State Route 710 Study August 13, 2012 Presentation to Pasadena City Council
Overview: Alternative Analysis Phase
Background
• Existing No Build condition of SR-710 contributes to growing congestion on nearby freeways & arterials
• 2/3rds of LA County voters approved Measure R
• Robust Project Scoping effort completed
• Metro Board awards environmental and outreach contracts (two 3 year contracts)
• Public participation ongoing

Alternative Analysis (AA) Phase
WHY & HOW?
• Fulfill next step leading to environmental studies
• Evaluate a full range of reasonable multi-modal transportation alternatives to address the problem
• Collect data, and conduct engineering and other environmental and technical assessments
• Consider input from Project Scoping as well as public input during the AA phase
4
Project Development Process
Preliminary - Not for Distribution 5
Post Scoping - Initial Study Area
6
• Keep all modal options on the table including: Transportation Systems Management
/Transportation Demand Management (TSM/TDM) low-build; surface, subsurface and elevated alignments; transit (bus and rail) options; arterial improvements; freight management systems; supporting advanced technologies; and No-Build
• Define project need and study area • Continue public participation
7
What we heard during Scoping
• Consider all related traffic, engineering, social, aesthetic, economic, cultural, natural, archaeological, health, air quality, noise and environmental justice issues
• Consider local and regional planning impacts • Conduct cost/benefit analyses
8
More on what we heard
What we are studying…
9
• No Build • TSM/TDM • Bus Rapid Transit • Light Rail Rapid Transit • Freeway (surface, subsurface/underground) • Highway/Arterial Improvements • Advanced Transportation Technologies

Key Participants
• Stakeholders – provide input throughout study process
• Metro - administer technical and community outreach study contracts (staff recommends final alternative to Metro Board based on study results)
• Caltrans - serve as lead agency for CEQA/NEPA compliance, provide technical oversight, certify study results
• Contractors – conduct study, execute tasks, solicit public input and inform stakeholders

informational sessions, roundtables, and/or focus groups, as needed
23
Outreach Structure
Some of what we have learned…
25
• Major congestion on local streets intrusive and
decreases level of service • Operational deficiencies on highway system
adversely impacts transit system • Limited north-south transit network
constrained by slow speeds on local arterials
26
Mobility Constraints
Preliminary Project Need
• Improve mobility by accommodating regional and local north-south travel demands in the western San Gabriel Valley and east/northeast section of the city of Los Angeles within the study area
27 Preliminary - Not for Distribution
Objectives that meet Project Need
• Minimize travel time • Improve connectivity and mobility • Reduce congestion on local network and
regional freeway network • Increase transit ridership • Minimize environmental and community
impacts • Assure consistency with regional plans • Maximize cost-efficiency of public investments 28
Preliminary - Not for Distribution
Initial Environmental Assessment
Environmental topics evaluated • Property Acquisition • Community and Neighborhoods • Parkland/Community Facilities • Biological/Jurisdictional Resources • Noise • Air Quality • Visual Resources • Geotechnical • Hazardous Waste • Environmental Justice • Paleontological Resources • Historic Properties

Next Steps
• Further refine alternative concepts and study area • Continue conceptual engineering and technical
analyses • Recommend final alternatives by Fall 2012 • Circulate Draft Environmental Document and
conduct Public Hearing by Winter 2013 • Final Environmental Document by Winter 2014 • Continue public participation
