Required R{e/ will be possible to get with NIM + scalers. Time scale of six months to construct and test electronics. Best option is just 20% most complicated than minimum set. Modification of the Left arm cost $10k for glass and $40k for PMTs. Upgrade of detector in HRS-Left will help future DIS experiments.
