Statement of Community Involvement Representations Statement (Regulation 31 Statement)

Consultation undertaken under Regulation 28 We amended the draft SCI in view of the comments received, and formally submitted this version to the Secretary of State on Friday 3 November 2006. From Thursday 9 November to 5pm on Thursday 21 December 2006, we undertook consultation on our submitted SCI.

• The SCI and DPD matters were available in the following locations (these locations are the same as those listed in the Regulation 28 Statement)

• Planning Reception, The Council House, Atherstone • Atherstone Library and Information Centre • Baddesley Library and Information Centre • Coleshill Library and Information Centre • Dordon Library and Information Centre • Kingsbury Library and Information Centre • Polesworth Library and Information Centre • Water Orton Library and Information Centre • Mobile Library

• The document and DPD matters were published on our website, along with advice on

where and when paper copies were available for inspection. • We placed an advertisement in The Atherstone, Coleshill and Tamworth Heralds which

was carried on Thursday 9 November 2006. • We sent copies of the document, along with the pre-submission consultation statement

(Reg. 28 Statement), the DPD matters and details of the time and place where the documents were available for inspection, to the bodies listed in Appendix A.

• We further publicised the submission and availability of the document by sending

notification letters to all other organisations, bodies and individuals on the LDF mailing list (listed in Appendix B).

We enclose a copy of the advertisement as well as a copy of the DPD matters in Appendix C. 26 people / organisations responded to the consultation, 5 of which had no comment to make. 1 individual wishes to appear and present their case at a public examination. 4 wish to have their objection considered as a written representation; 6 have not indicated a preference. The remainder either had no comment to make or they find the SCI sound without the need for further comment. We have received 58 representations. Although parts of the SCI are unsatisfactory, the document appears to meet the minimum standards of 'soundness'. We have some comments which we would like to have taken into account.

1) The Council should allow public speaking at planning meetings, as is normal elsewhere.

2) In other authorities it is normal for developers to undertake public consultation before submitting an application. In North Warwickshire we have seen cases where developers have been dissuaded from doing this. Do not understand why the Council does not encourage pre-application consultation as it can ease public concern and opposition, remove items of contention before the application is submitted and save officer time.

3) Resources required to effectively manage community involvement in a dispersed rural community are great. Question whether the Council has those resources. Balance needs to be struck - thorough consultation vs costs to the community. With the high cost of service delivery implied by a dispersed community, should be assistance from central government, eg through the PDG.
