schematic Design and West Bleachers Project for the State College Area School District’s Memorial Field. Our work with the Scranton School District is extensive. Most notably is the new Scranton High School and renovations to its Memorial Stadium. At Bloomsburg University, the firm completed an addition to the McCormick Center and a renovation of the Bakeless Center for the Humanities. Our work at Marywood University included a feasibility study of the student center and its SAGE award-winning subsequent renovation.

FIRM OVERVIEW Palumbo Skibinski

The Palumbo Group and Skibinski Associates are also active USGBC members and have LEED Accredited staff members who continually remain vigilant in their goals towards energy-efficient, environmentally-minded sustainable design practices and products. As a member of the USGBC, our firm seeks to incorporate the use of sustainable design practices in our projects, as well as encourage our clients to pursue sustainable alternatives in design and to work towards a more sustainable future and decrease the production of waste. We are dedicated to continuous improvement in increasing energy efficiency and using renewable resources within our work and office practices. Some initiatives we have taken in support of this goal include in-house recycling, the use of energy efficient fixtures and the use of materials with recycled content. With our several LEED accredited architects and engineers we will advocate for this project’s candidature for LEED certification if the project proves to be suitable within initial analysis. We believe that the project may be suitable for certification and is a candidate for various sustainability initiatives to be pursued throughout design development placing them amongst our other sustainable projects such as our recent COLTS Intermodal project designed to conform with the International Green Construction Code with noteworthy sustainable attributes including a vegetated rooftop, We have also received two Green Globe awards for our renovation of the 165,000 square foot Carbondale High School. Currently, we are in the midst of the LEED certification process on a potential LEED Gold status certification for a Resource Management Center project located in the Delaware State Forest of Pike County.

STATE COLLEGE AREA SCHOOL DISTRICT - MEMORIAL FIELD STADIUM RENOVATIONS State College, PA

The design team of The Palumbo Group, Skibinski Associates and Crawford Architects (aka Palumbo Skibinski Crawford) was commissioned by the State College Area School District (SCASD) to develop a schematic design for the renovation and expansion of Memorial Field originally constructed from 1933-1937. The facility is located in close proximity to the downtown business district and serves as the primary outdoor athletic venue for the SCASD. It hosts several athletic teams, physical education classes and many community organization events. Palumbo Skibinski Crawford conducted design charrettes with the local community and met with the District’s various sports’ coaches and student athletes to program the space. The design team developed design options ranging from approximately 4,000 seats to 5,800 seats, and associated estimates. The final plan incorporates new bleachers for approximately 4,000, restrooms, locker facilities, concession areas, an internal pedestrian access walkway, ticket booths, a plaza area, stormwater management facilities and other amenities. Estimated project cost is $16.0 million. Palumbo Skibinski Crawford was subsequently retained to develop contract documents and to provide construction administration services for Phase 1 of the schematic design/ renovation plan. This $2.8 million project was substantially completed in Fall 2013.

SCRANTON SCHOOL DISTRICT MEMORIAL STADIUM Scranton, Pennsylvania

After completion of the new Scranton High School, The School District became interested in completing The Campus like atmosphere with the renovation of the Memorial Stadium. With no significant upgrades occurring at the stadium since it was built in 1949 and straddled with a limited maintenance budget, the stadium was fast approaching a state of disrepair. The Stadium project was completed in three phases. It involved lead paint abatement of the bleachers, installation of a synthetic track and field and the renovation of the bleachers, team rooms, locker rooms, concession stands, toilet room and offices. Additions accommodated an expanded sports program and code compliance issues. The project was scheduled around the football, track and field and soccer season. The first phase was to include removing the lead based paint off the top of the bleachers, provide new aluminum seating for the bleachers, new ADA seating and ramps, renovate the interior and exterior of the press box which included technology upgrades, state of the art sound system, an 8 lane synthetic track and a synthetic football and soccer field. The second phase included the buildings under the bleachers and site improvements. The building improvements included using construction materials on the Providence Road elevation that matched what was used on the High School, renovating the existing locker rooms, bringing up to code the toilet rooms, adding concession stands, providing additional storage room and adding a multi-purpose room. The site improvements included enlarged pavement areas for circulation, new ticket booths and entrance and decorative fencing around the perimeter of the site.
