Why did VDOT need to conduct the study?
• VDOT owns/maintains approximately 300 P&R lots
• Inventory also includes lots owned by
• Transit companies/agencies
• Jurisdictions
• Private
• Last inventory review conducted in 2003
• Prior to 2003, last audit in 1996
• Website is GIS-based, using 2003 data
• Reports of empty lots and lots over capacity
• Inquiries looking for lots where there are currently none located

Goals / Objectives of P&R Study
• Conduct a statewide inventory of existing Park & Ride lots
• Identify recommendations for new, expanded or relocated/closed lots
• Update/reconstruct the VDOT Park & Ride website
• Enhance VDOT’s statewide Park & Ride Program
• Develop formal P&R program
• Evaluate & establish VDOT policies & procedures
• Evaluate & clarify staff roles & responsibilities
• Increase coordination with Department of Rail and Public Transportation (DRPT) and other agencies
• Improve collaboration and coordination with multi-modal partners
• Increase public outreach and awareness
• Increase public access to information

P&R Lot Audit
• Audited approximately 290 lots
• 25 lots were no longer active
• 11 “new” lots were located
• Approximately 65,000 spaces were counted
• About 75% of the spaces were occupied
• Over 1,200 pictures were taken

• Survey conducted at 75 lots, statewide
• Over 2,000 respondents
• Major findings
• > 75% of respondents use the lot every work day
• 99% of respondents use the as a part of their commute to work
• Mode of travel from lot
• 75% bus or train
• 14% slugged
• 13% joined car / vanpool
• 1% (each) walked, picked up slugger(s), dropped off passenger

• Average travel distance TO lot = 8 miles
• Average travel time TO lot = 14 minutes
• Average travel distance FROM lot = 29 miles
• Average travel time FROM lot = 42 minutes
• Thus, • Average total distance TO work = 37 miles
• Average total time TO work = 56 minutes
*Times to not include wait times between modes
