STUDY CHARGES RELEASED FOR THE 2012 INTERIM (Part VIII)
Speaker of the House Joe Straus hasreleased a list of interim study chargesfor the standing committees of the TexasHouse of Representatives. These studyc h a r g e s a n d t h e r e s u l t i n grecommendations that will be developedduring the interim could form the basisfor legislation to be considered duringthe next legislative session. Housecommittees were each given severalissues to study. Committee hearings willbe held over the course of the interimperiod (2012) giving the public anopportunity to testify on a variety ofissues. At the end of the interim, eachcommittee will submit a formal report tothe Speaker of the Texas House withrecommendat ions on possib lelegislation. The following is a sampling of chargesgiven to different House committees. Here are some examples of chargesgiven to the standing House committees: House Committee on Transportation -Review the state of our currenttransportation infrastructure, includingstudying roadway, bridge, and waterwayquality and long-range plans by theTexas Department of Transportation formaintaining these assets. Explore futureneeds of our infrastructure for the nextdecade and make recommendations to
ensure long-range sufficiency. Study the state's preparedness for theexpansion of the Panama Canal anddetermine whether the state'sinfrastructure is ready for the increase incommerce. Conduct a thorough review of theoperations of transit organizations inTexas. Explore possible reforms tostreamline and improve services toTexans.
Study transportation funding reforms anddevelop long-term state fundingrecommendations, with an eye on anyfederal reforms that become law. Exploreoptions to eliminate "diversions" fromFund 6 to non-transportation-relatedprograms. (Joint with the HouseCommittee on Appropriations)
House Committee on Urban Affairs -Evaluate the role of community gardensand urban farming efforts that increaseaccess to healthy foods and examine thepossible impact that state and localpolicies have on the success of programsof this type. Determine the feasibility ofpolicies to support these efforts,especially in high-population areas.(Joint with the House Committee onAgriculture & Livestock) Examine current economic developmentprograms available in urban areas inTexas and other states. Report onsuccessful programs and makelegislative recommendations forinnovative economic developmentprograms. (Joint with the HouseCommittee on Economic & SmallBusiness Development)
Examine strategies to maximize statefunding for programs designed toprevent and end homelessness, with anemphasis on programs that havedemonstrated a successful coordinationof state and local resources. (Joint withthe House Committee on Appropriations)
House Committee on Ways & Means -Evaluate the state's tax structure anddetermine i ts impact on thecompetitiveness of the Texas businessclimate. Specifically, determine theimpact of the state's major taxes,including the sales tax and franchise tax,as well as tax exemptions, exclusions,and credits on economic growth, capitalinvestment, and job creation in Texas.As part of this review, evaluate thefranchise (margins) tax and determinewhether the tax structure should continueto exist in its current form or in a revisedform, or whether the existing taxstructure should be repealed andreplaced with a different business tax. Analyze the results of the reviews ofappraisal district operations as conductedthrough the comptroller's MethodsAssistance Program (MAP) anddetermine whether appraisal districts areapplying uniform standards andprocedures for the appraisal of propertyfor ad valorem tax purposes as requiredby the Texas Constitution. Evaluate whether current property taxnotice requirements effectively serve theintended "truth-in-taxation" purpose ofinforming taxpayers about the propertytaxes they pay and who is responsible fordeciding how much they pay.

Comptroller awards $3 million forcutting-edge training equipment in Texas
community colleges
Texas Comptroller Susan Combs announced that 11community colleges and technical institutes will receive$3 million in grants to buy equipment to train studentsin critical workforce skills. The new round of grantscomes from the Jobs and Education for Texans (JET),a career training grant program administered by theComptroller's office since 2009.
"The hands-on training students get with JET-purchasedequipment can help them enter the job market quickly,"Combs said. "Students around Texas are learningvaluable skills to fill technical positions in engineering,science, computer-aided precision production,healthcare and other industries. Institutions estimatethat equipment bought with JET grants will trainapproximately 54,000 students over the life of thatequipment."

Today U.S. Senator John Cornyn (R-Texas) released thefollowing statement commemorating the 176th
Anniversary of Texas Independence Day:
“On this date in 1836, delegates representing settlementsacross Texas declared their independence from Mexicoand their determination to live in liberty, free fromtyranny.
“We know that the sacrifices made by brave Texans atthe Alamo and across our great state led to victory, andtoday we honor the courage of those who secured ourindependence.
“Happy Texas Independence Day, and may Godcontinue to bless the great state of Texas.”
Background
In March of 1836, delegates from 59 Texas settlementsgathered in the small town of Washington-on-the-Brazos. They met to declare their independence fromMexico and their determination to live in liberty. Lessthan 200 miles to the West, Santa Anna’s army waslaying siege to the Alamo. On April 21 of that year, SamHouston and about 900 Texas soldiers defeated thelarger Mexican army at the Battle of San Jacinto. By thisvictory, Texans won the independence they had declaredless than two months earlier.
