Motivation in favor of EMSS:• Seismology infrastructure services as one unit.
• unified European Service Agency.• one organization applying for EC funding.
• Natural consequence of NERIES.• Solution to Key nodal member (to EMSC and ORFEUS?) activities
Motivation against EMSS• No easy solution for legal and financial aspects.• The US has both the NEIC (EMSC) and IRIS (ORFEUS)
Potential complications.• Finances: ORFEUS and EMSC have an established funding practice.
Changing these may risk the fragile European coordination.• Complexity: EMSS should not be an additional organization,
but a simplification and bundling of efforts. How?• Lack of well defined responsibilities: Clear separation of
ESC, EMSC, ORFEUS and EMSS duties. How?
