The “Perfect Storm”

About three-quarters of the rehab center patients with private insurance come to Florida

from out of state, according to law enforcement officials in Palm Beach County. The

Affordable Care Act, which both mandates payment for drug treatment and makes private

insurance easier to obtain for young people, has created a pot of money that’s being

exploited by unscrupulous treatment centers, according to those officials.
