COMMERCIAL CIRCULAR No. 135,

Sub: Re-delegation of powers in respect of load sanction.

The State Govt. vide it's Resolution No. SAC-1093/CR-4445/NRG-5 dtd. 2.1.1995 has

given full powers to all licensees for sanctioning the load without any upper limit.

Now, MERC Electricity Supply Code and Standards of Performance are in force since

20-01-2005 in which specified voltage levels corresponding to load/contract demand and time

bound policy of releasing the connections to the consumer have been mentioned. In order to

maintain the time bound schedule of standards of performance (SoP) and to fulfill the power

requirement of various consumers as per appendix "A" mentioned under SoP Regulation

No.12, the existing delegation of powers have been modified / re-delegated by the Managing

Director (MSEDCL).

As per the powers conferred to the Managing Director (MSEDCL) vide Admn. Circular

NO.1 dtd. 29.09.2005, the Managing Director (MSEDCL) has approved the re-delegation of

powers in respect of load sanction as follows:

Note: To expedite the load sanction process, the loads above 5 MVA contract

demand inclusive of existing demand without any upper limit will be dealt at

S.E.'s office provided the supply is extended on EHV level.

All the cases where specified norms of MERC Regulation 2005 (Standard of

Performance) is not being maintained will be dealt at Head Office only. The consumer seeking

the connections may be advised to submit their applications to concern offices along with

relevant documents.

All field officers are therefore, requested to note the above changes and finalize the

load sanction cases accordingly.
