The Contractor shall promptly report all accidents resulting in lost time, disabling, or fatal injuries to the Contracting Officer’s Representative (COR). The COR for this project is the Assistant Facility Manager, Alen Nemecek. d. All used equipment, debris, trash and hazardous materials will be removed from the property and disposed of properly by the contractor. Access for trucks/dumpsters shall be coordinated with the COR and the Facility Manager (FM). The Contractor is responsible for ensuring that disposal of equipment, debris, and hazardous material complies with the laws and regulations of Zagreb, Croatia. e. STATEMENT OF WORK

For

Replacement of Condensing Unit U.S. Embassy Zagreb, MSGQ Building

1. CHARACTER OF WORK

a. The Contractor shall provide all the necessary tools, equipment, material and labor

necessary to replace the Direct Expansion Condensing Unit listed in this SOW, except the equipment and the materials listed below as the Government Furnished Materials at the end of this document. i. Existing power distribution board for the existing Condensing Unit (CU) shall be reused. Power supply shall be disconnect from the existing CU and used for the replacement CU upon installation. The contractor is responsible to check the adequacy of the existing power rating for the new unit. Current power supply is: 90 Amps / 400 volts / 3 phase / 50 Hz.

ii. The Contractor must ensure that all existing electrical circuits are protected from being damaged during demolition work. If existing wiring circuits are damaged or affected/ impacted by any parts of the replacement project, the Contractor shall provide the necessary resources to bring the system back to its original condition.

iii. All outdoor electrical installation shall be made with galvanized Rigid Metal Conduit and metal electrical enclosures with rating IP 65 or higher. Sizes of conduit are 1” and 1 ¼”. Alternatively, threaded galvanized metal pipes per EN 61386-1 of comparable sizes can be used. Final terminations may be done with Flexible Metal Conduit rated for outdoor use.

iv. The existing electrical cables supplying the MSGQ Air Handling Unit shall be pulled through the new conduit of the same kind as per iii.

v. The lighting protection rod and the conductor will be transferred from the existing Condensing Unit.

c. Mechanical System:

i. Installation, commissioning and testing of the new CU. The existing condensing unit is York YCUA-B-75 with cooling capacity of 52 kW (Attachment 1 – Condensing Unit technical data). The CU is located on the roof of the MSGQ building and it serves a roof top air handling unit (RTU) located next to it (Attachment 2 - DX cooling coil technical data for the RTU).

ii. Removal of the existing CU. iii. The CU shall be installed onto the existing roof curb (platform). The size of

the curb is 2.7x1.3 meter. iv. All existing refrigerant pipes, support and accessories between the CU unit

and the RTU DX cooling coil shall be removed. v. All new refrigerant lines shall be provided with proper support and shall be

sized per Manufacturer’s recommendations. The length of pipes is 30-35m per circuit.

vi. New refrigerant lines shall be insulated with AF/Armaflex Class O tube insulation, Armafix AF pipe supports and covered with Okabell aluminum cladding, or equivalent approved by the COR.

vii. The insulation on the existing hot water tubing supplying the AHU heating coil will be removed and replaced with the insulation per vi. Length is approximately 10m.

viii. The removal of any equipment shall not affect/damage the existing finishes and waterproofing anywhere on the existing roof.

ix. Removal and reclaim of exiting refrigerant R-407C contained in exiting unit. The exiting refrigerant R-407C shall be removed, reclaimed and disposed of properly in accordance with local authorities’ codes and requirements.

d. Description and requirements:

i. The Contractor shall provide all labor, material, and supervision for complete installation, testing, setting-to-work, balancing, commissioning, and performance evaluation of the CU as specified in this SOW, and manufactures technical manuals.

ii. The Contractor shall be fully responsible for all necessary provisions to carry out the installation in its entirety and for timely completion of the requirements of this Contract. That includes, but is not limited to, the complete installation, commissioning, and operational turnover to the satisfaction of the COR.

iii. The Contractor's offer shall include the following, as and when necessary to be acquired, possessed, applied, and maintained at any time and any place, for execution and satisfactory completion of this contract and reasonably implied in the this Specification:

1. Manpower: including labor, overheads, skills, supervision, attendance, insurances, liabilities as employer, benefits, bonus, travelling, lodging etc.

2. Material: including procurement, supply, storage, handling, protection, carriage insurances, freight, cut and waste, quality assurance testing, detailing, etc.

3. Machinery: including use of crane, power tools, hand tools, ladders, appliances, means of access, etc.

4. Management: including company establishment, over-heads, administration, profits, operation, survival, etc.

5. During the 12 months “Maintenance Period” or warranty the Contractor shall provide the facility with "emergency response." During the maintenance period, the contractor shall dispatch and shall arrive on site within two hours of the call a skilled technician to repair any equipment that has become inoperable. In case the call was made after 2 PM, the contractor shall dispatch a technician the next working day.

6. At the completion of the twelve (12) months Maintenance Period, the CU shall be brought to a state of operational efficiency, within normal wear and tear to that of the system was just installed.

7. The following items are an indication of the tasks involved: a. Entirely clean the CU and change the lubrication oil per

printed manufacturer instructions and as instructed by the COR.

b. To replace any parts that is required during the first twelve months of operation as per the manufacturer’s recommendations.

8. The Contractor shall provide, without charge, labor and materials described below to properly maintain all the equipment under this Contract in safe, reliable and efficient working order from the date of start-up until the end of twelve months after issue of the Final Acceptance to the COR.

9. Maintenance shall include, but not limited to, the following to satisfy this requirement of the Contract:

a. Maintain the entire installation to a satisfactory operating state, including re-calibration programming and set point adjustment if necessary.

b. Complete all checks as specified in the manufactures technical manual. COR shall be informed of all parts being replaced and the reason for replacement, with the exception of normal consumable items.

c. A list of maintenance requirements shall be given to the COR for approval.

10. A qualified technician shall inspect the CU for proper operation, efficiency, and shall re-commission the unit at the end of the twelve month maintenance period and prior to turning over the system to the COR.

11. A complete copy of maintenance and operation manuals along with: a. Technical catalog operating and maintenance procedures b. Testing and commission records. These records shall be made

available within one month after the completion of the installation.

iv. Construction Period:

1. The Contractor shall be given one working day to remove the existing CU, refrigerant pipes and accessories.

2. The Contractor shall be given two working days to install the new CU, refrigerant pipes and accessories.

3. Activities included in the construction shall take account of, without limitation, the following:

a. Shop technical data submission for approval of all equipment b. Ordering of equipment c. Manufacture of equipment d. Mobilization of required equipment and personnel e. Delivery of equipment f. Installation of equipment g. Submission to and inspection by a qualified individual or

entity. h. Testing, balancing and commissioning i. Submission of Maintenance and Operating Manuals and

maintenance programs. 3 hard copies and one electronic copy in pdf format are required.

j. The above list is indicative but not exhaustive of all factors required.

4. The Contractor is required to inspect the connection details of the existing CU and verify the existing installation before submitting the quotation.

v. Selection of Condensing Unit:

1. Air-cooled condenser shall be supplied by the Government.

vi. Refrigerant Piping and Fittings:

1. All refrigerant piping and fittings shall be factory leak tested. 2. Piping shall not be installed to allow touching of sharp metal surfaces. 3. Isolating valves of condensing unit shall be packed stem type with

wrench type sealing caps. Valve caps, if of ferrous metal, are to be chromium plated or bronze materials.

4. All solenoid valves shall be suitable for 230 volts, single phase, and 50 Hz electric supply.

ATTACHMENT 3: Accident Prevention Plan

ACCIDENT PREVENTION (APR 2004) (a) General. The contractor shall provide and maintain work environments and procedures which will safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to contractor operations and activities; avoid interruptions of Government operations and delays in project completion dates; and, control costs in the performance of this contract. For these purposes, the contractor shall:

(1) Provide appropriate safety barricades, signs and signal lights;

(2) Comply with the standards issued by any local government authority having jurisdiction over occupational health and safety issues; and,

(3) Ensure that any additional measures the contracting officer determines to be reasonably necessary for this purpose are taken.

(4) For overseas construction projects, the contracting officer shall specify in writing additional requirements regarding safety if the work involves:

(i) Scaffolding;

(ii) Work at heights above two (2) meters;

(iii) Trenching or other excavation greater than one (1) meter in depth;

(iv) Earth moving equipment;

(v) Temporary wiring, use of portable electric tools, or other recognized electrical hazards. Temporary wiring and portable electric tools require the use of a ground fault circuit interrupter (GFCI) in the affected circuits; other electrical hazards may also require the use of a GFCI;

(vi) Work in confined spaces (limited exits, potential for oxygen less that 19.5 percent or combustible atmosphere, potential for solid or liquid engulfment, or other hazards considered to be immediately dangerous to life or health such as water tanks, transformer vaults, sewers, cisterns, etc.);

(vii) Hazardous materials - a material with a physical or health hazard including but not limited to, flammable, explosive, corrosive, toxic, reactive or unstable, or any operations which creates any kind of contamination inside an occupied building such as dust from demolition activities, paints, solvents, etc.; or

(viii) Hazardous noise levels. (b) Records. The contractor shall maintain an accurate record of exposure data on all accidents incident to work performed under this contract resulting in death, traumatic

injury, occupational disease, or damage to or theft of property, materials, supplies, or equipment. The contractor shall report this data in the manner prescribed by the contracting officer. (c) Subcontracts. The contractor shall be responsible for its subcontractor’s compliance with this clause. (d) Written program. Before commencing work, the contractor shall:

(1) Submit a written plan to the contracting officer for implementing this clause. The plan shall include specific management or technical procedures for effectively controlling hazards associated with the project; and,

(2) Meet with the contracting officer to discuss and develop a mutual understanding relative to administration of the overall safety program. (e) Notification. The contracting officer shall notify the contractor of any non-compliance with these requirements and the corrective actions required. This notice, when delivered to the contractor or the contractor’s representative on site, shall be deemed sufficient notice of the non-compliance and corrective action required. After receiving the notice, the contractor shall immediately take corrective action. If the contractor fails or refuses to promptly take corrective action, the contracting officer may issue an order suspending all or part of the work until satisfactory corrective action has been taken. The contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any suspension of work order issued under this clause.
