Alachua County SHIP Local Housing Assistance Plan (LHAP)

Income Level Expenditure Requirements- 30% of funds must be expended on very low income

(50% of Area Median Income: Family of four: $28,300)

- 30% of funds must be expended on low income

(80% of Area Median Income: Family of four: $45,300)

Encumbrance/Expenditure Deadlines- Funds must be encumbered within 2 state fiscal years

- Funds must be expended within 3 state fiscal years

Eligibility Guidelines

Households: Maximum 120% of Area Median Income,

(Moderate income for a family of four: $67,920)

Exception: 140% when funds are allocated to a development funded by the Community Workforce Housing Innovation Pilot Program, (CWHIP). No funding budgeted in 2008

Units: Must meet standards in Chapter 553, Florida Statutes.

– Manufactured buildings (modular homes)– Site built homes – No mobile homes may be assisted with SHIP funds.

– Insulation – Insulated window replacement– Heat and Air Units, hot water units– Exterior door replacement– Caulking, patching

Logistical Barriers to Weatherization of Low Income Families

Structural or mechanical repairs needed prior to weatherization

– Leaky roof or roof exceeded life expectancy– Tube and knob wiring in attic– Open electrical splices in attic– Inadequate electrical service to accommodate new HVAC

unit or furnace– Structural wood damage– Moldy or damaged drywall– Lead-based paint, asbestos, other environmental issues

Barriers to Weatherizing Homes of Low Income Families

Severe health and safety code violations – Extent of repairs may consume funding available– In rare cases, walk unless replacement funds
