As you are aware, the Hazardous Waste Facilities 2\ct, signed

into law on September 10, 1981, created a nine member

Hazardous Waste Siting Commission, and a 13 member Hazardous

Waste dvisory Council.

The Senate, to date, has approved seven merrbers of the

Commission and ten members of the Council. One of the seven

appointees to the Commission, Mr. Borden Putnam, has recently

been appointed by Governor Kean as the Commissioner of the

Department of Commerce, and must resign from his position on

the Waste Siting Commission. Thus, there are presently three

vacancie s on boththe Conimi s s ion and the AdvTory Council.

2. INITIAL MEETING OF THE HAZARDOUS WASTE FACILITY SITING COMMISSIC

Although several vacancies remain on the Commission, there

are presently enough members to fulfill the quorum require

ments, and I would like the Commission to begin meeting as

soon as possible in order to begin its tasks. Suggested

arrangements for the initial meeting are as follows:

a) Meeting with Governor Kean and myself with Press

b) Swearing—in ceremony with Governor Kean with Press 7.1

Conference, followed by a general meeting;

c) Less formal meeting with myself and the Advisory

Council, followed by a more formal commencement with

the Governor when the remaining vacancies are filled.

I have offered these suggestions in order that you might

consider the most effective way to initiate the actions of

this Commission, for an issue that is an important part of

the Governor’s environmental program.

Kindly let me know which way you wish to proceed, and if the

meeting can be scheduled within the next two weeks.

As you are aware the Chairman of the New Jersey Chemical IndustryCouncil, Mr. Borden R. Putnam, has resently been appointed, by GovernorKean as the Commissioner of the new Department of Commerce. Hisappointment means that he must resign his position as one of theCommissioners of the Hazardous Waste Facility Siting Commission. (Chapter279, 1981). Mr. Putnam was nominated to that position by the CIC as oneof the three industrial representatives on the nine member commission.

The CIC has been asked by members of the DEP to submit the name ofanother representative from our group to succeed Mr. Putnam. Therefore,it is with great pleasure that the Executive Advisory Committee of theCIC submits to you the name of-Dr. Roy T. Gottesinan of Tenneco Inc. foryour approval and recommendation to Governor Kean. As you are aware the Chairman of the New Jersey Chemical IndustryCouncil, Mr. Borden R. Putnam, has resently been appointed by GovernorMean as the Commissioner cf the new Department of Commerce. Hisappointment means that he must resign his position as one of theCommissioners of the Hazardous Waste Facility Siting Commission. (Chapter279, 1981). Mr. Putnam was nominated to that position by the CIC as oneof the three industrial representatives on the nine member commission.

The CIC has been asked by members of the DEP to submit the name ofanother representative from our group to succeed Mr. Putnam.
