Quality and TQM Considerations
Determinants of Quality in Public Transport
• Tangibles Factors– Outlook of busses/vans etc.– Luxury busses/Vans– Outlook of bus terminals– Outlook of bus stop shelters– Cleaning of busses, bus terminals, and bus shelters– Maintenance of busses, terminals. and shelters
Determinants of Quality in Public Transport
• Intangibles Factors– Reliability• Availability of services• Faults in busses during journey• Time accuracy
– Time of arrival/departure at each stop/point– Journey time of the whole route– Avoidance of time waste due to traffic jams and faults in
busses
Determinants of Quality in Public Transport
• Intangibles Factors– Safety• Safe pick and drop of passengers• Accidents avoidance• Conformance to traffic and safety laws• Proper maintenance
Determinants of Quality in Public Transport
• Intangibles Factors– Comfortness• Luxury internal environment• Proper speeds and safe driving• Avoidance of overloading• Good attitude of staff• Respect of females, old-agers, disables etc.
TQM in Public Transport
• Requires quality endeavor in the overall transportation system, like:– Good condition of roads– Better traffic flows– Avoidance of rush and traffic jams– Proper traffic planning– Good condition of traffic signals– Conformance to traffic laws
TQM in Public Transport
• An overall traffic environment where persists:– conformance to traffic laws by the whole public
i.e. need for better traffic rules and good traffic police
– Automated traffic management system– Proper infrastructure (Govt. Dep't) for
management of public and general transport– Long term planning– Traffic planning and analysis system etc.

A Public Survey
Initiatives and Future Plans of Govt. of Punjab
Current Initiatives by Govt. Of Punjab
• Vehicle inspection and certification system• Preparation of transport master plan by JICA
(Japan international corporation agency)• Parking development and Management• Induction of CNG buses in Lahore• Conversion of Two strokes Rickshaws into 4
stroke CNG rickshaws in Punjab
Current Initiatives by Govt. Of Punjab
• Strengthening of transport department– Regular secretary Regional Transport Authority in
each district with the assistance of JICA– Establishment of planning unit
• Legal reforms– Increase in Road accident compensation– Increase in Fees and Fine– Age limit of vehicles
Current Initiatives by Govt. Of Punjab
• E-ticketing and Fleet Management of public transport
• Intelligent transportation system for Lahore city
• Lahore Bus Rapid Transport (BRT)• Feasibility study of Rawalpindi BRT, Multan
BRT and Bus Terminal at Rawalpindi
Three international standard bus terminals in Lahore
• SHAHDARA MULTI-MODAL BUS TERMINAL
• FEROZEPUR ROAD, MULTI-MODAL BUS TERMINAL NEAR HUDYARA DRAIN

Lahore BRT System
What is Bus Rapid Transit (BRT)?
• Dedicated bus lanes which operate separate from all other traffic modes
• Fast, and more efficient service than an ordinary bus line
• Achieved by making improvements to existing infrastructure, vehicles and scheduling
• Cost savings and flexibility of bus transit • The first BRT systems in the world was implemented in
Brazil• BRT already implemented in India & Bangladesh
Lahore BRT Plan
• Plan considerations on following roads – Ferozpur Road 28 KM– Multan Road 12 KM– Dedicated, Separated Track (2 lanes)– Buses availability after 30 seconds– Need of 200 Buses for Ferozpur Road and 100 for
Multan Road
Benefits of BRT
• Savings in Vehicle Operating Costs (VOC) and maintenance costs
• Decrease in travel time and traffic congestion • Reduced strain on accident and emergency response system • Smoother and safer intra-city travel • Preference of use of buses on personal vehicles will be fuel
efficient • Maintain standards of safety and speed and manage traffic
equitably, which may reduce the economic cost of travel• Reduce traffic load from the areas of high activity
Lahore Intelligent transportation system (ITS)
• Designed by Traffic Engineering and Planning Agency (TEPA)
• Estimated cost of Rs2.5 billion (US$29 million)• Plan is in its final stage and will soon be submitted
to the CM of the Punjab• Upgrading of all the city’s 130 traffic signals with
modern facilities, such as countdown displays and CCTV cameras
• Central control room to monitor all traffic signals, as well as roads and crossings
Example
Common Problems of Public Transport in Lahore
Common Problems of Public Transport
• Lack of Transport especially busses• Monopoly of bus operators on routs whereas
busses are much less than required• Bad Condition of busses • Time and gap miss management• Overloading—creating big problem for
passengers in summer season• Rush and traffic Jams
Common Problems of Public Transport
• Increase in fare without Govt. approval especially by bus operators
• Races by vans and busses causing accidents and traffic miss management
• Heavy noise and pollution by Chingchi Rickshaws
• No transport complaint system• Lack of proper Traffic Analysis and Planning
Common Problems of Public Transport
• Very bad condition at Railway Station urban transport point
• No proper management of public transport at Thokar point
Suggestions & Recommendations
Induction of New CNG Busses
• Lack of CNG, whereas gas from Iran and Tajikistan will be available by or after 2014
• Comparison with Transportation in New Delhi, Dubai, and Saudi Arabia
Recommendations
• Priority required on conversion of Chingchi Rickshaws to four stroke/CNG
• Induction of Luxury busses for intercity travelling, especially on Motorway
• Standardized Terminals for Urban Transport at Railway Station, Lari adda/Yadgar, Thokar, RA-Bazar, and the new bus terminals
• Creation of urban transport routs among three new bus terminals
Recommendations
• Need for more urban routes• Daewoo like busses are required
Example of Statistics-KSA
• 9 million traffic violations annually• 18 deaths per day• One death case every one and a half hours• Injury or disabled every quarter of an hour• The number of traffic accidents last year reached 485,931
accidents• The number of deaths last year reached 6458 people,
i.e. there were 13 deaths per 1000 accidents.• Value of material loss estimated at SR. 13 billion a year
Tram Transit System
Tram Transit system
• In place or in addition to BRT as track dedication on Ferozpor Road and especially Multan Road requires extension in road
• Not as costly as underground train or overhead mass transit system
Extension in Canal Road
• From Thokar to Mall Road or very required at Jail to FC under pass and Campus to Jinnah Hospital patches
• Planting of more than double tree in the vacant area along the road before starting road extension
Transport Complaint Centre
• For public transports• Passenger feed back will help provide better
quality services• Need for strict policy for service delivery
Countrywide Design of ITS
• Computerized number plates issued by the Govt. Department in all districts
• System to be implemented in major cities, motorways, highways, and other important places
• Help reducing non custom paid vehicles, auto theft, and terroristic activities
Computerized Number Plates
• Control over Green and other types of number plates
• ITS will help entry of registered vehicles at highly secure places, and alarming on entry of other vehicles
Challan Automation
• Mobile type devices for Traffic Police• In addition to Violating vehicles’ number,
reason and amount of challan to be entered into the system
• Delivery of challan to home or mobile sms• Indication of defaulter vehicles • Help reduce traffic rules violation, accidents
and maximize capturing of violating vehicles
