ENGINEERING SERVICES
The City of Havre has been awarded a Treasure State Endowment Program (TSEP) planning grant for the completion of a Prelimi-nary Engineering Report (PER) of the City’s storm drainage system. The City is considering an applica-tion to the TSEP Program in the 2014 for funding of the storm drainage improve-ments. The PER must be completed by April 1, 2014.
The completion of the PER will include, but is not lim-ited to:
1. Identifying the planning area and existing/potential service area.
2. Evaluating the condition of the existing facilities.
3. Preparing detailed analysis of the existing collection;
4. Developing recommen-dations regarding possible improvements to the existing system, including
an alternative analysis and prioritization of each proposed improvements.
5. Preparing analysis of the preferred alternative including costs estimates for each recommendation.
6. Analysis of the Envi-ronment/Environmental Consequences for the preferred alternative.
7. Conduct public hear-ings.
8. The final report must comply with the current re-quirements of the Uniform Preliminary Engineering Report (PER) as adopted by the Water, Wastewater, and Solid Waste Action Coordination Team. Cop-ies of the PER Outline are available upon request.
9. The City, at its option, may include the following services: final design, con-struction administration and inspection work.
Responses to this RFP should include:
1. The firm’s legal name, address and telephone number;
2. The principal(s) of the firm and their experience and qualifications;
3. The experience and qualifications of the staff to be assigned to the project;
4. A description of the firm’s prior experience, including any similar proj-ects (in particular those funded by DNRC, TSEP, CDBG, SRF, USDA Rural Development), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm’s performance.
5. A description of the firm’s current work activi-ties and how these would be coordinated with the project, as well as the firm’s anticipated avail-ability during the term of the project;
6. The proposed work plan and schedule of activities to be performed;
