Accomplishments• Juvenile Justice Reform

• Facilitated the establishment of a statewide risk and needs assessment for juvenile justice youth by the Juvenile Justice Oversight Commission

• Implemented a consistent data management system across juvenile justice agencies for better tracking of recidivism and other data analysis.

• System of Care• Ensured evidence and data-based decision making to improve

child and family outcomes and to provide transparency at all levels.

• Enhanced workforce development to provide ongoing training, technical assistance, and coaching to ensure providers are prepared to provide effective services and support.

• Victim Services Collaborative• Helped establish and lead the Nevada Victim Services

Collaborative to partner with other victim service funding agencies.

Summary of Agency OperationsThe Division of Child and Family Services (DCFS) is responsible for serving Nevada’s most vulnerable children and families, including direct services, general system planning, and oversight. A non-exhaustive list of DCFS’ program areas includes:

Community Services: DCFS provides services in all Nevada communities including rural child welfare services, youth parole services, early childhood services, outpatient therapy, wraparound case management, clinical and case management services, and mobile crisis response teams. Budgets include 3229 Rural Child Welfare; 3242 Child Welfare Trust; 3250 Transition from Foster Care; 3263 Youth Parole Services; 3281 Northern Nevada Child and Adolescent Services (NNCAS); and 3646 Southern Nevada Child and Adolescent Services (SNCAS).

Residential Services: DCFS operates 7 residential service facilities including 4 mental health facilities and 3 juvenile justice facilities. Budgets include 3148 Summit View Youth Center (SVYC); 3179 Caliente Youth Center (CYC); 3259 Nevada Youth Training Center (NYTC); 3281 NNCAS – AdolescentTreatment Center and Family Learning Homes; and 3646 SNCAS – Desert Willow Treatment Center andOasis.

Quality and Oversight: DCFS provides system planning and oversight for the Child Welfare, Juvenile Justice, and Children’s Mental Health Systems. Budgets include 1383 Community Juvenile Justice programs; 3145 Children, Youth and Family Administration; 3147 Youth Alternative Placement; 3141 Washoe County Child Welfare; 3142 Clark County Child Welfare; and 3251 Child Death Reviews.

Administrative Services: DCFS administrative services includes information systems, fiscal, and other support, including the DCFS Grants Management Unit. Budgets include 3143 Information Services; 3145 Children, Youth and Family Administration; and 3181 Victims of Domestic Violence.

Agency Updates

• Specialized Foster Care• The Division and a workgroup crafted a proposed State Plan

Amendment to Medicaid. The proposal was not successful.• Contracted with an expert firm to assist with the development of

a 1915(c) Home and Community Based Services Medicaid waiver application for health services related to specialized foster care youth needs.

• Desert Willow Treatment Center• Evaluated the logistics of partnering with a community health

provider to utilize the available space in the facility.• Determination made to suspend the project and re-evaluate use of

the facility.

Major Initiatives

• A total of 96 new positions across the three Juvenile Justice facilities to comply with Prison Rape Elimination Act (PREA) staffing ratios.

• Conversion of the division’s residential behavioral health treatment centers to Psychiatric Residential Treatment Facilities in order to enhance standard of care and bill for Medicaid under a daily bundled rate for services.

• Technology Investment Notification proposal to enhance the Child Welfare UNITY system to support secure bi-directional data exchanges with other external systems to comply with federal Comprehensive Child Welfare Information System (CCWIS) project requirements.
