............. .Jn view of the statement or Jaw, the government order dated 10 June2015 is in gross violation or the law laid down by 1I Judge Bench in TMAPailslamc Academy (five Judge Bench) and thereafter in P.A. Inamdar (seven JudgeBench), the decisions are binding not only upon the State but also upon this Court.

In the circumstances. it will nor in the public interest that the governmentorder dated 10 June 2015 Is left to operate permitting the minority institution tointake students for D.E:l.Ed.(B. J .r} course on their own bypassing the centralizedcounselling.

Until further order. effect and operation of the Government Order dated 10June 2015 shall be kept in abeyance. All minority institutions in the State impartingD.ELEd. course shan be subjected to centralized counselling process for admittingstudents as applicable to other institutions, however, 50%) of sanctioned strengthshall be filled up on their own from the minority community. The order shall applyprospecti vely.

Learned counsel for the petitioner at this stage prayed for withdrawal of the

Since public interest at LJrgc. and in particular, the intere t ofthe students andquality of education bci ng i111 parted at the primary level is at stake, the Registry isdirected to register the present \\ rit petition as Public Interest Litigation (PIL).

Let the record or the case be placed before Hon'ble the Chi f Justice, on theadrnini trative side, for nomination to the Bench competent to h ar the PublicInterest Litigation.
