The Bio-based Industries Joint Undertaking (BBI JU) is responsible for the implementation of open Call for proposals for Research and

Innovation Actions (RIAs), Innovation Actions (IAs - DEMOs and FLAGs) and Coordination and Support Actions (CSAs), in line with the

Horizon 2020 rules for participation.

Highlights of Call 2020

• The Call 2020 is the seventh in a total of seven Calls between 2014 and 2020.

• 4 strategic orientations: Feedstock, Process, Products, and Market uptake.

• Indicative budget: €102 million (the call budget may be topped up by unused BBI JU appropriations from previous years within

The Joint Programming Initiative on Cultural Heritage and Global Change (JPI CH) is pleased to announce a new funding

opportunity for transnational proposals.

Scholars are invited to submit research proposals on the role of heritage in society from different (inter)national perspectives and value

systems. This includes questions such as what role heritage plays in the formation of identities, how institutions can manage heritage in

an inclusive manner, and to what extent digitization contributes to meaningful access to heritage. The call aims to support

interdisciplinary research that is set up and carried out by transnational consortia within the context of a single project .

The total amount of 6,530,081 euros will be available for researchers.

The countries participating in this call are Bulgaria, Cyprus, Czech Republic, Estonia, France, Greece, the Kingdom of The

Netherlands, Latvia, Lithuania, Norway, Poland, Portugal, Sweden and the United Kingdom.

Applicants are encouraged to collaborate in a cross-disciplinary manner in order to combine knowledge and expertise from the

humanities and social sciences, arts, and the technical and/or physical sciences. Interdisciplinary exchange is necessary to develop

innovative research into cultural heritage. Five topics have therefore been selected in the call. Applicants are expressly invited to

combine questions from/perspectives on several topics.

The topics are:

• rethinking the implicit role of cultural heritage in society;

• perspectives on and constructions of cultural heritage;

• cultural heritage management approaches: co-creation, connecting communities, and sustainable development goals;

• innovative and inclusive (digital) access to cultural heritage;

• impacts of cultural heritage: cultural, economic, user, public and social values.

The deadline for submission of proposals is 22 September 2020, 14:00 CEST.

LEAKED: Full list of delayed European Green Deal initiatives (15 April 2020)

The European Commission is reviewing its 2020 work programme in light of the coronavirus crisis. Although climate policies

remain broadly on track, other initiatives under the European Green Deal are being delayed because they are considered “less

essential”. The coronavirus crisis is putting Commission staff under unprecedented pressure to deal with “urgent, new and

existing COVID-19 related files,” according to a draft document seen by EURACTIV.

In order “to free up capacity,” the EU executive is preparing an updated work programme for 2020 which is expected to be published on

29 April.

“Given the crisis caused by the coronavirus pandemic, the Commission is currently reviewing its work programme for 2020,” an EU

spokesperson confirmed. “A new programme will be published in the coming weeks,” the spokesperson told EURACTIV.

As part of the review, the Commission’s secretariat general is assessing whether new policy initiatives can afford to be postponed

because they are neither directly related to COVID-19 or are considered “less essential for delivery on the absolute key priorities”.

Green Deal facing delays due to coronavirus, EU admits

The European Commission is having to re-order its priorities in the face of the coronavirus crisis, with “non-essential” initiatives like the

biodiversity strategy and the farm-to-fork strategy likely to be delayed by several weeks, EURACTIV understands.

Among the “absolute key priorities” that will remain unchanged, the document mentions “in particular targeted priority files related under

the ecological and digital transitions”.

Those are marked in green in the document and should go ahead as planned. In yellow are initiatives that can afford to be delayed until

later in 2020. Finally, the document marks in red the initiatives that will be delayed to 2021.

The full list is reproduced below, with indications of initial timing, legal status, and comments from the Commission’s secretariat general.

INITIATIVES MARKED IN GREEN (maintained):

• Renewed Sustainable Finance Strategy (non-legislative, Q3 2020): This is considered an “important part” of the Green Deal

and a “key contributor” to the recovery from the COVID-19 crisis and will therefore be maintained.

• 2030 Climate Target Plan (non-legislative, including impact assessment, Q3 2020): This is considered a “a pivotal element of

the Commission’s climate policy”. However, due to the postponement of the UN climate conference in Glasgow (COP26),

“additional time could therefore be given to a complex analytical exercise underpinning the elaboration of new targets,” the

document states.

• Renovation wave (non-legislative, Q3 2020); “The renovation wave could be a key element of any post-COVID recovery plan

because of its benefits for stimulating economic activity,” the document states, suggesting the timing will be maintained.

INITIATIVES MARKED IN YELLOW (delay possible):

• The European Climate Pact (non-legislative, Q3 2020): “The aim was to establish the Climate pact platform in the autumn

before the planned Conference of the Parties in Glasgow which has however been postponed.”

• Review of the Non-Financial Reporting Directive (legislative, including impact assessment, Article 114 TFEU, Q4 2020):

“Even though there is no urgency with this file, nothing prevents to keep the adoption in December, as initially planned,” the

document states.

• ‘Farm to Fork’ Strategy (non-legislative, Q1 2020): Although this is considered “a very important initiative”, it should “also

reflect the lessons of the COVID-19 pandemic in relation to food security. This might make a postponement necessary,” the

document states.

• Strategy for smart sector integration (non-legislative, Q2 2020); Smart sector integration is considered as “an important

blueprint” for the energy transition. “But a postponement would not be detrimental and could be packaged with other initiatives

such as the state of the Energy Union report in October,” the document states.

• Offshore renewable energy (non-legislative, Q4 2020): Currently envisaged for October, the strategy for offshore renewable

energy is timed to coincide with announcements by EU member states that are members of the North Sea Alliance. “It is also

a priority for the German Presidency and could also be a significant element of a post-COVID recovery plan,” the document

states.

• EU Biodiversity Strategy for 2030 (non-legislative, Q1 2020); “Adoption of the biodiversity strategy is envisaged for 29

April,” the document says. But the UN conference of the parties has been postponed and the UN ministerial will discuss

biodiversity in September. “So while the absolute urgency may have receded current timing is desirable or shortly thereafter. It

is closely related to the Farm to Fork initiative,” the document states.

• 8th Environmental Action Programme (legislative, Article 192(3) TFEU, Q2 2020); “It is still very unclear what the 8th

Environmental Action Plan (EAP) will contain and the added value it can provide,” the document states. “While the 7th EAP

expires at the end of 2020 there is no reason why this initiative cannot wait until the second half of 2020,” it adds.

• Chemicals strategy for sustainability (non-legislative, Q3 2020): This is considered a “a key element of the Commission’s

ambition to tackle all sources of pollution,” the document states. “Work is on track but further delay would not be detrimental,”

it adds.

• Strategy for sustainable and smart mobility (non-legislative, Q4 2020): “Maintaining the date of adoption is appropriate but

the content and ambition is linked to the ‘Communication on 2030 climate targets (n°1) and the timing should be linked to this.

Timing is sufficiently late to reflect post-COVID lessons and recovery.”

INITIATIVES MARKED IN RED (delayed to 2021):

• New EU Strategy on Adaptation to Climate Change (non-legislative, Q4 2020) and New EU Forest Strategy (non-

legislative, Q4 2020): “Both the forest strategy and the adaptation strategy are important initiatives but not time critical in

relation to climate policy overall,” the document states. However, “The strategy on Adaptation to Climate Change was

originally envisaged for 2021 in any event and delay will now allow an impact assessment to be prepared. Postponement

would also allow better articulation with the new EU climate targets for 2030 and the delayed international discussions on

biodiversity.”

• Empowering the consumer for the green transition (legislative, incl. impact assessment, Article 114 TFEU, Q4 2020):

“This initiative is an important element of the Circular Economy package whose technical work is on track. However, this

initiative on empowering consumers could be delayed to 2021 without undue detriment and might be packaged with circular

economy initiatives on sustainable products,” the document states.

• ReFuelEU Aviation – Sustainable Aviation Fuels (legislative, incl. impact assessment, Article 100(2) TFEU and/or Article

192(1) TFEU, Q4 2020) and FuelEU Maritime – Green European Maritime Space (legislative, incl. impact assessment,

Article 100(2) TFEU and/or Article 192(1) TFEU, Q4 2020): “The two fuel initiatives are important but already coming late in

2020 and can be delayed without undue problems to 2021 when many other important climate-related proposals will be

tabled,” the document states.

Start onderzoeksprogramma COVID-19 (‘second wave’) (16 april 2020)

Door de aanzienlijke impact van de coronacrisis is er een grote behoefte aan medische en maatschappelijke oplossingen en

antwoorden. Daarom start ZonMw in opdracht van VWS en samen met NWO en in aanvulling op de ‘first wave’ binnenkort met

het onderzoeksprogramma COVID-19.

Dit programma heeft als doel bij te dragen aan het bestrijden van de gevolgen van het coronavirus (COVID-19) op korte en langere

termijn en nieuwe kennis genereren over preventie, behandeling, herstel van deze infectieziekte en bredere maatschappelijke

vraagstukken daarover. Het programma zal naar verwachting eind april openen voor indiening. Gezien de grote belangstelling voor

onderzoek naar de coronacrisis, willen we alvast inzicht geven in de voorziene hoofdlijnen van het programma.

Subsidiemogelijkheden voor onderzoek naar coronavirus (COVID-19)

Het programma wordt gefinancierd door de ministeries van VWS en OCW en door NWO. Er is een budget van 27 miljoen euro

beschikbaar voor subsidies aan onderzoeks- en praktijkprojecten. In dit nieuwe programma zal ruimte zijn voor verschillende typen

onderzoek (van fundamenteel tot actie-onderzoek). Naast nieuwe kennis en praktische oplossingen om de negatieve gevolgen van de

pandemie te beperken is onderzoek nodig om te leren van de negatieve en positieve ervaringen, zowel nu als op de langere termijn.

Aandachtsgebieden

Het Covid-19-programma zal zich richten op drie grote aandachtsgebieden:

1. Voorspellende diagnostiek en behandeling

2. Zorg en preventie, inclusief transmissie

3. Maatschappelijke gevolgen van de coronacrisis en de maatregelen daartegen

Nadere duiding van de aandachtsgebieden volgt bij bekendmaking van het programma (zie tijdschema).

Op dit moment wordt voor elk aandachtsgebied een expertpanel geformeerd van diverse experts uit het veld. Deze panels bestaan uit

wetenschappelijke en praktijk-experts. De panels hebben als taak om binnen hun aandachtsgebied onderzoeksonderwerpen (of

thema’s) te prioriteren.

Aanpak

Voor ieder aandachtsgebied stelt ZonMw op drie werkwijzen subsidies beschikbaar:

1. Zo is er de ultra snelle werkwijze via welke subsidie beschikbaar is voor vragen die zeer urgent moeten wordt opgepakt, ook

omdat de antwoorden nodig zijn voor de bestrijding in deze fase van de pandemie. Voor deze werkwijze wordt zo spoedig

mogelijk op uitnodiging ingediend.

2. Een tweede werkwijze betreft thematische, bottom-up rondes voor onderzoeksvoorstellen.

3. Als derde werkwijze zijn er de zogenoemde beleids- en praktijkimpulsen gericht op kleine projecten en studies. Deze is

gericht op het (snel en kort) oppakken van concrete beleidsvragen en het geven van praktijkimpulsen.

Naar verwachting kunt u eind april op de ZonMw-subsidiekalender meer gedetailleerde informatie vinden over het COVID-19

programma.

Tijdschema

• Eind april is de programmatekst van het gehele programma gereed.

• De bekendmaking van het programma zal plaatsvinden via een nieuwsbericht eind april/begin mei.

• De honoreringen van de urgente onderzoeksvragen worden eind mei bekendgemaakt.

• Openstelling van de thematische subsidierondes is eind april/begin mei.

Het Bestuur van het NWO-domein Exacte en Natuurwetenschappen heeft 16 aanvragen in de Open Competitie ENW-KLEIN

gehonoreerd.

De onderwerpen variëren van onderzoek naar wiskundige modellen die kunnen helpen bij de behandeling van uitgezaaide kanker tot

hoe een betere kwaliteitscontrole in cellen kan voorkomen dat mensen de ziekte van Parkinson ontwikkelen. KLEIN-subsidies zijn

bedoeld voor vernieuwend, fundamenteel onderzoek van hoge kwaliteit en/of wetenschappelijke urgentie.

Verdeling over KLEIN-1, KLEIN-2, KLEIN-0

In KLEIN-pakket 05 zijn in totaal 60 aanvragen behandeld, waarvan 27 KLEIN-1, 14 KLEIN-2, 2 KLEIN-0 en 17 KLEIN-1 aanvragen

met voorkeursbehandeling. Het bestuur van ENW heeft besloten de 13 hoogst geprioriteerde aanvragen te honoreren en additioneel 3

aanvragen via voorkeursbehandeling. In totaal honoreert het bestuur 4 KLEIN-2 aanvragen en 12 KLEIN-1 aanvragen waarvan 6 met

aangevraagde voorkeursbehandeling. Het bestuur stelde de voorkeursbehandeling in om het verwerven van middelen voor startende

onderzoekers te vereenvoudigen

Over Open Competitie ENW-KLEIN

KLEIN-subsidies zijn bedoeld voor het uitvoeren van nieuwsgierigheidsgedreven, ongebonden fundamenteel onderzoek van hoge

kwaliteit en/of wetenschappelijke urgentie. De KLEIN-subsidie biedt onderzoekers de mogelijkheid om creatieve, risicovolle ideeën uit

te werken en wetenschappelijke vernieuwingen tot stand te brengen die de basis kunnen vormen voor de onderzoeksthema's van de

toekomst. Er zijn drie categorieën KLEIN-subsidies: KLEIN-1 (1 wetenschappelijke positie), KLEIN-2 (2 wetenschappelijke posities in

samenwerking) en KLEIN-0 (investeringen) die in onderlinge competitie beoordeeld worden. Om het verwerven van middelen voor

startende onderzoekers (nieuwe vaste-stafleden en tenure trackers) te vereenvoudigen, kunnen zij eenmalig aanspraak maken op een

voorkeursbehandeling. Dit geldt alleen voor KLEIN-1 aanvragen.

U kunt doorlopend aanvragen indienen binnen de NWO Open Competitie ENW - KLEIN. De verwachting is dat vanaf 1 augustus 2020

een nieuwe call opent. Het Domeinbestuur zal hierover in juli besluiten en de voorwaarden van de ronde vaststellen. Nadere informatie

volgt in juli 2020.

NWO ontwikkelt een nieuwe call gericht op wetenschapscommunicatie in het kader van de Nationale Wetenschapsagenda

(NWA). Op 20 april vindt online een ‘Ask me anything’ sessie over deze call plaats tijdens de Vakconferentie

Wetenschapscommunicatie en is er gelegenheid vragen te stellen.

Het doel van de call ‘NWA Wetenschapscommunicatie’ is om een divers palet van projecten te honoreren die de

wetenschapscommunicatie in Nederland een nieuwe impuls kunnen geven. Het kan daarbij zowel gaan om nieuwe vormen, maar ook

om bestaande middelen op een andere manier in te zetten, waardoor het een ander publiek bereikt of een ander licht werpt op hoe

publiek een onderwerp bekijkt. Idealiter helpt het ook om nieuwe inzichten te verwerven over impact genereren bij een breder publiek

dan de toch al in wetenschap geïnteresseerde doelgroepen. Het gaat daarbij uitdrukkelijk om het bereiken van een publiek dat niet

vanzelfsprekend met wetenschap in aanraking komt, een publiek dat nog onvoldoende beeld heeft van wat wetenschap precies is en

betekent voor de maatschappij.

In het kader van programmalijn 4 binnen het NWA-programma wil deze call for proposals een impuls geven aan

wetenschapscommunicatie, zodat wetenschapscommunicatie een grotere impact kan bereiken bij het grote publiek. Bovendien is het

doel om in Nederland vernieuwende kennis op te bouwen over hoe een breder publiek betrokken kan worden bij de (resultaten van)

wetenschap en hoe de maatschappelijke inbedding van wetenschap versterkt kan worden.

Wie kan aanvragen en wat kan aangevraagd worden?

De call is op een brede groep aanvragers gericht. Niet alleen onderzoekers kunnen aanvragen indienen maar ook mensen met een

andersoortige functie. De call staat open voor aanvragers verbonden aan organisaties uit een van drie categorieën:

• Categorie A: universiteiten en hogescholen, TO2-instellingen, instituten en Rijkskennisinstellingen.

• Categorie B: organisaties zonder winstoogmerk met een publieke taak en die onafhankelijk zijn in de uitvoering van

onderzoek.

• Categorie C: Aanvragers verbonden aan (wetenschaps)musea die lid zijn van de Museumvereniging. Zij kunnen subsidie

aanvragen op basis van de Algemene Groepsvrijstellingsverordening (AGVV).

Binnen de NWA Wetenschapscommunicatie-call kunnen aanvragers indienen binnen drie verschillende bandbreedtes:

• kleine projecten (maximaal €25.000),

• middelgrote projecten (>€25.000 en maximaal €50.000),

• grote projecten (>€50.000 en maximaal €200.000).

Er kunnen zowel personele kosten als materiële kosten voor de uitvoering van het project worden aangevraagd. Elke verdeling tussen

deze twee categorieën is toegestaan. In totaal is voor deze call €1.000.000,- beschikbaar.

Consortium

Voor middelgrote en grote projecten is de aanwezigheid van consortiumpartner(s) verplicht. Een consortium kan zowel alleen uit

aanvragers of een combinatie van aanvrager(s) en maatschappelijke samenwerkingspartner(s). Bij middelgrote projecten bestaat een

consortium uit minstens 2 organisaties, waarvan minimaal één aanvrager, bij grote projecten tenminste uit drie organisaties. Onder

maatschappelijke samenwerkingspartners vallen onder andere stichtingen, verenigingen, bedrijven, NGO’s en overheden, die niet

onder aanvragers genoemd worden en wel cruciaal zijn voor de uitvoering van het project.

‘Ask me anything’ vragensessie

NWO adjusts Talent Programme procedures due to corona crisis (16 April 2020)

NWO has adjusted the planning for the Talent Programmes Rubicon, Veni, Vidi and Vici. In this way, NWO can continue to

ensure the equal treatment of all grant applicants and that transparency and meticulous assessment remain possible.

NWO believes that adjustments to the planning are necessary. As a result of these adjustments, everybody involved in the application

and assessment process will have sufficient time and space to do their work. Due to the measures imposed as a result of the

coronavirus, not only the availability of applicants but also that of the referees who assess research proposals and members of the

selection committees is under pressure. In addition, NWO employees must be able to supervise the process in a satisfactory manner.

This new planning for procedures has been realised with particular attention for the medical sciences and healthcare research. These

applicants and committee members, mainly clinicians, are so involved in controlling the crisis that the expected limited availability of

researchers, referees and committee members means that equal opportunities for applicants and transparent and meticulous

assessment are not possible.

By making these adjustments, NWO will prevent the overlap of funding instrument timetables within the Talent line. As a result of these

adjustments, no undesirable peak pressure will occur after the summer either. With these adjustments there will be sufficient availability

of referees and committee members and enough capacity at NWO, and the “unity” of the Talent Programmes will be upheld.

These are the measures:

Rubicon

Rubicon has three funding rounds per year. The adjustments are:

• The deadline for submitting applications in the first funding round has been rescheduled from 31 March to 12 May.

• NWO will merge the second and third funding rounds of 2020 into a single round with 1 December 2020 as the deadline.

Veni

For applicants for Veni funding the following adjustments apply:

• During the course of April, with a possible extension into June, NWO will send them the remaining requests for a rebuttal.

• The response period for these rebuttals has been doubled from five to ten working days.

• The interview selection has been rescheduled from May to June 2020. Shortly after this selection, NWO will inform the

candidates whether they have been invited for an interview.

• The Veni interviews are planned for September 2020.

• The decision about the Veni round 2020 will be taken in October 2020.

• NWO has rescheduled the deadline for submitting preproposals in the next Veni funding round (2021) in the domains SSH,

AES and ZonMw from September 2020 to January 2021. This is to ensure that candidates have enough preparation time.

Vidi

For applicants for Vidi funding the following adjustments apply:

• The interviews with the candidates who submitted proposals in October 2019 should have been held in March and April 2020.

NWO has rescheduled these interviews for September 2020.

• The deadline for the next Vidi round 2020 remains early October 2020. This is in order to be able to guarantee the steady

schedule and thus the spread of the various Talent Programmes.

• The small group of candidates who come for an interview in September, are rejected, have another chance and want to

submit again, have very short time to rewrite their application and submit it in October. Only they can therefore choose from

these options:

o Submit a proposal a year later (2021), and for this group, the cut-off date of 1 October 2020 will remain. (The cut-off

date determines whether the applicant may still submit, namely at most 8 years after the PhD graduation date.)

o Participate in the standard round of 2020. Applicants will then be given until 1 December 2020 to adjust the proposal

and submit it.

Vici

For applicants for Vici funding the new deadline for submitting preproposals, namely 30 April 2020, remains. The deadline had already

been extended by a month following the first set of measures that NWO took as a result of the corona outbreak. NWO assumes that the

majority of the Vici applicants have or have largely completed this concise proposal. Therefore NWO will not push back the deadlines

further as then it can still ensure that the funding rounds in the Talent line remain spread out.

COVID-19 is in ons midden en heeft verstrekkende gevolgen. Op dit moment is het uiterst onzeker of onder de

omstandigheden in juli een fysieke conferentie kan worden georganiseerd in Nederland. Het is daarom niet mogelijk om de

NBM conferentie 2020 volgens plan door te laten gaan vanwege de gezondheidsrisico’s, het risico verbonden aan deelname,

reisbeperkingen en de gerelateerde morele risico’s.

Om de voortgang van de #NBMconferentie2020 veilig te stellen, heeft de organisatie besloten alle fysieke activiteiten te annuleren. In

plaats daarvan zal de vijfde internationale conferentie Nieuwe Businessmodellen op 1 en 2 juli 2020 worden omgezet in een volledig

digitaal evenement met online plenaire sessies, digitale conferentieruimten, een digitale hangout, enzovoort.

Verregaande digitale reorganisatie

Zodoende ziet de organisatie zich nu voor een onvoorziene en verregaande digitale reorganisatie geplaatst. Om dit vlot te laten

verlopen, zijn een technisch directeur en personeel aangesteld. NBM 2020 zal ervoor zorgen dat alles goed verloopt en dat deelnemers

uit de hele wereld het beste kunnen halen uit #NBMconferentie2020.

Er is een beoordelingsprocedure ingesteld voor deelnemers die een abstract of een artikel indienden. Feedback zal zoals gepland rond

22 april worden aangeleverd. Wanneer u naar Nijmegen wilde komen, kunt u nu in plaats van een fysiek bezoek, een online bezoek

inplannen. Vergeet niet uw hotelreservering te annuleren! Wanneer u al een ticket kocht voor de gewone conferentie, wordt uw ticket

automatisch omgezet in een e-ticket en biedt onbeperkt toegang tot de tweedaagse online conferentie. Tickets die al voor het

conferentiediner werden aangeschaft zullen binnenkort worden terugbetaald.

Unieke ervaring

Ondanks deze radicale digitale omslag, verheugt de organisatie zich erop om het eerste lustrum van de conferentie Nieuwe

Businessmodellen te vieren met oude en nieuwe collega’s en vrienden. Niet langer in Nijmegen op de Radboud Universiteit, maar op

een “virtuele” conferentielocatie. Dit is een unieke ervaring voor veel van ons en misschien wel voor ons allemaal. Maar zoals het

spreekwoord zegt: ‘Dit is de eerste keer dat we dit proberen, dus we denken dat het ongetwijfeld gaat lukken’.

Stikstof binden blijkt kwijtgeraakte kunde (15 april 2020)

Vlinderbloemige gewassen zoals peulen en linzen kunnen op stikstofarme grond groeien zonder kunstmest, terwijl soorten uit

verwante plantenfamilies dat niet kunnen.

Die eigenschap hebben de peulen niet specifiek verworven, maar de andere planten zijn hem verloren, ontdekte dr. ir. René Geurts van

de Wageningen Universiteit. Met die conclusie zette hij het veld op zijn kop, en gaf hij een draai aan de ontwikkeling van

landbouwgewassen die niet bemest hoeven te worden. Geurts ontving voor dit onderzoek in 2013 een NWO-Vici van anderhalf miljoen

euro.

Nieuwe toekenningen NWO en ZonMw versnelde onderzoeksprogramma’s naar corona

Vandaag, 14 april, maakt NWO de laatste toekenningen van de call Corona: fast-track data bekend. De eerste toekenningen

waren afgelopen vrijdag al bekendgemaakt.

De call ‘fast-track data’ is in het leven geroepen vanuit de NWO-domeinen Exacte en Natuurwetenschappen, Sociale en

Geesteswetenschappen en Technische en Toegepaste Wetenschappen voor het vergaren van data die alleen nu, tijdens de COVID-

19-crisis, kunnen worden verzameld, en voor vraagstukken die zich tijdens de coronacrisis in de samenleving voordoen. De

gefinancierde onderzoeken zullen leiden tot belangrijke, unieke sets aan data.

Ook bracht ZonMw vandaag naar buiten welke acht projecten die direct effect hebben op het verloop van de uitbraak van het

ministerie van VWS aan ZonMw om acuut onderzoek te financieren met directe impact op de huidige corona pandemie.

18 starting science talents go to top foreign institutions thanks to Rubicon (14 April 2020)

18 researchers who have recently received their PhDs can do their research at foreign research institutes thanks to a Rubicon

grant from NWO. The Rubicon programme gives young, highly promising researchers the opportunity to gain international

research experience.

Top institutions

For many researchers, experience abroad is an important step in their career. Thanks to the Rubicon grant these young researchers

can do their research at top institutions such as Lund University and Harvard. The majority of the researchers will go abroad for a

period of 24 months. A total of 14 Rubicon researchers are going abroad for 24 months, two are going for 12 months, one is leaving 15

months abroad and one will go for 18 months.

NWO is complying with the measures announced by the Dutch government to tackle the coronavirus. This will have an impact on the

funding rounds, ongoing research and NWO’s policy. NWO will ensure that these activities do not stop. The current circumstances

require appropriate measures, which will differ per instrument. This means that the researchers awarded Rubicon funding in this round

will only start their research when the situation is safe for them.

Facts and figures

74 researchers submitted a proposal for Rubicon, 41 of them women and 33 men. The overall award rate was 24.3%. The award rate

was 24.4% for women and 24.2% for men. Ten laureates are going to the United States, two to the Italy, two to Germany and the rest

of the individual candidates are going to Australia, Switzerland, Canada and Belgium.

The following 2 Wageningen researchers are granted:

Turning DNA parasites into powerful DNA editors Dr I. (Ioannis) Mougiakos (m), Wageningen University & Research -> Germany,

Helmholtz Institute for RNA-based Infection Research, Würzburg, 24 months

Transposons are DNA parasites that “jump” from one position in a genome to another. The researcher will turn a recently discovered

type of transposon into a revolutionary DNA-editing tool, and use this to convert bacteria into sustainable chemical factories.

Speechless: how plants produce stomas Dr M.E. (Margot) Smit (f), Wageningen University & Research -> United States, Stanford

University, Department of Biology, 24 months

Plants make stomas to breathe. Producing a stoma is a complex process that involves a considerable genetic network. The researcher

will examine how a single protein in that network is necessary for several steps in the development.

Rubicon

With a Rubicon grant researchers can spend up to 24 months doing research at a foreign institution. The size of the grant is dependent

on the destination chosen and the duration of the stay. Each year, NWO can fund about 60 young researchers within Rubicon (for a

total amount of 7 million euros allocated over three rounds). The awards concern the third funding round of 2019.

Widening-acties als middel om de Europese innovatiekloof te verkleinen (16 april 2020)

Europa kampt met een interne onderzoeks -en innovatiekloof die een groot verschil blootlegt tussen de innovatiekracht van

West-/Noord-Europese landen en de zogenoemde widening-landen, voornamelijk in Centraal-, Oost- en Zuid-Europa. Dit blijkt

uit de lage deelname van widening-landen aan het Europese Kaderprogramma voor onderzoek en vormt een probleem gezien

het onbenut potentieel leidt tot verminderde Europese concurrentiekracht. Mede daarom introduceerde de Commissie in

Horizon 2020 een pakket aan widening-maatregelen om de innovatiekloof te verkleinen. Beleidsmedewerker Joep Bresser

analyseerde tijdens zijn stageonderzoek de Centraal- en Oost-Europese onderzoekssystemen en onderzocht de effectiviteit

van één van de geïntroduceerde widening-instrumenten: Twinning. Hij maakt nu de balans op.

Cohesie vs. Excellentie

Het Europese Kaderprogramma voor onderzoek & innovatie is gebaseerd op excellentiecriteria. Met een gemiddeld slagingspercentage

van slechts 12,4% is de concurrentie voor subsidies binnen Horizon 2020 zeer groot. Waar Nederlandse partijen in het huidige

Kaderprogramma bij één zesde van alle projecten betrokken zijn, doen instellingen in het gemiddelde widening-land slechts aan 1%

van de projecten mee. Dit vormt een lastig dilemma voor de Europese Commissie: financier je alleen het meest excellente onderzoek

om zo de concurrentie aan te gaan met de rest van de wereld, of vergroot je de kans op deelname van widening-landen

onderzoekscapaciteit in die landen, en daarmee van geheel Europa, op te krikken? Of is er een tussenweg mogelijk?

Excellentie vs. inclusie

Lidstaten verschillen van mening over hoe de innovatiekloof binnen Europa moet worden verkleind. Als het aan lidstaten met veel

innovatiekracht zoals Nederland ligt, wordt er niet getornd aan de excellentiecriteria binnen het Kaderprogramma. Juist de Structuur -en

Investeringsfondsen (ESIF) en nationale financiering zouden meer ingezet moeten worden om onderzoekscapaciteit op te bouwen.

Widening-lidstaten wijzen er daarentegen op dat de structuur van het Kaderprogramma ontworpen is voor economieën met volwassen

innovatie -en onderzoekssystemen. En met de komst van de nieuwe lidstaten in 2004, is niet genoeg rekening gehouden met de

verschillende uitgangssituaties.

Het ontstaan van een innovatiekloof

Als gevolg van de tegenstellingen tussen het communisme in Centraal- en Oost-Europese landen en de toenemende welvaart in West-

Europa na de Tweede Wereldoorlog is er een ontwikkelingskloof ontstaan tussen deze landen, ook op het gebied van onderzoek en

innovatie. De wetenschappelijke gemeenschap in de Sovjet-Unie en andere landen achter het IJzeren Gordijn werd afgesloten van de

buitenwereld. Academische vrijheid voor verschillende disciplines werd ingeperkt en onderwijs, onderzoek en het bedrijfsleven werden

van elkaar gescheiden. Daarentegen vond er in West- en Noord-Europa juist een schaalvergroting van kennisinstellingen plaats. Hier

nam de toegankelijkheid en onafhankelijkheid van het hoger onderwijs toe en werden – als gevolg van toenemende integratie in West-

Europa – duurzame transnationale onderzoeksnetwerken opgezet. Tegen de tijd dat de Muur viel, waren er in West-Europa al sterke,

excellente en enigszins gesloten netwerken gevormd.

Hulp en hervorming

Na de val van de Muur bood Europese integratie nieuwe kansen voor de EU en post-communistische en -socialistische landen.

Innovatie- en onderzoeksprocessen in Centraal- en Oost-Europese landen zijn sindsdien versterkt door EU-beleid. Hoewel toetreding

tot de interne markt voor economische groei heeft gezorgd, blijkt juist het opbouwen van een concurrerende innovatie-gedreven

economie tot nu toe lastig. Deel uitmaken van de Europese Onderzoeksruimte betekende ook de concurrentie aan moeten gaan met

excellente kennisinstellingen. Daarnaast leidt de integratie in de interne markt ook tot nare bijeffecten als brain drain.

We have got a problem

Dat de integratie van de nieuwe landen in de Europese Onderzoeksruimte gepaard ging met moeilijkheden, werd onmiddellijk

aangetoond met de eerste lage cijfers over hun deelname aan het Zevende Kaderprogramma (2007-2013). Tijdens de ontwikkeling van

het vervolg op het Kaderprogramma, Horizon 2020, ging de Commissie op zoek naar oplossingen voor Centraal- en Oost Europese

landen. Zo maakte ze in Horizon 2020 specifiek budget vrij voor ‘Widening participation and sharing excellence’; gericht op het

adresseren van de barrières voor deelname. Via Twinning, één van de drie kerninstrumenten naast de ERA Chairs en Teaming, wordt

een instelling uit een widening-land aan twee of meer excellente instellingen gekoppeld. Door middel van uitwisselingen, conferenties,

gezamenlijk onderzoek en trainingen kunnen deze instellingen helpen bij het opbouwen van onderzoekscapaciteit en -excellentie.

Positieve signalen Twinning

Nu Horizon 2020 er bijna opzit, kunnen er voorzichtige conclusies worden getrokken over de effectiviteit van de widening-instrumenten.

De tussentijdse evaluatie

Twinning toont eerste positieve signalen. Zo geeft het onderzoekers uit widening-landen namelijk de kans om toe te treden tot

internationale excellente netwerken en om ervaring op te doen in internationale samenwerking. Het instrument kent veel flexibiliteit en

biedt ruimte voor activiteiten zoals conferenties en trainingen die zonder nationale financiering vaak ondenkbaar zouden zijn. Na afloop

van de projecten wordt er in veel gevallen gekeken hoe er een vervolg kan worden gegeven aan de samenwerking. Daarnaast blijken

de succesverhalen van Twinning uit H2020 een katalysator te zijn voor meer aanvragen binnen en buiten de instelling. Ook voor

Nederlandse kennisinstellingen zijn er voordelen te behalen, zoals netwerkuitbreiding, kennisuitwisseling en toegang tot nieuwe

onderzoeksmiddelen -en infrastructuren.

Maar geen wondermiddel…

Er zijn dus positieve signalen over de effectiviteit van het instrument, maar toch gaan noch Twinning, noch de andere widening-

instrumenten, de structurele problemen in deze landen oplossen. Europese subsidieprogramma’s worden in veel gevallen als een

uitweg gezien uit nationale structuren en subsidieprogramma’s die vaak minder vrijheid en middelen voor individuele onderzoekers

bieden. Ook blijft het structurele tekort aan nationale onderzoeksfinanciering een groot probleem, waardoor duurzame samenwerking in

de toekomst kan worden belemmerd. Dit tekort levert ook een probleem op voor de instrumenten zelf. Zo stelt Twinning geen geld

beschikbaar voor onderzoek en vaak kunnen instellingen in widening-landen dit ook niet zelfstandig bekostigen. Dit gebrek aan

onderzoeksgeld leidt dan ook in sommige gevallen zelfs tot verminderde motivatie vanuit de excellente kennisinstellingen om deel te

nemen. Intrinsieke motivatie blijkt dan ook uit interviews vaak een voorwaarde te zijn voor succesvolle samenwerking. Enkel als er voor

beide partijen voordeel is te halen uit de samenwerking, zal er ook echt energie worden gestoken in het project. Een grotere erkenning

voor wederzijdse kennisuitwisseling en startfinanciering voor onderzoek zouden daarom een goed uitgangspunt zijn voor het nieuwe

Kaderprogramma Horizon Europe.

Blik op de toekomst

In Horizon Europe zal er met 3,3% (ten opzichte van 1,1% in Horizon 2020) een aanzienlijk groter deel van het totale budget van het

programma aangewend worden voor widening participation en het opbouwen van innovatie- en onderzoekscapaciteit. Ongeveer de

helft van deze gelden zullen worden bestemd voor de kerninstrumenten Twinning, Teaming en de ERA Chairs. Ondertussen wordt er

druk nagedacht over zowel verbetering van bestaande als de introductie van nieuwe instrumenten. Zo wil de Commissie

startfinanciering voor onderzoek beschikbaar stellen voor de kerninstrumenten en zullen synergieën tussen de structuurfondsen en

Horizon Europe worden verbeterd, onder andere door staatssteunregels te versoepelen en betere connecties tussen

de structuurfondsen en de ERC/MSCA. Andere aanvullingen zijn: het hop-on instrument, waarbij widening-instellingen in een latere

fase van een project kunnen toetreden tot een consortium; voorafgaande toetsing van onderzoeksvoorstellen; en een nieuw

Excellentie-initiatief dat gelinkt wordt aan de netwerken uit het Europese Universiteiten-initiatief.

Neth-ER in de periode februari tot en met juli 2019. Voor het onderzoek deed hij een uitgebreide analyse van de ontwikkeling van

The 2021 - 2027 long-term EU budget has to be “completely different” in order to drive economic recovery from the

coronavirus outbreak, the European Commission president said on Wednesday.

Ursula von der Leyen said a re-worked seven-year budget would front load “huge investment” in the first three years to get Europe back

on its feet following the large economic shock caused by the virus.

“The next EU budget has to be the European answer to the corona crisis. It has to be different; completely different to norma l EU

budgets,” von der Leyen said.

“We’re not talking about a billion [euros], we’re talking about a trillion, looking at the investment initiative that has to be done,” she said.

The president confirmed she will host a virtual pledging conference on May 4 to raise money to fill “immediate funding gaps” in vaccine

research.

The fundraising session will be hosted by the commission alongside the Global Preparedness Monitoring Board; the Coalition for

Epidemic Preparedness Innovations; Gavi, the Vaccine Alliance; the Wellcome Trust; and the Gates Foundation.

The Global Preparedness Monitoring Board, a body run by the World Health Organisation and the World Bank, estimates that $8 billion

is needed to pay for drug and vaccine development and to start to scale up production across the world.

"I hope that countries and organisations all over the world will respond to this call," von der Leyen said.

Budget pain

With EU governments facing all-consuming health and economic emergencies at home, some rate the chances of signing off on the full

seven-year Brussels budget, worth €1.095 trillion, as slim.

Money was a big obstacle in talks even before coronavirus. The most recent attempt to build consensus amongst European capitals on

the budget was a near-30 hour summit in February, which ended with little progress.

The EU chief said it is “an advantage” for Europe to start a new budget cycle so soon after the crisis. Brussels is expecting to see the

new proposal on April 29.

The president also argued that the “political necessity” for the Green Deal, a flagship policy to remake European economies using

green technologies, is as strong as before the crisis.

“Climate change didn’t stop, it’s ongoing. Fighting it is in our interests, unless we want to pay heavily for the cost of non-action,” von der

Leyen said.

In another speech Thursday, von der Leyen also emphasised the importance of investing in 3D technology to “help us to be more

independent”. Technological sovereignty has shot back up the agenda in the (virtual) corridors of Brussels, with the crisis exposing a

heavy reliance on Chinese suppliers.

Absent an agreement by EU governments this year, Brussels could extend the current budget cycle for at least one year. Another

option would be for the commission to operate month-to-month from January 2021. Under the budget regulations, it can simply take an

extension of the 2020 budget one month at a time, as it has done in past budget deadlocks.

The EU's budget accounts for about 1 per cent of gross national income across the bloc but lawmakers in the Parliament are already

suggesting GNI is no longer a good basis for making up the budget, because of the coronavirus hit to the economy.

EU Council President Charles Michel, who will discuss a reworking of plans for the budget during a videoconference summit of the

bloc’s leaders’ on April 23, said “a decision has to be taken” by member states. “We need to make the most of this opportunity,” Michel

said.

The former Belgian prime minister called for a new “Marshall Plan”, alluding to Europe’s reconstruction after World War II.

“Adjustments [to the current budget] will have to be made. [But] digital and green deal plans are crucial,” he said.

Onderwijsministers bespreken uitdagingen afstandsonderwijs

Op 14 april hielden de onderwijsministers een informele bijeenkomst https://eu2020.hr/Home/OneNews?id=243, waarin zij de

uitdagingen van de coronacrisis op de verschillende onderwijssystemen bespraken. Daarbij ging de aandacht vooral uit naar de

moeilijkheden die komen kijken bij afstandsonderwijs. De grootste zorg onder ministers is de vraag welke impact de overstap naar

lesgeven op afstand zal hebben op sociale ongelijkheid en inclusiviteit van het onderwijs. De ministers hebben ook ideeën uitgewisseld

over de organisatie van virtueel leren, het uitvoeren van eindbeoordelingen, het upgraden van IT systemen, de kwaliteit en

toegankelijkheid van onderwijs en de manier waarop studenten en docenten het best ondersteund kunnen worden in coronatijden.

Daarnaast hebben de ministers kort besproken dat ze barrières voor leermobiliteit in de toekomst zoveel mogelijk willen beperken. Dit is

de tweede virtuele bijeenkomst van onderwijsministers sinds het begin van de coronacrisis – de ministers kwamen vorige maand ook al

samen om de gevolgen van het coronavirus op het onderwijs te bespreken.

De EU gaat nauwer met Afrika samenwerken op het gebied van onderzoek en innovatie om het coronavirus tegen te gaan. Via

het European and Developing Countries Clinical Trials Partnership (EDCTP) zullen drie calls https://ec.europa.eu/info/news/eu-

and-africa-step-research-cooperation-combat-coronavirus-outbreak-2020-apr-08_en worden gefinancierd voor een bedrag dat oploopt

tot 28 miljoen euro vanuit het Horizon 2020 programma. Het EDCTP initatief is in 2003 van start is gegaan en is gericht op

samenwerking met sub-Saharisch Afrika. De eerste call is al op 3 april opengesteld en krijgt een budget van 4,75 miljoen euro (met

steun uit Frankrijk en Zweden), om een adequate voorbereiding tegen de pandemie in Afrikaanse partnerlanden te ondersteunen. Een

tweede call (18 miljoen euro) zal helpen met gezamenlijk klinisch onderzoek met en tussen Afrikaanse landen. De derde call (5 miljoen

euro) richt zich op capaciteitsopbouw door epidemiologen te trainen. Beide calls zullen gelanceerd worden op 10 april. Dit initiatief

maakt onderdeel uit van de mondiale aanpak https://ec.europa.eu/commission/presscorner/detail/en/IP_20_604 mondiale respons van

de EU om ontwikkelingslanden te helpen de coronacrisis aan te pakken. Ook past het goed binnen de recent voorgestelde EU-Afrika

voor samenwerking op het gebied van onderzoek ziet weggelegd.

Europarlementariërs vragen om Europees e-learning platform (14 april 2020)

28 Europarlementariërs vragen de Europese Commissie om een Europees e-learning platform om ongelijkheid in het

Europees onderwijs te voorkomen. De groep waarschuwt in een open brief dat de COVID-pandemie regulier onderwijs

onmogelijk maakt, terwijl niet alle leerlingen toegang hebben tot online onderwijs. Ook vragen de parlementariërs om

aandacht voor de precaire situatie van deelnemers aan het Erasmus+-programma die zich nog in het buitenland bevinden.

Toegang tot online onderwijs

Een groep van 28 Europarlementariërs vraagt in een open brief https://www.esu-online.org/wp-content/uploads/2020/04/Open-Letter-

ongelijkheid in het onderwijs als gevolg van de corona-epidemie. Daarbij denkt de groep in de eerste plaats aan een Europees online

onderwijsplatform dat toegankelijk is voor alle Europese scholen. Op deze manier kunnen alle Europese scholieren en studenten op

afstand worden onderwezen. De politici vrezen dat het coronavirus bepaalde groepen harder treft dan anderen en de ongelijkheid in

Europe zal vergroten. Volgens de volksvertegenwoordigers beschikken de meeste scholen immers nog niet over een online

infrastructuur die het reguliere onderwijs kan vervangen. Ook vragen de parlementariërs om internet toegankelijk te maken voor

leerlingen en docenten die zelf niet tot de juiste materialen beschikking hebben, bijvoorbeeld door middel van vouchers of “remote

working tools” als laptops.

Noodmaatregelen nodig

De groep van Europarlementariërs wijst erop dat het corona-virus een brede impact heeft op het onderwijs. Zo is er bijvoorbeeld hulp

nodig voor gestrande Erasmusstudenten en -docenten om naar huis terug te keren. Bovendien is het nog maar de vraag of er na de

zomer van Erasmus+ gebruikt kan worden gemaakt. Tenslotte wijst de brief erop dat universiteiten hard getroffen worden door de

epidemie, met verstoringen van examens en onderzoeksprojecten als gevolg. Dit brengt het verloop van het onderwijs in gevaar.

Context

De coronacrisis heeft de onderwijssector hard geraakt, zo constateerden onderwijsministers onlangs. De Commissie heeft al een

aantal maatregelen genomen voor Erasmus+ https://www.neth-er.eu/nl/nieuws/Gevolgen-van-het-coronavirus-voor-Erasmus-en-

Digitalisering in het onderwijs staat centraal in het Digital Education Action Plan https://ec.europa.eu/education/education-in-the-

Viewpoint: Boost the EIC Accelerator to rescue Europe’s high potential start-ups (14

The COVID-19 crisis has seen private investment in pre-market, high-risk start-ups dry up overnight. With no cash flow, they

need support to stay afloat. The EIC Accelerator could be used to help them

Amidst all the other chaos, the coronavirus crisis is a severe threat to high-risk, high-potential start-ups that are gearing up

for market launch. These companies have seen private investor interest disappear overnight. But in contrast to earlier stage

companies that can put their research on ice and eke out resources, businesses at this stage of development need significant

funding, as they have expanded their teams and are preparing for market entry.

The European Innovation Council (EIC) Accelerator could – and should - be adapted to help sustain these promising companies.

As part of the EIC pilot, the Accelerator supports top-class innovators, entrepreneurs and small companies with funding and services to

fast-track products to market. Its raison d’être is to help start-ups develop and launch innovative products that create new markets.

Between June 2014 and January 2020, the European Commission awarded €2.5 billion to 5,382 start-ups and SMEs though this

programme.

To get funding, companies go through a stringent written evaluation and face-to-face pitch, with winners receiving grants of up to €2.5

million, equity investments of up to €15 million and business coaching and mentoring.

But unsuccessful applications can be resubmitted multiple times and as a result the number of applications has grown and success

rates have dropped. In the latest call, in March 2020, 4,000 applications were received, compared to 1,800 for previous cut-offs.

There is a budget of €164M for this deadline, meaning the EIC will only be able to fund a meagre 1 per cent of the applicants , with

around 40 companies receiving average funding of €4 million each.

As can be seen, the EIC Accelerator is now seriously oversubscribed. This needs to be urgently addressed by the EIC Task Force:

companies are investing around 200 hours on their applications, and it is not realistic to expect them to do this with the current success

rates.

Over the past six years, the Executive Agency for Small and Medium-sized Enterprises (EASME), which manages several

European Commission programmess, including the EIC Accelerator, has created a tool that enables the evaluation of over 2,000

proposals in four weeks, providing applicants with funding decisions within eight weeks, and actual cash in their accounts within 16

weeks.

This outstanding capability makes the EIC the ideal vehicle to quickly provide emergency funding to the best European start-ups,

preventing many unnecessary bankruptcies.

The EIC programme could be used to support existing EIC funding recipients, by fast-tracking their funding installments and making

sure they do not run out of cash in the middle of their project, and to provide new funding to other high potential start-ups that cannot

access private capital anymore.

by the EIC:

1. Providing additional grant pre-financing to any current EIC grant recipient in financial distress. This simple measure will help

many grant recipients survive the current crisis.

2. Fixing the supply by increasing the EIC budget by 200 per cent, to reflect the growth in applications, and increasing EASME

staff to cope with the additional application load, without delaying the evaluation process.

3. Fixing the demand by limiting the number of times a project can be resubmitted.

4. Simplifying and clarifying the rules so it does not take 200 hours to complete an EIC grant application. The current structure is

extremely challenging for applicants and also for evaluators, who have less than three hours per application to complete their

review.

5. Securing more funds from the European Commission to implement an additional call between May 2020 and October 2020,

and, if the call is open to COVID-19 proposals, making sure there is a ring-fenced budget so that other innovations are not

crowded out.

Finally, in Horizon Europe, the EIC would benefit from becoming an independent entity, able to put its agility to the service of European

SMEs, without being encumbered by additional administrative burdens.

650 miljoen voor aanvullende maatregelen agrarische sector op noodpakket (15 april

Het ministerie van Landbouw, Natuur en Voedselkwaliteit (LNV) komt de sierteeltsector, specifieke onderdelen van de

voedingstuinbouw en de fritesaardappelsector tegemoet voor geleden schade door de uitbraak van COVID-19. Veel bedrijven

in deze sectoren zijn van de een op andere dag geconfronteerd met een acute vraaguitval door het wegvallen van de exportmarkt en

het wegvallen van hun grootste binnenlandse afzetmarkt; de horeca. Dit schrijft minister Carola Schouten van LNV in een Kamerbrief

aan de Tweede Kamer.

Minister Schouten: “Bepaalde sectoren waren niet geholpen met het noodpakket dat het kabinet eerder heeft gepresenteerd. We

hebben hier te maken met bedrijven die in een unieke positie zitten. Je kunt groeiende gewassen niet stoppen. Daarnaast hebben de

bedrijven te maken met producten die niet lang houdbaar zijn en die niet of moeilijk verwerkt kunnen worden. En er zijn bedrijven die

juist in de maanden maart, april en mei een piekomzet draaien. Met deze regelingen stellen we veel bedrijven in staat de grootste

klappen op te vangen."

Sierteelt en specifieke onderdelen voedingstuinbouw

Voor de sierteelt en specifieke onderdelen voedingstuinbouw komt er een omzetschaderegeling ter hoogte van 600 miljoen euro. De

regeling is voor bedrijven in deze sectoren die te maken hebben met een forse omzetdaling. Tegelijkertijd kan de sector een teelt en

oogst niet zomaar stilleggen. Daardoor hebben bedrijven te maken met doorlopende vaste lasten, maar ook met doorlopende

productiekosten. Uitgangspunt is dat de eerste 30 procent van de omzetderving voor ondernemers is en de overheid de resterende 70

procent van de schade voor een aanzienlijk deel compenseert.

Fritesaardappelen

Fritesaardappeltelers krijgen een compensatie voor de hoeveelheid fritesaardappelen die zij nog in opslag hebben. De vergoeding geldt

voor aardappelen die dit seizoen niet meer verwerkt kunnen worden tot frites en bedraagt 40 procent van de gemiddelde marktwaarde

van de periode september 2019 t/m februari 2020. In totaal is hier 50 miljoen euro voor beschikbaar.

Er volgt op de korte termijn informatie over de nadere uitwerking en de precieze wijze waarop bedrijven zich kunnen aanmelden.

Generieke maatregelen

In het pakket noodmaatregelen van het kabinet dat op 17 maart is gepresenteerd staat een aantal generieke instrumenten, waarvan

ook de land- en tuinbouwsector en de visserijsector gebruik kunnen maken inclusief de verruiming van de regeling Borgstelling MKB-

landbouwkredieten. Het kabinet blijft monitoren hoe het pakket van maatregelen voor diverse sectoren uitwerkt zodat eventuele

knelpunten snel boven tafel komen en oplossingen te kunnen bespreken.

OECD estimates COVID-19 pandemic will cause severe cuts in GDP (14 April 2020)

The OECD estimates https://www.oecd.org/coronavirus/en/ the pandemic will shrink the economies of advanced countries by at least

15 per cent. France, Germany, Italy, Spain, UK and the US will see their GDP shrink by more than 25 per cent.

The pandemic’s impact on economic growth will ultimately depend on the duration of lockdown measures and the speed at which

significant fiscal and monetary support takes effect, the OECD says.

The OECD is working with governments on policies needed to slow the pandemic and mitigate its economic and societal effects.

EU Green Week 2020, 1-5 June 2020

Attracting attention around the globe, EU Green Week is the biggest annual event on the European environment policy calendar. It's a

forum for stakeholder debate at the European, national and local levels, generating input that feeds back into policymaking and

implementation. And it is a truly European event – in addition to a high-level conference in Brussels, numerous events are organised by

partner organisations across the whole of Europe.

EU Green Week 2020 will focus on nature and biodiversity. All around the globe, biodiversity is disappearing as a result of

unsustainable human activities. This loss is closely connected to climate change, and the combined effect of this unprecedented crisis

is disrupting the ecosystems that support life on Earth, with devastating consequences for human well-being and prosperity. While the

situation is extremely serious, there is still hope. Solutions exist, but they require deep and transformative changes in the way we

produce, consume and trade.

EU Green Week will explore possible pathways for change, and examine how a range of EU policies like the European Green Deal can

help protect, restore and sustainably manage nature, leaving it room to recover and thrive. This year’s Green Week will act as a

milestone on the path to the COP 15 conference in Kunming, China, in October 2020, where world leaders will adopt a new 10-year

action plan for biodiversity – a new global deal for people and nature.

2020 will be a landmark year. EU Green Week 2020 is your opportunity to meet up with people at the heart of the process.

Summer School on “One Health” for early-career professionals, Parma, Italy, 9-11 June

2020.

European Food Safety Authority (EFSA), the University of Parma and the Catholic University Sacro Cuore of Piacenza are organising a

Summer School on “One Health” for early-career professionals. It will take place in Parma, Italy, from 9-11 June 2020.

The Summer School 2020 is free-of-charge, offering a learning opportunity to PhD students, post-doc researchers, as well as to other

early-career candidates with a scientific background. Registration is limited to 150 people and participation will be decided by the

scientific committee on a first-come, first-served basis.

Registrations is open until 31 March 2020 or until the maximum number of registrations (150) is reached.

COVID-19 is in ons midden en heeft verstrekkende gevolgen. Op dit moment is het uiterst onzeker of onder de

omstandigheden in juli een fysieke conferentie kan worden georganiseerd in Nederland. Het is daarom niet mogelijk om de

NBM conferentie 2020 volgens plan door te laten gaan vanwege de gezondheidsrisico’s, het risico verbonden aan deelname,

reisbeperkingen en de gerelateerde morele risico’s.

Om de voortgang van de #NBMconferentie2020 veilig te stellen, heeft de organisatie besloten alle fysieke activiteiten te annuleren. In

plaats daarvan zal de vijfde internationale conferentie Nieuwe Businessmodellen op 1 en 2 juli 2020 worden omgezet in een volledig

digitaal evenement met online plenaire sessies, digitale conferentieruimten, een digitale hangout, enzovoort.

Verregaande digitale reorganisatie

Zodoende ziet de organisatie zich nu voor een onvoorziene en verregaande digitale reorganisatie geplaatst. Om dit vlot te laten

verlopen, zijn een technisch directeur en personeel aangesteld. NBM 2020 zal ervoor zorgen dat alles goed verloopt en dat deelnemers

uit de hele wereld het beste kunnen halen uit #NBMconferentie2020.

Er is een beoordelingsprocedure ingesteld voor deelnemers die een abstract of een artikel indienden. Feedback zal zoals gepland rond

22 april worden aangeleverd. Wanneer u naar Nijmegen wilde komen, kunt u nu in plaats van een fysiek bezoek, een online bezoek

inplannen. Vergeet niet uw hotelreservering te annuleren! Wanneer u al een ticket kocht voor de gewone conferentie, wordt uw ticket

een “virtuele” conferentielocatie. Dit is een unieke ervaring voor veel van ons en misschien wel voor ons allemaal. Maar zoals het

spreekwoord zegt: ‘Dit is de eerste keer dat we dit proberen, dus we denken dat het ongetwijfeld gaat lukken’.

The 8th ICSD 2020 will be an excellent opportunity to share your ideas and research findings relevant to the Sustainability Science,

through the European network of academics. This interdisciplinary forum is for scholars, teachers, and practitioners from any

professional discipline who share an interest in—and concern for— sustainability in an holistic perspective, where environmental,

cultural, economic and social concerns intersect. Papers will be published in Open Access EJSD Journal (Thompson Reuters) and

Proceedings. This ambition will proceed in a multidisciplinary way across the various fields and perspectives, through which we can

address the fundamental and related questions of Sustainable Development. We invite you to submit an abstract in the range of the

ILSI Europe postpones the General Assembly and the Annual Symposium 2020 due to

the COVID-19 outbreak until 5th and 6th October 2020

gathering scheduled to take place on 1st and 2nd April, has deferred until 5th and 6th October 2020 due to the Covid-19 global

pandemic.

How does COVID-19 affect ILSI Europe Governance bodies?

The regular meetings of the Board of Directors (BOD) and the Scientific Advisory Committee (SAC) throughout the year had to be

adapted to this extraordinary situation. The meetings arranged for summer will now take place by digital means. The autumn meetings

have been brought forward to coincide with the Annual Symposium & the GA.

Task Forces and Expert Groups adapt and continue to contribute to the best science

For the same reason, the ILSI Europe team have worked remotely since 16th March in accordance with the local and international

health authorities’ recommendations. As a consequence, all Task Force and Expert Group meetings will be held via conference call.

These online meetings will take place as long as a minimum attendance quota of 50% of the participants is reached.

About the EU office

The EU office of Wageningen University & research provides, in close collaboration with Science Group liaison officers, information

and support on fund raising, proposal writing and project management. The helpdesk can supply you with information on specific

national and international programmes and funding schemes, best practices and templates.

Rooted in the former EuropaDesk that focused mainly on EU funding mechanisms, the services were broadened to include other

international funding schemes as well as national and regional subsidies. Our approach is demand-driven. We look for tailor-made

solutions, liaise with regional and institutional account managers, National Contact Points and EU officers and can support project

coordinators for example with contract negotiations and audits.

The EU office is committed to provide advice in the whole process from proposal development to project execution and beyond.

Whether you are looking for consultancy with regard to fund raising and proposal writing, are seeking dedicated support in developing

(inter)national strategic initiatives, or are looking for advice on legal, financial or other project management related subjects.
