    Quality Assurance Philippine

    Context: Input Based Evaluation in

    HEIs

    Judgments about quality of education arebased almost entirely on input measures i.e.quality of faculty, facilities, and resources(Phelps 2001)

    Shifts attention away from evaluating how

    well educational institutions actually achieveeducational objectives

    Some QA groups are starting to use outcomesas basis for assessment.

    The Philippine Context

    Unemployment rate in April 2012 was NCR10% - thats about 6M. Of the unemployed,21% (1.2M) percent are college graduates

    Dept. of Labor and Employment has identifiedJob-Skills Mismatch as a critical issue tocompetitiveness and poverty alleviation

    Higher Education Act has identified priority

    courses for the next five years However, another possible reason for the

    unemployment is that HEIs produce graduateswith inadequate competencies for the

    workplace (including life skills)

    Challenges to Philippine HEIs

    PHEIs compete in a global and regional arena whereborders are starting to disappear e.g. AsianUniversity Network

    Competitive advantage of PHEIs , in many cases

    SURVIVALis premised on their ability to offer qualitydegree programs that meet world-class standardsand produce graduates with life-long learningcompetencies

    PHEIs are expected to contribute to society bydeveloping human resources with various types ofcompetencies and expertise in support of social,economic and development needs of the Philippines

    CHED supports the development of HEIs into matureinstitutions by engaging them in the process ofpromoting a culture of quality;

    Instruction is modularizedor unit based.

    The learner is accountable for performance tocomplete the learning program.

    Features of OBE Needs-driven: Curricula are designed in terms of the

    knowledge, skills and attitudes expected from graduates andaim to equip students for employment and lifelong learning

    Shifts from teaching to learning: Student-centered learningapproach lecturers act as facilitators

    Holistic in its outcomes focus: Attaining learning objectives is

    therefore not an end in itself; it provides building blocks forachieving higher-level outcomes (application of learning)
