5.1 AGENCY AND COMMUNITY SUBMISSIONS RECEIVED FOR THE STRATEGIC DIRECTIONS REPORT Report Public and agency consultation for the Strategic Direction Report closed on 26 May 2011. During the consultation period 15 submissions were received, 11 from agencies and 4 from the community. Council’s Planning Officer has summarised all the submission in the attached Summary of Submissions Table. This table also includes a comment and proposed actions in response to the issues raised in the submissions. As a result of the agency and community submissions the following amendments to the Strategic Directions Report are recommended:

Recommendation That the Strategic Planning and Development Policy Committee:

1. Receive and note the Summary of Submissions Report. 2. Endorse the recommended amendments to the draft Strategic Directions

Report. 3. Recommend that the Coorong District Council adopt the Strategic

Directions Report as amended. 4. Recommend that the Coorong District Council forward a copy of the

adopted Strategic Directions Report to the Minister in accordance with Section 30(7) of the Development Act 1993.

5. Recommend that the Coorong District Council delegate to the Deputy Chief Executive Officer to enter into an agreement with the Minister on the steps that Council will take as a result of the matters contained in the report in accordance with Section 30(8) of the Development Act 1993.

Affordable Housing – Including policy that seeks to maintain the current situation in regard to the good supply of affordable housing options in the townships, thus mitigating population decline.

Removing reference to the Elwomple area as a potential location for further rural living development.

Amending the reference to the Princes Highway Service Roads for potential expansion of commercial development in Tailem Bend.

Insert a reference to ecologically based accommodation in the tourism opportunities in the River Murray Protection Area.

Council staff met with Brenton Lewis and Dylan Strong from Regional Development Australia (RDA) Murraylands Riverland on 9 June 2011. Several issues were raised at this meeting including:

RDA is keen to work more closely with Council to promote opportunities for regional and economic development.

The Tailem Bend Motorsport Park masterplan needs to progress quickly to ensure the opportunities for the motorsport development come to fruition. If it does not look like the motorsport concept can be successful then Council should look at alternatives for the site which has significant strategic opportunities however it was agreed that the motorsport park development would bring many benefits for the Council area and Murraylands region if it proceeds.

Several opportunities for intensive animal keeping (chicken sheds, cattle feedlots) were discussed. There may be opportunities for chicken sheds in the north west area of the Council district and opportunities for more feedlots in the Tintinara district.

The Coorong District Council should try to make the most of existing infrastructure such as gas pipeline and transport (road and rail).

The Coorong District Council should investigate the opportunities for Tailem Bend to be a major intermodal transport hub.

Due to the location of the gas pipeline not being in this locality the feasibility of a Murray Bridge to Tailem Bend Industrial Corridor may be minimal. Other areas of Council may be more suited for Industrial Development. The area between Tailem Bend and Murray Bridge may be more suitable for intensive animal keeping opportunities.

Council needs to develop a Strategic Land Use Masterplan that focusses on current opportunities for residential, industrial and primary production and current infrastructure opportunities.

As a result of the meeting with the RDA the following amendments are recommended:

The first project to be undertaken is to develop a Strategic Land Use Masterplan for the district, particularly focussing on industrial, residential and primary production opportunities. This plan would act as a prospectus for potential developers, provide important background information for potential costs for infrastructure to service specific areas, set out a blueprint for future development for a 20 plus year horizon and provide important investigations

that will support the Industry and Rural Lands DPAs which will commence immediately following the completion of the masterplan.

Removal of the reference to an Industrial Corridor and inclusion of a reference to investigate the feasibility of Tailem Bend being an Intermodal Transport Hub.

Council staff agreed with this initiative and it would be an extension of the Strategic Land Use Planning that was undertaken in 2010. The Masterplan would provide more specific and detailed information that will be useful for both Council and prospective developers. RDA have offered to assist with the Masterplan and will contribute towards some of the mapping that will be required. The Masterplan will also be an important inclusion for the Tourism and Economic Development Plan. It is anticipated that the Masterplan initiative would commence in July and be completed within 2-3 months; this would allow it to be considered as part of the Tourism and Economic Development Plan and will enable the proposed Industry and Rural Lands DPAs to commence later in 2011. RDA and Council staff have committed to meeting on a regular basis to ensure a strong relationship between Council and the RDA and to assist Council with capturing economic development opportunities. Late submissions have been accepted from the following:

The Department of Planning and Local Government (DPLG), The SA Murray-Darling Basin NRM Board, and MLEI Consulting Engineers on behalf of Minh Tri Ngo.

The only alteration recommended for the Strategic Directions Report from the late submissions is the change in forecast for population change as indicated by DPLG. Members of the Committee who may wish to view full copies of the submissions are invited to contact Council’s Planning Officer who can make them available. Full copies of all submissions will be available at the Committee Meeting.

Department for Families and Communities Belinda Hallsworth Affordable Housing & Asset Strategy

Housing SA suggests the promotion of targeted or general affordable housing as driver for population growth and economic development of regions, in particular in reference to the Summary of Future Objectives to be addressed in Development Plan Amendments (DPAs).

District is generally affordable, irrespective of promotion. Marketing of population growth can be undertaken strategically beyond limitations of Development Plan.

No action.

All re-zonings that provide for increased residential development are required to include a minimum of 15% affordable housing (as per Better Development Plan (BDP) Modules).

Provisions not taken up in BDP as per liaison with Department of Planning and Local Government (DPLG). This was based on the existing private market already providing an adequate supply of affordable housing for low income earners (<$163,000 indicative house price) and medium income earners (<$244,000 indicative house price) for all townships, in excess of the 15% specific affordable housing target. In addition, these are generally in locations in reasonable proximity to existing services. New residential subdivisions are generally on the fringes of the townships. Additional incentive is considered to be not required at this time, especially in regard to land prices. Provisions which enable medium density residences (group and semi-detached

Recommendations of Limestone Coast and Coorong Coastal Action Plan and Conservation Priority Study to be considered when reviewing development in relation to dune retreat.

Noted. All of coastal area in Coorong DC is contained within Coorong National Park. In DENR’s best interest to ensure coastal management is suitable. Key geological features might be considered to be a layer in future DPAs if appropriate in regard to land use.

Potential for ecologically-based residential development within the River Murray Floodplain and associated remediation of disused dairy flats to ephemeral wetlands. Specific location proposed adjacent to the Wellington East township. Managed through Community Scheme created by Community Title.

Would facilitate economic development in the locality. Impact of development within floodplain requires investigation. Zoning implications to be identified. Already identified that alternative development opportunities, including tourism and accommodation options might be appropriate. Could add reference to being ecologically-based accommodation development.

Noting 16 priorities for the Coorong District Council as outlined in the Murray and Mallee Region Plan that Council’s DPA work program should seek to implement. It acknowledges that this quantity of work is likely to take longer than the 5 year period that this SDR is covering.

Relevant section of Murray and Mallee Region Plan to be referenced in any new DPA.

Suggests that the need for a Renewable Energy Precinct DPA should be reviewed as the Rural Lands/Primary Production Zone should be sufficiently flexible to cater for appropriate location of these major infrastructure projects.

Opportunities: The projected population decline from the 2006 census population to 2026 is approximately 2.5%.

MLEI Consulting Engineers Daniel Hermann for Minh Tri Ngo

Seeking review of Residential/Rural Living zoning, specifically as it relates to Lot 24 Warrengie Drive, Meningie which is predominately located in the Rural Living Zone, however 20-25% of the subject land is situated in the Residential Zone. Request review to rezone entire allotment to Residential Zone as services available and would align with the adjoining development lot, Lot 40, which is entirely zoned Residential. No specific DPA dealing with residential land supply and demand in Meningie. Request that this be included in the Meningie Town Centre DPA.

Considered that there is ample supply of Residential zoned land in Meningie covering the next 5 years, acknowledging that zoning should align with allotments boundaries to provide greater clarity to potential development of the lot. Could potentially expand Town Centre DPA to investigate anomalies within township zoning.

No action at this time. Look at potential to expand scope of Town Centre DPA.

6.1 CONFIDENTIAL STRATEGIC DIRECTIONS REPORT SUBMISSION FROM PLANNING SOLUTIONS SA

RECOMMENDATION That in accordance with Section 90(2) of the Local Government Act 1999, the Strategic Planning and Development Policy Committee orders that the public, (excepting the Deputy Chief Executive Officer, Planning Officer and Sustainable Development Project Support Officer), be excluded from attendance at the meeting to the extent that the Committee considers it necessary to receive, discuss or consider in confidence the report to be provided at the meeting – Planning Solutions SA – Submission for the Strategic Directions Report. That the Committee is satisfied that pursuant to Section 90(3)(d)(i) of the Local Government Act 1999: The information the disclosure of which- Is commercial information of a confidential nature (not being a trade secret) the disclosure of which could reasonably be expected to prejudice the commercial position of the person who supplied the information, or to confer a commercial advantage on a third party. RECOMMENDATION That under Section 90(2) and (3)(b)(i) of the Local Government Act 1999, the Council pursuant to Section 91(7)(b) of that Act order that the discussion and report remain in confidence and the resolution come out of confidence.
