    Chennai: Joining issue with Chief Minister J. Jayalalithaa who blamed the Centre for energy shortfall faced by

    Tamil Nadu, Union minister of state for commerce and industry E.M. Sudarsana Natchiappan on Wednesday

    asserted that adequate power has been ensured to the state by the Centre.

    The Centre was providing adequate power from the central grid as and when it was required by the State

    government and would provide major share of energy produced from Kudankulam nuclear plant, he told reporters

    here.

    As per the demand from State government, we will try our best to allocate majority of the power produced from

    Kudankulam plant, he said answering queries from reporters who drew his attention to a letter written by

    Jayalalithaa to the Prime Minister on Tuesday accusing that Centre was responsible for shortage of 2,500 MW of

    energy in Tamil Nadu.

    At the Kudankulam nuclear power project, the nuclear reactors are expected to produce 1,000 MW by December

    15. We will give the majority of the power produced to Tamil Nadu once it begins producing that much amount of

    power, he said.

    Jayalalithaa had urged Manmohan Singh to direct both the Union ministries of power and coal to take effective

    steps to ensure that the power plants under the control of Central government maximise their generation and

    restore the supply of power to Tamil Nadu.

    Chennai: Power generation at the Kudankulam Nuclear Power Plant in Tamil Nadu which was

    temporarily suspended last week, resumed on Monday, a senior official of the plant said.

    "Power generation resumed at 4.11 pm with the 1000MWe Unit-1 producing around 220MW of

    electricity," he said.

    The 1000MWe first unit was shut down Tuesday, the second such exercise undertaken by the

    authorities after it was synchronised with the southern grid on October 25.

    Unit-1 had attained criticality on July 13 this year after much delay following protests against the

    project by anti-nuclear activists in areas around the complex, citing safety reasons. Power

    generation would be increased gradually towards 1000MWe by December this year once the unit

    attains operational stability.

    Nuclear Power Corporation of India is constructing two 1,000MW units at KNPP jointly with

    Russia at Kudankulam in Tiruneveli district, about 650km from here.

    Tirunelveli: Tamil Nadu would get 185 MW from the 400 MW being generated from the

    1,000 MW first unit of the Kudankulam nuclear power project (KKNPP), according to a

    Tangedco source.

    The first unit of KKNPP, whose reactor power was increased by 50 per cent, which attained

    400 MW power generation since Friday night, is steadily maintaining its generation level,

    according to KKNPP site director R.S. Sundar, who had stated that for the past 20 days, since

    November 10, when the plant was resynchronised with the southern grid in the third phase of

    it going on stream commercially, it has supplied 175 million units to the southern grid.

    Until the AERB gives the next approval for increasing the reactor power, KKNPP was said to

    go on steady with generating 400 MW, which, according to a Tangedco source, would be

    shared among the states of TN, Karnataka, Kerala and Puducherry as per the Gadgil formula.

    The source further said that if KKNPP continues to supply 400 MW to the southern grid,

    Tamil Nadu would get 46.25 per cent (around 185 MW), sharing 22.1 per cent (88.4 MW)

    with Karnataka, 13.3 per cent (53.2 MW) with Kerala and 3.35 per cent (13.4 MW) with

    Puducherry. It has also been hoped that of the 15 per cent of unallocated power in the 400

    MW, TN has the possibility of getting an additional allocation.

    The Tangedco official said that this sharing had been done according to the official sharing

    method of resources based on the Gadgil formula and the recent assurance by Union minister

    Sudarsana Natchiappan that major power produced in KKNPP would be allocated to Tamil

    Nadu does not seem to have administrative sanction.

    Move Supreme Court for withdrawal of cases againstanti-Kudankulam agitators, high court says

    CHENNAI:The Madras high court on Wednesday declined to direct Tamil Nadu to

    withdraw the 300-odd criminal cases registered against anti-Kudankulam NuclearPower Plant agitators, saying those concerned with the matter could move the Supreme

    Court for remedy, if any.

    Dismissing a PIL filed by advocate P Pugalenthi, the first bench comprising chief justice

    R K Agrawal and justice M Sathyanarayanan also clarified that in its July 29 order that

    the court had not expressed any opinion on the withdrawal of cases against agitators.

    The PIL's basis was 14thdirection in the Supreme Court's order dated May 6. While

    passing orders on feasibility of commissioning Kudankulam nuclear power plant, the

    Supreme Court had said: ""Endeavour should be made to withdraw all criminal casesfiled against the agitators so that peace and normalcy be restored at Kudankulam and

    nearby places. Steps should be taken to educate the people on the necessity of the plant,

    which is in the largest interest of the nation, particularly Tamil Nadu.""

    Noting that Tamil Nadu government had not acted upon the Supreme Court 'fiat' even

    after a lapse of two months, the PIL wanted the court to direct the Tamil Nadu

    government to implement the apex court order. Advocate-general A L Somayaji,

    however, argued that it was not a directive. The paragraph was advisory in nature, he

    said.

    Meanwhile, one G Sundararajan moved the court to declare AERB clearance for the firstapproach to criticality of Unit I of KKNPP mentioned in a press release dated July 11 as

    null and void.

    On July 29, the court passed a common order directing the home secretary to act in

    accordance with the direction 14 of the Supreme Court judgment 'as expeditiously as

    possible'.

    The present PIL said that since the Kudankulam plant has already been commissioned

    and its first unit has already been synchronised to the grid and generating electricity, the

    authorities should have withdrawn all criminal cases filed against agitators. It said that

    though the high court order was passed in July no steps whatsoever have been taken to

    withdraw the criminal cases.

    Rejecting the submissions, the first bench clarified that it had merely directed the state

    government to act in accordance with direction 14 of the Supreme Court. "It (high court)

    has not given any opinion...This court is of the view that the remedy open to the

    petitioner, if any, is to approach the Supreme Court praying for the implementation of

    direction 14 issued by it."

    The powerful are turning Tamil Nadu's powerless situation into a power struggle. With Chennai

    facing 2-hour long power cuts and adjoining areas going dark for four to six hours daily, the

    Jayalalithaa government is busy passing the buck.

    "Those power stations which were under the state government's restrictions were functioning as

    usual. But the power stations which are under the Centre including Kalpakkam and Neyveli

    malfunctioned as if it was decided earlier," she said.

    The DMK has hit back blaming the Jaya government for failing to fast-track power projects. "The

    project with BHEL and TNEB was signed in 2008. This project was at Udangudi. In 2012 she

    said the state government is going alone, funding the total cost of Rs 8,000 crore by themselves.

    Till today not a stone is moved in the 1,600 MW project. She hasn't done anything, not even

    taken steps to produce 1 MW of power," said DMK leader TKS Elangovan.

    As the blame game continues, a quick check of the situation on the ground shows that while the

    TN government has announced a slew of projects in the past two and a half years, some of the

    major power projects including the Ennore SEZ thermal power project, the Nagapattinum and

    Cheyyur UMPPs as well as Udangudi are still in the preliminary stages.

    Several thermal plants have been shut down for annual maintenance or due to coal shortage

    such as the Vallur thermal plant and the North Chennai thermal station. But there is some respite

    The number of nuclear projects worldwide have been steadily increasing every year with new projects

    now being planned in the West Asia, Iran, Pakistan, Bangladesh, India apart from developed

    countries like USA and Russia.

    Germany has advanced the date for suspending the operation of nuclear projects to 2020 but even in

    this case there are considerable doubts as to whether this would really happen, since German

    government has not so far evolved any convincing alternate energy plans. The alternate energy plans

    would be difficult for Germany, since in that case the anti nuclear protestors would be replaced by anti

    coal based thermal power project protestors.

    If such options would go away due to any reason, Germany may revert to its nuclear power plants.

    2020 is still far away and one has to wait and watch. Lets take the case of Kudankulam nuclear

    power project in India. For the last three months, the commissioning of the Kudankulam plant with a

    capacity 1000 mw with Russian collaboration could not be carried out due to agitation by the local

    people, demanding that nuclear plant be scrapped. This is an interesting case study as to howKudankulam nuclear plant is being halted, whereas the nuclear protestors in other parts of the world

    have not been able to do so in their respective regions.

    Safety issues

    Kudankulam is a small rural area, largely inhabited by fishermen and most of them belonging to the

    Christian community. Most of the protestors except perhaps the leaders of the movement belong to

    lower income group who do not know as to where their next meal would come from. The protestors

    include aged people some of whom live in orphanages and school children in the age group of 10 to

    15. Certainly, these protestors do not have the capacity to grasp the intricacies of the safety issues

    relating to installation and operation of nuclear power plants.

    The local churches are playing a leading role in motivating the people to involve themselves in the

    protest and the priests in the church have done it openly and have not concealed their objections to

    the nuclear plant. It is repeatedly reported in the media that even during the mass in the churches, the

    local people have been advised to participate in the protest.

    There are other leaders involved in the protest movement, who seem to be highly motivated and

    determined people with good international connections. They manage the media very well and

    constantly ensure that their voices are heard. Some of them have even attended the meetings

    organised by the pro nuclear group and disrupted the proceedings.

    Many people wonder as to how the protestors are able to sustain the movement for such a long time,particularly since a large number of poor people are involved, who cannot afford to go without working

    even for a day to earn their income for survival. Obviously, they have to be fed every day and also

    given transport facilities for travelling to the protest site from their dwellings which are several

    kilometers away in many cases. The question arises as to who finance the protestors.

    A Union minister has openly said in the meetings that the protestors have been getting funds from

    abroad and Government of India says that it is investigating into their source of funds. The question

    is as to who would fund them and why should they fund them. These are all unanswered questions

    as on date leading to several speculations.

    Clearly, there is vote bank politics in this issue where the provincial AIADMK government does notwant to antagonise the local people, to ensure that it would not lose their votes in the elections. Some

    and installation is corroborated by the report of the World Nuclear Association. He charges that while redoing the

    work, the NPCIL team is unlikely to have come close to meeting the Russian design intent or conformed the

    installation documents received from them. The origin of the problem lies in the massive installation error of the

    NPCIL. Gopalakrishnans latest expose is yet another shot in the arm for the Peoples Movement Against

    Nuclear Energy (PMANE), which has been fighting a losing, but resolute, battle against the Plant. Even

    supporters of nuclear energy are not happy with the lack transparency at KKNP. Had things been normal, whysuch an inordinate delay in commissioning the plant? It is most likely that the KKNPP cable system, as

    completed today, has not conformed to the norms and standards of cable selection, EMI shielding, or layout as

    per Russian, Indian or any other standards. Gopalakrishnan summarises. No wonder the EMI problem is

    persisting, because there is no other short-cut solution other than re-doing a sizable part of the I&C cabling and

    its layout in accordance with a set of modern standards, agreeable also to the Russians. This may take several

    more months and extensive re-working, but this must be done in the interest of public safety. As directed by the

    SC, the group consisting of NPCIL, AERB, MoEF and TNPCB must certainly find an acceptable resolution of this

    problem and include it in their report to the apex court. In May, when the Supreme Court cleared the decks for

    the commissioning the plant, Firstpost had noted that it was in fact more a setback for the nuclear establishment,

    than the anti-nuclear protestors, because it would now be forced to deliver. The KKNP was touted as Indias big

    leap in nuclear powerfrom a 200-plus MW class of reactors to a massive 1000-MW reactor. Not just one, but at

    least four at the same site. And probably, eight in the future! Can it really deliver? Or will it remain a pipe dream

    with commissioning-dates eternally postponed? By going big, did a self -delusional (imaginary) superpower bite

    more than it could chew?

    The power generation from unit 1 of Kudankulam Nuclear Power Plant (KNPP) was stopped onMonday in the wake of some technical snag, a top official said.

    The power production was expected to resume in about two or three days after fixing theproblem, KNPP Site Director R S Sundar told PTI over phone.

    The power generation from KNPPs first unit stopped at 12.41 pm on Monday as the reactorstopped functioning while we were carrying out some checks, he said.

    The unit was generating around 400 MW of power before the reactor stopped functioning, hesaid, replying to a query.

    KNPPs unit 1 has been considerably contributing to the power-starved Tamil Nadu, since thelast week of October.

    Nuclear Power Corporation of India Ltd (NPCIL) is collaborating with Russia to set up two 1,000MWe reactors at Kudankulam in Tirunelveli district, around 650 km from here.

    While the first unit attained criticality July 2013, the second unit is nearing completion.

    Speaking at the second convocation of the Indian Institute of Technology (IIT) Ropar on

    Saturday, former Atomic Energy Commission chairman

    Dr Anil Kakodkar said there was no security lapse at the Kudankulam nuclear power

    plant during the recent bomb blast a few kilometres from the site. He said the blast was

    completely unrelated to the plant, and that the security of the plant was intact. Kakodkar

    was the chief guest at the convocation ceremony.

    "Going by the statistics, nuclear energy has caused the least number of casualties. Even

    the Fukushima disaster in Japan had no casualty. But due to that incident, the global

    nuclear community is even more cautious than ever," said Kakodkar, while talking on the

    sidelines of the event.

    Kakodkar, who is the current Chair Professor, Department of Atomic Energy Homi

    Bhabha, also expressed his reservations about the Nuclear Liability Act, saying that it

    was proving to be deterrent to the nuclear sector as very few manufacturers or suppliers

    were willing to come forward due to the stringent laws. Talking about the future energy

    prospects for India, he said that nuclear and solar energy were the two primary energy

    sources which would cater to the power needs twenty years from now. "Several sites,

    including Punjab and Haryana, are being looked at for the upcoming nuclear plants in

    the country," he said.

    Renowned nuclear scientist and director of National Institute of Advanced Studies, V S

    Ramamurthy, who was also present at the convocation, commended the institute for

    leading in performance and quality of research among the new IITs. "Leadership does

    NEW DELHI, Oct. 23 (UPI) -- Electricity supply from India's controversialKudankulam nuclear power plant in the southernTamil Nadustate has beenconnected to a southern region power grid.

    "This development means that the electricity supply process has started," The WallStreet Journal quoted an unidentified executive of state-run Nuclear PowerCorporation of India Ltd. as saying Tuesday.

    Environmentalists, anti-nuclear campaigners and local residents have protested the

    Kudankulam plant since 1988 over concerns radiation from the plant couldendanger those who live in close proximity to it. Opposition to the facilityintensified after Japan's Fukushima nuclear plant disaster in March 2011.

    Construction on Kudankulam began in 2002 but wasn't completed until 11 years

    later because of delays caused by the anti-nuclear protests.

    India'sSupreme Courtin May dismissed petitions challenging the 1,000-megawattfirst unit of the facility.

    The reactor is the first as many as six India-Russia-designed units planned for theKudankulam complex.

    Kudankulam's second 1,000-megawatt unit would likely be commissioned by June

    2014, Nuclear Power Corporation told the Journal.

    "The Kudankulam nuclear power project is an important symbol of our strategic

    partnership," Prime MinisterManmohan Singhsaid in a statement after talks withRussian President Vladimir Putin in Moscow Monday. "We look forward to

    commercial power production from Unit 1 very shortly, and the completion ofwork on Unit 2 next year."

    During Singh's visit to Moscow, Indian and Russian officials discussed the

    proposed third and fourth units of the Kudankulam plant.

    The two countries did not sign a deal as had been expected because of Russia'sconcerns about an Indian law that fixes compensation liability on an equipment

    supplier in the event of an accident.

    In most countries only the operator of the facility is liable.

    "We have directed our officials to resolve all outstanding issues at the earliest," the

    Indian prime minister said, the Hindustan Times reports. He said he gave Putin his

    commitment "to fully implement the road map on civil nuclear cooperation."

    Prior to the commissioning of Kudankulam, India had 20 operational nuclearreactors in six nuclear power plants with a capacity of 4.4 gigawatts, generatingless than 3 percent of the country's total electricity. Ten of those reactors were

    commissioned after 2000, the last in January 2011.

    The government aims to increase total nuclear capacity to 35 gigawatts by 2020.

    India has 211 gigawatts of installed electricity capacity, mostly in coal-poweredplants. Because of insufficient fuel supply, the country suffers from a severe

    shortage of electricity generation, leading to rolling blackouts.

    Chennai:Long power cuts on a daily basis have become common in Chennai and adjoining

    areas in Tamil Nadu. As the common man suffers, the issue now assuming the platform on which

    state parties are playing power politics.

    The powerful are turning Tamil Nadu's powerless situation into a power struggle. With Chennai

    facing 2-hour long power cuts and adjoining areas going dark for four to six hours daily, the

    Jayalalithaa government is busy passing the buck.

    "Those power stations which were under the state government's restrictions were functioning as

    usual. But the power stations which are under the Centre including Kalpakkam and Neyveli

    malfunctioned as if it was decided earlier," she said.

    The DMK has hit back blaming the Jaya government for failing to fast-track power projects. "The

    project with BHEL and TNEB was signed in 2008. This project was at Udangudi. In 2012 she

    said the state government is going alone, funding the total cost of Rs 8,000 crore by themselves.

    Till today not a stone is moved in the 1,600 MW project. She hasn't done anything, not even

    taken steps to produce 1 MW of power," said DMK leader TKS Elangovan.

    As the blame game continues, a quick check of the situation on the ground shows that while the

    TN government has announced a slew of projects in the past two and a half years, some of the

    major power projects including the Ennore SEZ thermal power project, the Nagapattinum and

    Cheyyur UMPPs as well as Udangudi are still in the preliminary stages.

    Several thermal plants have been shut down for annual maintenance or due to coal shortage

    such as the Vallur thermal plant and the North Chennai thermal station. But there is some respite

    Chennai:The police have filed a case against anti-nuclear activist SP Udayakumar and others in

    connection with Tuesday night's explosion at Idinthakarai in Tamil Nadu, near the Kudankulam

    Nuclear Power Plant. Six people were killed and two injured when a country-made bomb

    exploded on Tuesday night in a coastal village near the Kudankulam Nuclear Power Plant.

    A Home Ministry spokesman said in New Delhi that the country-made bomb went off

    "accidentally" when some miscreants were making the explosive in their hut at around 1840

    hours in Idinagarai Tsunami colony, about 15 km from the nuclear power plant. Among the dead

    were a woman and three children who were all aged below five, police said.

    A senior official of the Department of Atomic Energy said the plant is running fine and is safe.

    Two houses were razed under the impact of the blast, they said, adding rescue teams rushed to

    the pot to clear the debris and extricate people believed trapped under it.

    Bomb disposal squad and investigation teams rushed to the spot, along with DIG of Police

    Sumith Saran and Superintendent of Police Vijendra Bidari. People of Idinthakarai, the hub of

    protests against KNPP, backed by People's Movement Against Nuclear Energy, have been

    agitating for more than two years, demanding its closure.

    Unit-1 had attained criticality on July 13 this year following protests against the project by anti-

    nuclear activists in areas around the complex, citing safety reasons. Police had raided

    Kunthankuli village near Idinthakarai in 2012 and early this year and seized some country bombs

    from some huts.

    New Delhi:The Kundankulam nuclear power plant in Tamil Nadu is safe and functioning

    normally, a senior official of the Department of Atomic Energy said shortly after a country-made

    bomb exploded near the facility.

    "The plant is running fine and is safe", the official said when asked about the explosion atIdinagarai Tsunami colony in Tirunelveli district that left six persons dead and two injured.

    A Home Ministry spokesman said in New Delhi that the country-made bomb went off

    "accidentally" when some miscreants were making the explosive in their hut around 6:40 pm in

    Idinagarai Tsunami colony, about 15 kms from the nuclear power plant.

    Moscow:Prime Minister Manmohan Singh has reached Moscow for his state visit to Russia. His

    talks with Russian President Vladimir Putin will focus on defence, trade and nuclear cooperation.

    Civil nuclear liability issues though are a sticking point, with government sources saying it's

    unlikely an agreement will be signed on acquiring two reactors at the Kudankulam Nuclear Power

    The Prime Minister arrived in Moscow on Sunday to a red carpet welcome on a bright and cold

    afternoon for his fifth annual summit and was received by Russian Vice Foreign Minister Mikhail

    Bogdanov and later given a ceremonial guard of honour.

    Significantly, neither in his departure statement in Delhi nor in his arrival remarks, the Prime

    Minister referred to the much-talked about nuclear deal with Russia for the Kudankulam plant.

    Top government sources said lawyers of both the sides have to clear the text of the agreement

    on the Units 3 and 4 reactors in the Russian-aided project in Tirunelveli district of Tamil Nadubefore it can be approved.

    Singh told the media on his arrival that India and Russia share a privileged, special partnership

    and this is why the 14th summit is taking place.

    "We are going to review our partnership and its progress in diverse fields such as atomic energy,

    defence cooperation, space cooperation, science and technology, trade and investment and also

    review the international and regional development and how they impact on our two countries and

    how we can work together to keep the world safe for peace and prosperity," the Prime Minister

    said.

    At the summit, India and Russia are to sign five agreements on Monday including one on

    Transfer of Sentenced Persons that will facilitate the process of social rehabilitation of sentencedpersons of the other country by providing the opportunity to serve their sentences in their country

    under certain conditions.

    On the nuclear deal, government sources said: "We are close (to an agreement). Most of the

    issues have been settled except one which is now with the lawyers of both the sides. They have

    to clear the finalised text.

    "In any case, it (agreement) won't be signed during the visit because it is a commercial

    agreement between NPCIL and Rosatom. They would like to do it separately," the sources said.

    Russia, with whose collaboration the Kundankulam plant has been set up, is opposed to the

    project coming under the ambit of the Nuclear Civil Liability Law of India and wants it to be

    covered under the Inter-governmental agreement on the issue.

    India has tried to assuage Russian concerns by making proposals on the liability limiting it to

    suppliers default in cases of equipment failure in the event of an accident.

    Public sector General Insurance Corporation has been asked to work on details of the quantum

    of insurance and the premium including for the suppliers.

    The sources said the deal on setting up Units 3 and 4 to be supplied by Russia is "close" to

    signing but for one aspect. "It (deal) is very close. We have settled most of the issues except

    one. It is now with the lawyers. The lawyers of both sides have to clear it. So we are waiting for

    them to actually tell us," the sources said.

    In his departure statement in Delhi, Singh said, "The scope of our relationship with Russia is

    unique, encompassing strong and growing cooperation in areas such as defence, nuclear

    energy, science and technology, hydrocarbons, trade and investment, and people-to-people

    exchanges."

    The other four bilateral agreements and MoUs to be signed tomorrow are related to the

    programme of cooperation in the fields of science, technology and innovation between the two

    governments to deepen cooperation in the field of innovation through joint programmes and

    projects and exchanges involving educational, R&D and industrial institutions.

    The joint projects may also facilitate transfer of technology in IT, nano-technology, environmental

    sciences and alternate energy.

    Programme of cooperation in the field of bio-technology, MoU between Bureau of Energy

    Efficiency of India and Russian Energy Agency and another MoU in the field of starndardisation

    and conformity assessment between Bureau of Indian Standards and Russian Metrology agency

    will be signed during the summit.

    After meeting with Putin, a joint statement covering all aspects of bilateral relationship will be

    issued.

    After talks and a working lunch with the Russian President, the Prime Minister will be conferredwith an Honorary Doctorate by the Moscow State Institute of International Relations (MGIMO).

    Idinthakarai: Anti-nuclear activist S P Uthayakumar has been booked for the explosion last night near

    the Kudankulam nuclear power plant, in which six people, including two children, were killed.

    The police say the blasts took place at the Tsunami Colony in Idinthakarai village, inside a house where

    bombs were being assembled. Two houses were badly damaged.

    Two live bombs were also recovered from the spot.

    Locals say the house where the bombs exploded was occupied by people who moved from a neighbouring

    village following a row over beach sand mining.

    The police suspect that some of those who were killed were activists of the People's Movement Against

    Nuclear Energy, the group that has spearheaded the movement against the nuclear plant at Kudankulam.

    The village Idinthakarai has witnessed massive protests over the last two years against the nuclear plant.

    The Supreme Court had ordered that cases against the protesters be withdrawn, but the Tamil Nadu

    Government says the situation is not conducive to letting them go.

    Some villages in this region are notorious for making crude bombs to target rival groups during clashes.

    Last month, a minor boy was arrested for possession of around 25 country-made bombs at the

    neighbouring village of Koothankuzhi.

    All agencies submitted their reports to the Supreme Court. After the NPCIL received a formal

    communication from the MoEF on the evening of July 11 that the latter had submitted its report,

    started the process of approach to criticality was at 11:49pm IST the same day.[1]

    The first reactor of

    the plant attained criticality on 13 July 2013 at 11:05pm IST.[5]

    Since then various tests and

    160MW produced by unit 1 of the plant was synchronized with the southern grid. More power would

    be connected to the grid after further tests.[11][12]

    A healthy growth in fauna has been observed around Kudankulam NPP. This is due to measures

    taken to enhance grean cover around the NPP. Russian nuclear experts have repeatedly pointed out

    that the Kudankulam NPP project gives special attention to preservation of biological diversity andrichness of the adjoining Gulf of Mannar aquatorium. In 2006, only six birds lived in the area, whereas

    today there are more than 40 birds nesting here including theGrey PelicanThus, cooled sea water

    intake of the plant is equipped with special fish protection devices preserving fish as well asplankton,

    the nutritional base of the fish.[13]

    If this is the case the issues that many local fishermen are worried

    about may never come to pass

    The first unit of the Kudankulam Nuclear Power Plant (KKNPP) was on 22 October 2013

    synchronised with the southern regional electricity grid. Earlier, the nuclear reactor achieved

    criticality on 13 July 2013.

    The power generation in the nuclear reactor will be increased in stages to attain full capacity of

    1000 MW by end of 2014. As the nuclear plant is synchronized to the southern grid, the power

    generation will now be increased to 500 MW, 750 MW, 900 MW and then finally 1000 MW.

    Nuclear Power Corporation of India is constructing two 1000 MW units at KNPP jointly with

    Russia at Kudankulam in Tiruneveli district, 650 km from Chennai. The Kudankulam nuclear

    power plant which was to be commissioned on December 2007 got inordinately delayed because

    of protests by locals.

    Kudankulam is the first pressurized water reactor belonging to light water reactor category in the

    country.
