Global associates

In 1989, CEC gained unmatched access to markets in the Americas with a strategic investment in American Bridge Holding Company (ABHC) - the holding company of American Bridge Company, American Bridge Manufacturing, American Bridge International and American Dock and Transfer.

Founded in 1900, American Bridge has a storied history and a portfolio of some of the world’s most notable bridges. These include the San Francisco – Oakland Bay bridge, New York’s Verrazano-Narrows bridge, The Chesapeake Bay Bridge – the longest continuous over-water steel structure, and Venezuela’s Orinoco bridge - the longest suspension bridge in South America.

Beyond bridges, the company’s landmark structures include:• Empire State and Chrysler buildings in New York City• Willis Tower and John Hancock Center in Chicago • Two of the world’s largest volume buildings: - Boeing 747 Assembly Building in Washington State - Vehicle Assembly Building, Kennedy Space Center, Florida

Based on its extensive engineering experience, American Bridge targets projects that require a high level of technical sophistication. With the cross-sharing of construction experience and technology between American Bridge and CHC member companies, the group as a whole is greatly strengthened.

Corporate genesis

It all goes back to 1941, when Mr. Glyn T.H. Ing, a visionary civil engineer, founded a construction business in Chongquing, China. The company relocated to Shanghai in 1945. Renamed Continental Engineering Corporation (CEC), it participated in post-war reconstruction and development projects.

In 1948, the company was reestablished in Taipei, Taiwan, where it flourished and grew into the global player it is now. CEC has played a leading role in Taiwan’s infrastructure development, including the construction of major highways, tunnels, bridges, power plants and buildings. More recently, the company is proud to have participated in Taipei’s acclaimed MRT projects and the groundbreaking, 345 km high speed railway project that brings unrivaled mobility to over 90% of Taiwan’s population. The company’s connection to the project was strengthened when CEC’s Chairman, Ms. Nita Ing, was appointed Chairman of Taiwan High Speed Rail Corporation – the body overseeing the world’s largest BOT project.

CEC has also been highly active in commercial, industrial and residential real estate development. The growth of this arm of the business led to it being spun off in 2010 as a new entity named Continental Development Corporation (CDC).

Since the 1960s, CEC has focused on expanding its operations internationally, including Hong Kong, Southeast Asia, the Middle East and India. Due to the importance of its business on the Indian subcontinent, CEC International Corporation (INDIA) Private Limited (CICI), a wholly-owned subsidiary of CEC, was established in 2005.

Weaving our Strengthsinto global engineering achievements

An international player

In the 1960s CEC began to expand its operations overseas, leading to operations in Hong Kong, Southeast Asia, the Middle East and India. In 1989, the company made a strategic investment in the American Bridge Holding Company (ABHC) in the United States, substantially expanding the company’s presence in key international markets.

Engineering on a grand scale

Infrastructure construction is CEC’s core business, with numerous highways, tunnels, bridges, mass rapid transit and high-speed rail projects attesting to the company’s experience with complex and challenging projects. Chief among these are Taiwan’s first two national freeways, as well as the acclaimed Taiwan High Speed Rail system and the Taipei MRT network.

Building communities and commerce

CEC has a depth of building construction experience covering everything from residential housing and community development to hotels, hospitals, office buildings, industrial factories, landmark skyscrapers and specialized installations.

CEC fulfills the needs of its wide client base with an ever-evolving range of services, an exceptional customer orientation, the creation of value and delivering projects on time and of a quality expected from a world-class construction firm.

From humble beginnings to building on the world stage

Continental Engineering Corporation (CEC) is widely recognized as one of Taiwan’s prominent civil infrastructure and building contractors specializing in major public infrastructure projects and private-sector construction.

CEC operates internationally in the global marketplace - a focus that will play an increasingly important role in the future of the company.

A national treasure

The company traces its origins back to 1945 when our visionary founder, Mr. Glyn T. H. Ing incorporated Continental Engineering Corporation. The company’s early years coincided with turbulent times in China, but despite the challenges, CEC continued to build its business and reputation.

After relocating to Taipei in 1948 from China, CEC engaged extensively in national infrastructure projects across Taiwan, including power plants, highways, tunnels, bridges, mass-transit systems, and government installations and factories.

Connecting Taiwan’s most important urban centres

The high speed rail line runs the length of Taiwan’s western corridor, where the bulk of the country’s socio-economic activities are concentrated. It effectively links 14 cities and 77 towns into an integrated megalopolis, bringing a dynamic and progressive new lifestyle to over 90% of the country’s 23 million citizens.

CEC delivers groundbreaking construction solutions

As part of the 5 initial companies of the Taiwan High Speed Rail Consortium, Continental Engineering Corporation played a important role in the building of two key stations, plus the bridges, tunnels, viaducts and earthworks of a challenging, 80 km section of the line. One of the tunnels, the 7.4 km Paghuashan Tunnel, is the longest on the entire High Speed Rail line.

Crossing three active earthquake faults and a difficult, sub-tropical terrain, the Taiwan High Speed Rail is a magnificent engineering achievement. The section constructed by CEC was perhaps the most challenging of all, traversing through mountainous areas with dense forests and deep ravines.

Taiwan High Speed Rail Projects ( Taichung-Chiayi, Kaohsiung, Taiwan )

Transforming Taiwan at 300 km/hCEC is proud to have made a significant contribution to the development and operation of the world’s largest Build, Operate and Transfer (BOT) project – the 345 km high speed rail network connecting Taipei in the north and Kaohsiung in the south, valued at US$ 17 billion.

Zuoying Station

Taichung Wuri Station

The innovative station design featured a substructure of reinforced concrete pile foundations, a steel reinforced concrete superstructure and a steel truss/stainless steel panel roof structure.

CEC was responsible for a 14 km route through the Paghuashan Mountain region, requiring 13 bridges, 7 tunnels and massive earthworks.

This 42 km long high speed rail elevated bridge was mainly built using a full span precast launching method. The standard viaduct features a pre-stressed concrete box girder superstructure. It also included some segments with a nonstandard span. These required different construction methods, such as in-site balanced-cantilever construction and onsite shoring steel composite bridge work.

Paghuashan Tunnel of Taiwan High Speed Rail ( Changhua, Taiwan )

Taking on the Paghuashan MountainsOne of the most impressive sections of the Taiwan High Speed Rail is the work covered by Project C260. CEC, in a joint venture with a European partner took on this challenging section that required 13 bridges, massive earthworks and 7 tunnels – including the landmark Paghuashan Tunnel.

CEC was up to the challenge

Excavating through a gravel terrain, the two track tunnel was constructed using the New Austrian Tunneling Method (NATM). Excavation work ensured minimum harmful loosening of the adjacent groundmass.

Three headings were used to excavate the tunnel face – top heading, bench and invert. The tunnel has a full-face area of 132 m2, with a maximum overburden of 260 meters.

Tunnel construction began in April 2001 and was fully operational by April 2005. CEC is most proud of the fact that the project was completed two months ahead of schedule, adding significantly to the progress of the THSR project.

These tunnels in Paghuashan area are one of the highlights of the 345 km Taipei to Kaohsiung journey.

Paghuashan Tunnel Cross Section Diagram

A supreme tunneling achievement

The design and construction of the Paghuashan Tunnel was the most critical phase of the C260 project. With no other options available other than to bore through a 7.4 km section of the Paghuashan Mountains, the tunnel was not just the longest of the C260 project, it was the longest tunnel constructed on the entire 345 km high speed rail line.

A striking office tower becomes a Taipei landmark

When completed in 1998, the building was the first in Taiwan to feature an exoskeleton structure. The hexagonal exoskeletons and exposed concrete pillars allow the building to stand as a complete glass box with unobstructed corners.

Constructed using structural steel, architectural concrete, aluminum panels, granite and grey tinted insulating glass. Min Sheng East Road Office Tower has an inherent strength and a natural unpretentious look that exactly captures the spirit of CEC.

Min Sheng East Road Office Tower ( Taipei, Taiwan )

More than a headquarters, a showcaseAs Taiwan’s most respected construction firm, building a new headquarters presented a unique challenge. The tower had to both house our talent and showcase our talent by featuring an innovative design and advanced construction methods. The tower was home to CEC’s headquarters until 2004.

In 2000, the building received the Excellence in Structural Engineering (EISE) Award from The Structural Engineers Association of Southern California (SEAOSC).

The 13-story premium office tower served as CEC’s headquarters until 2004.

Exposed concrete pillars and hexagonal structural steel exoskeletons are the stand-out architectural features of this building.

The spacious, flowing lines of the naturally bright lobby are complemented by the openness of the waffled ceiling.

An architectural landmark of Taipei on Min Sheng East Road.

The beauty behind the glass box

The steel reinforced concrete (SRC) structure rises 13 stories above Taipei’s bustling Min Sheng East Road thoroughfare. A 4-story parking basement brings the total floor area to over 17, 572 m2.

The main structure consists of 8 steel reinforced concrete main columns that extended along the exterior of the building until 13th floor, where the SRC columns are transformed into pure steel columns, creating a lighter weight load on the top.

The exoskeleton technique of the 8 main columns integrating together with 90° steel bracing is a structural integration of high performance concrete and pure steel. The fair-faced concrete finish, an application of high performance concrete is also well designed for structural and waterproof requirements.

This advanced construction technique and integration of materials varied from traditional building methods. It also allowed for an innovative way to distribute the weight loads of the building from top to bottom without interior columns.

A modern-style garden located in the middle square extends to the full-scale landscaped balcony on the fourth floor.

Residential Complexes - Bridge Up to Zenith & The Peak of Abundance ( Taipei, Taiwan )

High-end residential complexes grace Taipei CDC is proud to have brought world-class residential style, innovations and luxury to the greater Taipei area. Two developments - the 4-building Bridge Up to Zenith complex and the artfully elegant The Peak of Abundance building in Taipei.

Built-in strength

With 37 floors above ground and 6 below, the 400+ unit building’s structure uses a Steel Moment Resistant Frame (SMRF), seismic dissipation studs and nearly 100 Buckling Restrained Braces (BRB) and Bucking Inhibited Braces (BIB), to provide exceptional wind and earthquake resistance.

A precast construction method was chosen to help provide an effective resistance to potential seismic events. Structural features included Concrete Filled Tube box-shaped steel columns filled with high strength concrete. These are integrated with stainless steel to form a modified composite SRC structure. 20 cm thick reinforced concrete floor slabs on each level provide both soundproofing and seismic dissipation.

“The Peak of Abundance”

The building’s premium and elegant image was designed to provide serenity within a busy city.

Inspired luxury

A stunning landscape design features multiple courtyards, one styled after Chanel’s garden in Paris, with thick hedges, statues and aquatic touches to create a romantic atmosphere. The recreational area includes a Jacuzzi, vegetation green wall and a lounge bar connected to the swimming pool.

Borrowing from the renowned American architect, Frank Lloyd Wright, the art nouveau interiors of the 29 exclusive units combine wood, stone and glass materials of natural color to create an organic structure. A healthy and sustainable community

With its proximity to Taipei CBD, excellent transit connections and neighbourhood schools, The Village is an ideal location for young, working families. This is enhanced by integrated recreational facilities, including a 5-story, 4,400 m2 recreation centre overlooking Qingshan Lake. This leisure complex offers a golf practicing area, swimming pool and spa, gym, beauty saloon, convenient stores, restaurants, theatres, and children’s playground.

A secure and tranquil lifestyle

A comprehensive security system is integrated into the whole neighbourhood. This includes surveillance and access control system and a security control center. Public areas and villas both have emergency aid systems installed as well as fire, smoke, and gas detecting systems. Professional security staff provide 24/7 patroling in every section.

The Village is a place where people, interior and exterior spaces and the environment live in harmony. This is enhanced by the complex’s award-winning environmental design and subtle use of natural lighting effects. Here, residents can leave the bustle and pace of the city behind them and enjoy a unique tranquility.

The Village ( Taipei, Taiwan )

A most desirable neighbourhoodNestled on 76 hectares in the hills of suburban Taipei, this award winning development of 860 villas is one of Taiwan’s most sought-after and successful residential areas.

Compatible with nature

Built in two phases on a North-facing hillside slope, the project required a detailed planning process that covered everything from water and land sustainability to public facilities, commuting routes, building construction and landscape design.

To maintain the original appearance of the natural environment, the development process followed strict balance cut and fill principles. Six major blind ditches were laid under the complex, connected to a web of secondary ditches to build up an efficient sub-surface draining system that also effectively stabilized the land base.

Given The Village’s hillside location, both direct and indirect retaining structures were required to meet the varied land bearing capacities and characteristics. Vegetation for slope protection helped to maintain the natural greenery and views, while enhancing the slope’s capacity to withstand impact by rain.

The 5-story recreational centre overlooking Qingshan Lake creates a harmonious sense between inhabitants, nature and structure.

The Village’s award-winning environmental design and subtle use of natural lighting effects has also received numerous accolades from the residents themselves.

A high-quality and safe living environment, ideally located in the wooded hills outside Taipei.

Environmental standards that will stand the test of time

Working with renowned architectural firms and contractors, the project began land development in 1988 and by 2010, had completed construction of the two-phase project. Recyclable industrial building materials and techniques were built in. Villas were built with steel structures instead of pure cement. This, together with the dry construction method employed, makes the materials recyclable in the future.

Villas feature a 15 mm breathing space between the exterior wall and the steel water/sound proofing system, providing a natural space for air circulation. This both keeps the interiors cool and prevents problems like efflorescence or water leakage because it prevents sunshine and rainwater from making direct contact with the structural body.

San Francisco-Oakland Bay Self-Anchored Suspension Span (SAS) ( San Francisco, USA )

Another breathtaking achievement from American BridgeOver the past eleven decades, American Bridge has built many of the world’s most innovative, recognized and record breaking bridges. This Self-Anchored Suspension (SAS) span – the East Span of the new Bay Bridge - is one more for the record books. When completed in 2014, the 624 meters (2,047 feet) long engineering marvel will be the longest SAS bridge in the world.

bridge. The steel tower is 160 meters tall and composed of four legs strutted together. Special attention was given to the structure’s ability to absorb seismic energy during an earthquake to protect the tower from catastrophic damage.

The span and cable work

The 565 meters suspended span includes a 385 meters main-span and a 180 meters side span. The deck is composed of twin steel orthotropic box girders, each 28 meters wide. They are strutted together for an out-to-out width of over 60 meters. In addition, there is a 5 meters wide bike path cantilevered from one of the boxes.

The 1,400 meters long, 800 mm diameter main cable is made up of 137 prefabricated parallel wire strands with 127 wires per strand and wrapped with “Z” wire. It runs continuously from the east deck to the anchorage, up to the tower top, across

Tipping up the 1,043 mt leg sections and 160 meters tall SAS tower involved an unprecedented level of engineering and construction expertise.

This entire contract is comprised of structural steel fabrication and erection. Around 50,145 mt of structural steel was used to complete the bridge.

When completed in 2014, the 624 meters long structure will be the longest Self-Anchored Suspension bridge in the world.

A textbook example of form and function

The SAS is the signature span of the entire new Bay Bridge project linking San Francisco and Oakland. It has been designed to complement the existing towers of the West Span of the Bay Bridge. Its unique, asymmetrical, single cable design goes beyond giving the span world-class status. It gives drivers, cyclists and pedestrians unencumbered views of the surrounding Bay, plus state-of-the-art protection in the event of an earthquake. Special seismic safety elements set new standards and are designed to ensure that the bridge’s structural integrity is not compromised, even if rocked by a massive earthquake.

Building the world’s longest Self-Anchored Suspension bridge

This project included the construction of a new 625 meters single-tower, self-anchored suspension

to the west deviation anchorage, back to the tower top, then back to the east deck anchorage.

A project worthy of a legendary bridge company

Some idea of the scope of the project can be gained from the numbers. Total weight of structural steel is 50,145 mt. The cable alone has a weight of 5,189 mt, with the hanger ropes weighing in at an additional 649 mt.

As befitting a company of its caliber, American Bridge was responsible for the design of the SAS and its components, the fabrication of the structural steel and the structure’s entire construction. This is another American Bridge project for the record books.

Bridging the USA’s most important beltway

This bridge crosses the tip of the southernmost corner of the District of Columbia, carrying the I-95/I-495 Capital Beltway over the Potomac River at Alexandria, Virginia. Over 200,000 vehicles a day use the bridge to travel into and out of the US Capital. As a bascule span, the bridge has a dual function. When necessary, its eight leaves pivot upwards to allow tall shipping navigating the Potomac River to pass through its structure.

The Woodrow Wilson Bridge has its west abutment in Virginia, and its east abutment in Maryland, and about 100 feet of the mid-span portion of the bridge crosses the tip of the southernmost corner of the district of Columbia.

The 12-lane wide bridge features an eight-leaf trunnion bascule, arch-shaped, cast-in-place piers and a steel plate girder superstructure.

The original bridge had 6 lanes, it was 5,900 feet long, and was opened to traffic in 1961. Today the bridge is 12 lanes wide and is a major artery in Washington DC.

Woodrow Wilson Bridge Bascule Spans ( Virginia-Maryland, USA )

An innovative drawbridge that draws critical acclaimThe Woodrow Wilson Bridge is connected to one of seven highways crossings over the Potomac River within the Washington, D.C. metropolitan area. American Bridge won the contract to construct the main three spans of the 35-span crossing, including the critical eight-leaf trunnion bascule movable section.

American Bridge at its best

The Woodrow Wilson bascule is remarkable in that it is 12 lanes wide, with a main-span of 82.29 meters and flanking spans of 44 meters. The arch-shaped piers were cast-in-place and feature post-tensioned concrete segmental box sections. The superstructure is steel plate girders and floor beams with a cast-in-place 190.5 mm lightweight concrete deck.

A massive undertaking

Each bascule girder is 62.18 meters long, 6.07 meters deep at the deepest point, and weighs about 204,000 kg. The heaviest erection picks were up to 544 tons. The total quantity of concrete used was 30,600 cubic meters. The contract included the fabrication and installation of all operating machinery, and construction of the operator’s house. Machinery included racks, pinions, primary and auxiliary motors, primary and secondary reducers, bearings, trunnions, span locks, and electrical controls.

The bridge was completed in March 2008, with American Bridge self-performingthe installation of all mechanical equipment.

Delhi Mass Rapid Transit System Projects ( Delhi, India )

Taking part to keep a nation’s Capital movingWith experience, innovation and passion, CICI made an important contribution to the development of Delhi’s MRT system. The Delhi Metro serves three cities with over 14 million inhabitants in India’s National Capital Region - Delhi, Gurgaon and Noida. Currently, the state-of-the-art system moves over three million commuters a day.

A world-class solution to commuter gridlock

By the late 1980s, a huge population increase in and around New Delhi resulted in road traffic gridlock and an overloaded bus transit system. Planning for a MRT system began in 1980, and by 1995, the Indian and Delhi governments set up the Delhi Metro Rail Corporation (DMRC) to oversee the development and construction of the Delhi metro system. With two of the four phases currently completed, the Metro’s five lines and 130 stations play a huge part in relieving traffic congestion and commuter headaches in this bustling metropolis.

MRT experience put to work

With extensive experience in building complex metro MRT systems, CICI was chosen as lead contractor responsible for all major work on the Phase II BC-16 project for the Delhi Metro Rail Corporation.

In a joint venture with local construction company, CICI was the driving force in the design, development and implementation of the project that covered the construction of four 2-kilometer twin tunnels and four underground Metro stations on the Central Secretariat – Qutab Minar corridor of the Metro. The stations are Race Course, Jor Bagh, INA and AIIMS.

This milestone project, awarded to Hsin Dar by the New Taipei City Government, has a BOT concession period of 35 years starting from 2005.

Control and Administration Building

The Danshui Area Sewer Treatment Plant’s control and administration building has an ecological design, with energy saving, waste reduction and health features.

Anaerobic Sludge Digester

The Anaerobic Sludge Digester employs an anaerobic processes with hydraulic mixing to save energy input, reduce the total solids mass and produce methane fuel for onsite use.

Sensitive to the needs of the population and environment

The treatment facilities play a vital role in the Danshui area of New Taipei City and serve a population of over 160,000. Hsin Dar has committed to creating a finer living environment in the seaside Danshui area by building this state-of-the-art treatment plant and by maintaining a quality-oriented corporate culture.

Hsin Dar’s pivotal role

The project was a breakthrough for Hsin Dar in that it is one of a very few environmental BOT projects in Taiwan. Hsin Dar designed and built a sewer network system with a total pipeline length of 52,666 meters and a treatment plant with the capacity to process 56,000 cubic meters of sewage per day. The

treatment process which was adopted uses a tertiary biological treatment to comply with Effluent Standards, a UV disinfection system and an anaerobic sludge digestion to produce methane for available fuel onsite use.

The treatment plant project has been awarded ISO 14000 certification for its maintenance management system, while the environmentally efficient control and administration building has obtained a Green Building Certification.

UV Disinfection System

The UV Disinfection System is environmentally friendly, with no dangerous chemicals to handle or store and no chance of overdosing.

Baoshan Water Treatment Plant Phase III Expansion ( Hsinchu, Taiwan )

A watershed accomplishment for Hsin DarThe Baoshan Water Treatment Plant is a comprehensive life cycle project that includes the design, procurement, construction, trial run and operation stages for a water treatment facility with a processing capacity of 34,000 cubic meters per day. The project marks Hsin Dar’s expansion into the water treatment services market, highlighting the company’s comprehensive waterworks engineering capabilities.

that, judging by the quality of the treated water, the company’s skill and technology were completely vindicated.

Hsin Dar goes above and beyond

A high-rate filtration process is used to treat water to the customer’s standards. This involves a coagulation, sand filtration and chlorine disinfection sequence. Hsin Dar’s engineering management and professional engineering staffs were also put to the test during a 150-day/24 hours per day verification test. The customer’s strict requirements were successfully met by the Hsin Dar team.

Meeting the needs of an expanding region

The Baoshan Water Treatment Plant was commissioned by the Taiwan Water Corporation to satisfy the growing water demands of the Hsinchu population and Hsinchu Science Park and industrial region. The third phase of the project was designed to meet the objective of supplying an additional 340,000 cubic meters of water for domestic and industrial use in Hsinchu.

A tried and tested filtration solution

Rapid sand filtration is the most important part of a water treatment process designed to effectively remove finer solids. This means the precision and accuracy of the construction of rapid filters was key to the success of the project. Hsin Dar is proud
