Door het corona virus zijn veel mensen die werken aan voorstellen ziek geweest, zijn nog ziek, of zitten in quarantaine. Ook zijn in

sommige delen van Europe de dagelijkse leefomstandigheden tijdelijk bemoeilijkt.

Om tegemoet te komen aan deze bijzondere omstandigheden heeft de EC besloten om de SC6 deadline een week uit te stellen naar

do. 19 maart. De deadline is al aangepast op de Funding & Tender Portal.

COVID-19: Commission steps up research funding and selects 17 projects in vaccine

development, treatment and diagnostics (9 March 2020)

Following the publication of a €10 million call in January, the Commission has secured an additional €37.5 million for urgent ly needed

research on COVID-19 vaccine development, treatment and diagnostics. This action is part of the coordinated EU response to the

public health threat of COVID-19.

With the additional amount from the Horizon 2020 programme, the Commission is scaling up the emergency call

https://ec.europa.eu/info/news/coronavirus-eu-mobilises-eur10-million-for-research-2020-jan-31_en launched in January to fight the

COVID-19 outbreak to €47.5 million. This allowed to select 17 projects involving 136 research teams from across the EU and beyond,

which will start working on developing vaccines, new treatments, diagnostic tests and medical systems aimed at preventing the spread

of the Coronavirus.

Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and Youth, said: “The emergency funding from Horizon

2020 enables researchers to work immediately to tackle the outbreak of the Coronavirus on several fronts. Seeing the research

community getting in action so rapidly gives us new hope that we will soon be one step closer to our goal of stopping the spread of the

virus.”

The Commission is currently negotiating grant agreements with the selected beneficiaries. The 17 projects will work on:

• Development of new vaccines. The research will focus on developing a prophylactic vaccine and a therapeutic vaccine,

which will be used for prevention and treatment respectively.

• Rapid point-of-care diagnostic tests. Increased efforts will concentrate on enabling front-line health workers to make the

diagnosis more quickly and more accurately, which will in turn reduce the risk of further spread of the virus.

• New treatments, in which a dual approach will be adopted. Firstly, accelerating the development of new treatments currently

in the pipeline (including therapeutic peptides, monoclonal antibodies and broad-spectrum antivirals), and secondly, screening

and identifying molecules that could work against the virus, using advanced modelling and computing techniques.

• Improving epidemiology and public health, including our preparedness and response to outbreaks. These projects will help

develop better monitoring systems in order to effectively prevent and control the spread of the virus, as well as contribute to

the assessment of social dynamics.

Background

On 30 January 2020, the Commission launched a special call for expressions of interest https://ec.europa.eu/info/funding-

tenders/opportunities/portal/screen/opportunities/topic-details/sc1-phe-coronavirus-2020 to support research on COVID-19 with an

initial budget of €10 million mobilised from the special fund for emergency research of the Horizon 2020 programme for research and

innovation. The Commission received 91 proposals within the very short two-week deadline. Independent experts completed the

evaluation of the proposals in record time. In parallel, thanks to the excellent quality of proposals received, the Commission mobilised

additional funds in order to support a higher number of projects. Applicants were notified on 4 March.

Horizon Europe

European Council Summit: still no agreement on 2021-2027 budget (9 March 2020)

European Council President Charles Michel called a special European Summit on 20 February to discuss the Multiannual Financial

Framework. The negotiations of this seven-year budget are almost down to the wire and will determine the future of key programmes

like Horizon Europe and Erasmus+. It did not come as a surprise that this time EU member state leaders could not agree on how far to

open their purses. It usually takes two summits to strike a deal. However, time is pressing as the first calls in programmes like Erasmus

and Horizon Europe would need to be published in the autumn to avoid a gap between the current and the new programmes. Stakes

are high for the EU as member states need to enable the Union to act on the ambitious policy goals set by all the new strategies.

Why this is important: There is a risk that funding for research, education and innovation will be tight for the coming years. This could

dampen the recently more positive trajectory that national funding is taking in several countries across Europe, as EUA’s Public

the EU level as well. The European Council will hold another summit later in March.

Upcoming call with Indonesia on regional planning and sustainable urbanisation

Today, King Willem-Alexander and Queen Máxima visited the Science Day at the Universitas Gadjah Mada in Indonesia.

Researchers from The Netherlands and Indonesia have a close scientific collaboration on themes that are of great importance

to both countries. “We are pleased to continue our collaboration by launching a new call for proposals on Regional Planning

and Sustainable Urbanisation,” says Professor Ocky Karna Radjasa, Director from RISTEKBRIN.

Indonesia is in the top five of the most promising emerging markets in the world, and in the area of science the developments are highly

promising too. Indonesia and the Netherlands have a long history of collaboration in this area. Themes of mutual interest that were

addressed during the Science Day were rule of law and cybersecurity, biodiversity, and an integrated approach to health issues.

The sustainable development of urban areas is of key importance. The increasing rate of urbanisation requires sustainable cities, with

efficient, low-carbon, and user-friendly technologies and services, safe and affordable housing, opportunities for work and education,

and a healthy environment for citizens. It is great that NWO and RISTEKBRIN can enable researchers to work together on these

important challenges’, says Sebastiaan den Bak, representing NWO at the Science Day.

Focus on regional planning and sustainable urbanisation

The call for proposals that will be launched mid-March aims to contribute to regional planning and sustainable urbanisation. “Working

with stakeholders on joint solutions in planning a city, such as nature-based solutions to disaster risk reduction, is needed,” says

Professor Radjasa.

Proposals should address both the social science and technical aspects, in an interdisciplinary approach. The main objective of this call

is to develop application-oriented solutions for sustainable urbanisation in Indonesia. The proposed solutions should therefore aim at

balancing trade-offs and amplifying synergies between economic development, social demands, and environmental issues. Regional

connectivities and externalities should also be taken into account to reduce regional gaps between sustainable urban and its

surrounding areas.

Royal visit to Science Day

King Willem-Alexander and Queen Máxima visit Indonesia from 10 to 13 March. Today, the Royal couple paid a visit to Universitas

Gadjah Mada at a ‘Science Day’ to highlight scientific and academic areas of collaboration between Indonesia and the Netherlands.

Participants are stimulated to look into future cooperation, for instance during the ‘Week of Indonesian-the Netherlands Education and

Research’ (WINNER). This special week of events takes place in Jakarta from 22 to 26 June 2020.

About the Merian Fund

The Merian Fund is a fund at NWO for international cooperation with (emerging) science countries. The common thread within the

Merian Fund is international research to promote the achievement of the United Nations Sustainable Development Goals worldwide.

The Cooperation Indonesia-The Netherlands programme falls under the Merian Fund at NWO.

The Merian Fund cooperates with seven partners in five countries: FAPESP (Brazil), NSFC and CAS (China), DST and DBT (India),

RISTEKDIKTI ( Indonesia) and NRF (South Africa). WOTRO Science for Global Development is responsible for the implementation of

the calls under the Merian Fund.

The United Nations has declared 2020 as the International Year of Plant Health (IYPH). The year is a once in a lifetime

opportunity to raise global awareness on how protecting plant health can help end hunger, reduce poverty, protect the

environment, and boost economic development.

Did you know that the United Nations has declared 2020 as the International Year of Plant Health? The FAO estimates that up to

40% of food crops are lost to plant pests and diseases annually. They are calling on people from all over the world to submit photos that

illustrate their idea of healthy or unhealthy plants. There are prizes for the winners.

National subsidy news

Interviews for NWO grant rounds postponed, NWO events cancelled (13 March 2020)

In light of the measures introduced to contain the corona virus, NWO feels compelled to take several measures regarding the

grant process. We are doing this because we believe it is important to refrain from asking candidates, committee members

and employees to carry out activities that are being discouraged by the government and because we realise what an impact

our decisions about applications will have and therefore want to be extremely careful. The latter is become increasingly

difficult as a result of the many justified cancellations.

Interview rounds postponed

NWO has decided to postpone the interview rounds for ongoing grant rounds, such as the Vidi, with immediate effect. Everyone who

has received an invitation to be interviewed will receive a personal message about this in the coming days. The way things stand right

now, interviews will be postponed for several months.

Meetings evaluation committees

The meetings of the evaluation committee will essentially all take place, but not physically. For the time being, these measures apply

until 1 April. When further national guidelines are announced at that point, NWO will decide on how to proceed.

New grant rounds

NWO will decide in the coming days about launching new grant rounds. Further announcements about this will be published on the

website.

NWO is fully aware of the impact that postponing and deferring grants and delaying the launch of new rounds can have on applicants

but does not believe it has a choice in light of the current situation.

Events

NWO’s scheduled meetings and events, such as the NAC Conference and ICT.Open, have been cancelled. This applies to all meetings

until 1 April.

Oproep haalbaarheidsprojecten en kennisvouchers MIT-regeling opent 7 april (10 maart

2020)

Het Ministerie van Economische Zaken en Klimaat en de provincies ondersteunen samen innovatieve MKB-ers via de MIT-

regeling. Vanaf 7 april kunnen kennisvouchers en technische haalbaarheidsprojecten worden aangevraagd. De oproep voor

R&D-samenwerkingsprojecten opent op 11 juni.

Het Ministerie van Economische Zaken en Klimaat (EZK), het Ministerie van Landbouw Natuur en Voedselkwaliteit (LNV) en de

provincies werken samen in de MKB Innovatiestimulering Topsectoren (MIT) regeling: zij stellen in 2020 in totaal € 67,55 miljoen

beschikbaar voor innovatie (inclusief € 0,4 miljoen voor visserij en € 1,35 miljoen voor duurzame dierlijke producten, beide van LNV),

waarvan € 51,30 miljoen gezamenlijk wordt gefinancierd.

Het gaat om de subsidieverlening aan projecten die worden uitgevoerd door ondernemingen uit het MKB en die passen binnen de

programma’s en plannen van de topsectoren. Dit jaar hebben de topsectoren daarbij expliciet rekening gehouden met het vernieuwde

missiegedreven topsectoren- en innovatiebeleid en de bijdragen die de verschillende topsectoren kunnen leveren aan de

maatschappelijke uitdagingen. De MKB-innovatieagenda van de Topsector Agri&Food sluit aan op missies binnen het thema

Landbouw, Water en Voedsel.

Aandacht voor duurzame visserij en aquacultuur en duurzame dierlijke producten

Onderdeel van de MIT-regeling is een LNV-programma Duurzame Visserij en Aquacultuur, waarin ondernemers in de visserij en

aquacultuur ondersteuning krijgen bij de verdere verduurzaming met behoud van een gezonde bedrijfsvoering. Binnen de MIT-regeling

is tevens een LNV- programma Duurzame Dierlijke Producten opgenomen om technologische innovaties te ondersteunen die bijdragen

aan verduurzaming en het verdienvermogen van veehouders.

Voor alle instrumenten binnen de MIT-regeling geldt dat de openingsperiode op 10 september 2020 wordt afgesloten.

MIT-regeling voor duurzame dierlijke producten (10 maart 2020)

De minister van Landbouw, Natuur en Voedselkwaliteit zet in 2020 de MIT-regeling in om technologische innovaties te ondersteunen

die bijdragen aan verduurzaming en het verdienvermogen van veehouders. Voor 2020 is € 1,35 miljoen vanuit de klimaatenveloppe

beschikbaar gesteld voor haalbaarheidsprojecten en R&D-samenwerkingsprojecten die vallen onder het thema Duurzame Dierlijke

Producten van het MIT-MKB-programma Agri&Food 2020. Daarnaast kunnen mkb-ondernemers met een kennisvraag over duurzame

dierlijke producten terecht bij de bestaande kennisvouchers in de MIT-regeling van het ministerie van EZK.

Met deze subsidie wordt een bijdrage geleverd aan de beweging naar kringlooplandbouw en het Programma Duurzame Veehouderij

dat specifiek inzet om samen met andere partijen de veehouderij te verduurzamen. Eén van de opgaven is het vergroten van het

marktaandeel duurzame dierlijke producten. Veel opgaven, zoals het reduceren van emissies, het verbeteren van dierenwelzijn en

diergezondheid, het sluiten van de mest-veevoerkringloop en het herstel van biodiversiteit, komen samen bij de veehouder.

Investeringen in emissiereductie en andere verduurzamingsmaatregelen kunnen de veehouders meerkosten opleveren, die

terugverdiend moeten worden. Daarnaast willen ook de afzetkanalen en de partijen in de voedselketen een verdienmodel hebben voor

duurzame dierlijke producten. Deze subsidie richt zich daarom op alle mkb-ondernemers – van veehouder tot en met afzetkanaal – die

door middel van een technologische innovatie het op de markt brengen van duurzame dierlijke producten stimuleren en daarmee

bijdragen aan het verdienmodel van de verduurzamende veehouder.

Viewpoint: EU innovation needs a Cohesion policy that works (12 March 2020)

The EU’s new industrial strategy, with its aim of driving innovation in advanced technologies, could lead to established

economic development policies being seen as outdated. But tried-and-tested approaches, especially Cohesion policy, have

complementary objectives - and an important role to play

The EU is committed to driving green, industrial and digital transformation, to ensure competitiveness, innovation and

sustainability for all member states. The industrial strategy announced this week, is a key part of these efforts and has the

potential to herald a new era of economic growth and development across Europe.

But to be successful, it is vital this new industrial strategy works hand in hand with well-established EU policies, especially Cohesion

policy, which has complementary objectives. However currently, Cohesion policy - and its budget - is being been called into question

more aggressively than ever before, during debates around the EU’s next seven-year budget. This debate has overlooked the potential

of Cohesion policy instruments, such as the European Regional Development Fund, to contribute to the industrial strategy. Policies

must of course, be based on evidence of what works and what doesn’t, but it is clear that taking full advantage of the EU’s innovation

potential - in line with the industrial strategy - requires that policies make sense at a regional level.

Member states vary in their economic strength, and economic development fluctuates even more sharply at a regional level. Even

though Cohesion policy aims to harmonise development across the bloc, it is important to avoid a one size fits all approach, targeting a

limited set of high tech sectors. Instead, greater effort should be devoted to supporting more diverse forms of innovation, that is, not

only product innovation but also process innovation, or innovation in managerial practice. It is also necessary to build regional capacity

to successfully absorb EU funding.

Cathedrals in the desert

On this point of how receptive a region may be to innovation investment, academic research suggests the best results occur in regions

with an appropriate level of human capital and complementary skills https://academic.oup.com/joeg/article/15/6/1227/917924 . If

funding is concentrated in places that are not equipped to properly capitalise on this support, there is a real risk of a ‘cathedrals in the

desert’ scenario, where innovation and local collaboration are hindered. Funding for innovation should take advantage of innovation

potential already on the ground, where human capital, skills and local infrastructure can all complement each other.

Important lessons can also be learned about how to best support the new industrial strategy, by looking at the Smart Specialisation

strategy, a key policy framework during the 2014 - 2020 Cohesion policy. Smart Specialisation saw unprecedented adoption, with

programmes going ahead at great speed.

However, as yet there is limited rigorous evidence of the effectiveness and impact of Smart Specialisation programmes, and the long-

term value they have delivered (or can deliver). There is some evidence of success, specifically with projects involving public private

collaboration, but more research is need, as this is still a relatively new concept within public policy.

For now, there are two key lessons regarding collaboration and prioritisation, which should be taken into consideration for the next

generation of programmes under Cohesion policy. A new study https://www.tandfonline.com/doi/full/10.1080/00343404.2018.1502422

by the London School of Economics looks at one scheme subsidising industrial research projects in Italy, which although not a Smart

Specialisation programme, has a similar structure. The researchers found that when the choice of partners and nature of collaboration

was specified in advance, as a condition of getting funding, projects failed to generate positive results for the firms involved.

To be successful, decisions about who to collaborate with must be the result of an open and unconstrained search for the best possible

partners. If we want to tap into innovation potential at a regional level, private companies, whether SMEs or large enterprises,

universities and others, need to be able to decide the format and intensity of cooperation for themselves. As it is, large enterprises in a

region naturally collaborate with local SMEs, and this collaboration grows at a gradual pace, often as production ramps up. Seeking to

define the parameters or pace of such collaborations would be counterproductive to the aim of supporting innovation across the EU.

Another lesson that can be drawn from Smart Specialisation is to be cautious about the prioritisation of specific technologies or

industries. When more low tech sectors, or more traditional activities, in energy and energy reduction, agro industrial systems, or

cultural heritage, for example, are identified as a potential source of competitive advantage (particularly in less developed regions),

policymakers should avoid signalling any preference for funding more high tech sectors. Clearly, indicating a preference for areas which

require highly specialised skills could be inappropriate for some regions, which may then be incentivised to pursue the wrong path,

when they would have performed better in more traditional fields.

Many less-developed EU regions have submitted applications for funding with a strong emphasis on advanced technology sectors.

They are likely to have done this because under Smart Specialisation, some policymakers have signalled such a preference. Whether

or not these choices pay off deserves careful evaluation.

In summary, the ambitions of the new industrial strategy - to strengthen innovation and equip the EU for the future, must be supported

by a Cohesion policy that accurately reflects requirements at a regional level. Funding should be more flexible - and tailored to the

human capital, skills and local infrastructure of the region it is targeting.

Circulariteit kan een positief effect hebben op de creatie van banen, op voorwaarde dat werknemers de vaardigheden

verwerven die nodig zijn voor de groene transitie. Dit blijkt uit een nieuw Actieplan voor de Circulaire Economie van de

Commissie. Het plan heeft als doel om ervoor te zorgen dat de circulaire economie volledig bijdraagt aan klimaatneutraliteit

en ook het potentieel van onderzoek, innovatie en digitalisering wordt benut.

Vaardigheden voor circulaire economie

Circulariteit kan een positief effect hebben op de creatie van banen, op voorwaarde dat werknemers de vaardigheden verwerven die

nodig zijn voor de groene transitie. Dit blijkt uit een nieuw Actieplan voor de Circulaire Economie van de Commissie

gelijktijdig de groene transitie en versterking van de sociale integratie ondersteund door in te zetten op zowel baancreatie als het

circulariseren van de economie. De Commissie zal bestaande instrumenten gerichter in gaan zetten om de circulaire economie te

bevorderen. Zo zal de Skills Agenda worden bijgewerkt en een Pact for Skills worden gelanceerd, voor grootschalige multi-stakeholder

partnerschappen tussen bedrijfsleven, overheid en onderwijsinstellingen . Via het Europese Sociaal Fonds+ (ESF+) worden onderwijs-

en trainingssystemen, levenslang leren en sociale innovatie verder gepromoot. The European Circular Economy Stakeholder Platform

Financiering van de transitie

Het EU-Actieplan voor Circulaire Economie heeft als doel om ervoor te zorgen dat de circulaire economie volledig bijdraagt aan

klimaatneutraliteit en ook het potentieel van onderzoek, innovatie en digitalisering wordt benut. Om de groene transitie te versnellen,

neemt de Commissie maatregelen om financiering te sturen in de richting van duurzame productie- en consumptiepatronen. Het

Europees Fonds voor Regionale Ontwikkeling (EFRO) en Horizon Europe zullen financiering van particuliere innovatie aanvullen en de

hele innovatiecyclus ondersteunen, met als doel om oplossingen te vermarkten. Het EIT zal innovatie-initiatieven op het gebied van

circulaire economie binnen KIC’s coördineren, in samenwerking met universiteiten, onderzoeksorganisaties, de industrie en het mkb.

Marie Curie-acties kunnen bovendien de ontwikkeling van vaardigheden, opleiding en mobiliteit van onderzoekers op het gebied van

circulaire economie ondersteunen.

Context

Door middel van het EU-Actieplan voor de Circulaire Economie wil de Commissie circulariteit in Europa vergroten, om het continent

voor 2050 klimaat-neutraal te maken. Het Actieplan Circulaire Economie maakt deel uit van de Green Deal. Het plan heeft als doel om

de ontwikkeling en productie van duurzame producten te stimuleren, afval te verminderen en meer te investeren in onderzoek &

innovatie. Voor het opstellen van het actieplan is input verzameld via een online consultatie. Naast de online consultatie wordt er ieder

jaar een Circular Economy Stakeholder Conference georganiseerd, waaruit de Commissie input verzamelt om de Europese circulaire

economie te bevorderen.

Rol voor kennisveld in nieuw mkb-beleid (12 maart 2020)

Het mkb, inclusief innovatieve start-ups, is cruciaal voor de transitie naar een duurzaam en digitaal Europa. Zo stelt de

Europese Commissie in haar voorstel voor een nieuw mkb-beleid. Synergieën met onderwijs, onderzoek en innovatie zijn

hierbij cruciaal.

Wisselwerking mkb en kennisveld

In de communicatie ‘An SME strategy for a sustainable and digital Europe’ https://ec.europa.eu/info/sites/info/files/communication-sme-

strategy-march-2020_en.pdf , die onderdeel uitmaakt van de nieuwe Europese strategie voor het industriebeleid, ziet de Europese

Commissie een belangrijke wisselwerking tussen bedrijven en het kennisveld. Gecentreerd rond drie speerpunten stelt de Commissie

een aantal nieuwe acties en initiatieven voor, waarbij voor het kennisveld de volgende opvallen:

Innovatie

De Commissie ziet een leidersrol weggelegd voor mkb in green tech en innovatie. In de enhanced pilot van de European Innovation

Council https://ec.europa.eu/research/eic/index.cfm?pg=call0619 (EIC), welke disruptieve innovatie in het bijzonder door mkb wil

stimuleren, stelt ze dit jaar minstens 300 miljoen voor mkb beschikbaar in een speciale ‘Green Deal call’. Ook stelt de Commissie dat

de EIT KIC’s zich meer zullen openstellen voor mkb, waardoor deze beter deel uit kunnen maken van lokale innovatie-ecosystemen.

Het EIT Regional Innovation Scheme moet hierbij regio’s met een innovatieachterstand extra ondersteunen. Daarnaast wil de

Commissie samen met de lidstaten een EU-Start-up Nations Standard ontwikkelen om zo de groei van high tech mkb en start-ups te

doen versnellen. Hierbij wil de Commissie ook inzetten op meer kennis- en tech-transfer vanuit hoger onderwijsinstellingen. Tot slot

worden in het plan ook een aantal nieuwe initiatieven voorgesteld met betrekking tot de financiering en scale-ups van innovatief mkb.

Digitalisering

Het mkb moet meer gebruik maken van digitale innovatieve technologieën zoals kunstmatige intelligentie, blockchain en High

Performance Computing. De Commissie ziet hierbij een adviserende rol weggelegd voor de Digital Innovation Hubs (DIH), die het mkb

doelgericht en lokaal kunnen ondersteunen. Onder het Digital Europe-programma wil de Commissie digitale spoedcursussen

aanbieden voor mkb-personeel, waarbij de DIH als schakel tussen het mkb en onderwijsinstellingen kunnen dienen. Daarnaast wil de

Commissie middels het aangekondigde Intellectual Property Action Plan meer aandacht en ondersteuning voor effectievere IP.

Internationalisering

Het voorstel heeft ook specifieke aandacht voor internationalisering en grensoverschrijdende samenwerking. Zo voorziet het in een

Erasmus for Young Entrepreneurs Global Scheme, waarbij jonge ondernemers ervaringen kunnen opdoen in derde landen. Daarnaast

zet het in op meer en betere samenwerking in grensregio’s door het wegnemen van administratieve hindernissen. Specifiek op het vlak

van ruimtevaart en defensie zal de Commissie ook in kaart brengen hoe onderzoeksorganisaties (RTO’s) en universiteiten innovatieve

start-ups en mkb in de sector kunnen ondersteunen.

Vaardigheden

Tot slot ziet de Commissie een specifieke rol voor het beroepsonderwijs weggelegd; het mkb heeft namelijk in toenemende mate

behoefte aan personeel dat over de juiste vaardigheden beschikt. De Commissie voorziet dan ook in de update van de Skills Agenda,

met daarin ook het Pact for Skills, een specifieke component voor de wisselwerking tussen beroepsonderwijs en mkb. Ze wil hiermee

nieuwe financieringsmogelijkheden onder het Europees Sociaal Fonds Plus (ESF+) en de structuurfondsen stimuleren, om zo

specifieke vaardigheden met betrekking tot smart specialisation, industriële transitie en ondernemerschap te verbeteren.

Context

Het voorstel voor de nieuwe mkb-strategie van de Europese Commissie maakt samen met het nieuwe actieplan voor de interne markt

deel uit van de tegelijkertijd aangekondigde EU-strategie voor het industriebeleid (zie volgende artikel) Het pakket moet het

concurrentievermogen van de Europese economie versterken en bijdragen aan de transitie naar een duurzaam en een digitaal Europa.

Industriestrategie biedt ruimte voor kennisveld (12 maart 2020)

Focus op industriële ecosystemen, zo luidt het devies van de nieuwe Europese industriestrategie. Ecosystemen zijn flexibel

en effectief en daarom de beste manier om de Europese industrie groener en digitaler maken. Daarbij is een belangrijke rol

weggelegd voor de onderzoeks- en onderwijsinstellingen die een ecosysteem voeden.

Alles draait om ecosystemen

Om de industrie te vergroenen en digitaliseren, moet worden begonnen bij de industriële ecosystemen. Dat is de kern van het nieuwe

Europese industriebeleid https://ec.europa.eu/info/sites/info/files/communication-eu-industrial-strategy-march-2020_en.pdf , dat de

Europese industrie op internationaal niveau concurrerend moet houden en de duale transitie naar klimaatneutraliteit en digitaal

leiderschap moet begeleiden. De nieuwe strategie zal zich daarom richten op het versterken van deze ecosystemen, omdat de

belangrijkste industriële activiteiten zich volgens de Commissie vaak concentreren op één plek. Hier bevinden zich de belangrijkste

spelers uit de waardeketen, zoals bedrijven, onderzoeksinstellingen en opleidingscentra.

Industriële innovatie

Eigenlijk is de industriestrategie een industriële innovatiestrategie, zo stelt de Commissie in haar mededeling. Zonder innovatie kan de

industrie immers niet concurreren, noch de benodigde vergroenings- en digitaliseringsslag maken. Een aantal sectoren zullen gevraagd

worden om industriële allianties te vormen, waaronder waterstof, digitale clouds en grondstroffen. De actieplannen voor deze allianties

wil de Commissie ondersteunen met partnerschappen in Horizon Europe. “Place-based innovation and experimentation” moet het

mkb en de bevolking uit de regio betrekken bij een ecosysteem. Tenslotte wil de Commissie innovatievriendelijker beleid maken door

meer aandacht voor better regulation en strategic foresight https://www.neth-er.eu/nl/nieuws/Hoe-denkt-u-dat-de-EU-meer-

Skilling, upskilling, reskilling

Honderdtwintig miljoen Europeanen moeten de komende vijf jaar nieuwe vaardigheden aanleren, in zowel het hoger- en het

beroepsonderwijs. Een nieuw Pact for Skills en de Europese onderwijsruimte moet het proces van up- en reskilling in goede banen

leiden. Daarbij wil de Commissie extra letten op het aantal vrouwen dat een STEM-opleiding volgt (Science, Technology, Engineering

and Mathematics), passend bij de nieuwe gendergelijkheidstrategie en de update van het Digital Education Action Plan.

Randvoorwaarden zeker stellen

De transitie naar een groene en digitale strategie heeft geen kans van slagen als de randvoorwaarden niet op orde zijn. Daarom wil de

Commissie uiterlijk in september 2020 een Industrial Forum oprichten, waarin bedrijven, sociale partners, lidstaten én

kennisinstellingen in gesprek gaan over de risico’s en behoeftes van industriële ecosystemen. Bovendien wil de Commissie aan de slag

met de bescherming van intellectueel eigendom, plannen voor het mkb, de farmaceutische industrie, en staatssteunregels om

Important Projects of Common European Interest (IPCEI’s) mogelijk te maken.

Context

De industriestrategie vormt onderdeel van een pakket aan maatregelen dat het concurrentievermogen van de Europese economie

moet versterken, naast een mkb-strategie en een actieplan voor de interne markt. De strategie volgt op een eerder plan uit 2017 en

verbindt het Europese industriebeleid expliciet aan de twee hoofddoelstellingen van de Commissie Von der Leyen: de Green Deal en

digitalisering. Met het plan op de Europese industrie komt de Commissie ook tegemoet aan het verzoek van de Europese Raad uit

maart 2019 voor een langetermijnvisie.

The mass closure of universities in the EU has begun, as government hope lockdown and bans on public gatherings will slow

down the spread of COVID-19, the respiratory infection that has now killed more than 4,600 people worldwide. Croatian

minister for education and science Blaženka Divjak has rounded up fellow EU ministers for a web conference to coordinate

measures that will keep students safe, while finding ways to continue to provide courses online.

“Viruses do not stop at any borders,” Divjak said, urging ministers to cooperate and share know-how and digital infrastructures for

teaching to carry on online in the quarantined areas. “We should put our heads together,” she said. According to Divjak,

“approximately” one third of EU member states have already closed down schools and universities, while another third applied the

measure only in some regions. Education systems in the remainder of member states are still working under normal conditions.

Countries most affected by the virus are doing their best to continue teaching “but you cannot expect miracles no matter which [country]

is in question,” Divjak said.

Italy was the first EU member state to close its universities last week and move courses online, before the entire country was placed

under quarantine. Denmark, Greece, Ireland, Hungary and Poland have followed suit and suspended courses in all universities.

In Italy, the University of Bologna extended deadlines for tuition fees and distributed free SIM cards to students without access to

internet.

Spain suspended courses in the Madrid area, but other universities elsewhere, such as the Esade business school in Barcelona, took

the measure ahead of an eventual government top-down decision. In Romania, after the government closed all schools, several

universities moved their courses online as a precaution. All events larger than 100 people in the country are also banned.

Croatia will also suspend courses in the Istrian Peninsula. Universities across Europe are scrambling to set up technical systems

needed to move courses, exams, research and other activities online.

The University of Warsaw has cancelled all lectures and classes unless conducted on-line. The rector banned business travel abroad

and participation in domestic conferences until 30 April. In Belgium, KU Leuven has decided to move lectures online “to the extent

possible” and cancelled large-scale events. Staff members were asked to work from home as much as possible. “Our university is

assuming its responsibility, and we are doing everything we can to slow down the further spread of the coronavirus,” rector Luc Sels

said in a statement. Similar precautions have also been taken outside the EU in neighbouring Ukraine and Moldova, where

governments have decided to suspend courses in schools and universities and ban large gatherings.

Boosting research

Researchers from the University of Copenhagen are tapping into emergency R&D funding from the European Commission, announcing

they have won a €2.7 million grant to work on developing a vaccine against COVID-19.

Copenhagen researchers Morten Agertoug, Adam Sander and Ali Salanti are working with colleagues from the University of Tübingen,

Leiden University Medical Center, Wageningen University and the companies AdaptVac and ExpreS2ion.

They hope to complete the first clinical trials within 12 months. “We are already well underway in the process of designing the vaccine,

but it is very expensive to scale up a production and make sure that the vaccine is ready for use on humans,” said Agertoug.

The European Commission has announced a research fund of up to €140 million to fight against COVID-19 and has said it will “swiftly”

set up a team of EU scientists to help coordinate research efforts currently on the virus, but it has not given any details on the selection

procedure and a precise scope of action for the panel.

The Central European Research Infrastructure Consortium (CERIC) will fast track https://www.ceric-eric.eu/2020/03/10/covid-19-fast-

track-access/ applications to use research facilities in central Europe for projects focused on COVID-19, without having to go through

regular evaluation procedures and be scheduled within one month from submitting the proposal.

Facilities available are a nuclear magnetic resonance infrastructure in Ljubljana, a light scattering laboratory in Graz and the SOLARIS

national synchrotron radiation centre in Kraków. Only samples guaranteed as non-harmful and with no ability to cause or transfer viral

infection will be accepted for research.

Aanbevelingen voor een vernieuwde European Research Area (12 maart 2020)

of the ERA’. Afgelopen week spraken twee Europese organisaties van universiteiten hun steun uit voor het initiatief, de European

Universities Association (EUA) en The Guild. Beide leggen iets verschillende accenten in hun steunverklaringen, maar ze vinden beide

dat betere Europese samenwerking en afstemming het Europese onderzoek verder moeten versterken en het maatschappelijk nut

Europese Klimaatwet is volgende stap naar klimaatneutraliteit in 2050 (12 maart 2020)

De Europese Commissie (EC) heeft vorige week een voorstel gepresenteerd voor een Europese Klimaatwet, als onderdeel van

de European Green Deal. De Commissie wil hiermee bereiken dat ze ook klimaatmaatregelen kan afdwingen bij de EU-lidstaten. In de

Raad van milieuministers klonk de nodige kritiek op het EC-voorstel, bijvoorbeeld over de aanscherping van de tussentijdse CO2-

emissiedoelstelling voor 2030. Dat meldt Vleva. In Nederland tonen VNO-NCW en MKB-Nederland zich positief over de ambitie die het

voorstel voor een klimaatwet uitstraalt. “Europees klimaatbeleid kan belangrijke groeimotor worden”, aldus de Nederlandse werkgevers.

Volgens EARTO, de European Association of Research and Technology Organisations, moet de EC nu een plan voor

klimaatonderzoek en -innovatie opstellen. Ook een opiniërend artikel in Science|Business roept hiertoe op. Een beleidsbrief van de

denktank European Policy Centre (EPC) pleit ervoor om, nu er een omvattend beleid is om klimaatverandering tegen te gaan, ook

beleid moet komen voor klimaatadaptatie, dat wil zeggen het voorbereiden van Europa op de gevolgen van klimaatverandering die

sowieso zullen optreden. De European Parliamentary Research Service (EPRS) heeft een overzicht gemaakt van wat denktanks tot nu

toe over de European Green Deal hebben gepubliceerd.

Wetenschappers stellen nieuw regelgevend kader voor om AI veiliger te maken (12 maart

Wetenschappers van het Imperial College London (ICL) hebben een regelgevingskader ontwikkeld voor de beoordeling van het effect

van AI, de zogenaamde Human Impact Assessment for Technology (HIAT). Het idee is gebaseerd op de milieueffectrapportages

(MER), die worden gebruikt om milieueffecten te evalueren.

EUA presenteert voorstellen voor synergieën Europese programma’s (11 maart 2020)

De European University Association (EUA) roept op om de verschillende Europese programma’s meer op één lijn te brengen

en draagt daarom een aantal concrete plannen aan. Volgens de vereniging kunnen universiteiten een grote rol spelen, omdat

ze als enige instelling onderwijs, onderzoek en innovatie samenbrengen.

Concrete acties om synergieën te vergroten

De European University Association (EUA) presenteert in haar beleidsdocument

https://eua.eu/downloads/publications/policy%20input_synergies%20paper%20.pdf een aantal concrete acties om Europese

programma’s dichterbij elkaar te brengen en synergieën te vergroten. Daarbij maakt de vereniging onderscheid tussen twee niveaus.

Allereerst gaat het om verbindingen tussen beleidsprioriteiten en -doelen, zoals het Bolognaproces en de Europese Onderzoeksruimte.

Ten tweede is er nog veel mogelijk op het gebied van financieringsregels en de uitvoering. Zo vindt de EUA dat verschillende nationale

of institutionele manieren van boekhouden mogelijk moeten zijn. Ook zouden projecten die geen Europees geld ontvangen maar wel

aan de Europese eisen voldoen, voorrang moeten krijgen bij de verdeling van nationale fondsen.

Europese Universiteiten-initiatief als voorbeeld

Universiteiten kunnen een voortrekkersrol spelen, omdat ze als enige organisatie onderwijs, onderzoek én innovatie tot hun kerntaak

rekenen. Het Europese Universiteiten-initiatief, dat draait om vergaande samenwerkingen tussen universiteiten, zou daarbij als

voorbeeld kunnen dienen. Het verkennen van synergieën moet volgens de EUA echter niet beperkt blijven tot de universiteiten die

deelnemen in de verschillende consortia. Bovendien keert de EUA zich tegen het afbakenen van financiering uit het Horizon-

programma voor bestaande Europese Universiteiten-Netwerken, omdat andere samenwerkingsverbanden ook veel potentie hebben.

Erasmus+ moet zich daarom richten op vergaande onderwijssamenwerking en Horizon Europe op vergaande

onderzoekssamenwerking tussen Europese universiteiten.

Meer verbindingen tussen belangrijke programma’s

Door middel van haar beleidsdocument https://eua.eu/downloads/publications/policy%20input_synergies%20paper%20.pdf hoopt de

EUA bij te dragen aan de verkenning van synergieën tussen Europese initiatieven en het dichterbij elkaar brengen van de verschillende

programma’s. Dit betreft onder meer Horizon Europe, Erasmus +, de Europese Structuur- en Investeringsfondsen (ESIF) en

verschillende subsidieprogramma’s op nationaal niveau. Daarnaast worden ook het Digital Europe programma en InvestEU

aangemerkt als programma’s met de potentie om tot toekomstige verbindingen te komen.

Context

De EUA is een vereniging die meer dan 800 universiteiten uit Europa vertegenwoordigt. Ook andere belanghebbenden in het

kennisveld benadrukken al enige tijd het belang van het vereenvoudigen en creëren van synergieën tussen verschillende Europese

programma’s. Ook vragen zij om ambitieuzere financiering voor programma’s als Erasmus+ en Horizon Europe. Dit moet de

samenwerkingsactiviteiten op het gebied van onderwijs, onderzoek en innovatie stimuleren.

Voorstel voor vernieuwde samenwerking tussen Afrika en EU (10 maart 2020)

Het stimuleren van onderwijs, onderzoek en innovatie is een van de gemeenschappelijke belangen, waarop partnerschap

tussen Afrika en Europa moet worden gebaseerd. Dit staat in een voorstel van de Commissie en de Hoge Vertegenwoordiger

van de Unie voor buitenlandse zaken en veiligheidsbeleid. Ook worden onder andere een groene transitie en digitale

transformatie benoemd als focuspunten. Het voorstel vormt de basis voor het gesprek over een nieuwe strategie tijdens de

African Union Summit in Oktober 2020.

Gemeenschappelijk belang van onderwijs, onderzoek en innovatie

Het stimuleren van onderwijs, onderzoek en innovatie is een van de gemeenschappelijke belangen, waarop partnerschap tussen Afrika

en Europa moet worden gebaseerd, om samenwerking tussen de continenten ten goede te komen. Dit staat in een voorstel https://eur-

Unie voor buitenlandse zaken en veiligheidsbeleid. Jonge vrouwen en mannen hebben betere toegang nodig tot inclusief

kwaliteitsonderwijs. Ook dienen onderwijssystemen hun leerresultaten beter af te stemmen. Van fundamenteel belang is hierbi j de

samenwerking tussen academici, onderzoek en lokale bedrijven. Daarnaast worden onderwijsmobiliteit, training voor leraren, twinning

initiatieven en andere gemeenschappelijke onderzoeksactiviteiten benoemd als potentiële vormen van samenwerking.

Innovatie voor klimaatvriendelijke technologie

Naast onderwijs, wetenschap en innovatie worden ook een groene transitie en digitale transformatie gezien als focuspunten.

De focuspunten 4. zijn ondergebracht onder vijf partnerschappen, namelijk: 1. groene transitie; 2. digitale transformatie; 3. duurzame

groei en banen; vrede en bestuur; en5. migratie en mobiliteit. Goede kansen voor samenwerking worden gevonden in de Green Deal,

gezien de mogelijkheden in Afrika op het gebied van hernieuwbare energie en biodiversiteit. Hierbinnen wordt innovatie benoemd als

sleutel tegen klimaatverandering en ter ondersteuning van de groene transitie. Investeringen dienen daarom te zijn gericht op het

versterken van wetenschappelijke capaciteiten en het vergeven van toegang tot klimaatvriendelijke technologie, en lokale aanpassing

hieraan.

Context

De vijf bovengenoemde partnerschappen uit het voorstel vormen de basis voor het gesprek over een nieuwe strategie dat plaatsvindt

tijdens de African Union Summit in Oktober 2020. De partnerschappen sluiten aan op de ambities van de Commissie Von der Leyen

die zij de komende vijf jaar wil waarmaken. Samenwerking tussen de EU en Afrika wordt door de Commissie gezien als een noodzaak

om de uitdagingen van de 21ste eeuw aan te gaan en gemeenschappelijke belangen en toekomst te bevorderen. BussinessEurope

Research & Technology Organisations (RTO's) zijn essentieel bij implementatie van groene en digitale technologieën in de

Europese industrie. Dit stelt de European Association of Research and Technology Organisations in een position paper met

aanbevelingen over het mobiliseren van onderzoeks-, ontwikkelings- en innovatiebeleid voor de Green Deal. Ook gaat de

vereniging in op het belang van publieke en private investeringen voor een groene en digitale transitie en het verbeteren van

de randvoorwaarden voor Europees onderzoeks- en innovatiebeleid.

Het belang van RTO’s

EARTO benadrukt het belang van Research & Technology Organisations (RTO’s) bij het inzetten van groene en digitale technologieën

in toonaangevende Europese industrieën. Dit staat in een position paper https://era.gv.at/object/news/5208 waarin aanbevelingen

worden gedaan voor onderzoeks-, ontwikkelings- en innovatiebeleid (OO&I) voor de Green Deal. RTO’s zijn cruciaal bij de opschaling

van technologie en ontwikkeling van transformerend beleid. Dit maakt RTO’s van centraal belang voor het ondersteunen van Europese

industrieën bij het integreren van nieuwe technologieën in hun producten en diensten.

Aanbevelingen EARTO

In het positon paper benoemt EARTO ook andere manieren om OO&I beleid in te zetten om de Green Deal te realiseren. Zo stelt de

vereniging dat publieke en private investeringen in OO&I gestimuleerd moeten worden om opschaling van Europese technologie voor

een groene en digitale transitie te ondersteunen. Onder andere het Just Transition Mechanism kan richting geven aan regionale

Europese fondsen door ze te oriënteren op het ontwikkelen van regionale OO&I capaciteiten en vaardigheden. Op deze manier wordt

ingegaan op green technology leadership alsook op de innovatiekloof. Daarnaast stelt het position paper dat de randvoorwaarden voor

het OO&I beleid verbeterd moeten worden. Europese instellingen moeten het intellectuele eigendomsrecht beschermen, ook als het

gaat om groene of digitale technologieën.

Context

De EARTO heeft eerder al een set aanbevelingen gedaan voor het post-2020 onderzoeks- en innovatiebeleid van de EU. Daarin pleitte

de vereniging onder andere voor het verbeteren van het Europees concurrentievermogen. EARTO vertegenwoordigd meer dan 350

RTO’s in Europa afkomstig uit meer dan 20 landen. Vanuit Nederland is TNO lid. RTO’s zijn non-profit onderzoeksinstituten die alle

wetenschappelijke gebieden beslaan. De organisaties zijn gericht op het ondersteunen van de maatschappij door het ontwikkelen van

technologieën in nauwe samenwerking met het bedrijfsleven en publieke organen.

Commissie presenteert nieuwe strategie voor een gendergelijk Europa (9 maart 2020)

De Europese Commissie wil via een nieuwe strategie een impuls geven aan het streven naar gendergelijkheid binnen Europa.

In deze strategie presenteert de Commissie kernacties die genderongelijkheid binnen Europa moeten tegengaan. Zo is er

meer steun nodig voor vrouwelijke investeerders en ondernemers en is er een aanpak nodig voor de digitale genderkloof. Ook

moeten er maatregelen worden genomen die het voor vrouwen makkelijker maken te participeren op de arbeidsmarkt.

Doelstellingen voor gendergelijkheid

De Commissie heeft haar nieuwe strategie voor gendergelijkheid https://ec.europa.eu/commission/presscorner/detail/en/ip_20_358

gepubliceerd voor 2020-2025 waarin zij meerdere maatregelen gericht op het tegengaan van genderongelijkheid binnen Europa

presenteert. Zo gaat de European Innovation Council (EIC) middels pilots vrouwelijke ondernemers ondersteunen bij het leiden van

start-ups en innovatieve mkb’s. Ook wil de Commissie zich richten op de digitale genderkloof in de aankomende update van het Digital

Education Action Plan (DEAP) en wordt van lidstaten verwacht dat zij de afspraken rond het vergroten van de participatie van vrouwen

in de digitale sector gaan implementeren. Daarnaast zal er in de aankomende update van de Skills Agenda worden ingegaan op

horizontale segregatie, stereotypering en genderkloven in onderwijs en training. Ook zal een versterkte Youth Guarantee zich specifiek

richten op vrouwen die niet bij onderwijs, arbeid of training betrokken zijn.

Meer kansen voor vrouwen op de arbeidsmarkt

Het ouderschap vormt voor veel vrouwen nog steeds een barrière als het gaat om (voltijdse) participatie op de arbeidsmarkt. Daarom

zal de Commissie een voorstel doen voor een Child Guarantee en een voorstel voor de herziening van de Barcelona doelstellingen

https://ec.europa.eu/info/sites/info/files/130531_barcelona_en_0.pdf met het oog op toegankelijke en betaalbare kinderopvang en

voorschools onderwijs. Daarnaast presenteert de Commissie maatregelen voor het realiseren van gelijke lonen voor mannen en

vrouwen en het implementeren van Europese regels omtrent de werk-privé balans voor mannen en vrouwen.

Context

Gendergelijkheid is een kernwaarde van de Europese Unie, een fundamenteel recht en sleutelbeginsel van de Europese Sociale Pijler.

Toch is er nog veel te behalen als het gaat om gendergelijkheid binnen de EU, zo ook in de onderzoeks- en onderwijswereld. Zo is er in

innovatiebeleid zelden een genderperspectief aanwezig en bleek uit een rapport https://www.neth-er.eu/nl/nieuws/Nederland-heeft-het-

laagste-aandeel-vrouwelijke-onderzoekers-van-Europa van de Commissie dat, ondanks enige toename, vrouwen nog steeds

ondervertegenwoordigd zijn binnen de wetenschap. Nederland scoorde hierbij bovendien ver onder het Europese gemiddelde.

Belangenorganisaties publiceren aanbevelingen vernieuwde ERA (9 maart 2020)

Zowel The Guild als de European University Association (EUA) willen dat lidstaten zich committeren aan de EU-norm van 3%

van het BBP en roepen op tot een gezamenlijke inzet op nationaal én Europees niveau, om zo de Europese Onderzoeksruimte

(ERA) te versterken. Beide belangenverenigingen doen in een position paper aanbevelingen voor de toekomstige ERA.

Reactie EUA

Voor een effectievere en efficiëntere Europese Onderzoeksruimte (ERA) is er gedeelde politieke betrokkenheid en meer synergieën

tussen Europees, nationaal en regionaal niveau nodig. Dit stelt de European University Association (EUA) in een position paper

https://eua.eu/downloads/publications/eua_era_position_final.pdf waarin zij het recent gepubliceerde beleidsadvies

https://data.consilium.europa.eu/doc/document/ST-1201-2020-INIT/en/pdf van het European Research Area and Innovation

Committee (ERAC) verwelkomt. Daarnaast roepen zij de lidstaten op om zich te committeren aan het doel om investeringen in

onderzoek en innovatie te verhogen naar 3% van het BBP. Ook horizontaal is er samenwerking nodig tussen publieke, private en derde

sectoren. Daarnaast roept de EUA op om het onderzoeksbeleid meer te verbinden met het hoger onderwijsbeleid zodat er

aantrekkelijkere carrièrepaden kunnen worden aangeboden aan onderzoekers. Zo kan Europa haar eigen talent beter behouden.

Reactie The Guild

Ook The Guild heeft een position paper https://data.consilium.europa.eu/doc/document/ST-1201-2020-INIT/en/pdf gepubliceerd, waarin

zij het belang van de 3%-norm benadrukt en een hervorming van de governance-structuur aanbeveelt. Ook beveelt zij de Commissie

aan om de prioriteiten van de huidige ERA als basis te gebruiken voor de vernieuwde strategie. Daarnaast zou volgens The Guild de

ERA leidend moeten zijn bij het bevorderen van de maatschappelijke rol van onderzoek. Om dit te kunnen doen moeten

wetenschappers flexibele ruimte krijgen om burgers te betrekken bij hun onderzoeken.

Context

Het European Research Area and Innovation Committee (ERAC) heeft in januari een opinie over de toekomst van de Europese

onderzoeksruimte (ERA) gepubliceerd. Momenteel is de Commissie een tour aan het maken langs alle lidstaten om meningen te

peilen. Op basis van het ERAC-advies, de tour en een kwantitatieve evaluatie zal zij naar verwachting in juni een mededeling over het

toekomstige ERA-beleid presenteren.

De EUA en The Guild zijn beiden belangenorganisaties voor universiteiten en publiceren regelmatig aanbevelingen op het gebied van

onderwijs en onderzoek. De EUA vertegenwoordigt meer dan 800 universiteiten in Europa. The Guild is een belangenvereniging

bestaande uit 19 onderzoeksintensieve universiteiten, waaronder de Radboud Universiteit en de Rijksuniversiteit Groningen.

Nederland: Matchmaking-platform voor wetenschappers, overheid en bedrijfsleven (12

Techleap.nl, de Nederlandse universiteiten en TNO hebben ScienceFinder gelanceerd, een database met in eerste instantie ruim

400.000 publicaties, 120.000 projecten en 364 academische start-ups. Hiermee willen de initiatiefnemers wetenschappelijk onderzoek

en het netwerk toegankelijk voor partners uit het bedrijfsleven en de overheid. De database is wereldwijd de eerste in zijn soort.

Steeds meer allianties in het hoger onderwijs (12 maart 2020)

Onlangs verenigden de Rijksuniversiteit Groningen, NHL Stenden Hogeschool, de Hanzehogeschool en Van Hall Larenstein zich in de

Universiteit van het Noorden. In januari kondigden TU Delft, Erasmus MC en de Erasmus Universiteit Rotterdam aan hun

samenwerking uit te bouwen. TU Eindhoven, Wageningen Universiteit, de Universiteit Utrecht en het UMC Utrecht gaan ook een

nieuwe kennisalliantie vormen. Nauwere samenwerking is de nieuwe strategie in de strijd om onderwijs- en onderzoeksgeld, zet een

artikel van HOP / UToday uiteen, al zal concurrentie nooit helemaal verdwijnen.

Het hoge aantal tijdelijke contracten leidt tot onzekerheid en stress bij wetenschappers, schrijft minister Ingrid van Engelshoven

in een brief aan de Tweede Kamer. Ze wil afspraken maken met de VSNU over het terugdringen van het aantal flexwerkers. Ook als dit

Rathenau Instituut: Zeven acties voor verantwoord innoveren met AI (12 maart 2020)

Vandaag, 12 maart 2020, vergadert de Tweede Kamer over kunstmatige intelligentie (AI) en sleuteltechnologieën. AI is van

toenemend belang voor onze maatschappij en economie. Volgens het kabinet dient de inzet van AI plaats te vinden met inachtneming

van publieke waarden en mensenrechten. Het Rathenau Instituut stelt in een Bericht aan het Parlement 7 acties voor om

maatschappelijk verantwoorde AI-innovatie mogelijk te maken.

Voor Nederlandse studenten en studenten uit de EER komt er een maximum op de hoogte van het instellingscollegegeld. Een

maximum tarief maakt een tweede studie toegankelijker. Met deze nadere uitwerking van het wetsvoorstel Taal en

Toegankelijkheid heeft de ministerraad ingestemd op voorstel van minister Van Engelshoven van Onderwijs, Cultuur en

Wetenschap.

Tegelijkertijd komt er voor studenten van buiten de Europese Economische Ruimte (EER) juist een minimumtarief dat instellingen

moeten vragen als collegegeld. Met deze maatregel wordt zo veel mogelijk voorkomen dat de overheidsbekostiging die bedoeld is voor

Nederlandse studenten, wordt gebruikt voor internationale studenten die dan tegen een laag collegegeld kunnen studeren. De hoogte

van het maximumtarief voor Nederlandse en EER studenten komt gelijk te liggen aan de hoogte van het minimumtarief voor

internationale studenten van buiten de EER.

Wettelijk collegegeld voor eerste studie

Alle Nederlandse studenten en studenten van binnen de EER kunnen hun eerste studie altijd volgen tegen een lager tarief, het wettelijk

collegegeld. Naast het wettelijk collegegeld hebben we in Nederland ook het instellingscollegegeld waarbij de instelling het bedrag

bepaalt.

Instellingscollegegeld

Het instellingscollegegeld geldt voor studenten die een tweede bachelor of master volgen na afronding van hun eerste opleiding en

voor studenten van buiten de EER. De hoogte van het instellingscollegegeld wordt door de universiteit of hogeschool zelf bepaald en

mag niet onder het wettelijk collegegeld liggen. Voor het instellingscollegegeld gaat nu dus een maximum tarief gelden voor

Nederlandse studenten en studenten binnen de EER.

Het wetsvoorstel Taal en Toegankelijkheid is door de Tweede Kamer aangenomen en is ingediend bij de Eerste Kamer. Vooruitlopend

op de behandeling in de Eerste Kamer wordt de regelgeving die hoort bij het wetsvoorstel alvast verder uitgewerkt.

In alle Westerse landen is er een grote groep bedrijven die vrijwel niet innoveert. Een rapport van de OESO onderzoekt hoe deze

bedrijven zijn te typeren en wat de oorzaken zijn van hun passieve houding. Volgens het rapport kan beleid dat zich richt op het

verbeteren van de vaardigheden van werknemers, het verlichten van de financiële beperkingen voor investeringen en het vergroten van

de absorptiecapaciteit van bedrijven door middel van directe r&d-steun, de verspreiding van kennis en technologie versnellen en

achterblijvende bedrijven helpen hun achterstand in te lopen.

JPI Oceans Stakeholder Forum, Brussels, 8 April 2020

The EU-funded CSA Oceans 2 project will be organising a forum in Brussels, Belgium, on 8 April 2020.

This forum will be a crucial step in the revision of the JPI Oceans Strategic Research and Innovation Agenda (SRIA) 2015-2020. The

revised strategy is aimed at enabling JPI Oceans to add value to national research and innovation efforts, address European science

and policy ambitions, and contribute to global marine and maritime agendas.

As such, the forum will bring together a diverse group of stakeholders to offer feedback on the draft SRIA. They will also have the

opportunity to reflect on research and innovation priorities and to discuss potential for joint actions and collaborations, all with a view to

strengthening the updated SRIA’s relevance and impact.

28th European Biomass Conference and Exhibition (EUBCE) to be held in Marseille,

A very warm welcome to the 28th European Biomass Conference and Exhibition (EUBCE) to be held in Marseille, France,

from 27th to 30th of April 2020.

On behalf of the Scientific Committee, it is a great pleasure to invite you to be part of this world leading event for the biomass sector, a

global forum for exchange knowledge and information on the latest technological developments and innovative biomass applications.

The European Union (EU) is well committed to the fight against Climate Change and is on track to meet the ambitious Paris Agreement

goals and 2030 targets. But we need to go further and faster and be more ambitious to reach climate neutrality in 2050. Innovation is

needed for delivering the Paris targets. Ursula von der Leyen, the new European Commission president, pledged for a “European

Green Deal” to make EU a climate-neutral economy by 2050. To help finance this transition away from fossil fuels economy, a strategy

for green financing and a sustainable investment plan would ensure 1 trillion euros of investments over the next decade through a

European “Climate Bank”.

While all sectors and technologies have a role to play in this endeavour, bioenergy, as part of a new, modern, emerging bioeconomy,

could have an essential contribution to reach climate neutrality by 2050. Besides contributing to greenhouse gas reduction, bioenergy

brings additional social, environmental and economic benefits to agriculture, forestry and other industrial sectors, driving rural

development, in the context of sustainable development. While a number of new, emerging, innovative bioenergy technologies

approach maturity, further effort is needed to enable promising technologies to reach commercial operation.

EUBCE proposes for 2020 a programme that addresses and responds to the present-days challenges and opportunities for the whole

biomass sector. The 2020 programme includes a refined topic and subtopic structure, responding to the suggestions from the scientific

community and to the observed trends in biomass technologies, ranging from cutting edge research, policies, markets and sustainability

to industrial applications. The new, emerging, innovative technologies are important to address as that could have a significant impact

on the take-off on the bioeconomy. In particular, in 2020, the conference will dig deeper into the structure, components and role of the

emerging bioeconomy, explore the role of agriculture in bioenergy production for energy and bioeconomy transition and seek improving

citizen awareness and engagement in support of biomass technologies.

EU Green Week 2020, 1-5 June 2020

Attracting attention around the globe, EU Green Week is the biggest annual event on the European environment policy calendar. It's a

forum for stakeholder debate at the European, national and local levels, generating input that feeds back into policymaking and

implementation. And it is a truly European event – in addition to a high-level conference in Brussels, numerous events are organised by

partner organisations across the whole of Europe.

EU Green Week 2020 will focus on nature and biodiversity. All around the globe, biodiversity is disappearing as a result of

unsustainable human activities. This loss is closely connected to climate change, and the combined effect of this unprecedented crisis

is disrupting the ecosystems that support life on Earth, with devastating consequences for human well-being and prosperity. While the

situation is extremely serious, there is still hope. Solutions exist, but they require deep and transformative changes in the way we

produce, consume and trade.

EU Green Week will explore possible pathways for change, and examine how a range of EU policies like the European Green Deal can

help protect, restore and sustainably manage nature, leaving it room to recover and thrive. This year’s Green Week will act as a

milestone on the path to the COP 15 conference in Kunming, China, in October 2020, where world leaders will adopt a new 10-year

action plan for biodiversity – a new global deal for people and nature.

2020 will be a landmark year. EU Green Week 2020 is your opportunity to meet up with people at the heart of the process.

Summer School on “One Health” for early-career professionals, Parma, Italy, 9-11 June

European Food Safety Authority (EFSA), the University of Parma and the Catholic University Sacro Cuore of Piacenza are organising a

Summer School on “One Health” for early-career professionals. It will take place in Parma, Italy, from 9-11 June 2020.

The Summer School 2020 is free-of-charge, offering a learning opportunity to PhD students, post-doc researchers, as well as to other

early-career candidates with a scientific background. Registration is limited to 150 people and participation will be decided by the

scientific committee on a first-come, first-served basis.

Registrations is open until 31 March 2020 or until the maximum number of registrations (150) is reached.

5th International Conference on New Business Models Sustainable, Circular Inclusive,

Radboud University Nijmegen 1-2 July 2020

Time flies: 2020 demarcates the first lustrum of the NBM conference series. The foundation of this series was laid in two workshops

held at the Toulouse Business School (TBS, France) in 2014 and 2015. During these workshops, it became clear that thorough

research was needed on the nature of business models. So, the idea of a 1st International conference was born: NBM @ Toulouse

2016. In this seminal conference, we focused on the issue of organising value creation in such a way that it addresses sustainable

development. The main idea was to further explore the potential of a new generation of business models to contribute to societal

challenges.

Now almost five years down the line we have organised NBM @ Graz (2017), NBM @ Sofia (2018) and NBM @ Berlin (2019). Each of

the NBM conferences followed a specific theme related to new business models

through the European network of academics. This interdisciplinary forum is for scholars, teachers, and practitioners from any

professional discipline who share an interest in—and concern for— sustainability in an holistic perspective, where environmental,

cultural, economic and social concerns intersect. Papers will be published in Open Access EJSD Journal (Thompson Reuters) and

Proceedings. This ambition will proceed in a multidisciplinary way across the various fields and perspectives, through which we can

address the fundamental and related questions of Sustainable Development. We invite you to submit an abstract in the range of the

Rooted in the former EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other
