Effective use of GIS in Municipal Utilities

Brief Overview of Department(s)• Water Distribution & Waste WaterTreatment
– The water utility has been in operation since 1922 with the wastewater treatment plant being run under the same department.
• Sanitary Sewer Collection System (Jan-2008)– Transfer from City DPW operation to utility operation to improve
maintenance operation and to assist in paying for capital improvements.
• Stormwater Utility (Jan-2013)– Officially created by ordinance in March of 2012, the new utility will
start collecting rates in 2013. Maintenance needs and capital improvement costs were the driving forces for the creation.
• Water Department assets drove the initial creation of a utility GIS. PILOT payment requirements being the central issue.
Birth of a utility GIS• In 1999-2000 the creation of a web-based GIS system was
contracted– ArcIMS paired with SQL was used.
• Then-current technology was dial-up cell connections. Very slow.• Toughbooks with vehicle mounts were used in the field application.
– ArcInfo/ArcEditor were the desktop software packages used for drafting.
– Maps kept by the City Engineering Department were converted.• No spatial reference, service lines, attributes, etc. Conversion of all
service records to electronic format.– Service cards, hydrant cards, valve cards, and job sheets
converted to image filesAll records that were filed since the utility was created in 1922.
– Data collection of infrastructure begins… (RTK GPS and Aerials)
