Introduction

The Westminster International College Students’ Handbook is the official handbook ofthe College’s Undergraduate and Postgraduate courses and subjects offered.The student handbook is published as a reference book for use by students and staff butit also provides information that will be of interest to prospective students. It containsthe rules and regulations that apply to courses offered by the College; information aboutthe College, facilities and services; and information about fees.The information contained in the Student Handbook was accurate at the date ofpublication. However the College reserves the right to vary the information at any timewithout notice.Expectations students may have of Westminster International College:1. A supportive and positive learning community of which students are valuedmembers.2. Access to accurate information about the College’s regulations, policies andprocedures.3. Quality teaching delivered flexibly to take account of the diverse learning needsof the College’s international student body.4. Fair and helpful consultation on learning through out the courses of studyoffered at WIC.5. Attendance Requirements

The College will undertake, on a daily basis, constant monitoring of students’attendance at lectures. Weekly percentage attendance figures will be availablefor each student from the Students Registry in the first instance.There are three main reasons why the College insists on students attending allclass sessions:1. Your course of studies requires the acquisition of a considerable body ofknowledge, which is built up in stages, each stage building on the next. Ifattendance is irregular at lectures then important concepts, knowledgeetc., will be missed. This will affect the understanding and performance ofthe student in the application of basic principles throughout the program.There is, the College believes, a direct correlation between examinationsuccess rates and attendance at lectures.Any student therefore that has a bad record of attendance may be askedto withdraw from the study program.2. In order to register for an examination, you have to have a satisfactoryattendance percentage of a minimum of 80%.The College does not normally allow time off during term time. Time off duringterm time will normally only be granted under the following conditions1. If a student has been affected by serious illness or bereavement (thedeath of a member of your immediate family). Students will need toproduce a valid medical certificate (signed by a GP).2. If a student needs to attend the marriage ceremony of an immediatefamily member. Students will need to produce the wedding card.Time off will only be granted if accompanied by official documentary evidence.The full documentation must be submitted to the relevant Course Administratorwithin two days of the absence or two weeks prior to a request for extendedleave.For reasons outside of these you will need to put a request in writing togetherwith the relevant supporting documentation. Any grants are at the discretion ofthe college.Any absences, other than those agreed through the above process, will beconsidered a Breach of Assessment Regulations.

Services and Facilities

Academic recordsThe academic transcript is a cumulative record of a student’s enrolment andgrades in a particular course. Transcripts will be issued by the Examination’sOffice.The transcript of a student who has fees or charges outstanding from a sessionwill have WD (withheld fees due) recorded against the subjects for that session.The substantive grade for those subjects will be released when the fees andcharges are paid. The release of this is subject to approval.Complaints and/or grievancesStudents who are dissatisfied with a service they receive from the College mayhave what is termed a complaint. Students who perceive that they have been‘wronged’ or harmed by a student or staff member of the College, a process, or aruling of the College may have what is termed a grievance. The relevant CourseAdministrators provide advice on how to handle complaints or grievances.Computing facilitiesComputer laboratories are available for students to use on all campuses of theCollege. Assistance in using the equipment and facilities is provided by the ITDepartment. All facilities provide computer systems with a comprehensive rangeof applications software installed. Printing services and internet access is alsoprovided to all students (charges apply).Counselling serviceCourse Administrators offer confidential assistance to students experiencing arange of personal concerns including anxiety, stress depression, loss and grief,motivational problems family problems, relationship difficulties and otherconcerns impacting on general life adjustment and personal well-being. It isrecognised that there are a variety of personal issues and difficulties that canimpede the ability to study effectively.Course advice-enrolled studentsStudents who need advice regarding enrolment and similar matters related totheir course should contact the Student Registry.Identity (ID) CardsAll students are issued with an ID card that should be carried at all times whenon campus. The ID card must be produced at all examinations and to obtaincertain facilities at the College. A fee is charged for replacement cards that can beordered through the student registry.Westminster International College 9

Library servicesLibrary services are provided to support the academic programs of WIC. Most ofthe material is available for loan. To borrow books however you have to be aregistered member of the library.SmokingSmoking is prohibited in all buildings.Student RegistryThe student registry is designed to provide assistance to all enrolled WICStudents and provides information regarding general enquiries, assignments andCollege services.Students are responsible for ensuring that the College has their most currentmailing address. Changes of address should be notified in writing to the StudentRegistry.Subject outlinesAll students enrolled in a subject will be issued with a subject outline which setsout information on: who will teach the subject; what its aims and objectives are:what will be taught: and how the students will be assessed and graded. Subjectoutlines are important documents because they are, in a sense, an agreementbetween a student and the College with respect to teaching and learning in thesubject. Subject outlines can only be changed during a session with approvalfrom the Course Director.Mobile telephonesStudents who carry mobile telephones are encouraged to use them in a way thatrespects the rights of other students and staff to study in a non distractingenvironment. Mobile telephones are expected to be turned off during classes.Class timetablesResponsibility for compiling the timetables rests with the College’sadministration offices.Examination timetablesThe timetable of end-of-session examinations is the responsibility of theExaminations Office. The office will publish on notice boards the timetable whichstudents are asked to check.Westminster International College 10

Library Services

The book stock in the Library is classified according to the Dewey DecimalClassification Scheme and complete catalogue can be accessed through thelibrary computer. The library personnel will be present to answer studentqueries and give expert advice whenever needed.Prescribed texts are issued on loan to students for a one week period and can berenewed, provided the title is not required by another user.Further reading material is issued for a three week period and Study Guides for aloan period of four weeks.The considerable resources that are available through the Library services are:1. Careers Information2. Computerised Library catalogues.3. Dictionaries-Language and Subject.4. Encyclopaedias and Atlases.5. Material on Report Writing, Research Methods and how to compile abibliography.6. Photocopier (subject to charges-see fee section).7. Prescribed texts for courses on offer.

IT Facilities

The College’s Computer facilities and classrooms are for the use of registeredstudents only. To become a registered user, sign the Conditions of Use documentand contact the IT Manager.Do not enter a computer room if there is a class in progress unless you are amember of that class.If you are in a computer classroom undertaking private studies and theclassroom is required for teaching, then you must leave the room as quickly aspossible.All Computer rooms are designated classrooms and are only available for privatestudy at times other than those when required for teaching. Each room has aweekly timetable showing when the room is required for teaching purposes.NO FOOD OR DRINK IS ALLOWED IN COMPUTER ROOMS.Do not eat or drink when using any Computer equipment or facility. Accidentalspillage could cause considerable damage to the equipment. Students who arecaught in breach of this rule will be asked to leave the facility. Students, who arecaught for the second time, breaking this rule, will be banned from future use ofthe facilities.Playing Computer Games on the WIC network is STRICTLY FORBIDDEN. It isextremely anti social to use computers on the network to play computer gameswhen there is a high demand by fellow students to use of the facilities toundertake work required for academic matters.Do not leave a computer ‘logged in’ to the network unattended. Students areliable to find that another user will have started work on that computer whichleaves the absent user’s files open to accidental or deliberate corruption. At busytimes the HELP Desk staff will ‘log off’ the network any computers that have beenunattended for more than ten minutes.Students who are found to have deliberately introduced a virus, or taken actionto circumvent or reduce the effectiveness of the anti virus programs installed byIT Services, will be disciplined. The disciplinary action will result in exclusionfrom the facilities and possible prosecution.When using the printing facilities please ensure that you are present at theprinter station. Do not print long documents. Printers can jam and causeproblems. Ensure you are at the station during the complete printing process.Place all unwanted printed output paper in the recycling boxes.Do not use the print stations for any other purpose than for printing outputsfrom the computer.Westminster International College 12

No active mobile phones are allowed in the computer rooms. These could disruptthe work of fellow students.Do not leave personal belongings unattended. There is always the danger of theftand unattended bags are a security risk.Any student caught removing any equipment from the computer rooms or foundillegally copying software will be asked to leave the program of study and faceprosecution.

Fees

The fees listed in this section of the Handbook are subject to change withoutnotice.Should WIC have to instigate procedures to recover unpaid fees and chargesfrom a student, the cost of those procedures, including the cost of engaging adebt collecting agency and legal fees, will become part of the debt to berecovered.Payment of FeesFees must be paid in cash at the Accounts Office. The amount of fees varies fromcourse to course and is subject to change.

Rules and Regulations

The following summarises the Academic Regulations concerning course work,assignments and examinations for all WIC programs.For each module within any WIC Program, the assessment requirements may, over time,change. Students are therefore advised to consult, with the Lecturer concerned, toascertain the exact assessment requirements that are necessary to ensure satisfactorycompletion of specific modules.Assignments must be submitted to the Examinations Office accompanied by a completedAssignment Submission Form, together with a permit from the Accounts Office showingpayment of the necessary fees.The first page of the Assignment Submission Form will be signed by the ExaminationsCoordinator and returned to the student. The student must retain this as evidence ofsubmission of work. After grading the Assignment, comments will be made on the form,signed and returned by the Lecturer to the student.In the event of Failure of a module, the student may be required/permitted by theExamination Board of WIC to resubmit / resit the assessment elements of the subject orrepeat the teaching program for the module in the next semester.Students must pay the required resit fee prevailing at the time.A permit must be obtained from the Accounts Office to show confirmation of payment ofthe necessary fee. This permit will need to be shown to the Examinations Coordinatorbefore any assignments will be accepted for grading or entrance to an examination roomwill be granted.Attendance at all classes is compulsory and a minimum of 80% attendance is requiredby every student before being allowed to sit in the final examination.Withdrawal from subjectsStudents must apply in writing to their Course Administrator if they wish to withdrawfrom a subject. To avoid a fail grade in a subject, an application should be received twoweeks before the deadline date for assignment 1 of that particular subject.Students should note, this is subject to approval and does not guarantee that you will beexempt from the subject during the relevant semester.Late assignment submission and extenuating circumstances10% of marks will be deducted for every day for any work submitted within 48 hours ofthe deadline. If the deadline is on a Thursday or Friday, the deadline for late work will be5pm on Monday. Normally no work will be accepted after this, unless extenuation isgranted.

Extenuation: If your work has been affected by serious illness or bereavement (thedeath of a member of your immediate family), you may apply for extenuation. Theillness must be serious enough to have prevented you from working.This will normally allow you to submit your work not more than one week after theoriginal deadline (not the late deadline). Students must also inform the examinationsoffice (eg, by letter/phone call) before the deadline for late work has passed thatthey will be claiming extenuation.Extenuation will only be granted if accompanied by official documentary evidence.Usually this will be either a valid medical certificate (signed by your doctor) coveringthe period when the work was being written or a death certificate.Please note that malfunctioning computers, disks, printing and other IT-relatedproblems will not be accepted as a reason for extenuation.

Students in debt to WICStudents will not be allowed to submit assignments or sit for examinations unless theycan show to the examinations officer a ‘Permit’ issued by the WIC Accounts Officeindicating that they are bona fide paid up students of WIC.Entry to examinations will only be allowed if students can produce a ‘Permit’ showingthat they have met their financial commitments to WIC.Students who have made special arrangements for payment of fees with the AccountsOffice will have their final results withheld until full payment of fees have been made.Requests for time off during term timeThe College does not normally allow students time off during term time. This is due tothe fact that WIC offers accelerated courses, and students have a lot of coursework tocomplete within a short period of time, any time off, can result in students not being ableto complete their assignments on time which would result in automatic fails in therespective modules.The College only gives time off if you have been affected by serious illness orbereavement. Time off will only be granted if accompanied by official documentaryevidence, and is subject to approval.Breaches of Assessment RegulationsStudents will be considered ‘in breach of assessment regulations ‘if any act is committedin which their intention is to gain an advantage which may lead to an untrue assessmentof their ability.Such breaches of the assessment regulations would normally relate to the following:1. To collude with others for the purposes of ‘impersonation at examinations’.2. Undertake, particularly for assignments, to use other peoples work and presentit for assessment as their own: PLAGIARISM.3. To copy or collude, in any way, with others in the preparation of in-courseassessment materials.Westminster International College 16

4. To communicate with other students under examination conditions, without theauthorisation of the Chief Invigilator.5. To bring into the examination room any form of examination materials; notes,books, calculators etc., as nominated in Assessment Regulations: Regulations forStudent Conduct at Formal Examinations.Breach of regulations in assignmentsAll assignments are checked by the Lecturers for any evidence of plagiarism in theirsubmission. Those students who have been found to have committed such breaches ofAssessment Regulations will have this fact recorded on the final examination resultswhich are considered by the Examination Board.Students who have been found to have committed acts of Plagiarism areautomatically considered to have failed the entire term. If found to have breachedthe regulation for the second time, they will be asked to leave the course.All students who have been found to have submitted plagiarised work will be called toappear before an Internal WIC Disciplinary Committee. The student/s will be counselledand the penalty for the Breach of Regulations, which has been decided by theExamination Board made known in a written letter, signed by a Chair of the Committeeand the offending student.Each student that appears before the Committee will be presented with a duplicateletter, which must be signed and dated by the student, explaining in detail therequirements and penalties that have been imposed because of their transgression ofAssessment Regulations.Breach of Assessment Regulations in Formal ExaminationsIf a student is suspected of undertaking practices, in a formal examination room, thatcould be considered as a breach of the Assessment Regulations or the regulations forstudent Conduct at Formal Examinations, the Senior Invigilator shall inform the studentthat the details of his/her transgressions will be included in his formal report to besubmitted to the Examinations office.The Senior Invigilator’s report will be passed by the Examinations Coordinator to theChair of the Examinations Board.The student must be informed by the senior invigilator that he/she will be required tosubmit a statement explaining the circumstances of the incident, for the attention of theChair of the Examinations Board, to the Head of the Examinations Office.Transgression of Assessment Regulations: Post Examination Event.If breaches of the Assessment Regulations are suspected during the marking of theexamination scripts or of any assessment materials which contribute to the finalexamination result, by either the Internal or External Examiner, these matters must beofficially reported to the Head of the Examinations Office.The Head of the Examinations Office Shall bring all notifications of such incidents to theChair of the Examinations Board. This will ensure that the Board will undertake‘informed’ discussions regarding the final awards or progression status of students.Westminster International College 17

The Disciplinary Committee will consist of the following membership:Chairman: PrincipalSecretary: Course Leader for studentMember: Course CoordinatorOther Course LeadersExam Office RepresentativeThe Committee shall be convened whenever there is a need to undertake studentinterviews for disciplinary matters.The Committee will interview each student referred to them by the Examination Board.It will need to enquire, with the student, the circumstances of the notified Breach ofRegulations and consider any evidence presented by the Examinations Coordinator orAcademic Staff, together with the written statement by the student in relation to thealleged offence.The Committee will be expected to decide:Whether the allegation of the Breach of Regulations is to be upheld AND if upheld, theappropriate penalty to be imposed on the student.The Committee is empowered to impose the following penalties:1. Student to be considered to have failed the entire module.2. Student considered to have failed either the assignment or examinationcomponent of the module.3. Student is deemed to have failed the entire semester and required to retake allmodules.4. Student is requested to withdraw from the programme because of not complyingwith assessment regulationsRegulations for student conduct at formal examinations.1. All students must present themselves at least 30 minutes before the examinationis due to start with a valid Examination Permit in order to gain entry to theexamination room.2. Examination Permits must be collected from the Accounts Office before the startof the Examination week.3. Talking, or communicating in any form, is strictly forbidden from the time ofentry until the time of leaving the examination room.4. Students will be allocated a seat number and must ensure that they sit at thecorrect numbered desk. The correct location of each student will be checked bythe Invigilators responsible for the conduct of the Examination.5. All students must place their ID cards in a visible position on their desks forofficial checks by the invigilators.Westminster International College 18

6. All students’ bags, coats etc., must be left in the area designated by theinvigilator.7. Mobile phones must be switched off and stowed in your left luggage and notbrought into the examination room. If any mobile phones are found or heardduring the course of the examination they will be confiscated and the incidentreported to the Examination Board.8. Students are not allowed to use a dictionary under any circumstances.9. Students are not allowed to use a programmable calculator under anycircumstances.10. Students are not allowed to borrow any materials e.g., rulers, pens rubbers,calculators from other students during an examination. Please ensure that youbring with you into the examination room the materials that are allowable andrequired for the examination.11. Students are not allowed to remove official examination materials from theexamination room.12. Students are not allowed to bring food into the examination room but areallowed to bring ‘still’ drinks into the room provided they are in a container andare extracted with the use of a straw. No fizzy drinks are to be taken into theexamination room. Students will be responsible for the removal of the drinkcontainers at the end of the examination.13. Students must not move around the examination room and are required to sit attheir designated desk and not to disturb other students.14. If students need the help of an Invigilator at any time during the examination,they must remain seated and raise their hand to attract the invigilatorsattention.15. Students are not allowed to leave the examination room during the first 30minutes or the last 15 minutes of the examination. If for any reason, a studentwould wish to leave at any other time during the examination then thepermission of the Invigilator is required.16. If leaving the room is permanent then the Invigilator will collect the examinationanswer book and all other examination materials prior to the student’sdeparture, who must then leave without disturbing the other students.17. If leaving the room is temporary then the invigilator will arrange for the studentto be accompanied by a suitable person during their time outside theexamination room.18. When the allocated time for the examination has ended, the Invigilator willinstruct students to stop writing and collect in all the examination answer booksand other examination materials. During that time students must remain in theirseats quietly, until instructed to leave the examination room.Westminster International College 19

19. Students who have been proven to have gained access to unseen examinationpapers, engaged in attempted bribery or impersonation, collusion or plagiarismmay be refused entry to the examination.Student Appeals

Grounds for AppealStudents are allowed to appeal against decisions that are made regarding academicawards based on the following grounds:1. Appeals will only be considered on the grounds of non-observance of agreedexamination procedures or irregularities in the written instructions or advicegiven. The case must be made that such process defects or irregularities couldhave had adverse effects on the candidate’s final award.2. If a student selects to withhold known information, relating to exceptionalcircumstances, from the Examination Board before their meeting to decideawards then these circumstances cannot subsequently be used as grounds forappeal.3. If exceptional personal circumstances, unknown to the Examination Board at thetime of their deliberations, could have had an adverse affect on their decisionreached regarding the final award.The student must detail the reasons why their personal circumstances were notmade known to the Board and submit documentary evidence, if applicable, tosubstantiate their claim.4. No appeal will be considered which questions the academic judgement of theExamination Board. This would include any decision by the Board regardingwhether a student has reached the required academic standard for the course orwhether the student would benefit from continuing the course.Process for submission of an AppealAny student wishing to appeal against a decision or recommendation made by theExamination Board must submit a notice of Appeal, using the standard proforma to thePrincipal.The notice of Appeal together with the necessary evidence must be submitted within 5days of the publication of the Pass List.On receipt of an appeal the Head of Quality Assurance will consult with the ManagingDirector of WIC to determine whether the circumstances of the case constitute a basisfor appeal.An appeal will be disallowed if:1. The facts upon which it is based were known to the Examination Board when thecandidates award was discussed.Westminster International College 20

2. The information presented was known by the student but withheld prior to themeeting of the Examination Board.If an appeal is upheld an Appeals Committee will be constituted with the followingmembership:Chair: PrincipalSecretary: Course Leader of studentMembers: Examinations OfficerOther Course LeadersThe Appeals Committee shall have delegated powers to act on behalf of theAcademic/Management Board of WIC.The student will be interviewed by the Appeals Committee and will be informed of thetime, date of the meeting and may be accompanied by a fellow student.The student must attend personally and may not send a representative in his/her place.The Appeals Committee is empowered to take the following decisions:1. The appeal be rejected and no further action be taken2. The appeal be upheld and the case be referred back to the chair of theExamination Board.3. The decision of the Appeals Committee will be given, as soon as possible, to thestudent, and the Chair of the Examination Board.4. The decision of the Appeals Committee is final and no further action ordiscussion with the participating parties will be undertaken.The Chair of the examination Board shall receive, for all upheld appeals, a full report ofthe discussions of the Appeals Committee together with copies of the supportingdocumentary evidence, relating to their decision. A reconvened Examination board willmeet to reconsider their initial decision, within three days of receiving the AppealsCommittee report.The Chair of the Examination Board will also be notified of any Appeals that have beenrejected by the Appeals Committee.The results of the Examination Board’s review of its initial decision, in the light of theAppeals Committee will be notified to the student, Principal, Course Leader andExaminations Office within two days of the review meeting.The decision on whether or not to make adjustments to the award previously given bythe Examination Board shall be final and the case considered closed.Requirement for student progression on WIC courses1. Attendance RequirementAll students studying on WIC/partner University courses must have a minimumof 80% attendance for the entire lecture programme of their registered CourseWestminster International College 21

of study. (This is a Malaysian Immigration requirement for the issue and re-issueof student Visas)2. Financial RequirementAll students must obtain from the Accounts Office a ‘Permit’ showing that theyare not in debt to WIC before they are eligible to submit any assignments or sitany final examinations.Students that fail modules will only be allowed to submit assignments and re-sitexaminations provided they can produce a Permit from the Finance Officeshowing proof of payment of the re-sit fee. This permit must be shown to theExaminations Coordinator before assignments can be accepted for grading andin order that the student can gain entry to an examination room.3. Academic RequirementStudents need to pass a minimum of three subjects out of the five attempted persemester in order to progress.Progress paths for every student are published on the examinations notice boardnext to the results. All students need to follow the progress paths stipulated bythe Examinations Board.If a student does not follow the progress path outlined and fails to sit for anysubjects or re sit exams without the authority of the College, then he/she will begraded fail for that particular module and will be liable to pay a re sit fee toretake that particular module the next semester.It is extremely important that you follow the progress path stipulated by theExamination Board.ResitsEvery student is allowed a maximum of two re-sits only per subject. If a studentfails the same subject at the third attempt, then in accordance with the College’sAcademic Policies, will be excluded from the course for a period of two years.Change of SpecialisationIf applicable, the deadline for changing specialisations is two months before theend of semester II. Any students who request changes after the deadline will beliable to pay a transfer fee.
