I. System of institutions in CAS • National research institutions

– Partially stable support for operation and research– Major part of projects through competition– Employment of staff: partially permanent, partially with

limited term.– Salary system: DIFFERENT with different standards in

different institutes, including three parts of incoming:• base salary, post allowance, and bonus

Adjustment of IHEP organization

• Integration of research divisions and Adjustment of organization to fit the basic system and IHEP’s situation.

– From stable financial support on a very low level, transferred to the partial stable, partial competition of financial support. • Integration of resources:

– Experimental Physics Center, – Accelerator Center, – Multidisciplinary Research Center

– From a pure high energy physics research base transferring to a multi-disciplinary research base with several large facilities(local or remote site)

– in October 2009, for effective and efficient management system for large construction projects.

• Department of Supporting Services

– in December 2011 to integrate the management of all the logistics, security, real estate, etc. in order to reduce overlapping functions and improve management efficiency.

• Nuclear Technology Application Research Center

– in April 2012, based on the high-tech R&D center and the group of nuclear imaging, serving as the platform for High-Tech transfer

– in February 2013, for the construction of CSNS in Dongguan, Guangdong, >2000km south.

The Executive Meeting of IHEP• The highest decision-making platform. Once every two weeks, and

Meeting Minutes are formed

• The attendances: director, associate directors, and the director of the BEPC National Laboratory, with the director assistants as nonvoting attendances.

– Arrangements from CAS are conveyed and implemented; – Important affairs in/of IHEP,

• important regulations and reform measures, institutional setting-up and readjustment,

• scientific research planning and technology development• personnel affairs, including appointment and removal of

personnel, • funding budget and final accounting of revenue and

Science committee • The Science Committee reports to the director——the review and

advisory panel for the implementation of the director’s academic leadership.

– Making suggestions regarding disciplinary development directions, approaches and research directions, proposing long-term planning for scientific and technological development of IHEP.

– Reviewing and evaluating the research projects, talents recruitment, and annual performances of research as requested by the director.

– Organizing diversified academic activities to promote academic exchanges with foreign countries and China’s research institutions.

• Members are appointed by the Executive Meeting of IHEP.

• In 2012, IHEP set up the new Science Committee of 16 members and the Academic Advisory Board consisting of 6 academicians, to improve the deliberation and decision-making efficiency.

The IHEP Staff Congress • The Congress was held annually. About 200 representatives (about

1/10) voted from all the IHEP staffs for each 5 years period. • Through the congress, the staff representatives participate in the

decision-making, management and supervision.

• IHEP is gradually improving the management mechanism, the management efficiency and the management level. By

– building an effective and integrated management structure according to their functionalities,

– consulting the advanced management concepts and mature practices of large-scale world-class research laboratories

– taking into considerations of the actual situation of the institute

• As a pilot for comprehensive reform in CAS, IHEP set up a study group in 2008 to make in-depth studies of the management system and mechanism of institutes with large scientific facilities.

– It played a guiding role in improving the management mechanism and management in CAS.

III-2. Management Related to the Administration

• Renewed all the rules and regulations in 2012.

– Out of about 200 documents, 142 were claimed to be still valid. They are re-published together with 52 new documents, in a booklet called “Collection of IHEP’s Rules and Regulations”.

• Exploration and reforms in personnel management system

– Professional position system and human resources management system according to IHEP characteristics

– Personnel and group assessment mechanism, incentive mechanism

– Systematic way to recruit and manage the talent personnel, and the personnel for the construction and operation of large scientific facilities in remote sites.

• All the IHEP’s management processes, and documents, including assets and materials, are carried out through the ARP (Academia Resource Planning) software. 13

III-2. Management of Construction Project

• In the course of constructing BEPC and BEPCII, IHEP has accumulated rich experiences in project management.

• The Large Facilities Management Center was established in October 2009 by merging the FIVE project offices for BEPCII, DayaBay, CSNS, ADS, and LHAASO.

III-3. Scientific Output and Assessment

• For different kinds of researches and projects, different scientific outputs are required.

– For basic researches——innovative ideas, mainly based on papers published in world-class journals and their citations.

– For the construction of large facilities——whether these facilities meet the scientific or technical specifications, are completed according to the schedule and within the budget.

– For the transfer of scientific achievements into products——their actual applications.

• Various committees are organized to review the performance of every research division, administrative office and personnel.

– Results are used for bonus at the end of the year, for promotion, and for reference in many occasions.

III-4. Resources Allocation • The office for Scientific Research & Planning is responsible for making

an integrated plan for the allocation of funding resources, according to

– IHEP development plan– suggestions from Science Committee, – instructions of Executive Committee

• Special support for promising interdisciplinary subjects, the growing subjects, and even new scientific fields.

– Nano safety research has now developed a promising direction with possible major breakthroughs, which was firstly supported with the IHEP pocket money .

• Strong supports are given to the development of key technologies which may have decisive influence on IHEP’s development. – Superconducting accelerator technology– Detector technology – Platforms for multidisciplinary researches

Computing and Information Platform • 24x7x365 services to scientific and administrative activities.

– 1500 computer nodes and servers. – Several mass storage systems of 3 Petabytes disk space and a

tape library of 5 Petabytes. – The campus network with a 10Gbps IPv4 and IPv6 dual-stack link. – Dedicated high bandwidth links to other large HEP and cosmic

Responsible for the design, installation, commissioning, operation and maintenance of the conventional facilities and utilities, including:

– Process cooling water system• Central Refrigerating station with refrigerating capacity as 6300 kW,• The total flow rate is about 1200 T/hr

• Played important role during the construction of BEPC, and BEPCII upgrading projects.

• In past five years, the Machine Shop has produced devices for the following institutes and projects:

– 120 magnets (3 types) for PEFP, KAERI, Korea, 2008-2009 – 520 magnet coils, 25 dipoles, and 120 sets waveguide for PLSII, PAL,

Korea, 2009-2010 – 87 quadruples and sextuples for NSLSII, BNL, USA, 2010-2012 – 90 magnets (3 types), wiggler and QPU for HLS, Hefei, China, 2011-2012 – All magnets, accelerating structures, waveguides and so on for the 100

MeV/100 kW Linear accelerator (turnkey) of ADS, KIPT– DTL, 48 quadruples (4 types, AC magnet), 24 dipoles (AC magnet) and so

on for CSNS, Dongguan, China, 2012-)

Summary• The management of IHEP has overseen the expansions of programs that

produced world class scientific results; this is a testimony for the success of the management and the operation at IHEP

• The organization system at IHEP is continuously improved for more efficient management according to the basic institutional system in CAS and the sustained developments of IHEP.

• The human resource management system, related policies and plan satisfy the requirements for construction and operation of large facility, for researches of high energy physics, and as well as of multidiscipline research fields.

• Efforts on graduate students educations make it possible to attract better students from the top universities, and to help students get into the research activities easily and effectively.

• Funds for researches and projects are increased very rapidly in recent years. Systemic regulations and rules have been formulated to guarantee the efficient usage of funds. Special supports are oriented to key technologies and research fields.

• Technical support divisions provide high quality and efficient services in the development process.
