26 September, 2013 Overview of Galileo & EGNOS 2

Galileo enhances Europe’s technological independence

First global satellite positioning, navigation, and timing system, designed and operated under civil control

As of 2008, financed entirely by the European Union and managed by the European Commission

Provides Europe independence from other GNSS and greater robustness

Targeted to be interoperable with other GNSS to facilitate combined use and to offer better performances for all kinds of users worldwide

Europe needs Galileo

EGNOS: one SBAS among others

14

EGNOS is part of a multi–modal inter–regional SBAS service, able to support a

wide spectrum of applications in many different user communities. All SBAS

systems are designed according to the same standard (i.e. ICAO SARPs)

The European Union is preparing the framework for operational European

GNSS Programmes for the long term

26 September, 2013 18

Galileo & EGNOS future funding (2014 – 2020)

Requires the securing of funding to cover needs in all major areas

completion of infrastructure

research, development and evolution

delivery of services

exploitation of both Galileo and EGNOS

The proposed budget for the next Multiannual Financial Framework (2014-2020)

requests:

Around €0.9 billion per year

maximum ceiling to cover all EGNSS needs (€ 6.3 bn)

1) Installations of EGNOS ground stations (RIMS) to improve the coverage of

southern EU countries

2) Installations of EGNOS RIMS to improve the coverage of ENPI South countries

3) Implementing actions aimed at preparing the ENPI South countries towards the

introduction and exploitation of EGNOS, also in the perspective of Galileo in civil

aviation and other transport and non-transport domains

EGNOS and Euromed GNSS programmes

1) RIMS have been installed in Nouachkott (Mauritania), Djerba (Tunisia), Alexandria

(Egypt), Golbasi (Turkey), funded by the EU GNSS budget. They function well, though

sometimes we experience logistical problems

2-3) Performed with a financial envelope of €9M to develop EGNOS coverage and use in 10

countries, via two programmes:

Euromed GNSS I (2006-09) €4.5M: 2M to deploy 4 RIMS stations, 2.5M to METIS

Euromed GNSS II (2012-14) €4.5M: 1.6M to ESA, 2.1M to MEDUSA

Progresses

Awareness and know-how transfer to Civil Aviation entities and Ministries of

Transport (e.g. real life demonstrations, CBA assessment)

Partial improvement of geographical coverage in Mediterranean

Need to improve

EGNOS OS/SoL coverage of the whole area (no signal, no use possible)

Long term perspective (funding of capex, opex, governance)

Opportunities

Regional cooperation (i.e. coverage ensured by network of RIMS)

GEMCO as catalyst for future projects (e.g. R&D)

22

EGNOS: how will SoL coverage expand in the short-term ?

Baseline + Ouargla (comparison with Tamanrasset)

Baseline + Ouargla Baseline + Haifa

Full SoL coverage of

the ENPI South region

remains a key

roadblock towards

actual EGNOS service

provision/adoption

EGNOS SoL coverage: two options

• EU funding

• DG DEVCO

• EU GNSS Regulation restricts use of GNSS budget

• Countries funding

• Need to enter into a bilateral International Agreement first

• Difficult to arrange regional cooperation

To cover expenditures of 4-5 EGNOS RIMS to be located in North

African/Middle East countries
