Executive Summary:

Overall purpose, goals, and design methodology

This project is reconstruction of approximately 4.26 miles of Interstate Route 271 including one partial and two full interchanges beginning approximately 0.5 miles west of State Route 176 and extending to the Ohio Turnpike. The partial interchange is located at Brecksville Road (CR 17), and the full interchanges are located at Interstate Route 77 and State Route 303. Three overpass structures, one ramp structure, and four mainline structures are included in the project. The Furnace Run twin box culverts were rehabilitated.

The purpose of the project was to improve Interstate Route 271 by reconstructing the pavement, bridge structures, drainage, signing, lighting including installation of high mast lighting, and roadside protection. No increased capacity was included in this project and no additional right-of-way was acquired with this project. The interchanges were upgraded to improve substandard features within the existing limited access right of way however, no major interchange reconfiguration was developed.

Highlight any unique aspects of the project

Richland Engineering Limited developed the project subsequent to the Preliminary Engineering Phase through Final Detailed Design. A design study was performed for the Interstate Route 271 over Interstate Route 77 bridge due to the complex dog legged steel structure layout at the exit ramp. A design study was performed for the Interstate Route 271/Interstate Route 77 ramps to meet current design criteria within the existing limited access right of way.

The rolling terrain and slope stability concerns in this area required vertical alignment adjustments to limit sliver fills and limit impact to a slope failure repair performed prior to the proposed mainline improvement.

The soil profile identified rock within close proximity to the subgrade and required rock cuts. The water and sanitary sewer lines located in the limited access right of way that service the roadside rest area located west of the project limits were evaluated for replacement due to problems that were occurring at the rest area and due to the potential lack of cover due to the proposed grading. An 84” storm sewer located at the toe of a high embankment needed to be replaced with reinforced concrete pipe to replace failing corrugated metal conduit. The median ditch was utilized for

post construction storm water management. Contra-flow maintenance of traffic was implemented. During construction, the maintenance of traffic stages/phases were optimized with limited closures and re-phasing to improve the Contractors operation and enhance the flow of traffic through the work zone. Utility coordination with 16 utility companies including gas transmission, electric transmission, telephone, cable, sewer, water, and fiber optic. On-going services during construction.

Plans were reviewed internally by the Consultant prior to submission. The District prepared comments for each staged submission. Comments were provided electronically and a detailed disposition for the comments was prepared and submitted prior to or with the next stage submittal to the District. No specific design review meetings were scheduled or needed during the design however project coordination office meetings and teleconferences were held to discuss the project status.

3 Cooperative and effective project management

The District Project Manager and Richland Engineering Limited Project Manager worked together to develop the project and keep the project on schedule despite adjustments to the project scope of work during detailed design.

Modification No. 4 - The changed scope of services was additional bridge design and plan preparation to modify the SUM-303-0502 (State Route 303 over IR 271) bridge to paint the steel girders in lieu of galvanizing, $0.00. The project included alternate bids for utilizing asphalt concrete pavement or concrete pavement to obtain the most cost effective pavement. Culvert replacements were bored and jacked to minimize impact to the traveling public during construction. The bridge substructures were salvaged.

F. Community Sensitive Design

1 Mitigation of Adverse Impact on Public During Construction

Contra flow maintenance of traffic to maintain two lanes. Short term closure for one Ramp at Interstate Route 77. Road closure limitations including coordinating with a local event. Local route detour during ramp closure.

2 Preservation of Natural Areas Project plans were modified to avoid any impacts to the six wetlands in the construction limits. Records for three state

endangered dragonfly species that utilize wetlands as their habitats were located near the project, so avoiding wetland impacts also helped to avoid impacts to these species. The project was located near a record for the state endangered golden-wing warbler, but field surveys for potentially suitable habitat for the species indicated that such habitat would not be impacted. Avoidance and minimization measures for impacts to twelve streams were utilized.

3 Reestablishment of Natural Vegetation or Wetlands

Wetland impacts were avoided. Vegetated biofilters were designed into the roadway median for post construction storm water treatment.

4 Preservation of Historical and Archeological Features

An evaluation of historical and archeological features indicated that no such features would be affected by the project.

5 Enhancement of Cultural Resources Not applicable.

6 Community Sensitive Design Urban area design. Overhead bridges at the beginning and the end of the project were imprint with the local community names.
