Reporting to the Principal Statutory Planner, the Statutory Planner is responsible for providing advice
and assistance to Council and the public on planning matters, enquiries and process development
applications. This is achieved through supporting the Principal Planner to ensure Council’s
responsibilities as Planning Authority and Responsible Authority are met under the Planning and
Environment Act.
Administer, implement and endorse the
provisions of the Planning and Environment
Act and Regulations; Subdivision Act and
Regulations; and other relevant Acts and
Regulations inc. Local Laws applicable to
planning.
Process and assess applications for planning permits in accordance with the Planning and
Environment Act and delegated authorities.
Prepare reports on planning permit
applications and other general planning
matters for Council meetings.
Prepare Appeal submissions, attend and defend Council decisions at V.C.A.T. hearings
and panel hearings.
Ensure compliance with the conditions of a
permit or the provisions of the Bass Coast
Planning Scheme, enforcement orders,
agreements or legislation.
Prepare information for the issue of planning certificates.
Prepare external correspondence.
Process telephone and counter enquiries related to planning matters in a courteous and

Maintain regular proactive contact with
planning applicants regarding the status of

within identified timeframes and are of
suitable quality, and attend Council meetings
as required.
Follow through to ensure that Council decisions are executed promptly and
effectively.
Contribute to the corporate knowledge base
through properly documented processes and
procedures.
Proactively provide clear & meaningful technical advice to others which is able to be
understood and applied.

The incumbent is responsible and accountable for:
Acting as a Planner in accordance with the
Instrument of Delegation formally
authorised by Council.
The quality, effectiveness, cost and
timeliness of programs and projects within
the Statutory Planning Team.

and actively contribute to a safety culture.

and procedures.

Contribute to emergency management
activities when required and as directed by
the General Manager.

The incumbent must be able to demonstrate:

town planning principles and law, the Victorian planning system and other relevant
legislations.
An understanding of the Bass Coast Towards
2030 vision and the Council Plan and the
legal, socio-economic and political context.
Organisational knowledge in regards to Team,
Department, Division and Council goals,
objectives, policies and operating procedures.

development industry and the potential

Qualifications and experience
The incumbent requires:
A tertiary qualification in, Town Planning, Natural Resource Management,
Environmental Science, Geography or
related Discipline.
Proven experience in Statutory or
Strategic Planning, preferably in Local
Government or other related experience.
Current Drivers Licence
Competencies
Applicants will be required to undergo pre-employment checks including but not limited to a Police
Records Check and Working with Children Check.

Demonstrated ability to interpret and
apply Planning and Subdivision legislation
and regulation, and planning schemes.
Demonstrated ability to effectively
project manage planning applications with limited technical supervision.
Demonstrated ability to contribute to
continuous improvement and positive
changes to team performance and
culture, planning processes and systems.
Highly developed oral and written
communication skills including proficiency
at letter writing, planning assessment and
recommendation reports.
Strong skills in facilitation of the planning process and conflict resolution.
Tertiary qualifications in Town Planning,
Natural Resource Management,
Environmental Science, Geography or
other relevant discipline
Current Victorian Driver’s Licence.
Performance Criteria
Performance criteria will be developed within the first three months of appointment, recorded and
reviewed in accordance with Council’s Performance Development Policy and Framework.
