LPDC must have the original transcripts and certificates for any professional development used for renewing a license.

Certificates for Professional Development completed prior to May, 2013 were sent to the educator and are not housed on PDExpress.

ALL Professional Development (including university coursework, workshops, contact hours, and Equivalent Other Activity) must have a completed Reflection Sheet attached to each certificate and/or course(s) listed on transcripts.

Reflection Questions are located on the LPDC website

All renewals must be completed online using ODE Safe Account.

If you have lived continuously in Ohio for the past 5 years: An FBI background check is required if the report on file with ODE is more than 5 years old at the date the application is received. A BCII background check is required if you do not have one on file with ODE.

If you have NOT lived continuously in Ohio for the past 5 years:

Both the FBI/BCII background checks are required if the reports on file with ODE are more than 5 years old on the date the appli-cation is received.

You can complete your FBI/BCII background check in the YCSD Department of Human Resources. Please call for an appointment.

HB1: Ohio’s New Licensure System

There are four licensure areas: 4-year Resident Educator License, 5-year Professional Educator License, 5-year Senior Professional Edu-cator License, and 5-year Lead Professional Educator License. (The Senior/Lead Professional Licenses also require the suc-cessful completion of the ODE’s Master Teacher Portfolio.)

Monitoring In-District PD

Register for all In-District PD on PDExpress

Sign-in at all In-District PD

Monitor “My Information” > “In-District PD” on your PDExpress Acct to ensure your PD is being marked completed and contact hours are being issued. Select the “Diploma” icon to open the certificate for printing.

Contact hours earned prior to May, 2013 are not housed on PDExpress. Certificates were issued to educators at the time of completion.

Licensure Questions:

Newest information regarding licensure, back-ground checks, etc., from the Office of Educa-tor Licensure can be found on the ODE web-site.

Ohio Teacher Evaluation System

The new Ohio Teacher Evaluation System (OTES), which went into effect 2013-14 school year, will be used for employment decisions (retention, promotion of teachers, renewal of teaching contracts, and removal/non-renewal of poorly performing teachers is listed in the OTES Legislation). Board Policy exists which aligns with state legislation.

Job-embedded / EOAs

LPDC has the authority to grant contact hours for Job-Embedded Activities also referred to as Equivalent Other Activities (EOA). An EOA is relevant quality professional development embedded in the educator’s work. An approved list of Job-Embedded/EOA’s can be found on the LPDC webpage (“Kinds of EOA’s”) . Educators must have an IPDP with EOA included. Then they must fill out the Job-Embedded/EOA form also provided on the LPDC webpage (“EOA Request Form”) and send a completed “hard copy” to LPDC for ap-proval. APPROVAL MUST BE GIVEN BEFORE THE ACTIVITY BEGINS. The supervisor/principal must sign off on all the hours for the activ-ity. Dates must be provided. LPDC then creates the certificate for the hours invested in the EOA. PRINCIPALS CAN ONLY ISSUE CER-TIFICATES FOR PROFESSIONAL DEVELOPMENT IN THEIR BUILD-INGS—NOT FOR AN EOA. ALL EQUIVALENT OTHER ACTIVITIES MUST BE APPROVED THROUGH LPDC. (see LPDC by-laws on Youngs-town City LPDC website)

Educators must complete a new IPDP every five years to align with their 5-year license

THE IPDP MUST BE SUBMITTED AND PRE-APPROVED BEFORE THE COURSEWORK AND ACTIVITIES ARE COM-PLETED.

The IPDP is to be completed on PDExpress.

Educators register for district coursework on PDExpress. Use the “Course” tab to register.

“Revisions to IPDP” form is located on district website

*Current law does not require educators who hold permanent certificates to complete IPDPs.

IPDP Guidelines

All IPDPs must align with the Ohio Standards for the Teaching Profes-sion or the Ohio Standards for Principals. All IPDPS are evaluated on the Ohio Standards for the Teaching Profession. All IPDPs must have a Math, Reading, Science, Social Studies, and/or School Climate Goal listed on the plan. Educators must show that the plan is a continuous process and based on multiple sources of data. Educators must show that they will share the knowledge in the classroom and with their learning community. The learning must enhance the learning and skill levels of educators. It must be evalu-ated on short and long term goals.
