➢ OVERVIEW 

○ Redwater ISD is excited to present this outline as an initial return-to-campus plan for our student-athletes to return to in-person on-campus training. This is our “game plan” to resume strength & conditioning and sport-specific skill training on our campus. The health and safety of our student-athletes is our foremost concern and number one priority during this time. Our plan is based on the most current and up-to-date guidance regarding what is known about the coronavirus disease (COVID-19). The Redwater ISD Athletics program drafted this program to help prevent workplace exposures to COVID-19 for all student-athletes, coaches, and staff and will be updated as additional information becomes available.  

○ The following guidelines were compiled with the assistance of Redwater ISD athletic administration, campus coordinators, and guidelines and recommendations of the University of Interscholastic League (UIL). Many hours have and will continue to go into providing our student-athletes with a plan that adequately services 100% of our Redwater ISD athletics population and provides each individual with a fully-functional athletic development program while adhering to social distancing requirements and recommendations.  

○ The athletics department will continue to work closely with the UIL, campus administration, the State of Texas, Bowie County, the City of Redwater, and local health officials so timely and accurate information can guide appropriate responses. Local conditions will influence the decisions that public health officials make regarding community-level strategies.  

○ Staff and athletes will be expected to conduct themselves as if they are contagious. The policies in our plan are in place to minimize risk for yourself and others. It is vital to the health and safety of EVERYONE that our athletes and staff are fully conscious of this at ALL TIMES and take responsibility for following these guidelines SERIOUSLY.  

 ➢ Key Policies 

○ Limiting personal interaction - face-to-face interaction and person-to-person contact will be limited to essential activities that cannot be performed in an alternative (virtual or remote) fashion. When such activities cannot be avoided social distancing and other measures to prevent the spread of infection will be emphasized.  

○ Hygiene - hand washing will be emphasized before, during, and after team activities when practical and practicable.

○ Cleaning and sanitation - routine and enhanced cleaning and sanitation measures will be implemented before, during, and after strength & conditioning and sport-specific sessions.  

○ Safe access to facilities - Facility entry and exit points have been coordinated to minimize personal interaction while maximizing social distancing practices. 

○ Redwater ISD staff will keep a 1:15 coach-to-student ratio at all times.  ○ Screening Procedures - Daily symptom screening and assessment will be 

conducted during check-in/ attendance times. ■ Staff will continue to follow self-screening procedures daily. 

 ➢ ADDITIONAL IMPORTANT INFORMATION 

○ ALL INCOMING 7th GRADE ATHLETES ■ ALL INCOMING 7TH GRADE ATHLETES must have a completed 

physical examination on file with Redwater ISD before they will be allowed to participate in any strength & conditioning or sport-specific skill training sessions. 

■ A copy of a physical examination form has been attached in this packet. In addition this form can be found online at:

○ ALL INCOMING 9th AND 11th GRADE ATHLETES ■ ALL INCOMING 9TH AND 11TH GRADE ATHLETES will be 

required to complete the UIL Medical History Form. Any “yes” answer to any of questions 1-6 on the Medical History Form will require a student to receive further medical evaluation, which may include a physical exam, and receive written clearance from a physician, physician assistant, chiropractor, or nurse practitioner before any participation in UIL practices, games, performances, or matches. Only those students with “yes” answers to those questions are required to receive written clearance through further medical evaluation.

➢ GUIDELINES & RESPONSE STRATEGIES ○ HYGIENE, SANITATION, & SANITIZATION  

■ Facilities Cleaning - athletic facilities will be disinfected and sanitized per industry guidelines. This includes but is not limited to; before, during, and after students arrive at or leave their stations or areas as well as at the beginning and end of each day. 

● Measures are in place to minimize “high touch” areas and surfaces that are used by multiple student-athletes.  

● When conditions require multiple users per piece of equipment or area these items will be disinfected between each user when practical and practicable. 

■ Equipment such as barbells, dumbbells, medicine balls, etc. will be sanitized after each use before a new athlete comes in contact with it. Coaches will utilize spray bottles with disinfectant/ hand sanitizer-plus and paper towels to spray and wipe equipment after student-athletes finish their work.  

■ Enhanced Cleaning - specific athletic facilities in which an individual with a confirmed COVID-19 positive has been identified will undergo enhanced disinfection per CDC and industry guidelines.  

■ All sport-specific balls or equipment will be sanitized and disinfected after use. 

○ ATHLETES & STAFF ■ Both athletes and staff will sanitize their hands before, during, 

and after strength & conditioning sessions. There will be multiple hand sanitizing stations throughout the available facilities.  

■ There can be no high fives, back slaps, or any other form of non-essential physical contact.  

■ 6 foot social distancing requirements will be observed when not actively exercising. 

■ 10 foot social distancing requirements will be observed when actively exercising. 

 ➢ STUDENT-ATHLETE REQUIREMENTS 

○ Athletes will check-in and complete the screening process each day as they arrive. 

○ Athletes will STAY HOME if they do not feel well or are exhibiting ANY potential symptoms of COVID-19. 

○ Athletes will be sent home if they answer “YES” to any screening process questions as they check-in. 

○ Athletes will park or be dropped at pre-designated “staging areas.”

○ Athletes will observe social distancing requirements as they are being checked-in. 

○ 6 FOOT RULE - Maintain 6 feet of space between each other at all times unless safety reasons dictate otherwise.  

○ PHYSICAL CONTACT - Limit physical contact with others as much as possible. Do not shake hands, hug, fist-bump, high-five, or engage in any non-essential physical contact. 

○ Athletes will use hand sanitizer before, during, and after entering or exiting the facilities, strength & conditioning stations or sport-specific training areas. 

○ RESTROOMS - Student-athletes are required to wash their hands after restroom use. Student-athletes will utilize the “one-in-one-out” system when using restroom facilities. Trash cans will be placed near doors and doors will be propped open to minimize “high touch” areas on doors, etc. Student-athletes will only be allowed to use the facilities on the exterior of the field house; locker room use is completely PROHIBITED. 

○ HYDRATION - Water WILL NOT be provided for student-athletes during this time. Student-athletes will be required to bring their own individually labeled water bottles. They are PROHIBITED from sharing water bottles. 

 ➢ REDWATER STAFF REQUIREMENTS 

○ Staff will check-in and complete the screening process each day as they arrive.  

○ Staff will STAY HOME if they do not feel well or are exhibiting ANY potential symptoms of COVID-19. 

○ Staff will be sent home if they answer “YES” to any screening process questions as they check-in. 

○ Staff will adhere to the same social distancing guidelines and procedures as student-athletes maintaining a minimum of 6 feet of distance at all times unless safety reasons dictate otherwise. 

○ Staff will use hand sanitizer before, during, and after entering or exiting the facilities, strength & conditioning stations or sport-specific training areas. 

○ Staff will bring their own individually labeled water bottles.  ➢ SCREENING PROCESS - DAILY 

○ BEFORE arriving to facility student-athletes must contact a coach and STAY AT HOME if they do not feel well or are exhibiting ANY potential symptoms of COVID-19.

○ All student-athletes are encouraged to self-screen from their home prior to leaving including checking your temperature if you can. 

➢ SCREENING QUESTIONS: ○ Any contact with an individual who is/ was positive for COVID-19; ○ New or worsening cough or shortness of breath/ difficulty breathing;  ○ Fever (subjective or >(greater than) 99.6 ○ At least two of: 

■ Chills ■ Repeated shaking with chills ■ Muscle pain ■ Headache ■ Sore throat ■ New loss of taste or smell ■ Diarrhea 

○ A temperature is STRONGLY RECOMMENDED if you are able to do so before leaving the home each day. 

○ A hand sanitizing station will be set up outside the facilities screening checkpoint where all student-athletes must sanitize their hands prior to entry/ re-entry to the facilities. 

 ➢ ENTRY PROCEDURES 

○ All student-athletes are required to enter indoor facilities via the predetermined entrance. Parking will be predetermined for each group to minimize interaction during student-athlete arrival and departure times. 

○ Screening checkpoint will be managed by Redwater ISD coaches. All other entry points will be inaccessible. Student-athletes are required to do the following: 

■ Maintain six feet of social distancing during the check-in process. Markers and signs will be in place to assist and guide student-athletes in maintaining social distancing as they navigate the screening area. 

 ➢ STRENGTH & CONDITIONING/ SPORT-SPECIFIC GROUPS 

○ Athletes strength & conditioning and sport-specific skill groups will be coordinated by Redwater ISD coaches and staff to minimize individual exposure while maximizing the long-term athletic development process. 

○ If/ when an athlete develops symptoms all student-athletes in his/ her group will be removed until the athlete is cleared.

➢ SPORT-SPECIFIC REGULATIONS ○ Sport-specific skill work may include specific sports equipment but 

NOT contact equipment. ■ Any equipment will be regularly disinfected before, during, and 

after sessions. ■ Equipment will not be shared between groups. ■ No competitive drills involving one or more students on offense 

vs. defense in sport-specific skills. Specifically: ● 1-on-1 ● 3-on-3 ● 5-on-5 ● 7-on-7 ● etc. 

○ INDOOR ■ Groups limited to no more than 10 athletes ■ Groups will maintain 10 feet of social distancing from others.  ■ Capacity is 25% of building 

● Capacity = (sq. ft./ 50) x (.25) ● Example: 7,200 sq. ft/ 50 = 144 ● 144 x .25 = 36 ● 36 TOTAL athletes and coaches allowed at one time 

○ OUTDOOR ■ Groups limited to no more than 15 athletes.  ■ Groups will maintain 10 feet of social distancing from others. 

➢ STRENGTH & CONDITIONING PROCEDURES/ POLICIES ○ Student-athletes and staff will sanitize their hands before, during, and 

after sessions. There will be multiple hand sanitizing stations throughout the facilities. 

○ There will be no high-fives, back-slaps, or any other non-essential form of physical contact. 

○ 6 foot social distancing will be observed when not actively exercising. ○ 10 foot social distancing will be observed when actively exercising. ○ Spotting is allowed on necessary lifts due to safety concerns but it is 

HIGHLY RECOMMENDED that the spotter cover their mouth and nose. ○ Bars and other strength & conditioning equipment will be sanitized and 

disinfected before student-athletes begin their work and after they are finished. 

○ Student-athletes may attend up to 2 HOURS of strength & conditioning per day. 

○ Student-athletes may attend up to 90 MINUTES of sport-specific skill training in one day with no more than 60 MINUTES per day in one particular sport.

➢ TRANSITION/ EXIT PROCEDURES ○ Student-athletes MUST exit via the predetermined route according to 

the signage and instructions of staff while avoiding non-essential contact with others and adhering to ALL social distancing guidelines and recommendations. 

○ Students will be required to sanitize their hands upon exiting the facilities. 

○ Parents MUST stay in their cars during the pick-up/ drop-off processes. ○ ROUTES - See attached pages for diagrams of pick-up/ drop-off routes. 

 ➢ COVID-19 SYMPTOMS, TESTING & MANAGEMENT 

○ COVID-19 SYMPTOMS OR POSITIVE TEST ■ In the event of a confirmed COVID-19 positive test the Redwater 

ISD staff will follow the guidelines put forth by UIL, campus administration, the State of Texas, Bowie County, the City of Redwater, and local health officials. Procedures may include, but are not limited to, isolation, testing, and symptom management as well as return-to-sport/ work clearance. 

■ Student-athletes who appear to become sick or present symptoms during a session will be immediately separated from other student-athletes and staff and be instructed to return home.  

■ A symptomatic student-athlete or employee will be managed as a presumptive COVID-19 positive and extra precautions will remain in place until testing confirmation is received. 

■ Student-athletes who are presumed or confirmed COVID-19 positive CANNOT return to campus facilities until cleared to do so by the Redwater ISD campus coordinators and administration by a decision based on guidelines put forth by UIL, campus administration, the State of Texas, Bowie County, the City of Redwater, and local health officials. 

 ○ Positive Test Confirmed 

■ If a student-athlete tests positive for COVID-19 they are to self-isolate until 10 days from the onset of symptoms AND 72 hours of being symptom free WITHOUT medications. 

■ If a student-athlete has been in close contact with someone who has tested positive for COVID-19 or has a family member that lives with them that has tested positive for COVID-19: 

● Student-athletes should inform the campus coordinators and athletic director and quarantine for 14 days.  

● Redwater ISD’s staff will notify student-athletes who may have been exposed to COVID-19 and provide guidance. Fellow student-athletes may be sent home to

self-quarantine for at least 14 days or until a confirmed negative test result is received. Contact tracing will be overseen by appropriate campus coordinators and administrators.  

 ➢ PARENT/ GUARDIAN COMMUNICATION PLAN 

○ Redwater ISD athletics staff will utilize emails, phone calls, and other platforms to reach as many of our student-athletes and their parents/ guardians regarding return-to-campus plan & safety measures. 

○ Utilizing platforms such as Zoom for meetings with student-athletes and their parents/ guardians and Redwater ISD staff. 

○ Coaches will educate the athletes via Zoom meetings before they show up on June 8. 

■ Maps and information will be provided to share. ○ Constant and detailed communication with regards to changes and 

updates as Redwater ISD staff continues to monitor situations and receive information. 

 ➢ STRENGTH & CONDITIONING/ SPORT-SPECIFIC SKILLS TRAINING & 

EDUCATION ○ Preparation Plan ○ JUNE 1 - JUNE 5: PREPARATION/ EDUCATION 

■ This week will include extensive education and training for our student-athletes so they are somewhat familiar with procedures prior to arriving on-campus June 8th.  

■ This will ideally make our transition back to on-campus activities as efficient and effective as possible while minimizing risk to our student-athletes and their families. 

○ Coaches and campus coordinators are continuing to observe and discuss the on-going situation as it unfolds and may implement new procedures and protocols as they become available. 

○ Student-athletes will be required to participate in a Zoom meeting with their coach or complete online education training to walk through entry and exit, pick-up and drop-off, and training session procedures during this week. 

○ This training will include but not be limited to: ■ Completing a screening questionnaire with a Redwater ISD staff 

member or online ■ Learning how to easily access the screening questionnaire for the 

future ■ Learning where to park/ be dropped-off and picked-up for 

sessions

■ Experience the social distancing “staging areas”, check-in stations, and entry/ exit points and procedures 

■ Orientation to all hand washing/ sanitizing stations and procedures 

■ Learning the screening the check-in/ attendance process ■ Learning social distancing recommendations and guidelines 

 ➢ PREPARATION OF FACILITIES 

○ Sanitation supplies have been/ will continue to be delivered, installed, and placed in predetermined areas 

○ Trash cans will be placed strategically throughout facilities  ○ Social distancing signage and markers will be strategically located ○ Staging areas and waiting lines will be marked for social distancing spots 

during and after the check-in process ○ Indoor facilities will be marked for social distancing spots during 

strength & conditioning or sport-specific training sessions ○ Social distancing markers and signage throughout all facilities and 

stations ○ Hand sanitizing stations will be set up throughout the facility for use 

 ➢ WEEK 1 

○ JUNE 8-12: INCOMING 7-12TH GRADE BOYS/ GIRLS STUDENT-ATHLETES 

■ Strength & conditioning and sport-specific skills training sessions orientation and education 

■ Student-athletes will go through educational “walk-throughs” of all daily processes 

■ Student-athletes will have educational strength & conditioning as well as sport-specific training sessions 

■ Student-athletes will undergo educational session about social distancing requirements and guidelines during sessions 

■ Student-athletes will have educational training about symptoms and preventative measures 

○ Strength & conditioning and sport-specific skill training sessions will begin as very light intensity sessions with primary focus on properly executing procedures and following guidelines.  

○ Intensity will only increase once student-athletes have shown proficiency with daily processes and the program sees no negative results of returning to on-campus activities.

➢ JUNE 8 - DAY 1 - MALE STUDENT-ATHLETES ➢ 7 A.M. - 10 A.M. 

■ Incoming 9TH & 10TH grade male student-athletes will begin arriving on-campus and follow the drop-off procedures beginning NO EARLIER than 7:15 A.M.  

■ These student-athletes will arrive and park/ be dropped-off until 7:55 A.M. at which time the check-in station and staging areas will close to begin accommodating the student-athletes that are waiting to begin their session. 

■ Due to time constraints please adhere to the strict time schedules that are in-place, especially with regard to pick-up and drop-off times. 

● Any non-essential crossover between student-athlete populations can be avoided by ensuring that students are picked-up and dropped-off at their properly scheduled times. 

● Due to the nature of the situation and the limitations of staff we must strictly adhere to the time schedule that is in place. 

■ These students will remain on-campus participating in their strength & conditioning training sessions until 10 A.M. 

■ These student-athletes will have a 30 minute break from 10 to 10:30 A.M. where they will remain ON-CAMPUS. Students must bring their own snacks, drinks, lunches etc. and CANNOT share food or drinks with other students. 

➢ 10:00 A.M. - 12:00 P.M. ■ INCOMING 11TH AND 12TH grade male student-athletes will 

begin arriving on-campus and follow the drop-off procedures beginning NO EARLIER than 10:00 A.M.  

■ These student-athletes will continue to park/ be dropped-off until 10:30 A.M. at which time the check-in station and staging areas will close to begin accommodating the student-athletes that are waiting to begin their session. 

■ At 10:30 A.M. ALL INCOMING 9TH - 12TH GRADE MALE STUDENT-ATHLETES THAT PLAN ON PLAYING FOOTBALL IN THE FALL OF 2020 will participate in sport-specific training sessions for 60 MINUTES until 11:30 A.M. 

■ At 11:30 A.M. ALL INCOMING 9TH AND 12TH grade male student-athletes will leave/ be picked-up until 11:55 A.M. 

■ During this same time, from 11:30 A.M. to 11:55 A.M., the check-in area will be open for INCOMING 11TH AND 12TH grade male student-athletes currently in off-season and NOT participating in football.

■ This will also be a break time for the incoming 11th and 12th grade students that have finished their sport-specific training session and are waiting to begin their strength & conditioning session. 

● These student-athletes will have a 30 minute break from 11:30 to 12:00 P.M. where they will remain ON-CAMPUS. Students must bring their own snacks, drinks, lunches etc. and CANNOT share food or drinks with other students. 

■ At 11:55 A.M. THE CHECK-IN STATION AND STAGING AREAS WILL CLOSE to begin accommodating the student-athletes that are waiting to begin their session. 

➢ 12:00 P.M. - 2 P.M. ■ ALL INCOMING 11TH AND 12TH grade male student-athletes will 

participate in strength & conditioning sessions during this time. ○ AT 2:00 P.M. all high school male student-athletes will have completed 

their strength & conditioning and FOOTBALL training sessions for the day. 

○ These athletes will still have an additional 30 MINUTES of additional sport-specific training with their coaches in a different sport each day. 

○ This time will be scheduled and used at the discretion of the head sport coaches at Redwater ISD. 

 ➢ 3 P.M. - 5:30 P.M. 

■ ALL INCOMING 7TH & 8TH GRADE male student-athletes will begin arriving on -campus and following the drop-off procedures NO EARLIER THAN 3 P.M. 

■ Student-athletes will continue to arrive and be dropped-off until 3:25 P.M. AT WHICH TIME THE CHECK-IN AND STAGING AREAS WILL CLOSE to begin accommodating the student-athletes that are waiting to begin their session. 

■ These student-athletes will participate in a combination of strength & conditioning and sport-specific training sessions from 3:30 P.M. TO 5:20 P.M. 

■ AT 5:20 P.M. student-athletes will be picked-up following the procedures set in place. 

■ Redwater ISD coaches will monitor student-athletes waiting to be picked-up for a reasonable amount of time. 

■ Student-athletes should be picked up NO LATER THAN 5:45 P.M.  ➢ ADDITIONAL INFORMATION
