    SCHEME OF TESTING AND INSPECTIONFOR

    CERTIFICATION OF STEEL TUBES FOR MECHANICAL

    AND GENERAL ENGG. PURPOSES

    ACCORDING TO IS:3601-1984

    1.

    LABORATORY: An inspection department shall be maintained which shall besuitably equipped and staffed to carry out the different tests and various

    inspections given in the specifications.

    2. TEST RECORD: All records of the tests and analyses shall be kept in suitableforms approved by the Institution.

    2.1 Copies of any records that my be required by the Institution shall be made

    available at any time on request.

    2.2 STATISTICAL QUALITY CONTROL: It is recommended that, as far as

    possible, statistical quality control (SQC) methods may be used for controlling thequality during production as envisaged in this scheme [see IS:397 (Part I) 1972

    and IS:397 (Part II)-1975].

    3. STANDARD MARK: One of the standard marks given in the first column of the

    first schedule of the license, as applicable, shall be applied at a suitable place onthe outside of each tube provided always that the tubes so marked conform to all

    the requirements of the specification. Pipes below 50mm NB shall be marked by

    using transfix labels and pipes above 50mm HB by either using transfix labels orby stenciling.

    3.1 The symbol GEN to be stamped/embossed on each tube for Mechanical andGeneral Engineering Purposes at a regular interval on the tube.

    4. MARKING: In addition, the following information shall be included in the labelattached to each bundle or stenciled on the tube.

    a) The type and grade of the tubes;b) Name of the manufacturer or trade mark, if any;c) Size;d) Length of the tube;e) Type of surface coating if any;f) Identification mark in code or otherwise to enable the date and lot of the

    manufacture to be traced back to factory records; and

    g) Made in India, if required.5. LEVELS OF CONTROL: The tests as indicated in Table 1 and at the level of

    control specified therein, shall be carried out on the whole production of the

    factory which is covered by this scheme and appropriate records and charts

    maintained in accordance with paragraph 2.0 above. All the production whichconforms to the Indian Standards and covered by this licence shall be marked

    with ISI Certification Mark.

    5.1 The dimensions of the steel tubes of particular type and grade shall be checked asper relevant clause and table given in IS: 3601-1984 with suitable gauges.

    5.2 On the basis of the test and analyses results, decision will be taken regardingconformity or otherwise of the lot as a whole with the requirements of thespecification as given in Table 1.

    6. In respect of all other clauses of the specification, the factory shall maintainappropriate controls and checks to ensure that their product conforms to the

    requirements of these clauses.

    7. REJECTION: A record shall be maintained giving information relating to the

    rejection of lots of tubes, which do not conform to the specification and the

    method of their disposal. Such lots shall in no case be stored together with those

    conforming to the specification.

    8. SAMPLE: The licensee shall supply, free of charge, the sample or samples

    required in accordance with Regulation 10 of the Indian Standards Institution(Certification Marks) Regulation, 1955, as subsequently amended, from his

    factory/godowns. The Institution shall pay for the samples taken by it from the

    open market.

    9. REPLACEMENT: Whenever a complaint is received soon after the goods with

    ISI Mark have been purchased and used and if there is adequate evidence that thegoods have not been misused, defective goods or their components are replaced or

    repaired free of cost by the licensee in case the complaint is proved to be genuineand the warranty period (where applicable) has not expired. The final authority of

    judge conformity of the product to the Indian Standard shall be with the

    Institution.

    10. SUSPENSION/RESUMPTION OF MARKING: The marking of the product

    shall be suspended under intimation to the Institution, if at any time, there is some

    difficulty in maintaining the conformity of the product to the specification, or thetesting equipment goes out of order, or if directed to do so by the Institution for

    any reason. The marking may be resumed as soon as the defects are removed or

    when the Institution gives the permission to do so. The information regardingresumption of marking shall also be sent to the Institution.

    11. STATEMENT & DATA: The licensee shall send to the Institution, as per theenclosed proforma, a statement of the quantity produced, marked and exported by

    him and the trade value thereof during the half year ending 30 June and 31

    December. This statement is required to be forwarded to the Institution on or

    before 31st

    day of July and January for the preceding half year.Table
