Preface
In the State of Osun, social development initiatives increased in popularity from 2010 due to the combination of radical new ways of administering welfare programmes put together by the government. The very unusual welfare programmes such as the basic cash transfer to the elderly, the Osun Youth Empowerment Scheme that engaged over 40,000 unemployed youths and the compulsory school feeding for elementary school pupils are exceptional in the country. Given such large universal programmes increase State expenditure, it is imperative that beneficiaries are accurately captured to ensure that limited resources are efficiently allocated.
The Youth Employment and Social Support Operation (YESSO) aims at strengthening and enhancing the capacity of a central social safety net platform in each participating state and at the Federal level. The central platform consists of a targeting system, a register of poor and vulnerable households and individuals and a monitoring and evaluation system. The Community-Based Targeting which is the unique strategy of YESSO is the body of established national procedures for identification of poor and vulnerable households and individuals throughout the country. Community targeting is a sub-set of community participation, a broader concept that applies to all cases where communities lead the decision making process. The State of Osun is one of the 15 participating States in the country.
The operation has four components. The first component is institutional strengthening and enhancing the capacity of a central social safety net platform in each participating State and at the Federal level. The central platform consists of a targeting system, a register of poor and vulnerable households and individuals and a monitoring and evaluation system. Three interventions that rely on the social safety net platform constitute the remaining components of the operation: a Public Workfare program (Component 2); a skill for jobs scheme (Component 3); and Cash Transfer program (Component 4).
The primary purpose of this report is to provide regularly updated information on Single Register of Poor and Vulnerable Households (SRPVH) to Ministries Departments and Agencies of Governments and also and non-governmental service providers to assist the planning and implementation of poverty reduction pro-grammes in the State. Also, the State of Osun Single Register of Poor and Vulnerable Households is part of the consolidated National Social Registry (NSR). About the Team
Femi Ifaturoti has over 30 years litigation experience covering nearly all facets of the law• He is a member, panel of Neutrals at the Lagos Multi-door Courthouse. He served in the legal team of the election petition of Ogbeni Rauf Aregbesola former Governor, State of Osun up to Appellate Court between 2007 – 2010. Ifaturoti is a foundation member, editorial board of Osun Defender Newspaper. He co-founded and Chairman, Imple- menting Committee Osun Youth Empowerment Scheme (OYes) and the Director General, Bureau of Social Services. Ifatutoriti was a Special Adviser to the Governor, State of Osun and (member of the State Execu-tive Council, under the designation of Director General, Bureau of Social Services (BOSS). He is the pioneer State of Osun Coordinator, State Operations Coordinating Unit (SOCU) of the Youth Empowerment Social Support Operation (A World Bank Operation) and participated as member of the Design Team for the National Social Protection Policy, Federal Republic of Nigeria.
Adetoye Adesola, the Head of Operations is an experienced professional of more than 20 years of partic- ipation in Development Works, Capacity Building, Monitoring and Evaluation, and ICT. He is a graduate of Agricultural Economics of the Nigerian's premier University, the University of Ibadan, with First and Masters Degrees. He also obtained Certificates on Challenges of Global Poverty from Massachusetts Institute of Tech- nology and Creative Problem Solving and Decision Making from Delft University of Technology Netherlands. Ample experience in both private and public sectors ensued from working for various organization such as: LKD, a firm of Chartered Accountants in Lagos as the Management Trainee and later as Assistant Consultant, the University of Ibadan Business outfit, Osun State Government as Consultant Economist, and later, Moni- toring and Evaluation Specialist under Fadama III project
Temilola Ritamary Oloba is the Gender & Vulnerability (G&V) Specialist and the Grievance Redress Officer of Youth Employment and Social Support Operation (YESSO) – A worldBank assisted support programme es- tablished in 2013. The support operation is in line with the World Bank and Nigeria’s commitment to poverty reduction by creating opportunities for the poor and vulnerable people of Nigeria to access. With over 15years cognate experience in Community and Social Development, Training and Capacity Build- ing, Organizational and Sustainable Development. Temilola holds a degree, Bsc in Computer science from Ondo State University, Ado Ekiti and currently running a Master’s programme in Gender and Social Develop- ment at Centre for Gender and Policy, Obafemi Awolowo University Ile Ife, Osun State. A fellow of the Asso- ciation of Gender & Vulnerability Specialists, Nigeria Country correspondent for International Association for Community Development (IACD) with several certifications in Social Development and Management. Prior to YESSO, She worked with the European Union as the Project Field Officer in charge of Delta, Edo &Ondo State, and EU MPP9. Also Worked with The Shell Petroleum Development Company of Nig Ltd (SPDC), Warri, Nigeria, and an International Development Organization that works with enterprising people in the developing world to build competitive businesses. She has also worked with various NGOs in Niger Delta region, has passion for the poor & the vulnerable. She believes in adding value to life.

Oluyemisi Omolola Haastrup is the Management Information System Specialist in Youth Employment and Social Support Operation (YESSO). An experienced Information System Professional with a demonstrated history of working in Banking, Community Development and Social Protection fields. Skilled in Database Man- agement & Analysis, Project Management, Cloud Computing, Networking, Monitoring and Evaluation.She is a professional with over 10 years experience and masters degree in Computer Science from Ladoke Akintola University of Technology, Ogbomosho. Before she joined YESSO, she worked with National Fadama III Development Project as Management Information System Officer, UNFPA and First Bank Plc. Her roles in the previous organizations and YESSO has taken her to various places within and outside Nigeria. She is self-motivated, disciplined, capable of building and maintaining strong relationships, handling heavy workload and delivering results.
Toluwanimi Fadesere is an experienced Monitoring&Evaluation professional and AgriFood Chain consultant with a demonstrated history of working in Agribusiness, Development, Banking and Telecommunication Sec- tors. Skilled in Food Security and Early Warning Signal Assessment, Data Visualization, Data Communication, Explorative Data Analysis, Impact Assessment, Financial Analysis, Marketing and Sales, Agricultural Processing with a Master's degree focused in Development Management and Food Security from, Wageningen University and Research, The Netherlands.

1Introduction
Osun is one of the fifteen states participating in the implementation of Youth Employment and Social Support Operation (YESSO). YESSO is a World Bank-assisted program of the Federal Government of Nigeria. The support operation is in line with the World Bank and State’s commitment to pover-ty reduction by permitting the poorest people of Nigeria to access increased opportunities for youth employment and social service delivery. YESSO, a social safety net intervention (SSN), is supporting existing institutions to help strengthen their capac-ities for poverty alleviation. The goal of YESSO is to reduce youth unemploy-ment and increase human capital development of the poor. The Development Objective (DO) of this support operation is to “increase access of the poor to youth employment opportunities, social services, and strengthened safety net systems in Participat-ing States.” A strengthened safety net system would have a common targeting system and a single reg-istry of potential beneficiaries as major elements to facilitate basic services for poor households. The social support operation became imperative for the following reasons. According to the Na-tional Bureau of Statistics (NBS 2011), 70% of unemployed youths are uneducated and unskilled. The fact that about two-thirds of the Nigerian population has a primary or less than a primary education explains the reason for the Public Work Fare (PWF) and Skills for Job (S4J) components of YESSO. Also, because infant, child, and mater-nal mortality rates, as well as malnutrition rates, remain high in the country, the Conditional Cash Transfer (CCT) becomes imperative. This will enable government to provide effective incentives for extremely poor households to invest in the human capital development of their children and have adequate cash benefits to increase household
consumption. Investing in human capital also strengthens the prospects for future employability of youths. Social Protection (SP) programs including Social Safety Nets (SSN) in Nigeria at the federal or state level have been implemented by different agen-cies. Each of these agencies operates in isolation of others without central coordinating units at the different governmental levels. This is partly respon-sible for the low impact of such programs. Besides, Nigeria has been operating SP or SSN related activities without a policy framework. As a result, each operator of the different programs carried on activities in isolation without recourse to other agencies that may be into similar SSN programs. This situation encouraged a high probability of du-plication of activities and functions due to ineffec-tive coordination. Hence, it was not uncommon to find different agencies of government attempting to implement similar SSN activities The lack of effective coordination and SP frame-work has combined to denigrate the issue of common registry for beneficiaries creating avenue for possibility of double dipping, error of inclu-sion and error of exclusion by the intended ben-eficiaries. It has also led to ineffective Monitoring &Evaluation (M&E) system with less emphasis on outcome indicators (impact analysis). Experience from other climes shows that for effective SSN, there is need for a social protection platform which should have effective coordinating and monitoring and evaluation component. It is in this respect that a component of YESSO was developed to create a rallying point for coordinating SSN and M&E through the establishment of social protection platform. Effective coordination will be achieved through common targeting and single registry i.e. Single Register of Poor and Vulnerable Households (SRPVH) to create a robust social protection sys-tem or platform.
Background
1 Osun Youth Employment and Social Support Operation
In the State of Osun, the Operation became dis-bursement effective in Osun in April 2014.
Preparing for implementation of the program, the training of the Trainers on the Community-based Targeting and Single Register of Vulnerable and Poor Households was held at Iloko – Ijesa be-tween 17th and 11th April, 2014. Relevant Officers of Osun SOCU were in attendance and received training on the concepts of poverty and vulnera-bility, the basics and practice of Community Based Targeting, process and registration of potential beneficiaries into the Single Register.
Additionally, between 29th and 30th May, 2014, a meeting was organised by the World Bank in Ibadan to review and validate the draft Manual on CBT/SRB for YESSO. Osun SOCU also participat-ed in the exercise in order to reinforce the knowl-edge and skills of the CBT teams.
CBT generic Manual was finalised at a YESSO management meeting held at REIZ Continental Hotel, Abuja on Thursday, June 26th 2014. As directed, representatives of the Osun SOCU were in attendance. Electronic copies of the final ver-sion were thereafter forwarded by the World Bank, which was finally domesticated for use in the State of Osun for the CBT process. The State of Osun started the first phase of the CBT/SR in the year 2014 and received a no ob-jection from the World Bank for use of its Single Register and for its acceptance into the National registry of poorest and vulnerable households. The second phase to fifth phases were also ap-proved by the World Bank for execution. The remainder of this report talked at length about SOCU, CBT processes, achievement and results of the CBT/SR exercise in the state.
Preparation for Community Based Targeting (CBT)BOX 1
In the State, the SOCU institutionalised under Ministry of Economic Planning, Budget and De-velopment is designated by the state government to manage YESSO and other safety net initiatives supported by the National Social Safety Nets Coor-dinating Office (NASSCO) in the Office of the Vice President.
The SOCU is responsible for establishing the cen-tral Social Safety Nets, developing and ware-hous-ing the Single Register and coordinating the overall operation at the state level. The SOCU is account-able to the state government, NASSCO (for the Single Register) and Federal Operations Coordi-nating Unit (CBT and fiduciary management). The key functions of SOCU are:1) Creation of a common targeting mecha- nism to identify beneficiaries based on their poverty levels and using a combination of geographic, community-based, and household level
2) Creation of a single register from identified poor households at the state level 3) Development of an integrated MIS to track and monitor the progress made by pro- grams at the beneficiary level; 4) Adoption of a common payment system for the core interventions; 5) Overseeing the implementation of the r- espective components of the operation; 6) Preparation of annual work plans, budgets, and procurement plans for SOCU’s oper- ations, including submission of the state budget package comprising complete pack- ages for SOCU and intervention units.7) Working with the implementation units within the state to carry out social and environmental safeguards and M&E; 8) Preparation of progress reports for the State government, FOCU, and the World Bank;9) Audit the financial and programmes pro- cesses of the operation at state level; and10) Submit reimbursement report to FOCU.

2Community Based Targeting
One strategy was adopted for targeting. This relates to a targeting system which would include use of geographic targeting, commu-nity-based targeting (CBT) and proxy means testing.
The common registry of beneficiaries follows the targeting and selection of poor households from the community. A village or ward can be considered a community to facilitate com-munity based targeting and selection of poor households to create the single registry. The consultation process includes members of the community / ward development committees. The selection of beneficiaries for the compo-nents under the operation was based on the single register. Populating the SR with poten-tial beneficiaries is the responsibility of SOCU.
The sequence of identification and selection of beneficiaries for YESSO is a stepwise ap-proach.
Methodology
The first step is Geographic Targeting which involves LGAs/Communities selection, using the poverty map and other objective indi-cators by SOCU & LGA. The poverty map developed by Community and Social Devel-opment Programme for State of Osun was adopted.
The map categorised the Local Government Areas under the three (3) zones according to their level of poverty. The indicators used include:• number and status of educational facilities• average annual income• number of health facilities• number of immunised children under five years• number of health workers• proportion of health sanitation facilities• average distance to health facilities• number and type of water resources facilities
a) Reaching a consensus on use of Poverty Map (or other poverty measurement criteria)(b) Selecting poor LGA in agreement with poverty mapping(c) Reaching agreement on criteria to be used at LGA level to pick poorest communities(d) Selection of agreed number of poorest villages or commu nities per LGAs based on poverty ranking or agreed cri teria. e.g., Selection of 40 poorest villages/communities in each of the poorest LGA of the State.
(a) Sensitisation and mobilization of community.(b) After sensitization and mobilization, trained facilitators conduct community gathering in each of the selected poor villages/ communities. (c) At the gathering, community members/groups identify and agree on a number (e.g. 20) of poorest households or individuals in the community, based on agreed criteria.(d) Selected poor Household list must be ranked and harmo nized if more than one list is produced. (e) A grievance redress mechanism set up at the Community, LGA and SOCU level, to address complaints and pleas em anating from the community gathering and engagement process in each LGA.
Trained Enumerators use Specialized checklist to collect welfare information from the identified households or individuals. Enumerators were provided a special enumerators manual developed by Osun SOCU for use as useful companion
Data or information on identified HH as well as their rankings/groupings entered into the SR by data entry clerks selected on the basis of clearly defined criteria and process. This was no more necessary with introduction of CAPI
Beneficiaries are selected from the SR/ for enlisting into interventions based on relevant characteristics of members of the identified and ranked poor house-holds for public workfare and skills for job.
