Expression of Interest (EOI) for 242-A Evaporator Transfer Line Replacement Project

Introduction

Washington River Protection Solutions, LLC (WRPS) as a prime contractor to the U.S. Department of Energy is issuing this Request for Expression of Interest (EOI) as a means of conducting market research to identify parties having an interest in and the resources to procure, fabricate and install pipe-in-pipe transfer lines from the on-site 242-A Evaporator and various pits within the AW Tank Farm. This will be time and material contract. Expected Period of Performance for this scope of work is Late 2019 to Spring 2022.

Project Background

Part of the tank management strategy is controlling tank volume by use of 242-A evaporator which removes excess water from tank waste. To operate the evaporator supernate is pumped in and volumetrically reduced before being sent back to tank farms. The slurry is then transferred back to the tank system for storage. The existing supernate and slurry lines going between the AW farm and the 242-A evaporator and are currently out of service. This construction activity is located within the AW Tank Farm the 242-A Evaporator, and all areas between. The design and thus construction activities includes:

• Four new permanent underground pipe-in-pipe transfer lines. Two run between the 242-A evaporator and AW-02A, one runs between 242-A Evaporator and AW-02E, and one between AW-02A and AW-B.

• Pit upgrades at AW-02A, AW-B, and AW-02E (i.e., structural modifications, cover blocks, jumpers, ancillary equipment, etc.).

• All modifications to the 242-A evaporator facility.

• All required electrical and instrumentation upgrades to allow for compliant operation and monitoring.

The general schedule will follow figure 1. Due to the aggressive project schedule the Pit field work has been broken into two sections Phase 1 and Phase 2. Phase 1 includes the following scope:

• Pit clean-up and Jumper/equipment removal• Wall Nozzle installation• Laser scanning

Outputs from construction Phase 1 will feed the fabrication of jumpers, final fabrication of transfer lines, and final cover plate details. All of which will be installed in phase 2. Note, fabrication of the major components will be handled via a standalone contract.

Work associated with the project shall be performed in accordance with ASME NQA-1, Quality Assurance for Nuclear Facility Applications.

Fieldwork within AW farm will require respiratory protection by workers with Hanford Radiological and Hazardous Waste Worker training.

Summary Construction Execution Activities

NOTE: The following is a general list of the key items and attributes of the work and is NOT intended to be all inclusive in listing of items and specific requirements. Additionally, depending on the construction subcontractors level of experience in high risk radiological work, mock-up/training will be required to ensure the safe execution of work. These items may include pit work, jumper removal, impact wrench operation, etc. Mandatory mock-up/training shall be required for high risk activities such as the core drilling operation at the Evaporator pump room wall. Mock-up equipment will be provided for the construction contractor to become familiar with the equipment to be used and practice the core drilling of material/configurations representative of the Evaporator.

Phase 2: Transfer line installation / Jumper Installation / Testing / Turnover

Waste transfer lines have been assigned EINs and run between the structures listed in Table 1. Lengths listed in Table 1 are estimations.

NOTE: Pipe spools will be supplied as GFE.

The construction contractor is responsible to supply and coordinate all required civil surveys to ensure that the transfer lines are installed in accordance with the design media and the construction specification.

The transfer line Installation will be broken in to three sections. Section 1 will be from the west wall of the evaporator to the north side of 4th street. Section 2 will include crossing of 4th street, this is the shortest section but should be accelerated to minimize the duration of the road closure. Section 3 will be south of 4th street, mostly located in AW farm, and includes the transfer line between AW-02A and

EOI Submittals

Safety

The subcontractor shall provide their last three (3) years of Occupational Safety and Health (OSHA) 300 logs for review. The Experience modification (EMR) shall be no higher than 0.09. The subcontractor shall submit its Safety Manual for review by WRPS.

Quality Assurance

The subcontractor shall describe its Quality Assurance (QA) Program and provide a copy of its QA Manual for review by WRPS.

Organizational Structure & Staff Qualifications

The subcontractor shall submit typical, actual resumes for the following positions that will be required by contract:

• Project Manager• Project Safety Manager/Supervisor• Project Quality Assurance Manager/Supervisor• Site Construction Superintendent• Field Engineer• Construction Manager

Resources and Facilities

The contractor shall attest to its capability to provide all equipment, labor, transportation, facilities, materials and all other essentials necessary for the completion of the above describe scope of work.

Must have supervisors and/or lead positions with previous Hanford experience on the installation of pipe-in-pipe transfer lines and jumper removal and installation.

The subcontractor shall provide up to three (3) written examples of experience in the fabrication, installation and testing of similar piping systems.

Describe the technical approach, tool and resources to execute the SOW.

Provide company’s rough order of magnitude (ROM) cost estimate and schedule duration for all elements of work necessary to perform the scope of work.
