Stolen Generations Community Reparations Fund Expressions of Interest Information and Guidelines Department of State Development What is the Stolen Generations Community Reparations Fund? The Community Reparations Fund is part of the South Australian Government’s commitment to acknowledge the suffering and grief experienced by the Stolen Generations in South Australia. The fund will support projects or programs that promote healing for members of the Stolen Generations, their families and the wider community. Community consultations identified a number of possible project themes: • Oral history Aboriginal family and community history • Healing • Arts and culture Memorials and places of reflection Preserving and making accessible documents that are important to Stolen Generations and their families. Expressions of interest relating to these themes are welcome and all projects submitted will be evaluated according to the assessment criteria. As part of its commitment to providing Reparations to the Stolen Generations the South Australian Government has created a $5 million Community Reparations Fund to support projects or programs that will promote healing for members of the Stolen Generations, their families and the wider community. What is the Stolen Generations Community Reparations Fund?The Community Reparations Fund is part of the South Australian Government’s commitment to acknowledge the suffering and grief experienced by the Stolen Generations in South Australia.

STOLEN GENERATIONS COMMUNITY REPARATIONS FUND EXPRESSIONS OF INTEREST INFORMATION AND GUIDELINES

What types of projects will be supported by the fund? The fund will support projects that promote the wellbeing of the Stolen Generations and their descendants as well as projects that increase the awareness of the Stolen Generations’ experience, and its impacts, in South Australia. This could include projects that:

• Promote healing among the Stolen Generations and their descendants and support reconciliation within the wider community

• Promote the physical, cultural and economic wellbeing of the Stolen Generations and their descendants

• Enable the Stolen Generations and their descendants to learn more about their families and their stories as an important part of healing

• Enable the Stolen Generations and their descendants to tell their stories and ensure these stories are stored safely for current and future generations

• Enable the wider community to hear the stories and develop an understanding of the experiences of the Stolen Generations in South Australia.

Who can apply for funding? • Aboriginal and other organisations working in partnership with the Stolen Generations community

• Organisations must either be legally incorporated or have an arrangement with an auspicing body that is prepared to administer a grant on their behalf. The auspicing body must be legally incorporated and have an Australian Business Number (ABN)

• Organisations must be based in South Australia.

ExclusionsFunding is not available to provide recurrent support for the day-to-day operations of an organisation.

Funding is project based and is not available to support existing funded programs.

How will project funds be allocated?The Community Reparations Fund is available to support a variety of projects. There is a preference to support projects across a range of locations in both metropolitan and regional South Australia.

The fund will support small to large projects. Organisations are encouraged to seek project partners or seek funding from other sources to strengthen their project.

Funding decisions will depend on both the quality and quantity of the projects being submitted. Please contact us to discuss your project before you submit your Expression of Interest.

Key datesExpressions of Interest for the Community Reparations Fund open on Friday 6 October 2017 and close on Friday 10 November 2017.

Assessment criteria Expressions of Interest will be assessed based on the following criteria:

• The project will have a positive impact on the wellbeing of the Stolen Generations and their descendants

• There is evidence of engagement with the Stolen Generations Aboriginal community

• The project is well planned and the applicant organisation has the capability and experience to undertake and complete a project.

Funding conditionsTo receive funding, organisations must meet the following requirements:

• Projects should be completed within 12 months of funding being provided

• Grants will be provided on a one-off basis (that is, no recurrent funding is available)

• A funding agreement must be signed with the Department of State Development and information and data will need to be provided under that agreement

• A final report (acquittal) will need to be submitted at the completion of the project to summarise the outcomes of the project.

Aboriginal Reference Group An Aboriginal Reference Group has been formed to support the decision making processes for the Community Reparations Fund. This group will make recommendations to the Aboriginal Affairs and Reconciliation Minister about the projects being considered.

What if our organisation is not incorporated?

Expressions of Interest can be submitted by an incorporated organisation that is willing to auspice your project.
