RE: Flex Examination - The secretary advised that this examination willbe given December 2-4th, 1970, June 15-17th, 1971, and December 5-7, 1971.

RE: Conversion of limited to full license - Dr. Large moved that the follow-ing doctors ' limited licenses be converted to full license, seconded by Dr.Galusha and passed unanimously:

RE: Tem ora License —At the direction of the Boar d, the secretary in-vestigated the laws of all the other states with regard to temporary licanseand submit@ a summary of the same.

VERDICT: Dr. Joseph W. Hooper, Jr. moved that the Board of Medical Examinersnot get into the temporary license. This motion was duly seconded by Dr.H. Lee Large, Jr. and passed by a vote of six to one.

RE: Dr. W. A. Y. Sar ent —Dr. Sargent appeared on June 15th, 1970 to peti-tion for recommendation of reinstatement of his narcotic tax stamp. Actionof the Board was deferred until this meeting and the secretary was instructedto procure certain information.

VERDICT: Dr. Frank Edmondson moved that the Board not recommend reinstatementof narcotic tax stamp of Dr. W. A. Y. Sargent at the present time and that Dr.Sargent be asked to appear before the Board again in June, 1971 for review;that Dr. Harold V. Day be asked to make a report prior to that meeting. Thismotion was duly seconded and passed unanimously.

RE: Office Personnel - Dr. Frank Edmondson moved that the Board approve theaddition of another secretary to become a part of the staff in the office ofthe Board of Medical Examiners and that the Board be advised the status ofthe same at the October, 1970 meeting. This motion was duly seconded by Dr.Cornelius T. Partrick and passed unanimously.

RE: Office Pro rt and Records

VERDICT: Dr. Cornelius T. Partrick moved that the secretary dispose of theused photostat machine. This motion was duly semnded by Dr. Joseph W.

Hooper/Nd passed unanimously.

Dr. Joseph W. Hooper, Jr. moved that the secretary be empowered. to disposeof records under the law as long as it has the approval of the Bca rd~s attorney.This motion was duly seconded and passed unanimously.

The meeting was adjourned.

RE: Dr. Elisha Judkins Cain appeared with incomplete credentials applyingfor license by endorsement of credentials. Hior to appearing he had furnished thesecretary of the Board with information that he had been a patient at the GeorgiaInstitute of Mental Health in Atlanta with a diagnosis of "Depressive Reaction";that he was discharged and tranquilizers were prescribed. He said that due to thedifficulty in obtaining the drugs prescribed he had taken the drugs, withoutauthorization, from the Pharmacy at the Veterans Administration Hospital, for whichhe was arrested and charged with converting 4 his own use drugs and medical supplies,property of the United States, a value in excess of One Hundred Dollars. Dr. Cainplead guilty in the United States District Court, was committed to the custody ofthe Attorney General for imprisonment for a period of three years, sentence suspend-ed and defendant placed on probation for a period of three years; thai, he consult,with a psychiatrist for regular and continuous treatment until discharged andrefrain from using drugs of any type except those that may be prescribed. by a dulylicensed physician.

need a job with a salary. This job pays 425, 000 a year, plus a bonus.

Dr. Cain: I read an advertisement from the Wayne County Memorial Hospital. Iwrote them and they called me from Goldsboro. I went there last Monday aweek ago ana interviewed Mr. James and four other doctors. They offered methe job.

Combs: You did not tell me you discussed with the group of people you inter-viewed your present situation, your court trouble.Yes, I have not made any Rnes about it.

Edmondson: Was alcohol or any other drug involved other than valium?No sir

Dr.A.

Combs: You said the drug was hard to obtain.You can not write a prescription for an abuse drug for yourself and family.

You were put on it in Georgia, could you not get someone to prescribe it.I was supposed to go to a psychiatrist in Alabama. It is hard to go to apsychiatrist. I thought I could do it myself. I was 0. D. , I had a key andgot it out of the drug room. I had cut down but was accumalating because Idid not know when I could get any more.

What was the value of the drug you took without permission?I do not know.

Over how long a period of time did you take it?From Christmas until May 8th.

Q. How much did you take out of the pharmacy at the time?About 100

A 100 would last about how long?Forever, I was sort of like a squirrel. I did not know when I would have anopportunity to get back in there.

Edmondson: Is this the first episode of acute depression you have gonethrough with?I had a nervous breakdown in May, 1968, was in a mental institution threeweeks. I had to leave it , I could not afford it. I went back to practiceafter November, 1968, had another breakdown.

Prior to 1968 you had no trouble.I had been under a psychiatrist for depression.

For how long?It all goes back to the time my mother had a stroke four years ago. I wasvery much upset about it, I still am but I have adjusted. Re can not talk,is paralyzed on one side. I think that is what started it, that and allthe other responsibility with four children supporting them, and helping tosupport my mother. She is in a nursing home. This is all being taken careof by me and my sister. I can not cope with it now.

Are you under psychiatric supervision?"art of my probation stipulation is will stay under a psychiatrist until Iam dismissed. I went to Dr. Claude Brown in Mobile. He told me to go toMobile County Health Institution. I did not do that because I was coming uphere. The probation officers are aware of that. They told me not to startwith another psychiatric group until I get settled. If I get the job inNorth Carolina I will go to the Mental Health group in Goldsboro. I have todo that, it is part of my probation.

Dr. Hooper reported that he talked with the administrator of the WayneCounty Memorial Hospital by phone and confirmed that the position at WayneCounty Memorial Hospital emergency room would be given to Dr. Cain if he islicansed; that the Credentials Committee approved him; that one of the physiciansin Goldsboro knew him and recommended that he be given the job.

VERDICT: Dr. Bryant L. Galusha moved that Dr. Elisha Judkin Cain be grantedlicense by endorsement of credentials, limited to Wayne County Memorial Hospital,provided he is endorsed by the Louisiana Board of Medical Examiners, with thestipulation that the Board receive a report from a board certified psychiatristof his progress at no less than yearly intervals; that he report to this Boardin person in six months with a progress report. This motion was duly seconded'by Dr. Cornelius T. Partrick and passed unanimously.

RE: Dr. James S ullock Lambert - (See previous Minutes) «Pursuant toinformation that Dr. Lambert had been confined in a hospital in Alabama forthe use of drugs, the Board endeavored to make investigation on him and re-quested him to appear for an interview at this time. The investigationrevealed that Dr. Lambert had written for narcotics so frequently that thedrug stores in the area had ceased to fill his prescriptions.

Dr. Lambert admitted that he was sent to the hospital by his wife fortaking nembutal; that he was not taking any drugs now. He said that he may havewritten too many narcotic prescriptions and in the past few months had cut downon this. He denied any knowledge of the drug stores refusing to fill hispre scription s.

Dr. Lambert was admonished by the Board and urged to become affiliatedwith the medical society.

RE: Written Exanination —Flex — Dr. H. Lee Large, Jr. moved that theFlex weighted average of 755 and above be certified as passing. This motionwas duly second d and passed unanimously.

RE: Dr. William C. Hines Wilson, North Carolina — The secretary presentedcopy of report of the State Bureau of Investigation which was predicated uponrequest of the Wilson Police Department, concerning possible violation of theNorth Carolina state drug law. Dr. Edgar T. Beddingfield, Jr. , while he waspresident of the State Medical Society, expressed an interest in pursing thematter.

It was not the co ncensus of the office of the secretary that there was sufficientevidence to take any action in the matter.

The Board received this as information.

RE: Dr. A. Jones Smith Black Creek, North Caw lina - The secretary present-ed copy of report of the State Bureau of Investigation, which was initiated uponrequest of the Solicitor of the Second District.
