Unser Modell eines Redispatchmarkts
• Erst ein (zonaler) Spotmarkt, dann ein (nodaler) Redispatchmarkt (RDM)
• Freiwillige Teilnahme, uniform pricing, keine Marktmacht
• Zwei Knoten: „Norden“ mit Überangebot und „Süden“ mit Knappheit
• Eine einzelne Stunde
Erzeuger im Norden: Strategie
• Antizipieren, dass sie für Runterregeln bezahlt werden – wenn sie erzeugen
• Bieten unter Grenzkosten, um zu produzieren → engpassverstärkend
• Gebotsstrategie: erst Erzeugung überhöhen (increase), dann herunterfahren (decrease)
Erzeuger im Süden: Strategie
• Antizipieren, dass sie für Hochregeln bezahlt werden – wenn sie können
• Bieten über Grenzkosten („halten Kapazität zurück“) → engpassverstärkend

Konsequenzen der Inc-Dec-Bietstrategie
Engpassverstärkendes Verhalten• Erhöhung der Redispatch-Volumina
Windfall profits• Gewinne der Kraftwerksbetreiber steigen
Finanzielle Märkte verlieren Basis• Anstatt Spot wird der Redispatchmarkt erlösrelevant
• Hedging durch Futures auf Spot-Basis nicht mehr möglich
Falsche Investment-Anreize• Anreiz zum Bau von „Geisterkraftwerken“ im Norden, die nie produzieren
Zwei Marktstufen mit unterschiedlicher räumlicher Auflösung: Inkonsistent• Rückkopplungen: Spot ist nicht unabhängig vom nachgelagertem Redispatchmarkt

Voraussetzungen für Inc-dec
Keine Marktmacht notwendig• Arbitrage-Strategie, die auch für atomistische Akteure durchführbar ist
• Selbst wenn der Markt neue Akteure anzieht verhindert dies nicht strategische Gebote
Nicht Rechtswidrig• Akteure preisen lediglich Opportunitäten ein – ähnlich wie bei Regelenergie
• Keine Verletzung von Bilanzkreispflichten
• Selbst wenn durch Algorithmen identifizierbar, könnte man nicht einfach sanktionieren
Betrifft alle Formen des marktbasierten Redispatch• Lasten können ebenfalls strategisch bieten
• Auch Flex-Märkte, auch im Verteilnetz, auch mit Rückfall auf kostenbasierten RD
• Gebotspreisverfahren (pay-as-bid) löst Probleme nicht
Ein Mindestmaß an Vorhersehbarkeit der Engpässe erforderlich• Aktuell in Deutschland: gute Vorhersehbarkeit dank struktureller Engpässe
• Jeder Abruf bedeutet eine Chance zu lernen –8760 Gelegenheiten pro Jahr
