State of Oregon Department of Environmental Quality Memorandum Date: May 10, 2019 To: Environmental Quality Commission From: Richard Whitman, Director Subject: Agenda Item I (Informational): Legislative Update May 16-17, 2019, EQC meeting Purpose of item DEQ will present updates on legislative and budget activities since the Jan. 24- 25, 2019, EQC meeting. A table summarizing legislative hearings that DEQ has presented at over this time period is included as Attachment A to this memorandum. 2019 Session highlights The 2019 Oregon Legislative Session began Jan. 21, 2019. DEQ presented its 2019-21 Governor’s Recommended Budget, including the agency’s active policy option packages, to the Ways and Means Natural Resource subcommittee the week of February 18. DEQ also has presented follow-up budget information. There are many bills still pending at this time, and the May revenue forecast will be issued next week – which will affect budget decisions significantly. DEQ will provide a summary of the agency’s presentations and other legislative and budget matters to-date at the May meeting, including any known or anticipated approved legislation that affects agency operations. Based on Oregon’s constitutional limitations, the 2019 Session will end on or before June 30, 2019. EQC involvement There is no request for commission action at this time. DEQ will provide updates on legislative and budget matters at the July EQC meeting. The commission chair will be asked to certify the final Legislatively Approved Budget following the end of the 2019 Legislative Session.
