The Lisbon Treaty The Lisbon Treaty

The Lisbon Treaty gives new powers to the EU institutions in the area of research policy.

• Under this Treaty strengthening the scientific and technological base has become a specific objective of the European Union. Art.3 (3) states “The EU shall promote scientific and technological advance”.

• Article 179 (1+2) introduces the European Research Area concept, including the free circulation of researchers, scientific knowledge and technology.

• Article 181 of the TFEU, the Lisbon Treaty clarifies the kind of initiatives which the European Commission can take so as to promote the coordination of research activities between the member states of the EU.
