FY2016 State Responsible Offender Demographic Profile

This report contains offender demographic information for the State Responsible (SR) confined offender population and the community corrections population on June 30, 2016, the SR Releases and Parole Violators during FY2016, and the New Court Commitments during FY2015. Gender, race, and age are provided for all populations. In addition, information specific to the individual populations is provided. For example, the SR Confined population data also includes custody level, offense, education enrollment, and length of stay information. The Community Corrections population includes the type of supervision, the level of supervision and prior SR incarcerations.

To accommodate different user needs, information is provided on multiple levels. For each population, there is aggregate information summarizing demographic characteristics for the entire populations. In addition, information is provided at the region and VADOC facility or district level. For the Community Corrections population, Detention and Diversion Centers are presented as well as the Probation and Parole Districts. Information is also provided by type of facility for the SR Confined population.

To provide information supportive of the Virginia Department of Corrections’ Re-entry Initiative, demographic and sentencing information is included on populations flowing in and out of the SR Confined population. Summary statistics for the FY2015 SR New Court Commitments and FY2016 SR Releases are included in this report.

The terms used in this report are:

State Responsible (SR) – The SR definition has changed over time and is dependent on several factors: date of offense, offense type (felony or misdemeanor), sentence length and how the sentence is expressed (in years, in months, in days or some combination of the three). Any offender who meets one of the SR criteria below is considered State Responsible.

SR Confined Population – State responsible offenders incarcerated in a VADOC facility or local/regional jail on the date specified serving an SR term of incarceration; this figure excludes any Out-Of-State Contract offenders incarcerated in a VADOC facility; the SR Confined Population figures are data extracted from VirginiaCORIS and were current as of that time; the SR Confined Population figures differ from the SR End-of-Month (SR EOM) figures because the SR Confined Population includes only information about offenders known to VirginiaCORIS while the SR EOM figures include information about SR offenders incarcerated in local/regional jail as reported by the State Compensation Board (SCB) because the jails know about an offender’s SR status before that information is received and verified by VADOC and entered into VirginiaCORIS; the SR EOM figure is the official State Responsible number. The FY2016 SR Confined total was 36,863, compared to the SR EOM total of 38,264.

SR New Court Commitments – State responsible offenders whose final date of sentencing was during the time frame specified

SR Parole Violators – State responsible parolees who had their parole revoked by the Virginia Parole Board during the time frame specified and had an SR term of incarceration imposed

SR Releases – State responsible offenders released from an SR term of incarceration during the time frame specified

Community Corrections Population – Offenders convicted of one or more felonies that were sentenced to a term of supervision in the community and were being supervised on the date specified
