    On March 15, 2011, City Council directed staff tocoordinate with the State agencies, Home OwnerAssociations, Private property owners, and PSB staff

    to provide pedestrian access to designated FranklinMountain State Park trailheads,

    Meetings with OSAB

    Staff met several times with the OSAB subcommitteeand Texas Parks and Wildlife Representative toidentify existing State Park Trailheads

    Identify property owners, stakeholders, and potentialobstacles to accessing the trailheads

    Met with PSB staff to discuss access to trailheadsthrough City-owned property - PSB managed

    Conducted site visit to recommended trailheads

    Current Code requirement19.15.060.O Street Standards Pedestrian

    Connectivity

    Pedestrian Connectivity. Pedestrian connectivity and access shall be providedbetween subdivisions, schools (where access is allowed by the school district), cul-de-sac (i.e., bulb-to-bulb access) and park and open space areas. In cases where asubdivision is constructed in a location that is adjacent to another subdivision,pedestrian access shall be provided such that adjacent development can connect

    to such access at a later date, when development occurs. Gated subdivisions,subdivisions with severe topography problems or subdivisions where suchconnectivity may interfere with Arroyo or sensitive environmental protectionmay be exempt from this requirement upon approval by the city plancommission.

    -Add a layer on GIS that identifies all public trails. (To beincluded as part of our review process.)

    Access Requirements to Trailheads

    A Memorandum of Understanding (MOU) between Parks andRecreation and PSB to allow public access through City-owned -PSB managed land to the Franklin Mountain State Park

    Coordination with Hunt Communities Holding LLC at the timeof platting/development (Redd Road, Lomas Del Sol location)

    Coordination with private property owners to allow accessthrough private property onto State Park- at the time of platting

    Adequate parking can be accommodated on City owned landand limited on-street parking is available
