M4P – Making Markets Work for the Poor

Course objective:This course provides a basic introduction to the concept and methods behind M4P – an approach to understand and overcome the failure of market systems. M4P was origi-nally developed to analyze and strengthen market systems and private sector develop-ment. Today, the approach is also applied to systems with predominantly public sector activities, such as education and health. Contrary to traditional project approaches, in which implementing agencies provide services directly to the poor, an agency ap-plying M4P acts as a facilitator to align key players and functions of a market system to produce sustainable results. The course aims to provide participants with a better understanding of the concept and methods of M4P. Course participants work through the different steps of the M4P approach and learn how to implement it in practice. Practical examples and exercises illustrate M4P and encourage participation and peer learning.

Planning and Monitoring of Projects

Course objective:This course introduces results-oriented project planning and monitoring in the field of development cooperation. Participants work through the different steps of project planning, using the logical framework approach, and learn how to design and imple-ment monitoring. Practical examples and experience illustrate the steps of the project management cycle ranging from inception to project steering and reporting. Exercises and examples from the field encourage student participation and peer learning.

Evaluation von Projekten

Ziel der Veranstaltung:Der Kurs befähigt die Teilnehmenden, Evaluationsprozesse effektiv und effizient zu planen und zu steuern. Er befasst sich mit verschiedenen Evaluationsmethoden im Rahmen von Projekten der Internationalen Zusammenarbeit. Die Teilnehmenden er-werben Kenntnisse und Fertigkeiten für einen situationsgerechten Einsatz verschiede-ner Methoden zur Analyse von Prozessen und Resultaten von Entwicklungsvorhaben. Weiter wird die Verwendung von Evaluationsresultaten im Projektmanagementzyklus erörtert. Projektbeispiele aus der Praxis der Teilnehmenden ermöglichen es, den Be-zug zur Arbeitsrealität herzustellen und das Verständnis zu vertiefen.

Impact Evaluations in Practice

Course objective:Impact evaluations are a key tool for making evidence-informed decisions to increase the social impact of projects, policies and organizations. The objective of this course is to enable participants to use existing impact evaluations for project planning and to commission and manage new impact evaluations for their organizations. The course provides an overview of the most often used quantitative methods for impact evalu-ation as well as their strengths and weaknesses. Participants will discuss and learn from existing impact evaluations within the field of development cooperation and policy. Using case studies that participants will bring from their own organization to the course, they will conduct all the steps involved in an impact evaluation: planning, implementation, analysis and reporting. To follow the course, participants should be familiar with the topics and concepts covered in the course «Planning and Monitoring of Projects» and «Evaluation von Projekten».

Climate Change and Development

Course objective:The world’s climate is rapidly changing due to global warming, and will continue to do so for decades and centuries ahead. Changing climate has an impact on all regions around the world, but poor people in developing countries are most severely affected. Consequently, climate change has taken a lead position on the international development agenda. This course aims to equip participants with a better understanding of the interlinkages between climate change and development, and enable them to integrate climate change considerations into the planning and implementation of development projects.

Tools and Approaches for Capacity DevelopmentCourse objective:Capacity development - understood as transformations that empower individuals, leaders, organizations and societies - is a core task of international development co-operation. This course offers an introduction to approaches and tools for capacity de-velopment, including training and human resources development, institutional change and systemic reform. The objective of the course is to build practical skills for better planning, design, implementation and assessment of capacity development initiatives. The course will build on the experiences of participants with theory, tools and practical examples from various professional and organizational backgrounds.

Current Development Debate – Policy Coherence for Development

Course objective:In 2020, the course «Current Development Debate» focuses on the question of policy coherence for sustainable development. The global Sustainable Development Goals (SDGs) are achievable only if international, national and local policies interact coher-ently. Similarly, the Swiss Development Cooperation is able to realize its purpose only if its measures and instruments aren´t undermined by other policies. SDG 17 calls for improved policy coherence for sustainable development. Is this realistic? What does this mean for the Swiss Development Cooperation´s strategic positioning? The course aims to provide participants with a better understanding of policy coherence for sustainable development and its implications for Swiss Development Cooperation stakeholders.

Conflict Sensitivity and Peace- building – Tools and Approaches

Course objective:Peace promotion has become an important area in international cooperation. De-velopment organisations are increasingly confronted with conflict situations and are expected to contribute to the promotion of peace. This course provides an introduction to the topic of «conflict-sensitive» development cooperation. It presents an overview of methodological tools and approaches as well as the operational experiences of the different actors in the promotion of peace. Also, the challenges of conflict-sensitive development cooperation are discussed.

Migration: A Challenge for Development Cooperation

Course objective:Currently, an estimated 250 million people worldwide live outside their country of birth as migrants - voluntarily or involuntarily. The tendency is rising, and so is the complexity of international migration. Although the concept has negative connotations for many people, international migration has predominantly positive effects for both countries of origin and destination. In addition to the transfer of goods and capital, it can be understood as part of the increasing process of globalization. The course explores the role that international cooperation can play in promoting the positive as-pects of migration and reducing the negative consequences.

ICT4D – Concepts, Strategies and Good Practices

Course objective:Information and communication technologies (ICT) represent the fastest and deepest technical change experienced in international development. By now, they affect every development sector – the work of farmers and micro-entrepreneurs, healthcare workers and microfinance institutions, social mobilization and political change. Yet, the «digital dividends» are unevenly distributed and questions of «data justice» in development are largely unexplored. To close the gap, merely greater digital adoption will not be enough. Digital development strategies need to be broader than ICT strategies. This course helps to understand the role of ICT in development, discusses the existing evidence on the impact of ICT on development and introduces key concepts and methods for ICT4D practice and strategy.

Ziel der Veranstaltung:Der Kurs vermittelt Grundkenntnisse über wichtige Instrumente des Finanzmanagements von Entwicklungsprojekten. VET between Poverty Alleviation and Economic Development

Course objective:In recent years there has been increasing international interest in vocational educa-tion and training (VET). The discussion about the success factors of VET and the extent dual VET can offer advantages to developing countries is still ongoing. Switzerland, with its own unique and strong VET system, has a long tradition of implementing VET in development countries. Experts from the field will bring their experience to bear in the course, which provides an overview of the systems and process dimensions of VET, opportunities for VET implementation as well as implications and constraints. At the end, participants will have strengthened their competence in portfolio management for VET, skills development and labor market policies.

TeilnehmendeDie Weiterbildungskurse des NADEL richten sich an Fachkräfte aus der Entwicklungszusammen-arbeit und verwandten Arbeitsbereichen und Berufsfeldern. Ziel der Kurse ist die Förderung der fachlichen und methodischen Kompetenzen in der Internationalen Zusammenarbeit.

ZulassungsbedingungenEin von der ETH Zürich anerkannter Hochschul-abschluss auf Masterstufe sowie Berufserfah-rung in der Internationalen Zusammenarbeit (Nachweis von min. 24 Monaten).

AnmeldungAnmeldebeginn für das Frühjahrssemester ist der 28. Oktober 2019. Die Anmeldung für ein-zelne Kurse sollte frühzeitig erfolgen, da die Teilnehmerzahl auf 24 Personen pro Kurs be-schränkt ist. Für ausgebuchte Kurse wird eine Warteliste geführt.

LeistungsanforderungenEine aktive Mitarbeit im Unterricht wird ebenso erwartet wie die zeitgerechte Ausführung der Vor- und Nachbereitungen. Die Anwesenheit während aller Kurstage ist verpflichtend. Am Ende des Kurses erhalten die Teilnehmenden eine Kursbestätigung.

PrüfungenAm Ende jedes Semesters findet eine Prüfungs-woche am NADEL statt. Die genauen Prüfungs-daten werden auf der NADEL Homepage zusam-men mit dem Kursprogramm veröffentlicht. Die Prüfungen sind nur für CAS-Studierende, Dokto-rierende und ETH Master Studierende obligato-risch. Alle Prüfungen sind open-book Klausuren von je einer Stunde. Sie werden mit bestanden/ nicht bestanden beurteilt. Nicht bestandene Prüfungen können einmal wiederholt werden. Die Prüfungen können nicht online abgelegt werden. Sollte es nicht möglich sein, an der Prü-fung teilzunehmen, kann diese im nächsten Jahr nachgeholt werden.

AnnullierungsbestimmungenBei Abmeldung von 4 bis 2 Wochen vor Kurs-beginn wird die halbe Kursgebühr in Rechnung gestellt, bei solchen innerhalb der letzten 2 Wo-chen die ganze.

CAS ETH in Entwicklung und ZusammenarbeitEinzelkursteilnehmende, die in den CAS Studi-engang wechseln möchten, müssen innerhalb des Semesters, in welchem sie ihren ersten Kurs besuchen, die CAS Bewerbung einreichen. ParticipantsThe courses are aimed at professionals from international organizations including NGOs, gov-ernmental entities, and private companies, who would like to acquire methods and knowledge to become more accomplished in their daily work.

Admission requirementsA Master’s degree or equivalent level of educa-tion as recognized by ETH as well as at least 24 months of work experience in development co-operation or a related field.

Course registrationApplications for spring semester courses will open on the 28th of October 2019. We recommend registering as soon as possible because class size for each course is limited to a maximum of 24 participants. Once a course is fully booked, additional applicants will be placed on a waiting list.

Language of instructionGerman or English

RequirementsThe courses are designed to be participatory, re-quiring students to be actively engaged in class. Students are also expected to complete course preparation and follow-up materials. Attendance is mandatory. At the end of the course, partici-pants receive a confirmation of course attend-ance.

ExamsAt the end of the semester an examination week takes place. The exact days and times when the exams will take place are published together with the annual course program on our home-page. The exams are mandatory only for CAS and ETH Master students as well as for PhDs. The exams are open-book and last for one hour. ETH does not offer the option of online exams. In the event a participant is not able to take the exam on the designated day/time, or in the event an exam is not passed, participants have the chance to retake the exam in the following year.

Cancellation termsCancellations 2 to 4 weeks prior to course com-mencement will be subject to a cancellation fee equal to 50% of the overall course fee. Any can-cellation within 2 weeks prior to the course will be subject to a cancellation fee equal to the full course fee.

CostsThree day courses (1 ECTS point) cost CHF 570, four- or five day courses (2 ECTS points) CHF 950.

CAS ETH Development and CooperationCourse participants who want to progress to the ETH CAS program on Development and Cooper-ation need to hand in their full application for the CAS within the same semester of attending the first course. If the application is not submitted in time, the course cannot count towards the cer-tificate ETH CAS Development and Cooperation. Registration can be made via ETH School for Continuing Education:
