Methodology
• Categorize DoD offshore equities and potential wind energy development using three categories:
1. Unrestricted 2. Site Specific Stipulations 3. Wind Energy Exclusion Area
• DoD Operating Areas (OPAREAs), warning areas, and radar line-of-sight ranges overlaid on BOEM lease block grid
• Extensive analysis and coordination process with the military services

Site-specific stipulations are not required in every case, and details are worked out between DoD, BOEM, and the developer through the planning process. Examples of site-specific stipulations could include specific routing of array and export cables, positioning of turbines in specific areas, notification stipulations during construction and maintenance operations, operating stipulations during construction activities, shutdowns during military operations, etc.
