Welcome to Rio Salado College (RSC) and NorthcentralUniversity’s (NCU) hybrid educational bachelor’s degreepathway. Through this innovative Bachelor of Education(B.Ed.)TeacherPreparationProgram,studentsbeginteachertrainingbytakingacademicgeneraleducationANDteachereducation coursework at RSC for three years. During theirfinal year they transfer to NCU to complete their bachelor’s degree in education.

ThegoaloftheRSC/NCUB.Ed.TeacherPreparationProgramis to help develop highly qualified teachers by discovering their abilities and leadership strengths in a real-world classroom before they graduate. Coursework at both RSC and NCU weaves hands-on learning into the program through in-person,fieldexperiencesinK-12schools.

Additionally, through premier educational programs, both partners prepare students with the knowledge, skills and experiences needed to become effective and reflectiveteachers in varied educational settings. Through close collaboration, RSC and NCU faculty and staff ensure a smoothtransitionandasuccessfuleducationalexperiencefor students taking advantage of this unique program.

This student handbook provides a collection of policies and procedures for teacher education students to ensure successful progress in the RSC/NCU B.Ed. program. Allstudents are required to read this handbook carefully to learn about the teaching profession and their responsibilities while taking teacher preparation coursework.

ACCREDITATION RSC and NCU are both regionally accredited by The Higher LearningCommissionandthisB.Ed.programisapprovedbytheArizonaDepartmentofEducation.

RIO SALADO COLLEGE

RSC staff and adjunct faculty are available to all students for instruction and guidance as they prepare for the rapidlychangingworld.RSC’sgeneralfacultyconsistsof20residentialfull-timefacultychairs(oneperdiscipline)and1,361adjunctfacultymembers.

TheTeacherEducationdepartmentconsistsofanEducationFacultyChair,DirectorofUndergraduateandPostBaccalaureateStudies,DirectorofInnovationsandInitiatives,DirectorofTeacher-In-ResidencePrograms,andmorethan70adjunctfacultymemberswhoteacheducational foundations and methods classes. All adjunct facultymembershaveexperienceorarecurrentlyK-12classroom teachers who hold a master’s degree and have a proven track record in the specialized area.

NORTHCENTRAL UNIVERSITY

NCU offers bachelor, master and doctoral degrees. The B.Ed.completiondegreeprogramisfoundintheSchoolofEducation.TheSchoolofEducationconsistsofadean,directors, and faculty members who teach educational foundations and methods classes.

NCU’s faculty ensures student success through a proven educational model that provides relevant one-on-one attention while still allowing students to apply their own learning styles.

Faculty members are highly qualified and trained specifically to teach online, providing the individual support students need, when they need it. All faculty members haveexperienceintheK-12classroomandholdamaster’sdegree in the specialized area.

StudentsbegintheBachelor’sDegreePathwaytoTeacherCertificationbyenrollinginGeneralEDUcourseworkatRSC.AdmissiontoRSCforGeneralEDUcourseworkdoesnot guarantee admission to the teacher certification programs. These are two separate processes. All applicants mustcompleteallGeneralEDUcourseworkwithRSCorother regionally accredited institutions before they will be recommended to the Teacher Certification portion of this program at NCU.

Any student who attends Northcentral University must have aHighSchoolDiplomaorGEDequivalentandaRioSaladoCollegeGPAof2.5.

STEP 1 GETTING STARTED Connect with Academic AdvisementItisimperativethatstudentsenrolledorwhoplantoenrollintheBachelorofEducationPathwayProgrambegin by speaking to a RSC Academic Advisor. Advisors help identify and assess student progress, choices, and serve as a resource for accurate information. Academic advising should be viewed as an important, ongoing process in the evaluation and clarification of student’s educational pathway.

Financial Aid and ScholarshipsRSC and NCU are committed to helping students secure the aid they are eligible to receive for their academic program ofstudy:Thisincludesmakingcriticalinformationavailabletothem.Itisessentialstudentsthoroughlyunderstandimportant information including application deadlines and timeframesforreceivingaid: • Stepsofthefinancialaidprocess • Termsandconditionsforreceivingandkeepingaid • Theirrightsandresponsibilities

Students begin their request for financial aid at RSC by visiting the RSC financial aid website at www.riosalado.edu/financial_aid for a step-by-step guide. Students may need to fill out additional financial aid paperwork once they havecompleted90+credits.

Students may NOT receive financial aid from both institutions at the same time. When students transition from RSC to NCU, they must wait until their RSC funding term ends before receiving funds for the next term with NCU. If students choose Option A, they will be awarded financial aid from RSC. If students choose Option B and choose to complete their student teaching after completing NCU classes, NCU will award financial aid for the final eight credits of student teaching. Transfer Credits to Rio Salado CollegeIndividualswhohavesuccessfullycompletedclassesatother U.S. regionally accredited universities and colleges should request an evaluation of these classes for the purpose of establishing equivalency with RSC for both GeneralEDUANDteachereducationcoursework.RSCreserves the right to accept, question, and reject any coursework submitted as equivalency classes to RSC. The decisionoftheTranscriptEvaluationCommitteeisfinaland not subject to review. Students must request official transcripts from other institutions for evaluation.

IfstudentshavetakenclasseswithintheMaricopaCommunityCollegeDistrict(MCCD)theyarerequiredtotransfer their classes from other Maricopa Community Colleges to RSC online though the My.Maricopa.edu website. This is a paperless transfer; classes are simply uploaded and indicate a total amount of credit units transferred to RSC, as well as the name of the source institution. This will allow for a smoother transition to NCU.

Below is the process for transferring classes completed at other MCCD colleges to RSC.

1. Gotothewebsite:www.my.maricopa.edu 2. Ifyouhaveneverusedthestudentself-servicecenter,you

willneedtoestablishaMaricopaEnterpriseID(MEID)andapassword.IfyouhavealreadyestablishedyourMEIDandpassword, choose “log in.”

3. Youshouldsee“(Yourname)’sStudentCenter.”Under“Academics” and “Academic History” open the drop down menu where you see “Other Academic.” Then choose “official transcript.”

4. Then choose .5. Select the college FROM which your transcript will be sent.6. Scrollfartherdownandcheckthe“SendtoInstitution”box.7. Whereyousee“SelectInstitution,”clickonthelookingglass.

Rio Salado College should be the second institution on the list.

8. For“location,”clickontheonechoicethatappears.Theaddressof the college will appear.

9. “SUBMIT”–youaredone!(Unlessyouhaveanothertranscripttoorder.)IfyouhavetakenclasseswithinMCCDyoumusttransfer these classes to RSC through MyMaricipa.edu.

RSC’sacademiccalendarisdividedinto16blockseachterm.Eachblockis16weekslong.Whenregisteringforclasses at RSC, students select a start date for their classes. Complete Conditional Admissions Planning (CAP) Form RSC will help students build their schedule to be successful and meet their program completion on time through the ConditionalAdmissionsPlanning(CAP)form.Thisrequiredform helps students by mapping out the entire education plan before enrolling in teacher education classes. CAP formsarefoundat“GettingStartedStep2:ProgramRegistration.” Students fill out and submit the CAP form to theTeacherEducationDepartment(basedontheircontentarea)priortoenrollinginLevelIEDUcoursework.Ifstudentshave questions regarding the requirement of the CAP form, theycancontactAcademicAdvisingat480-517-8580ortheEducationDepartment.Failure to complete a CAP form may impact students’ ability to receive financial aid and/or schedule for student teaching.

Complete Syllabus Acknowledgement FormEachonlineclasshasasyllabusthatdescribestheexpectationsoftheclass.Toensureeachstudentunderstandsclassexpectations,studentsarerequiredto review the syllabus and then indicate on a Syllabus Acknowledgementpage(foundintheassignmentofLesson1)thattheyhavereadandunderstandtheclassrequirements. Students must submit this assignment by the due date. Failure to do so within the first five days of the class will result in being automatically withdrawn from a class for non-participation.

Class RequirementsClassesmayincludesomeorallofthefollowing:

CourseworkEDUcourseworkforthisprogramhasbeendesignedbyMaster Teachers in the field of education. The lessons in each class are rigorous and relevant to the environments in which students will be teaching. All courses must be completedtoearna“B”orbetter.Thefollowingpolicycomponents apply to any student who receives an “F” in a TeacherEducationclass.

1. Studentsareallowedtoretakethesameclassonlyoneadditional time.

2. Studentsmustretakethefailedclasspriortoenrollinginany additional classes.

3.Whenrepeatingtheclass,studentsmust: a. Fulfill all class requirements, including required field

experiencehours b. Submit all new class materials and may not duplicate

any information shared in the original class 4. Any student who withdraws or fails any class for the

second time will not be allowed to continue in the program.

StudentscannotfailmorethantwoEDUclassesduringthe duration of the program. More than two class failures, regardless of whether or not they have been repeated successfully, will result in the student not being allowed to continue in the program.

Exam Average PolicyClassexamsareveryimportantandensurestudentsretaininformationlearnedthroughouttheclass.Inorderto successfully complete the class, students must earn a combinedaverageof80%onthemidtermandfinalexam.*LevelIandIITeacherEducationClasses:Ifstudentsdonotearnanaverageof80%ontheirmidtermandfinal,theymust re-take the class. This includes re-registering, paying tuition,re-doingeachlesson,exams,andcompletinganotherfieldexperience(ifapplicable).

Proper Pacing in EDU The goal of RSC’s teacher preparation program is to develop fabulous teachers. To accomplish this; students must pace themselvesthroughouttheprogram.InadditiontoRSC’sgeneralpacingtipslistedabove,herearesomeEDUspecificrecommendations:

• IfregisteredformultipleEDUclasseswithinoneblock,trydesignating a specific day of the week for each class to ensure adequate time to complete multiple assignments.

• Ifstudentswishtoacceleratestudiesbyturninginmorethen the recommended one assignment a week, they may turn in two assignments at a time. However, they must then wait for the instructor’s feedback before moving on to ensure learning remains on-track.

To hold a teaching certificate/license, individuals must be able to presentaclearcriminalrecordtotheArizonaStateDepartmentofEducationandthestatewherethestudentwillbeapplyingfor teacher certification. Any student, who has been convicted of a felony without an appeal, will not be allowed to take classes requiringfieldexperience.Ifastudentisfoundtobeinviolationofthispolicyandisenrolledinaclassrequiringfieldexperience,said student will be immediately withdrawn, given a failing grade (0gradepointpercredithour),andprohibitedfromtakingfurtherteacher education coursework at RSC and NCU.

Field Experience PlacementThree Choices of Field Experience Sites: Students are required to provide RSC with three schools where they would like to completetheirfieldexperience.Studentsmayalsosuggestateacher.

Please note that districts/schools partner with multiple educational institutions. Therefore, the requested school and teachermaynotbeavailable.Ifadistrict/schooldeniesaplacement, their decision is final, will not be discussed further and students must accept this decision.

RSC will automatically move on to the student’s alternate choice and contact the three schools in the order of preference provided in the original placement request. Since many districts have schools with the same names, it is the student’s responsibility to identifythecorrectschoolsforplacement.If,bythethirdchoice,there is no availability, students will be required to accept any placement that the third choice district has available. Students musthonorandacceptthefieldexperienceplacementsthathavebeen approved.

Notification: Students will be notified by e-mail of any specific instructions/requirements from the district/schools. These instructions/ requirements must be completed in order to receive placement and are the sole responsibility of the student tocomplete.Ifstudentsdonotfollowthroughwiththeinstructions/requirements, the district/school will remove the student from the placement.

Delay of Placement:Ifthereisadelayinfieldexperienceplacement, an RSC Outreach Specialist can help with appropriate arrangements. However, students must have requestedthefieldexperienceplacementnolaterthanthethird week of the class.

Student Withdrawal:Ifanystudentwithdrawsfromafieldexperienceclass,afterbeginningthefieldexperiencerequestprocess,thestudentmustnotifytheOutreachSpecialistat(480)517-8140.FailuretonotifytheRSCEDUofficeofthewithdrawalfromclassesmayresultinfuturefieldexperienceplacementsbeing made at the discretion of the Outreach Specialist. That student will not be allowed to request specific placement.

Students are Guests in the Schools: RSC students are guests in the districts/schools. Therefore, all placement decisions made bydistrict/schoolsarefinal.Ifastudentrefusestoaccepttheplacement, the student will forfeit the placement, will not be placed at another choice, and will fail the class. The student also jeopardizes the ability to select a district/school in the future. All forfeits will be documented.

Overlap of Field Experience Hours Not Allowed: Students cannot overlap or use the same hours for two different field experiences.Pleaseensurethatallfieldexperiencehoursareannotatedforthespecificfieldexperienceyouaredoing.Donotmixthehoursorusethesamehoursfortwodifferentclasses.Ifstudentsviolatethispolicytheywillberequiredtoredotheentirefieldexperience.

No Placement If Child or Relative Attends School: To respect thepoliciesthatmanyschools/districtshaveexpressed,RSCwillnotacceptorapproveafieldexperienceplacementforanyRSCstudentrequestingafieldexperienceplacementataschooltheir child attends or at a school where a relative is currently employed.

Inaddition,mostschools/districtswillnotapprovetheseplacementsforreasonssuchas:disruptionofclassroominstruction, favoritism towards classrooms students/child, biasedRSCstudentfieldexperienceevaluations,etc.

Observe a Variety of Classrooms: RSC students cannot utilize the same Mentor Teacher more than twice while taking RSC classes. Teacher education students are required to observe a varietyofteachingsstyleswhilecompletingfieldexperiencehours.

Dress:Studentsareexpectedtodressprofessionallyforallin-personfieldexperiencesandmeetthestandardsoftheirassigned school’s dress code. Students in areas requiring other types of dress, such as physical education, are to dress accordingly.

Q: What if students plan to student teach in a state other than Arizona? Students who request to complete their student teaching assignment outside of Arizona have additional considerations. Itisimportanttoidentifyacontactattheschool/districtwherethestudentwishestostudentteach.Inmanyinstances,a school district in another state will require that an agreement beinplaceoutliningtheresponsibilitiesofeachinstitution.If this agreement requires approval of the school governing body, this can require additional time. Many districts give placement priority to students from local colleges. Some require that RSC hire a local college supervisor. All of these issues require additional time and coordination that can affect the student teaching approval process.

STEP 4 LEARN ABOUT NORTHCENTRAL UNIVERSITY TheArizonaDepartmentofEducationhasapprovedthisunique,joint program and while the collaboration involves two separate institutions of higher learning, a seamless process has been developed for smooth transition from one institution to another.

Official TranscriptAdmissiontoaNorthcentralUniversityBachelor’sdegreeprogramrequires completion of a high school education, evidenced by an official high school transcript, or a passing score on an acceptable equivalencyexam.

NCU also requires students to obtain an official transcript from RSC.Ifstudentsusedcourseworkfromanyotherinstitutiontomeet the Academic requirements, it is the student’s responsibility to have those officially transferred to RSC. This will be part of the formal admission to NCU.

Request Rio Recommendation (RR)WhenstudentshavecompletedallRSCAcademicGeneralEDUclasses,LevelIEDUclasses,andLevelIIEDUclasses,contactRSC’sEDUofficeat(480)517-8140forNCUtransitionverification.RSC’sEDUdepartmentwillprovidestudentswithaRioRecommendation(RR)thatwillbesenttoNCUasapartofformal admission. Becoming a teacher carries with it responsibility for the stewardship of ourcountry’s children. RSC and NCU are committed to producing exemplaryteachers. To accomplish this goal continuous assessment of future teachers is necessary. The graphic and descriptions below depict RSC and NCU’s Student Program Assessment Process.

College Placement ExamInorder forstudentstobeplacedintheappropriateGeneralEducationCorereading, math, and English college classes, all students are required to takeeithertheACCUPLACERorASSETexam.

Basic Skills Test for Teacher Preparation Program Upon entering into the EDU component of this program, all studentsmustsuccessfully complete the Teacher Prep Student ACCUPLACER Exam. TheassessmentisusedaspartoftheformaladmissionscriteriatotheEDUprogram.EvenifstudentshavepreviouslytakentheACCUPLACERasacollegeplacementtest they must take it again because the cut scores are higher for admission into the teacher preparation program than into the college as a whole.

ACCUPLACERisanationallynormedcomputeradaptivetestdesignedbytheCollegeBoardstoassessskillsinreading,Englishandmathematics.Fiveexamsareadministeredthatmeasurethefollowingskills:SentenceSkills(understandingofsentencestructure);Reading(comprehension);Arithmetic(basicarithmeticoperations);ElementaryAlgebra(basicalgebraicoperationsandconcepts);andWritePlacer(writingability).

Studentsmustre-takeACCUPLACERduringLevelIEDUcoursework.Theexamisoneof theclass requirements inEDU285AD (Seminar:EducationProgramModel).Studentswhodonotsuccessfullymeettheminimumrequirementsineach of the subject areas are given an opportunity to re-test two times and/or take classes identified that will satisfy the competency.

A student who may have met the EDU cut scores on the initial AcademicGeneralEducationtestandiswithinthreeyearsofbeginningEDUcoursework,only needs to re-test in the area of deficiency. All students must satisfactorily passACCUPLACERand/ordemonstratecompetencyintheselectcollegelevelclasses identified, before applying for formal admission into the Teacher Prep Program.

• ADVANCER Diagnostic Software: Students who have utilizedtheothersupportmechanisms(i.e.,tutoring,tutorials,workshops)andstilldonotmeettheminimumcut-offscoresformath,arereferredtotheADVANCERDiagnosticSoftwareProgram.» ADVANCEROnlineCourseware isused inconjunction

withcollegeplacementexamsandassessesstudents’readiness. It also determines the extent of neededdevelopment.

» The Teacher Prep Program uses the system as an intervention to assess the skill-level of students who did not meet the minimum passing scores for arithmetic elementary algebra, reading and sentence skills.

» Students receive an assessment of their math skills along with an individualized prescription to address each student’s learning needs. Students are referred bytheTestingCentertotakeADVANCERpriortotakingACCUPLACERforthethirdtime

Studentsmustearnaminimumscoreof80/100pointsonthe Signature Assignment. Failure to earn the minimum will result in a failing grade for the class regardless of scores earned on the Lesson Participation Assignments andexaminations.Studentswhoreceivelessthan80pointsonthe first submission of the Signature Assignment may have one additional opportunity to submit prior to the official class end date.

Performance-Based Assessments Through-out ProgramRSC utilizes multiple performance-based assessment tools as a part of the teacher preparation program and as a culmination of each field experience. Performance-based assessments include professional attitude, attire, and demeanor while RSC/NCU students are observing in K-12classrooms. In addition, performance-based assessmentsarebasedonsuccessfulparticipationintheK-12classroom,ability to tutor students, effective instruction of small groups and whole class demonstration teaching.

TheStudentTeachingAssessment Instrument(STAI)carriesthe most weight. A student can successfully pass all field experienceverificationsandperformanceassessmentsandstillnotcompletetheprogramsuccessfully.Ifastudentisnotsuccessfulintheirstudentteachingexperience,theycannotcomplete the program. If this occurs, students would bereferred to RSC’s Career Counseling Services.

Arizona Educator Proficiency Assessment (AEPA): Subject Knowledge Examinationsforteachercertificationarerequiredinmoststates.ForArizona,theArizonaEducatorProficiencyAssessment(AEPA)servesthisrole.RSCTeacherEducationstudents are required to pass the AEPA Subject Knowledge exam prior to student teaching to demonstrate content knowledge before entering the classroom.

Testsaregivensix timesayear. Studentsmust register (bymail) or online at www.aepa.nesinc.com to take the test beforehand. The student will be charged a fee to take the test.Ifapersonfailsthecertificationtesthe/shecanre-takethe test until he/she passes; there is no limit to how many times a person can take the test.

The same is true for content area tests. All applicants must takeandpass theAEPAsubjectknowledgecontent test(s)prior to student teaching. Students are also required to pass theProfessionalKnowledgeExamuponcompletionof themethods classes or student teaching.

Regardless of Option A or B Student Teaching, students must receive passing Subject Knowledge AEPA exam scores two weeks prior to their requested student teaching start date, which means that their AEPA test date be at least six weeks prior to their student teaching start date. The student teaching request form must be received by RSC six months prior to the start date. This applies to each specialization (Elementary, Secondary, and Special Education).

Northcentral Class and Signature AssignmentsNCU classes assess students through the class assignments. Classes that have a field experience also have a SignatureAssignment where students demonstrate their performance capabilities.

NES ASSESSMENT OF PROFESSIONAL KNOWLEDGEStudents in this program are required to take the Professional Knowledge exam after completing their student teachingexperienceandpriortoapplyingfortheirteachingcertificate.The focusof thisexamispedagogy. Students learnaboutteaching strategies/pedagogy in the classroom, practice these strategies during student teaching, and then are tested on them prior to certification.

For out-of-state students, RSC will accept comparable out-of-stateexamsscores.IfcompletingthePraxisExam,pleaselist RSCas an approved recipientof test scores. RSCPraxisCodeis#4032.
