SUMMARYOFAPPROVEDPIHLRULECHANGESFOR2017-18SEASON EliminateRULE3.1.E.6:TEAMELIGIBILITY,DIVISION2TEAMS,CO-OPTEAMREQUIREMENTS–EliminatingthisrulewillnowallowanassociationthatisabletoregisterthreeteamstorequestoneortwoofthoseteamsasaCo-op.ChangetoRULE4.1.B.2:PARTICIPATION,TEAMROSTERS,LEAGUETEAMREGISTRATION–Allcoaches,headandassistants,maynotparticipateinagameunlesstheirnameappearsontheUSAHockeyrosterformforthatteam.Itisrecommendedthatallassociationcoachesberosteredoneveryteamregisteredbythatassociation.Violationofthisruleshallresultinaone(1)gamesuspension,foreachinfraction,totheHeadCoachofthatrespectiveteam,aswellasanassociationfineof$500perinfraction.ChangeinRULE4.2.C.1:PARTICIPATION,PLAYERMOVEMENT,UPWARDMOVEMENT–Thereshallbeamaximumofsix(6)skaterspermittedtomoveuppergame.Thereshallbenorestrictionsplacedonupwardmovementofgoaltenders.ThisappliestoVarsitymove-upsonly,doesnotapplytoanyotherlevel.ChangetoRULE6.1.A:GAMEADMINISTRATION,SEASONSTANDINGS,DIVISIONWINNERS–Thedivisionwinnersshallbedeterminedbytheirpointpercentage.Pointpercentageshallbedeterminedbytakingeachteam’stotalaccumulatedregularseasonpointsanddividebythetotalpossiblepointsforthatteam.PointsareawardedforeachregularseasongameusingtheNHLpointsystemasfollows–two(2)pointsforaWIN;one(1)pointforanOVERTIMELOSS;zero(0)pointsforaREGULATIONLOSSorifscoredagainstinanemptynetasaresultofpullingyourgoalieforanextraattacker(excludingonadelayedpenalty)duringthe3-on-3sudden-deathovertimeperiod.TotalpossiblepointswouldthenbedoublethenumberofgamesplayedChangetoRULE8.3.E:GAMEOPERATIONS,VARSITYGAMEPROTOCOL,OVERTIME–Intheeventthegameistiedattheendofregulation;1) Teamsplayanadditionalovertimeperiodofnotmorethanthree(3)minuteswiththeteamscoringfirstdeclaredthewinnerand
beingawardedanadditionalpoint.2) Theovertimeperiodwillbeplayedwitheachteamat3-on-3manpower(plusgoaltender)forthefullthree(3)minuteperiod.3) Therewillbenointermissionbetweentheendofthethirdperiodandthebeginningoftheovertimeperiod.3-on-3playwillbegin
immediatelyoncetherefereeisready.4) Goalieswillnotswitchendsandremainintheir3rdperiodendfortheentireovertime.5) Manpowersduringovertimewillbeadjustedtoreflectthesituationinthegame,butatnotimewillateamhavefewerthanthree
(3)skatersontheiceduringtheovertimeperiod.Forexample,ifateamenterstheovertimeperiodonapowerplay,manpowerwouldbeadjustedfrom5on4attheendofregulationto4on3atthestartofovertime.Ifaminorpenaltyisassessedduringovertime,theteamswillplay4on3.Ifasecondminorpenaltyisassessedtothesameteamduringovertime,theteamswillplay5on3.
6) Clubswhopulltheirgoaltenderforanextraattackerduringtheovertimeperiod(otherthanonadelayedpenalty)willbesubjecttothepotentialforfeitureoftheirone(1)pointearnedforthetieattheendofregulationintheeventtheopposingteamscoresintotheemptynet.
7) Ifthegameremainstiedattheendofthethree(3)minuteovertimeperiod,theteamswillproceedtoathree-roundshootout.Aftereachteamhastakenthreeshots,ifthescoreremainstied,theshootoutwillproceedtoa"suddendeath"format.Noplayerispermittedtoshoottwiceuntileveryplayeroneachteams’benchhasshotonce(excludinggoalies).
8) Thehometeamcoachwillalsoinformtherefereeiftheywishtogofirstorsecond–thisorderwillremaininplacefortheentireshootout.
9) Playersinthepenaltyboxattheendofthe3-on-3overtimeareNOTeligibletoparticipateintheshootout.10) Thescorekeeperwillkeeptrackoftheshootersandinformtherefereeimmediatelybeforeashootergoesifthatshooteris
attemptingasecondshotbeforeeveryoneelseontheirrespectivebenchhasattemptedashot.

PLAYERELIGIBILITYRULE1.1–EligibilityEnforcementA) Enforcement:PlayereligibilityshallbedeterminedinaccordancewiththeserulesbytheLeagueRulesInterpreterandenforced
by the LeagueExecutiveCommittee. Individual situationsnot coveredunder theseplaying rules shall be forwarded to theLeagueRuleInterpreter,whoshallinvestigatethecircumstancesofthestudentandsubmitarecommendationforExecutiveCommitteeaction.Anyeligibilityissuesnotreceivedmorethan21dayspriortothefirstgameofthePIHLregularseasonshallnotbeguaranteedtobeapprovedtobegintheseason.
B) DisciplinaryAction:AnyAssociationthatpermitsanineligibleplayertoparticipateinaleaguegame,shallforfeitthatgame.
1) Exception1:UponinvestigationbytheRules Interpreter, ifthenon-compliance isfoundtobearesultofafailuretosubmitthepropereligibilitydocumentation,asrequiredwithinPlayerEligibilityoftheseplayingrules,ofanotherwiseeligibleplayer,noforfeitsshallbeadministered.Theviolationshallresult inafineof$100perplayerforeachgamehe/sheparticipatedinpriortoacompletedrulingfromtheLeagueRulesInterpreter.TheFinancialCapandFinancialReliefforForfeitsmaybeapplied,withnoforfeiture(s).
2) IfateamhassubmittedtheproperdocumentationbutallowedaplayertoparticipateinaleaguegamepriortoreceivingwrittenapprovalfromtheRulesInterpreter,thisshallresultinaforfeit.
C) EligibilityAppeals:Theprocessofappealtoalldecisionswithregardtoplayereligibilityshallbeinaccordancewiththeappeal
processoutlinedinRuleGovernance.
RULE1.2–GradeLevels6thru8A) Residency:Playersshallberesidentsofthememberschooldistrictasdefinedintheglossary,oratuitionpayingstudent,also
definedintheglossary,unlesshe/sheisparticipatingonaco-opteaminDivisionIIofthePIHL.RefertoSection3oftheserulesforDivisionIIrequirements.1) Allplayerswhoattendapublicschool,asatuitionpayingstudentshallsubmitdocumentationasdeemednecessaryby
theLeagueRuleInterpreter.ThestudentshallnotparticipatewithinthePIHLuntilapprovalhasbeenreceivedfromtheleagueeachseason.
B) ParticipationRestriction:Playersshallparticipatewithonlyoneassociationgovernedbytheserules.C) SpecialCaseStudents:Specialcasestudentsaregovernedbytheirindividualschooldistrictathleticrulesandregulations.Such
specialcasesmustbesubmitted,inwriting,totheLeagueRulesInterpretertoensurenoconflictwiththeseplayingrulesexists.Whenconflictdoesexist,theseplayingrulesalwayssupersede.
RULE1.3–GradeLevels9thru12A) Residency:Playersshallberesidentsofthememberschooldistrictasdefinedintheglossary,oratuitionpayingstudent,also
definedintheglossary,unlesshe/sheisparticipatingonaco-opteaminDivisionIIofthePIHL.RefertoTeamEligibilityoftheserulesforDivisionIIrequirements.1) Allplayerswhoattendapublichighschool,asatuition-payingstudentshallsubmitdocumentationasdeemed
necessarybytheLeagueRuleInterpreter.ThestudentshallnotparticipatewithinthePIHLuntilapprovalhasbeenreceivedfromtheleagueeachseason.

2) Noplayermayaccepttuitionassistanceorfinancialaidunlesssuchassistanceoraidisavailabletoallstudentsattendingthathighschooloraspecificclassofstudents,baseduponspecificqualifyingstandardsestablishedbytheschool.
B) Participation Restriction: Players shall participate for the association that represents the high school which the player isphysicallyattending,unlesshe/sheisparticipatingonaco-opteaminDivisionIIofthePIHLorhe/sheisenrolledinahighschoolprogramconsideredtobeaVocational-Technical,Magnet,Charter,Cyber,orHomeSchool,asprovidedforwithintheserules.Anyotherspecialcasesituations,notaddressedintheserules,shallbesubmittedinwritingtotheLeagueRulesInterpretertoensurenoconflictwiththeseplayingrulesexists.Whenaconflictdoesexist,theseplayingrulesalwayssupersede.
C) AgeRestriction:Aplayershallbeineligibleuponattainingtheageofnineteen(19)years,withthefollowingexception:ifthe
ageofnineteen(19)isattainedonorafterthedateofJuly1stofthesameyearasthestartofthequestionedseason,theplayershallbeeligible,agewise,tocompetethroughtheschoolyear.
RULE1.4–Vocational-Technical,Magnet,&CharterSchoolsA) Eligibility:AstudentattendingaVocational-Technical,MagnetorCharterSchoolthathasnohockeyprogram,mayplayfortheir
homebasedschool.IftheVocational-Technical,MagnetorCharterSchoolhasahockeyprogramthenhe/shemustplayfortheschoolthattheplayerphysicallyattends.
B) Approval:Ineithercase,documentationshallbesubmitted,inwriting,totheLeagueRulesInterpretertoensurenoconflict
withtheseplayingrulesexists.Whenaconflictdoesexist,theseplayingrulesalwayssupersede.Aletterfromthestudent’sschool district, on school letterhead from either the principal or athletic director, shall be submitted confirming his/herattendance at the vocational-technical,magnet or charter school and statingwhat school is considered his “home-based”school.ThestudentshallnotparticipatewithinthePIHLuntilapprovalhasbeenreceivedfromtheleagueeachseason.
RULE1.5–CyberandHomeSchoolsA) Eligibility:Astudentenrolledinacyber-school,cybercharterschool,home-schoolprogram,orprivately-tutoredisgoverned
byhis/herindividualpublicschooldistrictathleticrulesandregulations.Studentsparticipatinginanyofthesetypesofschoolingmaybeconsideredeligibleforinterscholastichockeyonlyiftheyaredeclaredeligibletoparticipateininterscholasticsportsbythepublicschooldistrictinwhichthestudentresides.
B) Approval:Suchcasesshallbesubmitted,inwriting,totheLeagueRuleInterpretertoensurenoconflictwiththeseplayingrulesexists.Whenaconflictdoesexist,theseplayingrulesalwayssupersede.Aletterfromthestudent’spublicschooldistrictofresidence, shall be submitted confirming his/her participation in one of these approved programs and their eligibility toparticipate in interscholastic sports, on school letterhead from either the principal or athletic director. AdditionaldocumentationcanberequestedastheLeaguemayrequire.ThestudentshallnotparticipatewithinthePIHLuntilapprovalhasbeenreceivedfromtheleagueeachseason.
RULE1.6–AcademicRequirementsA) Semester Attendance: Semester eligibility begins when the student enters ninth grade for the first time. Fifteen days of
enrollmentshallconstituteasemester.Thenumberofsemestersofeligibilityisdeterminedbysemestersofenrollmentandattendance,notbysemesterofparticipationininterscholasticicehockey.
B) SchoolAthleticEligibility:Aplayer isnoteligibletoplay ina leaguegameifhe/she issuspended,doesnotmeetacademic
requirements, attendance requirements, or any other requirement established by the school district represented by theirassociation.

RULE1.7–VarsityEligibilityA) GradeRequirement:Playereligibilityshallbelimitedtograde9throughgrade12.
RULE1.8–JuniorVarsityEligibilityA) GradeRequirement:Playereligibilityshallbelimitedtograde9throughgrade12.Seeadditionalrestrictionsbelowfor12th
gradestudents.
B) 12thGradeRestriction:IntheeventaPIHLassociationelectsnottofieldaVarsityteaminaparticularseason–includinga2ndVarsityteamwithintheassociation–all11thgraderswhowereonthatparticularVarsityrosterareeligibletoreturntoJuniorVarsityas12thgraders,soaslongasthetotalnumberof12thgradersontheJuniorVarsityrosterislessthan5.Ifthereare5ormore12thgradersontheJuniorVarsityrosteratanypointoftheseason,theassociationmustgainfirstapprovalfromtheBoardofGovernorstorosteralltheseplayers.Undernoothercircumstanceshallawaiverbegrantedfora12thgraderwhowaspermanentlyrosteredonaVarsityteamthepriorseason.
RULE1.9–MiddleSchool/BantamEligibilityA) BantamRequirement:StudentsshallbeUSAHockeyBantam-agedplayers.
1) MiddleSchool/Bantamplayersshallbepermittedtoberosteredonanothernon-scholasticyouthteam’sUSAHockeyroster,inaccordancewithUSAHockeypolicies.
B) PeeweeEligibility:Amaximumofnine(9)studentswhoaresecond-yearPeewee-agedplayers,notincludinggoaltenders,shall
bepermittedtoplay.ThesestudentsshallberequiredtosignawaivertobeprovidedbytheLeague.1) First-yearPeewee-agedplayersshallnotbepermittedtoplay.
C) PIHLEligibility:PIHLeligibilityrulesshallbeappliedaccordingtothestudent’sgradelevel.
D) 12thGradeRestriction:IntheeventaPIHLassociationelectsnottofieldaVarsityteaminaparticularseason–includinga2nd

TRANSFERELIGIBILITYRULE2.1–TransferParametersA) TransferDefinition:Atransferoccursinanysituationinwhichastudentenrollsatorattendsaschoolafterhavingpreviously
beenenrolledatorattendedanyotherschool,withoutreferencetothetimeintervalbetweentheirdeparturefromtheoneschoolandtheirenrollmentat theother.Astudentshallnotbeeligibletoplay forthereceivingdistrict’sAssociationforaperiodofone(1)calendaryearfromthedateoftransferunlessheorsheisotherwiseeligibleundertheserules.
B) TransferRelevance:Forplayereligibilitypurpose, thetransfer rules in thisSectionshallonlyapply to9th through12grade
studentsandallgradelevelsforforeignstudents.
RULE2.2–TransferDocumentationA) AthleticTransferForm:Foralltransfers,theAssociationreceivingatransferplayershallsubmitacompleted"AthleticTransfer
Form"totheLeagueRules Interpreter.Theplayershallbeconsidered ineligible toparticipatewithinaPIHLgameuntil theAthletic Transfer Form is received and the approval process is completed. At that time, the transferred player becomes apermanentmemberof the receivingassociation. TheAssociation shall then complete theproper registrationprocedure inaccordancewithPIHLandUSAHockeyrulesbeforetheplayermayparticipate.
RULE2.3–PromotionA) Definition:Apromotionoccurswhenastudenthascompletedthehighestlevelofferedbyhis/herpresentschool,suchasfrom
ajuniorhighschool/middleschooltoahighschool.B) Approval:Ifthepromotioninvolvesatransfertoadifferentschooldistrict,thestudentshallbeeligibleuponcompletionand
approvalofthepropertransferform,providedhe/shehasmetallotherrequirementsoftheseplayingrules.
RULE2.4–SchoolDistrictTransferA) ApprovalProcess:Astudenttransferringfromoneschooldistricttoanothershallbeeligibleuponcompletionandapprovalof
thepropertransferformwhen:1) Boththestudentandtheirparents,oreitherparent,changetheir legalresidencytowithinthedistricttowhichthey
transfer.Thenewresidenceshallbethesameforthestudentandhis/herparent(s).Thetermparentshallincludebothnaturalandadoptiveparents.Ifanadoptionproceedingispending,thestudentwillbeeligiblewhensucheligibilityisapprovedbytheLeagueExecutiveCommittee.
2) Alegalguardianhasbeenappointedbyorderofacourtofcompetentjurisdictionandastudentmovesandresideswithsuchguardianwithintheschooldistrict.Iftheappointmentofalegalguardianispending,thestudentwillbeeligiblewhensucheligibilityisapprovedbytheLeagueExecutiveCommittee.
3) Thestudentmovesandresideswithfosterparents,withintheschooldistrict,withtheapprovalofthelocalchildwelfareorganization.
4) TheschoolthestudentattendedisabolishedandtheSchoolBoardhavingjurisdictionoverthatschoolhasnotdesignatedanotherschoolorschoolsinthatdistricttowhichtheabolishedschool’sstudentsaretobetransferred.
5) Theyareenrolledat,andresideonthecampusof,aboardingschool.Note:Thisrelatesonlytotransfers.Studentswhoarecourt-placedorhandicap-placedmuststillmeettheapplicablerequirements.

6) Thestudentreturnstotheresidenceofhis/herparentsorlegalguardianafterhavingcompletedaperiodasarosteredmemberofanout-of-stateorothernon-PIHLteam.Theplayershallberosteredatthehighestlevelatwhichtheplayeriseligibletoparticipate.
RULE2.5–Intra-DistrictTransferA) Eligibility:Aneligiblestudenttransferringwithinaschooldistrictiseligibleimmediatelywhenhe/sheistransferredbyexecutive
actionforotherthandisciplinaryreasons.Inallcasesoftransferwithinaschooldistrict,thetransferstudentshallsubmitan“AthleticTransferForm”totheLeagueRulesInterpreter.
RULE2.6–NewSchoolDistrictA) RepresentationChoice:Astudent,whowouldbeeligibleupontransfertoanewpublicschooldistrictunderSchoolDistrict
Transferiseligiblefortheassociationrepresentingthenewpublicschooldistrictoranyschoolthestudentchoosestoattendandpaytuition.ProofoftuitionpaymentmustbesubmittedtotheRulesInterpreter.Refertoglossaryfordefinitionoftuition-payingstudent.
RULE2.7–EmancipatedStudentsA) Eligibility:Anemancipatedstudent,whosesituationisnototherwisewithinthetermsofthissection,shallbeeligibleinthe
districtstowhichhe/shetransfersuponcompletionandapprovalofthepropertransferformandadditionaldocumentationlistedbelow.
B) Documentation:Thefollowingdocumentation,asmayberelevantunderthespecificcircumstances,shouldbesubmittedand
usedasguidanceindeterminingplayereligibility:1) Theaddressfromwhichthestudentisregisteredtovote2) Paymentorliabilityforpaymentofmunicipalandschooldistricttaxes3) Leaseorpurchaseofapermanentresidency4) Student’saddressforselectiveservicepurposes5) Student’saddressforpurposeofregistrationofamotorvehicle6) Student’saddressforpurposeofamotorvehicleoperator’slicense7) Student’saddressforautomobileinsurancepurposes8) Locationofbankaccounts,addressonaccount9) Locationofchargeaccounts,billingaddressused10) Addresstowhichotherpropertyisregistered11) Addressusedforotherpurposes12) Sourceorsourcesofsupportforthestudent13) Anyotherrelevantfactors
RULE2.8–ForeignStudentsA) Definition:AforeignstudentisastudentwhoisnotacitizenoftheUnitedStatesbutlegallyresidesintheU.S.withsomeform
ofgovernment-approveddocumentationandwhoisinfull-timeattendanceatamemberschoolwithinthePIHL.He/sheshallhaveanappropriatevisa,permanentresidentcard,orisacitizenofCanada.1) StudentsfromAmericanSamoa,Guam,PuertoRico,theUnitedStatesVirginIslands,andotherUnitedStatesTerritories
arenotforeignexchangestudents.B) EligibilityPeriod:Notwithstandinganyotherprovisionoftheserulesorgovernmentregulations,aforeignexchangestudent,
onehavingaJ-1visa,shallbeeligibleforaperiodofoneyearfortheAssociationrepresentingtheschoolthathe/sheattends

uponmeetingtherequirementsandapprovaloftheLeague.Astudentwhoreceivesayearofeligibilityunderthissection,shallthereafterbeineligibletoparticipateonanyLeague-governedteam.1) Exception:AforeignstudentthatisintheUnitedStatesunderanytypeofgovernment-approveddocumentationother
thanaJ-1(notconsideredan“exchange”student)shallmeetalloftherequirementsabovebutshallnotbelimitedtooneyearofeligibility. Uponsubmissionof the formsanddocuments requiredandanydocuments requiredbyUSAHockey,thestudentmaybegrantedeligibilityforuptoeightsemesters,providedtheymeetallothereligibilityrules.Alldocumentationshallbesubmitted to theLeagueRule Interpreter.Thisapprovalprocess shallbecompletedprior toparticipationwithinthePIHLeachseason.

RULE2.11–Mid-YearInterruptionA) Eligibility:Astudentwhoremainsintheirpresentschoolaftertheirparents,legalguardian,orfosterparents,asapplicable,has
changedresidencetoanotherschooldistrict,shallretaintheireligibilityuntiltheendoftheschoolyearinwhichsuchchangeofresidenceoccurs.ThechangeofresidenceshalloccurafterthePIHLteam,ofwhichthatstudentispermanentlyrosteredon,completesfourofficiallyscheduledleaguegamesinorderforthisruletobeimplemented.
RULE2.12–Recruitment/AthleticIntentA) IneligibilityPeriod:Astudentwhotransfersundertheserulesbasedonathleticintentshallbeineligibletoplayforthereceiving
associationforaperiodofone(1)calendaryearfromthedateoftransfer.
B) Investigation:TheLeaguereservestherighttoinvestigateandreferanytransfertotheLeagueRulesInterpreterforappropriateactionorrecommendationtotheExecutiveCommittee.Proofof recruitment forathletic reasonsshallbepresentedtotheLeagueCommissioner.TheLeagueCommissionerwillfollownecessaryprotocolforconveningtheLeagueExecutiveCommittee.TheLeagueExecutiveCommitteewillconductahearing,renderadecision,anddetermineappropriatepunishments.
C) Appeal:AppealsoftheLeagueExecutiveCommitteedecisionmaybemadetothemembershipatthenextscheduledgeneralmeetingoftheBoardofGovernors.Atwo-thirds(2/3)voteinfavor,oftheboardofgovernors,shallberequiredtooverturntheExecutiveCommittee’sdecision.

personalorprofessionallevel.3) The student, a parent, a guardian, or an adult with whom the student resides, seeks relief from conflict with the
philosophyoractionofanadministratororteacherrelatingtosports.4) Thestudent,aparent,aguardian,oranadultwithwhomthestudentresides,seekstoavoidornullifytheeffectofaction
bythepreviousschoolrelatingtosportseligibility.5) Thereisnohockeyteamattheschoolfromwhichthestudenthastransferred.6) Thestudentfollowstheircoachtoanotherschooltowhichthecoachhastransferred.7) Thestudent,aparent,aguardian,oranadultwithwhomthestudentresides,desiresthatthestudentplayonaless
successfulorlowerprofileteaminordertoberankedhigheramongtheplayersonthatteam.8) Thestudent,aparent,aguardian,oranadultwithwhomthestudentresides,desirethatthestudentplayonamore
successfulorhigherprofileteamtogainahigherlevelofcompetitionand/ormoreexposuretocollegescouts.9) Thestudentmoveswithoneparent,oneguardian,oroneormoresiblings,intoarentedresidenceinthenewschool
district,especiallywherethestudentand/ortheparent,guardianorsiblingreturnstothefamilyhomeintheeveningand/orontheweekends.
10) Thestudent,aparent,aguardian,oranadultwithwhomthestudentresides,seeksoutorisapproachedbytheathleticpersonnelatthetransfereeschool.
RULE2.13–IneligibleStudentsA) IneligibilityPeriod:AllstudentswhotransferandarenoteligibleunderprovisionssetinTransferEligibility,shallbeineligible
foraperiodofnotlessthanone(1)calendaryearfromthedateoftransfer.Student(s)shallremainsubjecttoeligibilityreviewafterthisperiod.1) Astudentwho transfersduring theone-yearperiodof ineligibility shall remain ineligible for the fulldurationof the
originalineligibilityperiod.
RULE2.14–TransferEligibilityAppealA) AppealProcess:Astudentand/oranAssociationmayappealadeterminationofineligibilitybytheLeagueRulesInterpreterto
thePresident’sCommission.InanyPresident’sCommissionappealtodeterminestudentineligibility,thestudentshallbeartheburdenofprovingthetransferwasnotbaseduponathleticintentnorwasinviolationofthePIHLPlayingRules.ThePresident’sCommissionshallsustainthedecisionoftheLeagueRuleInterpreterandfindthestudentineligiblebasedontransferorshall,initssolediscretion,determinethatunderthetotalityofthecircumstancesthestudentisdeemedtobeimmediatelyeligibletoplay.TheappealprocesswillconformtothoseoutlinedunderRuleGovernance.

TEAMELIGIBILITYRULE3.1–DivisionIITeamsA) Definition:DivisionIIshallconsistofco-opteamsatanylevel(varsity,juniorvarsityand/ormiddleschool/bantam).DivisionII
teamsshallabidebythePIHLPlayingrules,exceptwherenoted,withadditionsfoundinthissection.1) Co-op teams shall have players frommultiple districts/schools in accordancewith these rules. The sponsoring/host
association(associationsubmittingtheapplicationforaco-operativeteam)shallbeanapprovedmemberassociationwithinthePennsylvaniaInterscholasticHockeyLeague,inaccordancewiththeby-laws.Allplayersshallbearesidentofoneoftheschooldistrictsthatisparticipatingwithinanapprovedco-opteam.
2) Theonly“pure”teams,thosehavingplayersfromonlyone(1)school/district,permittedtoplayintheDivisionIIvarsityclassshallbeasecondvarsityteamfromthesameassociation.
B) ApprovalProcess: Teamsshall apply forDivision IIparticipation through theLeagueCommissioner, tobeapprovedby the
ExecutiveCommittee,uponrecommendationoftheDivisionIIReviewBoard.Thisapprovalmustbereceivedpriortodeclaringateamfortheupcomingseason.NewAssociationsshallreceiveapprovalformembership,inaccordancewiththemembershipprocessasstatedinthePIHLBy-LawsbeforerequestingDivisionIIparticipation.1) All applications shallbe submittedannually for review. Refer to thePIHLAdministrativePoliciesandProcedures for
conditions,criteria,andqualificationsforapproval.
C) Participation Commitment: Associations participating in Division II shall make a commitment to move to Division I, inaccordancewiththetimelinesetintheserules.Minimumtimerequirementshallbeoneseason.
D) Co-OpTeamRequirements:ThefollowingrequirementsapplytoallDivisionIIteams:
1) Allplayersofaschoolmustbelongtoonlyoneco-opteam.a) Ifoneplayerofaschoolispartofaco-opteam,allotherplayersofthatschool,thatdesiretoplayinterscholastic
ice hockey, shall belong to the same co-op team. This rule shall apply to 9-12 grades only. If the associationrepresentingtheschoolthatthestudentattendsregistersapureteam,eligibleplayersmayparticipatewiththepureteam.
b) UponapprovalbytheExecutiveCommittee,theschoolsjoinedtogetherinaco-opteamshallremainpartofthisco-opteamuntiloneofthefollowingtakesplace:(i) aschoolisabletoregistertheirownPureteam;(ii) thehostteamreleasestheco-opschool;(iii) intheeventthatthehostteamrefusestoreleaseaco-opschool,theCo-opReviewCommitteeand/ortheExecutiveCommitteedeemsthereisjustcauseforarelease(RevisionApril2017).
c) Theleagueshallrequireawrittenreleasefromthehostassociation,iftheydesiretoreleaseoneormoreoftheircurrentco-opschools.
2) Co-opteamsshallusetheschoolname,colorsandmascotoftheplayerswhomakeupthelargestpopulationgroupoftheteamatthetimeofapplication.a) IfanequalnumberofplayersfromdifferentschoolsmakeupaCo-opteam,theteamshallvoteonthechoiceof
name,mascotandcolorsfromtheschoolsthatmakeuptheCo-op.Ifatieinthevoteexiststhenthenameoftheco-opteamshallbefromtheoriginalapplicantoftheco-opteam.
b) Ifthenumberofplayersfromaparticularschoolwithinanapprovedco-opteamchanges,shiftingwhichschoolhas themajority, thename,mascotandcolors shall remainasapprovedwith theoriginalapplication. for theremainderofthecurrenttimeperiod.Thetimeperiodisdeterminedbythemostrecentapproval,inaccordancewithonlyoneofthetimeperiodsdescribedinCo-OpTeamExistenceLimitations(RevisionApril2017)
3) Co-op teams shall bemade up of nomore than three contiguous school districts, including the host school, unlessapproved by the Executive Committee. Non-contiguous schoolsmay not be included unless they receive ExecutiveCommitteeapproval.

4) Thereshallbea“no-cut”policyforallco-opteams.Ifareportisreceivedandverifiedofanyco-opprogramcuttingordiscouraging players fromanyof their co-op schools, this shall be subject to reviewanddiscipline by the ExecutiveCommittee.
5) Anassociationmeetingtheminimumrequirementof12eligibleplayersfromtheirschool/schooldistrictshallnotbepermittedtofieldaco-opteamwithanyotherassociationunlessextenuatingcircumstances,showingahardship,etc.,areapprovedbytheExecutiveCommittee.a) Ifanassociationexceedstwelve(12)playersfromanyoneschoolwithintheco-op,afterbeingapprovedasaco-
opteam, thereshallbenodisciplineuntil theyexceed fourteen (14)players fromoneschool. Uponreachingfifteen(15)playersfromoneschool,thatco-opteamshallberequiredtodeclareapureteamforthenextseasonifenoughreturningplayersaregradeeligible.
6) Anassociationthatisabletoregisterthreeteamsshallnotbepermittedtorequestoneasaco-opteam,unlessapprovedbytheExecutiveCommittee(RevisionApril2017)
E) PlayerMovement:UpwardmovementofplayerswithinDivisionIIispermittedinaccordancewithPlayerMovement,provided
allothereligibilityrequirementsaremet,withanyadditionsfoundinthissection.1) Aplayeronco-opteamsmayonlymoveupiftheschoolhe/sheiseligiblefor,inaccordancewithPlayerEligibility,isalso
partofthatupperteam,providedallothereligibilityrequirementsaremet.2) Ifanassociationwantstouseeligiblemove-upplayersfromaco-opjuniorvarsityteam,theyshallnotexceedamaximum
ofsix(6)skaterstotal,fromallschoolsparticipatinginthatco-opteam,onanysingledate.Thereshallbenorestrictionsplacedontheupwardmovementofeligiblegoalkeepers.ThisappliestoVarsitymove-upsonly,doesnotapplytoanyotherlevel.(RevisionApril2017)
3) IfanassociationhasavarsityteaminbothaDivisionIclassandtheDivisionIIClass,movementshallbepermittedfromtheDivisionIIClassvarsityteamtotheDivisionIClassvarsityteam,providedallothereligibilityrequirementsandplayermovementrulesaremet.(RevisionApril2016)
4) Allothermovementisprohibited.F) EndofSeasonTournament:Therewillbeaseason-endtournamentfortheDivisionIIClassvarsityteamsbasedthenumberof
teamsregisteredeachseason. JuniorVarsityandMiddleSchool/Bantamco-opteamsshallbeeligibletoparticipate inanyseason-endleaguetournamentifavailable.
RULE3.2–MultipleTeamsatSameLevelA) Conditions:Associations,withtheapprovaloftheLeagueExecutiveCommittee,mayfieldmultipleteamsatthesamelevel
providedtheAssociationalreadyfieldsateamateachoftheotherlevels:aVarsity,JuniorVarsityand/orMiddleSchool/Bantamteam,notincludingthelevelwithmultipleteams.1) AssociationsunabletocomplymakeseekSpecialApproval.
B) ApprovalProcess:TheAssociationmustfileapetitionwiththeCommissioner’sOfficerequestingapprovaltofieldasecond
teamatthesamelevel.Thepetitionmustbereceivednotlessthanoneweekpriortothenext,regularlyscheduledExecutiveCommitteemeeting.TheCommissionershallimmediatelyforwardthepetitiontotheLeaguePresident.Uponreceiptofthepetition,thePresidentshallplacethepetitionontheExecutiveCommitteemeetingagendaforconsideration.IfthePresidentreceivesthepetition,lessthanoneweekpriortothenextregularlyscheduledExecutiveCommitteemeeting,thepetitionshallbeplacedontheagendaofthefollowingmonth’sExecutiveCommitteethereafter.1) Associationsfieldinganapprovedsecondteamatthesamelevelthepreviousseasondonothavetopetitionagain,with
theexceptionofteamsthatreceivedSpecialApproval.2) Shouldanassociationelecttonotregisterasecondteamatthesamelevelforoneormoreseasons,theyshallsubmita
newpetitiontotheLeaguetore-establishasecondteam.3) Secondteamsatthesamelevelshallbeconsideredandapprovedafterallassociationshavehadanopportunitytofield
ateamatthemiddleschool/bantam,juniorvarsityandvarsitylevels.4) TheLeagueSchedulershalldeterminetheavailabilityoficetime,sufficienttopermittheschedulingofasecondteamat
thesamelevelforanyassociation.Associations,whoregisteredanapprovedsecondteamtheprecedingseason,shallbegivenfirstpriorityforasecondteamatthesamelevel.PriorityshallbeestablishedamongassociationspetitioningforsecondteamsbasedontheorderpetitionswerereceivedbytheLeagueCommissioner (first receivedare first inpriority).

C) SpecialApproval:APIHLassociationmaysubmitarequest forspecialapproval fromtheExecutiveCommitteeto fieldtwoteamsatthesamelevelwithoutteamsatbothoftheother levels. Ifspecialapproval isgranted, itshallonlyapplyforoneseason.Theapprovalprocessshallconsistof:1) PresentthereasonsandfactstotheExecutiveCommittee,atamonthlyExecutiveCommitteemeeting,andreceivea2/3
voteinfavor.Failuretoreceivea2/3voteinfavorshallresultintherequestbeingdenied.TherequestshallthenbepresentedtotheBoardofGovernorsiftheAssociationwishestocontinuethisprocesswithoutExecutiveCommitteeapproval.
2) OnlyifdeniedbytheExecutiveCommitteeandtheAssociationdesirestocontinue,theyshallpresentthereasonsandfactstotheBoardofGovernorsataregularmonthlymeetingandreceiveamotionfor,secondedanda2/3voteinfavor.Thereisnoappealprocessforadenialoftherequestcoveredwithinthisplayingrule.
D) VarsityRestriction:Anassociationwithtwo(2)varsityteamsshallhaveone(1)teaminDivisionIandtheotherinDivisionII.A
secondvarsityteamforthesameassociationshallnotbeinDivisionIandshallnotbeeligibleforthePenguinsCup.(RevisionApril2016)
E) AssignmentofPlayers:Startingwiththe2016-17season,associationsshalldividethetalentoftheirtwojuniorvarsityortwomiddleschool/bantamteamsintoan“upper”teamofmore-talentedplayersanda“lower”teamofless-talentedplayers.

PARTICIPATIONRULE4.1–TeamRostersA) USAHockeyRegistration:EachassociationshallregisteritsteamswithUSAHockeybycompletingtherequiredUSAHockey
Roster form. All players and team officials, who will participate in on-ice team activities, shall complete all credentialrequirementsfound intheUSAHockeyAnnualGuide,underDistrictPlayoffs intheRulesandRegulationssection. AllPIHLparticipantsmustremainingoodstandingwithUSAHockey.
B) LeagueTeamRegistration:ALeagueTeamRostershallbecompletedbyallteamsandsubmittedtotheLeague.
1) NoplayermayparticipateinagameunlesstheirnameappearsonaLeagueRosterforthatAssociationandthatteam’sUSAHockeyTeamRoster.
2) Allcoaches,headandassistants,maynotparticipateinagameunlesstheirnameappearsontheLeagueRosterandtheUSAHockeyrosterforthatteam.Itisrecommendedthatallassociationcoachesberosteredoneveryteamregisteredbythatassociation.Violationofthisruleshallresultinaone(1)gamesuspension,foreachinfraction,totheHeadCoachofthatrespectiveteam,aswellasanassociationfineof$500perinfraction.(RevisionApril2017)
C) RosterLimitations:ThefollowingrestrictionsshallapplytoallLeagueTeamRosters:
1) Thereshallbenomorethanthirty(30)playerspermanentlyonaLeagueteamrostereachseason.2) Atthestartoftheseason,eachLeagueteamrostershalllistaminimumof11players,includinggoalkeepers.3) Aplayershallbelistedononlyoneleaguerosteratanytime.
D) RegistrationDeadline:ProofofcompliancewithUSAHockeyRegistrationandLeagueTeamRegistrationforeachteamshallbe
submittedtotheleaguenolaterthanSeptember15thatthestartofeachseason.1) Failure to complywitheitherof these two rules shall result ina fineof$50.00,per rosternot submittedwithin the
establishedtime.Untilsuchrosterissubmitted,anygame(s)playedshallbecomeforfeits.
E) LeagueRosterChanges:Changesofplayersand/orteamofficials,aftersubmissionofleagueroster(s)shallrequireelectronicallysubmitting a typed PIHL Roster Adjustment Form. The change becomes official upon receipt of this form by the leagueregistrationcoordinator.Theassociationshallverifyreceiptpriortoallowingplayer/teamofficialtoparticipateinanygameorpractice.1) Division II teams shall submit a Division II Roster Adjustment form as outlined above. In addition to the required
registrationverification,theyshallalsoreceiveapprovalfromtheleaguereviewboardforanynewplayeradditions,priortoallowingtheplayer(s)toparticipateinaleaguegame.
2) Nochangesshallbepermitted,movingaplayerdowntoalowerlevelroster,oncetheleagueseasonhasbegun,unlessotherwiseapprovedbytheExecutiveCommitteeandtheLeagueRulesInterpreter.
F) TeamBook:Acompletedteambookshallbemaintainedandpresentateveryleaguegameforeachteamregisteredinthe
PIHL.AllrequireddocumentationforPIHLandUSAHockeyshallbekeptinthisbook.Theleagueregistrationcoordinator,oradesignatedrepresentative,shallreviewallteambookstoensureeachiscomplete.Thisreviewshallbecompletedpriortothestartoftheseason.Reviewofateambookbytheleagueshallnotindicatecertificationofthecorrectness,accuracyofthedataincluded,compliancewithPIHLorUSAHockeyrules,orplayereligibility.Rulecomplianceisanassociationresponsibility.
RULE4.2–PlayerMovementA) Application:Anyplayermovementshallbecoveredby“double”rosteringsaidplayer(s)onallUSAHockeyrostersforallteams
onwhichtheymayparticipate.

1) Violationshallresultinaforfeitureofallgamesparticipatedinbythenon-rosteredindividual,unlessthatplayermeetsallothereligibilityrules.Iftheplayerwouldotherwisebeeligible,theviolationshallresultinafineof$100perplayerforeachgametheyparticipatedinwhilenotproperlyrostered,withnoforfeiture.Ineithercase,FinancialReliefandFinancialCapforForfeitsmaybeapplied,whetherforfeituresareinvolvedornot.

C) UpwardMovement:JuniorVarsityplayersmeetingtheeligibilityrequirementsoftheseplayingrules,shallbepermittedtoparticipateingamesatthenexthigherlevelteam(seedefinitionofTeamLevelsinglossary).1) Thereshallbeamaximumofsix(6)skaterspermittedtomoveuppergame.Thereshallbenorestrictionsplacedonthe

E) NinthGradeRestriction:Bantam-ageplayers,whoareninthgradestudents,shallnotbepermittedtomovetoahigher-levelleagueteamaslongastheyarerosteredonaPIHLMiddleSchool/Bantamteam.
F) Violations:Thefollowingdisciplineshallbeimposedforviolationofplayermovementrules:
1) Allgames inwhichan ineligibleplayerparticipatedshallbedeemeda forfeit.Discipline for forfeitedgamesshallbeapplied,asdefinedinForfeits.
2) Theineligibleplayershallbesuspendedforonegamefromhis/herleaguerosteredteam.3) Theheadcoachoftheteamgiventheforfeitshallreceiveatwogamesuspension.
G) LeagueReclassificationofPlayers:The leaguemaintains the right to reclassifyaplayer toahigher level teamwithin their
associationbasedontheirskillsandsizesoastopreventanyundueconsequencesintheleague.1) IfanAssociationbelievesaplayer isplayingata lower levelwhichadverselyaffectstheleague,theAssociationshall
requestareviewbytheLeagueCommissioner,bysubmittinga letterstatingthefacts forsuchareview.TheLeagueCommissionershallconductareviewandissuerecommendationstotheExecutiveCommitteewhoshallberesponsibleformakingthefinaldecision.
RULE4.3–CoachesA) CoachingRequirements:InorderforateamtobeeligibleforLeagueplay,coachesshallbequalifiedaccordingtotheguidelines
established by the League and shall be in compliance with all USA and/or Mid-American District coaching requirements,including(butnotlimitedto)registration,certification,training,andscreening.USAHockeycoachingcertificationrequirementsshallbecompletepriortothestartoftheseason.

(Mid-American District), will be honored by the Pennsylvania Interscholastic Hockey League in substitution for all or anycoaches’requirementssetforthinCoachingRequirementswithintheserules.USAHockeyand/ortheMid-AmericanDistrictshallbecontactedforcurrentproceduresandrequirementssetdowntoobtainsuchwaivers.
C) CoachingChanges:EachassociationwhichchangesitsHeadCoachingpositionatanylevelduringtheseasonshallsubmitalist
ofallcurrentcoachesontheproperLeagueAssociationDataForm.
RULE4.4–GeneralWelfareofParticipantsA) ConsenttoTreat:AllplayersandcoachesshallhaveexecutedanappropriateauthorizationfortheLeaguetoobtainmedical
treatmentunderUSAHockeyRegistration.Eachteamshallcarrythisdocumentation,foreachplayer/coachtoeverygame.B) HealthRecords:EachAssociationshallberesponsible forverificationof thehealthrecordofeachparticipatingplayer.The
leaguesuggeststhateachassociationobtainverificationfromtheparent(s)orguardian(s)regardingayearlyphysical.EachAssociationshouldalsoobtainwrittenpermissiontoparticipate,withtheirprogram,fromaparentorguardianofeachplayerappearingonanyteamroster.TheLeagueshallnotacceptresponsibilityineitherinstance.
C) BaselineConcussionTesting:AllPIHLplayersshallsubmittoBaselineConcussionTestinginordertoparticipateinanyPIHLscheduled,regularseasonorpost-seasongames.Intheeventtheschooldistrictoftheparticipatingplayer(s)require(s)themto submit to a school sponsored base line concussion test, thiswill satisfy thismandatory requirement. Proof of baselineconcussiontestingmustbeprovidedtwo(2)weekspriortothefirstPIHLgameoftheseason.Submissionofproofwillbetothecommissionerorhisdesignee.Follow-upbaselineconcussiontestingwillbecompletedbyallPIHLplayersasdirectedbytheleague.1) AnyPIHLplayerthatparticipates inanyPIHLsanctionedgamewithouthavingbeenbaselineconcussiontested,shall

GAMEPERSONNELRULE5.1–On-IceOfficialsA) Assignment:Theleagueshallcoordinate,throughthelocalofficialsassociation,theneedforon-iceofficials.Allon-iceofficials,
workingaleaguegame,shallbeUSAHockeycertified.B) ConflictofInterest:Nopersonshallserveasanon-iceofficial ina leaguegameinwhichanyofthefollowinginterpersonal
relationshipsorconnectionsapply.Intheeventanon-iceofficialisneededtoofficiatesuchagame,theofficialinquestionmustmakebothheadcoachesawareofthisconflictpriortothestartofthegame.1) He/sheisaparent,grandparent,sibling,aunt/uncle,child,guardianorspouseofanyindividualonthecoachingstaffor
playerrosterofoneoftheteamsparticipatinginthatgame.Therelativedoesnotneedtobeparticipatinginthegameforthistoapply.
2) He/sheisaparent,grandparent,aunt/uncle,sibling,child,guardianorspouseofanyindividualonthecoachingstafforplayerrosterofoneoftheteamsinthesameclass/level.Thisshallbedefinedbyofficialstandingswheretheoutcomeofthegameaffectsthepositionofoneormoreteamsinthosestandings.
3) He/shehasplayedwithinthepast12monthsforateamand/orheadcoachinvolvedinthegame.4) He/sheholdsindividualvotingrightswithineitherteam’sassociation.5) He/sheisemployedbyanyschooldistrictinvolvedinthegame,includingasavolunteercoach/staffmemberofanysport.6) He/sheisastudentatanyschooldistrictinvolvedinthegame.
C) AuthorityofControl:Inadditiontotheon-iceofficialrequirementsnotedinUSAHockeyOfficialPlayingRules,arefereeshall
doanythinghe/shedeemsnecessarytocontrolthegame,including,butnotlimitedto,ejectionofplayersand/orteamofficials,ortheimmediatesuspensionofthegame.Ifthegamehasnotbeencompleted,refertoTerminatedGames.
D) MisconductbyanOfficial:Intheeventofmisconductbyanon-iceofficial,theHeadCoachforthatgameorteamofficial,shallsubmitanofficial“PIHLRefereeGrievanceForm”toreportsuchincidentstotheCommissioner’sOffice.Noothermeansofreportingsuchviolationsshallbeaccepted.Allgrievanceformsmustbereceivedwithin72hoursoftheincidentin-question.
RULE5.2–GameCoordinatorsA) Definition:TwoGameCoordinatorsshallbeappointedfordutyateverygame.TheseGameCoordinatorsshallworktogether
tomaintaintheofficialscoringtableandhandlegameoperationsotherthanthosecoveredbytheon-iceofficials.
B) Assignment:TheassigningofGameCoordinatorsshallbecoordinatedbytheCommissioner'sOfficeandshallbepaidbytheleague. All efforts shouldbemade to avoid assigningapersonassociated in anofficial capacitywitheither teamplaying.However,intheeventthatanassignedGameCoordinatordoesnotappearforascheduledgame,theotherGameCoordinatormayaskthehometeamtofulfillthedutyofClockOperator.IntheeventthatnoGameCoordinatorsappearforagame,eachteamshallassignonepersontofulfillthedutiesoftheGameCoordinatorsandshallbeentitledtoanystipendassociatedwiththepositions,aslongasalldutiesaresatisfactorilycompleted.
C) Duties:ThegeneraldutiesoftheGameCoordinatorsare,asfollows:1) ServeastheofficialScoreKeeperbycompileandenteringaccurateandcompletegamerecordsontheofficialgame
scoresheet,inaccordancewithUSAHockeyRule505.2) ServeastheofficialTimeKeeperbymaintainingtheaccuratetimeofthegame,inaccordancewithUSAHRule506&
507.3) Assiston-iceofficials,whenrequested,withplayeridentificationinsuchareasasgoalscoring,assists,playersentering
altercations,andplayersleavingthebenchduringanaltercation.4) Announceandcontrolthepre-gamewarmupsandthestartofthegameaccordingtotheestablishedgameprotocol.

5) Announceandcontrol thestartof thegameafteran icecut (Varsitygamesonly)accordingto theestablishedgameprotocol.

RULE5.3–Off-IceOfficialsA) Assignment:TheGameCoordinatorsshallobtainarepresentativefromeachparticipatingteamtoperformthefollowingoff-ice
officialduties.1) Alloff-iceofficialsshallbeeighteen(18)yearsofageorolder.2) A team may opt to relinquish their right to representation; however, no team shall be refused their right of
representation, except when removed under Impartiality rules. If the visiting team relinquishes their right torepresentation,thehometeammustprovidealloff-iceofficials.
B) PenaltyBoxOperators:ThisshallbeonerepresentativefromboththeHometeamandtheVisitingteam.Eachrepresentative
shallserveasthepenaltyboxoperatorforhis/herrespectiveteams.C) Impartiality:Asanextensionoftheon-iceofficiatingteam,itisimportantfortheoff-iceofficialstoremainfocusedandimpartial

B) EquipmentRequirements:Theemergencymedicalprovidershallhave,presentand/oravailableforeachgame,appropriateemergencymedicalequipmentandemergencymedicaltransport.1) Itishighlyrecommendedthatallmedicalprovidersweartractionshoesinordertoarrivemore-quicklytothesceneof
aninjuredplayerontheicesurface.

G) SuspendedLevelsofPlay:Anyplayerorteamofficialreceivingasuspensionshallnotparticipateinaleaguegame,atanylevel
(MiddleSchool/Bantam,JuniorVarsity,orVarsity)untilhe/sheservesthesuspension(s)atthelevelinwhichtheywerereceived.1) Gamesmissedatadifferentlevel,usingthe"UpwardMovement"or"LateralMovement"rules,shallnotcountasgames
served.2) TheCommissioner’sOffice shall benotifiedby theoffendingplayer/teamofficial’s association, of any abnormalities
associatedwiththeservingofthesuspension.3) Intheeventtheplayer/teamofficialispermanentlyrosteredatahigherlevelwhileundersuspension,allsuspensions
shallbeservedatthathigherlevel.Itistheassociation’sresponsibilitytonotifytheCommissioner’sOfficeofthischange.H) CarryoverSuspensions:Anyplayerorteamofficial,whoisunabletofulfillhis/herrequiredgamesuspensionswithintheseason

ThegamesuspensionsshallcommencewiththefirstLeaguegameofthefollowingseasonandrunconsecutivelyuntiltherequirednumberofsuspensionshavebeenserved.1) Intheeventtheplayerisrosteredatadifferentlevelofplay,thesuspension(s)shallbeservedatthenewlevel.2) Intheeventtheplayerorteamofficialtransferstoanotherassociation,theunfulfilledsuspensionsshallstillbeserved

RULE6.4–ForfeitsA) Forfeiture:Anyteamawardedagameforfeitforanyreasoncitedhereinshall:
1) Beassesseda1-0losstotheopposition.2) Befined$400foranyvarsitygameforfeiture,aswellasanycostsincurredforunusedgoodsorservices,suchasEMTs,
referees,icetime,charterbuses,andgamecoordinators.3) Befined$200foranyjuniorvarsityormiddleschool/bantamgameforfeiture,aswellasanycostsincurredforunused
goodsorservices,suchasEMTs,referees,icetime,charterbuses,andgamecoordinators.4) Forfeitthegameicetothescheduledopposingteam.
B) FinancialCap:Thereshallbeacapof$2500inforfeiturefinesunderthisrule,perviolation.Asingleviolationshallmeanone
reportofaviolation,whichmayincludeoneormoreviolationsofthesameruleconsolidatedintoasinglecase.1) Ifduringthesameseason,anassociationhasasubsequentviolation,theassociationshallbesubjecttoasecondfine,
whichshallnotexceed$2,500.00.Asubsequentviolationshallmeanoneormoreviolationsofthesameruleduringthesameseason,whichoccurafterthelatestdateinthepriorcase.
C) FinancialRelief:ThefinancialrequirementforforfeitsmaybereducedoreliminatedbytheLeagueExecutiveCommitteeifthe
associationreceivingtheforfeithasbroughttheinfractiontheycommittedtotheattentionoftheleague,priortodiscoverybytheleague.1) TheAssociationshallreporttheirinfractiontotheLeagueRuleInterpreter,whoshallpresentthecompletefindingsto
theLeagueExecutiveCommittee.2) Upon determination by the League Executive Committee that the association has met this requirement, they may
eliminateorreducethefine,butshallnotassessmorethan50%oftheappropriatefine,undertheseconditions.Theassessmentofaloss,ofthegame(s)involved,shallnotbeaffectedbytheassociation’sdisclosureoftheirinfraction.

RULE6.5–GameCancellationsA) ScheduledGames:Teamsshallplayallgamesasscheduled.Teamsmaynotagreetocancelagameforanyreason.Allinquiries
regardinggamecancellationsshallbemadetotheLeagueCommissioner,whoistheonlypersonauthorizedtocancelagame.Cancellationsbaseduponinclementweather,rinkunavailability,mechanicalmalfunctions,orothercausebeyondthecontroloftheparticipatingteamsshallbemadeattheearliestopportunity.
B) SchoolCancellationPolicy: Incaseswhereaschooldistrictmandatesthatnoathleticactivitiesmayoccurwhenschoolhasbeencanceledduetoadverseweatherconditions,theleagueshallcomply.Aletterfromtheschooladministration,onschooldistrictletterhead,shallbesubmittedtotheCommissioner’sOfficeatthebeginningofeachseasontoconfirmthisschoolpolicy.Ifaletterfromtheschoolisnotreceivedeachyear,thispolicyshallnotapply.
C) CancellationProcess:TheCommissioner,orhisdesignatedrepresentative,shallserveasthearbitratorincancellationsduetounsafeweatherbyusingoutsidesourcestodetermineadverseweatherconditions,unfavorableforecasts,andhazardousroadconditionsrelatedtothegame(s).Thiscommissioner-designatedrepresentativeshallbeidentifiedandannouncedataBoardof Governors meeting prior to the start of the regular season. The following steps shall be followed to initiate a gamecancellation.Ifthisprocedureisnotfollowedandonlyoneteamappearsatthescheduledtimeandplaceforthegame,thatteamshallbeawardedawinbyforfeit.Thescoresheetshallreflecttheforfeitandthescoreshallbeentered1-0infavoroftheteamthatappeared.1) OnlyonepersonfromeachassociationshallcommunicatewiththeCommissionerregardingweathercancellations.This
person shall be designated, as the “Daytime Contact” with his/her contact information being submitted to theCommissioner’soffice,ontheAssociationDataForm,byAugust31st,priortothestartoftheregularseasoneachyear.ThisdesignatedpersonshallcalltheCommissioner,orhisdesignatedrepresentative,andinquireabouttheirgamestatusattheearliestopportunitybutnotlessthanfour(4)hourspriortothescheduledstartofthegame.
2) Upon cancellation of a game, the Commissioner, or his designated representative, shall contact the designatedassociation contact for each team, the concerned arena, the referee representative, security, EMT and the GameCoordinators.
3) Eachteamhastheresponsibilitytoverifythatagameisactuallycanceled.D) UnexpectedDelays:Forcasesresultingfromunexpecteddelays,suchasinoperativebusesandtrafficaccidents,theteamshall
contacttheLeagueCommissioner,andindicatewhen,orif,theycanmakeittotheirscheduledgame.Ifthegamecannotberescheduled for later that sameevening, it shall bedetermined "no contest". Theoffending team shall pay all game costincurred,spectatorsshallreceivearefund,andtheteampresentshallhavetheopportunitytopracticeduringthescheduledgametime.1) Reschedulingofano-contestgameshallbedeterminedbyactionoftheLeagueExecutiveCommittee.Ingeneral,these
gamesshallnotbecompleted/rescheduledunlesstheoutcomecanaffectplayoffqualificationsand/orpersonalawardspresentedbytheLeague.
E) Forfeiture:Aforfeitshallbeawardedtoanyteamfailingtoshowforagameandwhohasnotcompliedwithanyotherrule
underGameCancellations.

GAMEEQUIPMENTRULE7.1–PlayerUniformsA) UniformCompliance:Inordertoparticipateinagame,eachplayerlistedongamesheetshall:
1) Wearanindividuallyidentifyingnumberatleast10incheshighonthebackofthejerseyandatleast4incheshigheitherontheupper-halfofbothsleevesorontheupper-halfofthefrontofthejersey.Theprimarycolorofthenumbershallcontrasttheoverallcolorofthejersey.
2) Be dressed uniformly as to color of the pants, helmet and jersey with matching socks as defined in the glossary.Exceptionsare:GoalkeepersandallplayersattheMiddleSchool/BantamorJuniorVarsitylevels,helmetandpantscolorneednotbeuniformunderthisrule.Stripes/logo/markingsonpants,orlackofsame,shallnotconstituteaviolationofthisrule.Varsity“move-up”playersshallcomplywithvarsityrequirements.
B) UniformEnforcement:UniformComplianceshallbemonitoredbytheGameCoordinatorsandOn-IceOfficials. TheOn-Ice
Officialsshallenforcetherulepriortotheofficialstartofthegame(dropofthepuckatthebeginningofthefirstperiod)andanytimeafteraplayerhasperformedanequipmentchange.Aplayershallnotbepermittedtoplayinagameuntilhis/heruniformconformsinallrespectswiththerequirementsofthisrule.

2) Whenuniformsaresimilarincolorand/ordesign,thevisitingteamshallberequiredtomakethenecessarychangetoavoidanyconflict,exceptintheeventthatitistheuseofthehometeam’sthirdjerseythatcausesthecolorconflict.Shouldaconflictoccurwithbothteamsrequestingtousetheirthird/alternatejersey,preferenceshallbegiventothehometeam’srequest.Varsityteamsshouldtravelwithboththeirhomeandawayjerseysinordertoavoidconflicts.
B) Third/AlternateJerseys:Teamsmayaddathird,oralternate,jerseythatcanbeusedduringtheregularseason,butnotduring
postseason.ThethirdjerseymustmeetallPIHLrulesforTeamJerseys.AlternatejerseyswornbyVarsityteamsmustassignthesamenumbertotheplayerascitedonthePIHLTeamRoster.1) Teamsmaynotwearathirdjerseyasahomejerseymorethanfour(4)timesperregularseason,withoutpermissionof
theLeagueExecutiveCommittee.Itistheteam’sresponsibilitytonotifytheGameCoordinatorsandensurethatitiswrittenoneachgamescoresheetinthenotessectionwhentheteamiswearingtheirthird/alternatejersey.
2) Exception1:Varsityteamswithexistingthirdjerseysmustbeincompliancewiththenumberingassignmentrulebythe2018-19 season so as long as these third jerseys have nameplates applied for the 2015-16 and 2016-17 seasons tocorrectlyidentifytheplayers.
3) Exception2:Upto2move-upplayersmaywearanumberdifferingfromtheirassignednumberinVarsitygameswhereathirdjerseyisused.
C) Sponsorshipon Jerseys:Each teammay solicit sponsorshipsandwearapatchon the jersey containing the sponsor’s logo
subjecttothefollowingguidelines:1) Allpatchesorlogosshallbeplacedinanareaofthejerseylocatedontheback,withinthreeinchesfromthebottomand
teninchestoeithersideofcenter.(Maximumsizeofpatch:3”highx20”wide)2) The subject logos or patch shall not represent, indicate or imply subjectmatter related to the promotion ofDrugs,
Alcohol,TobaccoorSex.3) Theassociationshalldeterminethecostofsponsorship.4) Theassociationshalldeterminethenumberofsponsorsforeachteam.5) Theletteringoneachpatchshallbewhiteorblackunlessacompanylogoisused,inwhichcasetheletteringmaybe
consistentwiththelogodesign.6) AllsponsorshippatchesmustbeincompliancewithLeaguerules,ascitedherein.Allquestionsorclarificationsshould

listedontheofficialgamescoresheet,unlesstheviolation isduetotheheadcoachnotservinghisownsuspensionproperly. In that case, the coach serving as head coach for that gamewould not be the one to receive this extrasuspension,itwouldbethecoachthatviolatedhisownsuspension.
RULE8.2–LeagueGameProtocolA) GameStart:Teamsshallbepreparedtobegineachgame,includingallgamedocumentation,atleastfifteen(15)minutesprior
totheirscheduledgametime.Withtheexceptionofthefirstgameoftheday,gametimeshallcommencewhenicebecomesavailable,butnotmorethanfifteen(15)minutesbeforethescheduledstarttimeunlessallpartiesagree.Noextracurfewtimeshallbepermittedduetothegamebeginningbeforethescheduledtime.
B) Warm-upPeriod:Uponenteringtheiceforwarmups,teamsshallproceeddirectlytoandremainintheirdesignatedhalfoftheice.Teamsshallwarm-upinthehalfoftheicetheywilldefendinthefirstperiodandnoplayershallcrossthecenterredlineduringthewarm-upperiod.Thisshallalsoapplytovarsityteamswhenre-enteringtheicefollowingtheiceresurfacingforthethirdperiod.1) ABenchMinorPenaltyshallbeassessedbytheon-iceofficialsforviolationofthisruletotheoffendingteam(s).

C) Timeouts:Eachteamshallbepermittedtotakeonetimeout,ofoneminuteduration,duringtheregulargametimeorforvarsityonly,duringovertime.Thetimeoutmustbetakenduringregularstoppageofplay.Thetimeoutshallnotbepermittedwithlessthanthree(3)minutesremainingonthecurfewclock.
D) GoalkeeperEquipmentAdjustments:Wheneverateamhasonlyone(1)goalkeeperinuniform,thatteam’sgoalkeepermay
requestfromtheon-iceofficial(s)atanypointduringagame,timeforequipmentrepairoradjustment.Shouldthereferee,inhis/her sole discretion, permit the goalkeeper’s request for time to make an equipment repair or adjustment to theirequipment,theteammakingtherequestshallnotbesubjecttoapenaltyfordelayofgame.
E) GoalkeeperWarm-up:Excepttodefendagainstapenaltyshot,anygoalkeeperenteringthegameforthefirsttimemayusethe intermission betweenperiods or use the team’s one timeout, if available, forwarm-up.Otherwise, there shall be nogoalkeeperwarm-up.

thanthree(3)skatersontheiceduringtheovertimeperiod.Forexample,ifateamenterstheovertimeperiodonapowerplay,manpowerwouldbeadjustedfrom5on4attheendofregulationto4on3atthestartofovertime.Ifaminorpenaltyisassessedduringovertime,theteamswillplay4on3.Ifasecondminorpenaltyisassessedtothesameteamduringovertime,theteamswillplay5on3.
6) Clubswhopulltheirgoaltenderforanextraattackerduringtheovertimeperiod(otherthanonadelayedpenalty)willbesubjecttothepotentialforfeitureoftheirone(1)pointearnedforthetieattheendofregulationintheeventtheopposingteamscoresintotheemptynet.

additionsasfoundintheseplayingrules.B) MaximumPenaltyRule:Thefollowingshallapplytocoachesand/orplayersgovernedbytheseplayingrulesconcerningUSA
HockeyRule401(b),knownasthe5/15rule:1) Thecoach,indicatedasheadcoachontheofficialscoresheet,whoseteamreceivesfifteenormorepenaltiesduringone
gameshallreceiveaonegamesuspension(notaGameMisconductpenalty).2) Agamemisconductissuedtoanyplayerwhoincursfivepenaltiesinthesamegameshallbeclearlyindicatedassuchon
theofficialgamescoresheet.a) ForLeaguepurposeonly,thistypeofGameMisconductshallbehandledasaone(1)gamesuspensionforthenext
consecutiveleaguegame.b) ThisGameMisconductshallnotbecompoundedifitoccurswithinthelastfiveminutesofthethirdperiodorduring
overtime.AGameMisconduct,issuedunderthisrule,shallnotbecompounded,orusedtocalculatecompoundingofpenalties,whenmultiplegamemisconduct’sareobtainedbyasingleindividualinasingleseason.
RULE8.8–AltercationsA) TeamAltercations:Anyteamthatparticipatesinanaltercation,asdefinedintheglossary,before,during,orimmediatelyafter
agame,shallhaveahearinginfrontoftheappointedleaguedisciplinecommittee.Disciplinemaybeimposedontheindividualplayersinvolvedortheentireteam.1) Iffoundguilty,individualplayersshallreceiveaminimumfive(5)gamesuspension,andthemaximumdisciplinethat
maybegiventoafirst-timeoffendingteamshallbesuspensionfromthe leagueforaperiodequaltoone(1)entireseasonortwenty(20)games,whicheverisgreater.
2) Therewillbenomaximumdisciplineactionsetforteamsguiltyofsubsequentinfractionsofthisrule.Thissuspensionshallcarryovertosucceedingseasonsifnecessary.

3) Inadditiontosuspensions,theteamshallbeineligibletoparticipateinleagueplay,butshallremainresponsibleforallincurredfinancialobligations.
B) TeamOfficial inAltercation:Any teamofficial, orotherperson connectedwitha team,whoparticipates in analtercation
before,during,orimmediatelyafteragame,exceptasa"peacemaker",mayrequireahearinginfrontoftheappointedleaguedisciplinecommittee.
C) LeavingaBench:Anyplayerorteamofficialwholeavestheplayersbenchareaorpenaltyboxareaduringanaltercationonthe
iceandmakesanyphysicalcontactwithanyplayerinvolvedinanaltercationshallrequireahearinginfrontoftheappointedleaguedisciplinecommittee.1) Iftheindividualisfoundguilty,theminimumpunishmentshallbeafour(4)gamesuspension.2) Ifanindividualisfoundguiltyofasecondviolationofthisrule,withinthesameseason,theminimumpunishmentshall
beasuspensionfortheremainderofthepresentseason,includingplay-offs,oraminimumofeight(8)games,whicheverisgreater.
RULE8.9–GameTerminationA) GameCompletion:Allgamesshallbeplayedtocompletionunlessthecurfewclockexpires.
B) SuspendedGames:Intheeventagameisterminatedforanyreasonbeforetheendofthesecondperiod,itshallbeconsidered
asuspendedgame.Allgamesterminatedaftertheendofthesecondperiod,foranyreason,shallbeconsideredacompletedgame.1) CompletionofasuspendedgameshallbedeterminedbyactionoftheLeagueExecutiveCommittee.Ingeneral,these
gamesshallnotbecompleted/rescheduledunlesstheoutcomecanaffectplayoffqualificationsand/orpersonalawardspresentedbytheLeague.
NOTE:RefertoGamePersonnelforon-iceofficials’abilitytosuspendagameiftheydeemnecessary.C) Termination Investigation: Ifagame is terminatedbyaRefereeoraGameCoordinatorwithmore than three (3)minutes
remaininginthegameasaresultoffighting,altercation,spectatorinterference,orothercause,theLeagueCommissionershallbeinformed,byaGameCoordinator,withintwenty-four(24)hours.1) The League Commissioner shall appoint an individual or a committee to investigate the incident. The investigating
party(s)shallpresenttheirfindingsandrecommendationstotheLeagueExecutiveCommitteewithinfourteen(14)daysfromthedatetheywereappointed.
2) TheLeagueExecutiveCommitteeshalladministersuchdisciplineasitdeemsappropriateincludingbutnotlimitedtosuspensionsand/orfinestoplayers,coachesand/orteamofficials,and/orforfeitureofthegameinwhichtheincidentoccurred.Teamsfoundliablefortheterminationshallbefinedaminimumofonehundreddollars($100.00).Anyplayerorteamofficialfoundliablefortheterminationshallreceiveaminimumthree(3)gamesuspension.
RULE8.10–ProtestsA) ProtestAuthority:Onlytheindividualactingasheadcoachatthetimeoftheprotestmayprotestagame.Protestsshallonly
beheardinrelationtotheproperapplicationofarule/policyandnotagainstthejudgmentofanyon-iceofficial.B) ProtestProcedure:Thefollowingshallbeperformedregardingallgameprotests:
1) Atthetimetheprotestislodged,theopposingcoach,gameofficials,andGameCoordinatorsmustbenotifiedofthegroundsfortheprotest;withthegametimenotedonthescoresheet.
2) TheteamlodgingtheprotestshallnotifytheLeagueCommissioneroftheprotestbyphone,faxoremailwithinforty-eight(48)hoursfromthestarttimeofthegame.
3) Theprotestingteam’sassociationshallsendalettertotheLeagueCommissioner,postmarkednolaterthanone(1)weekfollowingtheprotestedgame.
4) Theprotestlettershallbeaccompaniedbyabondintheformofacheck,writtenbythememberteam’sassociation,foronehundreddollars($100.00).Iftheprotestisupheldthebondshallbereturned.

1) Submitarequestfora“SeniorNight”totheLeagueCommissionerbyDecember1stofeachyear.2) Limittimetotwo(2)minutesperplayeroramaximumoffifteen(15)minutes,whicheverisless.3) Ifadditionaltimeisneeded,theassociationshallpurchasetimepriortothescheduledstarttimeofthegameforsenior
recognition.IfthereisaPIHLgamepriortothisgame,noadditionaltimeshallbeavailable.B) Ceremonies/Presentations: With the exception of Senior Recognition, no additional game time shall be awarded for the
purposeofceremoniesorpresentations.1) Iftheparticipatingteamsagreetodelaythescheduledstartofthegameforpre-gameceremoniesorpresentations,the

RULE9.2–SpectatorBehaviorE) Authority:TheLeagueExecutiveCommitteeshallhavetheauthoritytobaranyorallspectator(s)fromattendinggamesatall
levelsofplay.1) IftheExecutiveCommitteereceivesreportsthatanyspectator(s)exhibitbehaviorthatdoesnotreflectpositivelyonthe
League,theyshallinvestigatetheincident.Ifthereportedaccusationsarefoundtobecorrect,theExecutiveCommitteemaybartheoffendingspectatorsfromoneormoreLeague,All-Starand/orPlayoffgamesastheExecutiveCommittee,initssolediscretion,mayelect.
2) IfanAssociation is foundguiltyof repeatedoffenses, theExecutiveCommitteemaybaranyandall spectators fromfuturegamesifitisinthebestinterestsoftheLeague.
F) RemovalofSpectators:ThePIHLoranyof itscontractedagents retain the right to removeanyorall spectator(s),withorwithoutpriorwarning,fromagamecurrentlyinprogress.Theseagentsinclude–butarenotlimitedto–securityguards,on-iceofficials,GameCoordinators,andExecutiveCommitteemembers.1) Spectatorsremovedfromgamesshallnotbeentitledtoanyrefundoftheiradmissionfeeandshallremainoutsideof
theplayingareasfortheremainderofthenight.2) Failuretoleavetheplayingareashallresultinthegamebeingdelayeduntilcomplianceisachieved.3) Allejectedspectatorsaresubjecttoreviewundertheserules.
G) SpectatorsontheIce:SpectatorsontheIce:Atnotimeandfornoreasonshallanyspectatororteamofficialentertheicesurfacewithouttheexpressedconsentofonlyanon-iceofficial.AnyviolationstothisruleshallbereviewedbytheExecutiveCommittee,whereappropriatedisciplinarymeasuresshallbedeterminedforallindividualsand/orteamsinvolvedinsuchanincident.

B) TobaccoProducts:Anyparticipant,whichincludesplayers,teamofficials,orleagueofficials,foundusinganytypeoftobaccoproductwithintheconfinesofthearenabefore,during,orimmediatelyafteragameshallbesuspendedfortheremainderofthegame.He/sheshallbeautomaticallysuspendedfromtheLeaguependingahearinginfrontoftheLeagueDisciplineBoard.

RULE10.1–RuleChangesA) LeagueRuleDistinction:LeaguePlayingRulesandregulationsarestatedherein,andaredistinctfromtheby-lawsoftheLeague.
B) ConformancewithUSAHockeyPlayingRulesandRegulations:AnyportionofthePennsylvaniaInterscholasticHockeyLeague
PlayingRulesmaybeadded,amended,ordeleted to conform toUSAHockeyandMid-AmericanDistrictplaying rulesandregulationsbyamajorityvoteoftheExecutiveCommittee.1) TheExecutiveCommitteeshallnotifyeachmemberassociationofthechange,inwriting,withinforty-five(45)days.
C) RuleChangeProcedure:AnymemberoftheLeagueortheLeagueRulesInterpretermaysubmitarecommendation/request
forarulechange.Determinationwhetheraruleshallbechangedoraddedshallbeinaccordancewiththefollowingprocedures:1) Allrecommendedruleadditionsorchangesshallbesubmitted, inwriting,byusingthePlayingRuleChangeProposal
Form.This formshallbesubmittedtoaDivisionalVicePresident,or theLeagueRules Interpreter, for reviewby theLeagueExecutiveCommitteeandshallbereferredtoasa“proposal”.
2) AllproposalsshallbereviewedanddiscussedbytheLeagueExecutiveCommittee.Theauthoroftheproposalshould,butisnotrequiredto,bepresentduringsaiddiscussionoftheExecutiveCommittee.
3) Afterdiscussion,iftheproposalhasmetwithallrequirementsofthissection,theproposalshallbeplacedontheagendaofthenextscheduledgeneralmeetingoftheBoardofGovernorsor,ifdeemedappropriatebytheLeaguePresident,ataSpecialMeetingoftheBoardofGovernors.TheproposalshallbepresentedtotheBoardofGovernorsregardlessoftheopinionorrecommendationsof theExecutiveCommittee,unlesstheauthordecidesnottoproceedwithouttheExecutiveCommittee’sapproval.TheproposalshallnotbevotedonataDivisionalMeeting.
4) Argumentsforandagainsttheproposal,alongwiththerecommendationoftheExecutiveCommittee,shallbeheard.Theproposal,onpresentationtotheBoardofGovernors,maybeamendedfromthefloor.Anamendedproposalneednot return to theExecutiveCommittee for review.Avotemaybemadebyashowofhandsorbya roll call foranyamendment.
5) Atwo-thirds(2/3)voteinfavoroftheproposal,bythevotingmemberspresent,isrequiredtoadopt.6) All proposals failing to receive the required two-thirds affirmative vote and not tabled shall not be submitted for
reconsiderationbytheLeagueuntilthefirstmonthaftertheLeague’snextAnnualMeeting.D) MinorRuleChanges:Aminorrulechangeisachangetotheexistingrules,whichdoesnotchangethemeaningorintentofthat
rule.Exampleswouldbecorrectionstogrammar,spelling,punctuationorplacementofarulewithinthecontextoftheplayingrules.AnymemberoftheLeagueshallbepermittedtosubmitawrittenrecommendationforaminorchangetotheplayingrulesthroughanExecutiveCommitteemember.1) Aminorchangetotheplayingrulesshallbereviewed,bytheExecutiveCommittee,ataregularscheduledExecutive
CommitteemeetingorbyaphonepollofalltheExecutiveCommitteemembers,conductedbytheLeaguePresident.2) AmajorityvoteinfavorshallberequiredoftheExecutiveCommitteememberstoinitiatethechange.3) TheExecutiveCommitteeshallnotifyeachmemberassociationofthechange,inwriting,withinforty-five(45)days..4) Allrecommendationsnotfallingwithinthesedefinitions,orforreasonsfoundinConformancewithUSAHockeyPlaying

RULE10.2–RuleInterpretationA) LeagueRulesInterpreter:Allruleinterpretations,unlessotherwisespecificallystatedintheserules,willbeforwardedtothe
LeagueRulesInterpreter.AnyindividualmemberfromaPIHLAssociationmayatanytimerequestaruleinterpretation.OnlyruleinterpretationsmadebytheLeagueRuleInterpretershallbeconsideredofficialinterpretationsoftheserules.
B) Absence of Rules Interpreter: The League Rule Interpreter shall advise the Commissioner of any extended absence. TheCommissioner shall assign immediatelyanAlternateRule Interpreter,whoshall serve inplaceof theRule Interpreteruntilhe/shereturnsandadvisestheCommissionerthathe/sheisreadytoresumethedutiesofRuleInterpreter.

RULE10.3–AppealsProcessA) ProcessofAppeal:Anindividualmemberand/orassociationmayappealanydecisionoftheLeagueRuleInterpreterasfollows:
1) Thenoticeofappealshallbeinwriting;referencethedecisionunderreview,andstatethereliefrequested.2) Theappealshallbefiledwithinfourteen(14)daysofthewrittenrulingbeingappealed,unlessaspecifictimeisotherwise
setforthwithintheseplayingrules.3) AncillaryPartiesshall includeacheck,asadepositwiththeappeal,madepayabletothePennsylvaniaInterscholastic
HockeyLeagueintheamountof$100.PrimaryPartiesshallrequirenodeposit.4) Withinseven(7)daysofreceiptofsaidwrittennotification,theLeagueCommissionershallcontacttheLeaguePresident
andrequestahearingbeforethePresident’sCommission.5) Thehearingshallbeheldwithinthirty(30)days,unlessjuroravailabilitycreatestheneedforanextension,whichshall
notexceed fourteen (14)additionaldays.This timeframeshallbeginupon receivingboth thewritten request foranappealandtherequiredcheck.
B) President’sCommission:ThePresident’sCommissionshallbechairedbytheLeaguePresidentorhis/herdesignee.TheHearingPanelshallconsistofthreemembersselectedbythechairfromatwelve-memberPresident’sCommissionPool.1) MembersofthePresident’sCommissionPoolshallbenominatedbytheLeaguePresident.2) TheHearingPanelChairshallbeappointedbythePresidentorhis/herdesigneeatthetimethePanelisselected.
C) HearingRequirements:ThefollowingappliestoallPresident’sCommissionPanelHearings:
1) AnyteamrequestingaPresident’sCommissionhearingshallberesponsibleforallcostsandexpenses.InadditiontoanyapplicablehearingchargessetoutintheProcessofAppeals,hearingcostsshallincludethefeesandexpensessetbytheExecutiveCommittee,asoutlinedinthePIHLAdministrativePoliciesandProcedures,withacapof$200.
2) The LeaguePresident shall give all concernedparties at least a seven-daynoticeof a President’s CommissionPanelHearing.Noticeofthemeetingmaybeaccomplishedinwriting,bye-mailand/orbytelephone.
D) AppealsHearing:ThePresident’sCommissionPanelhearingsshallbeconductedinaccordancewiththePresident’sCommission
HearingProceduresassetforthinthePIHLAdministrativePoliciesandProcedures.1) TheLeagueRuleInterpretermayparticipateinthehearingbutshallnothaveavote.2) ThedecisionofthePresident’sCommissionmayberenderedattheconclusionofthehearingormaybedeferred.The
decisionshallbereducedtowritingandforwardedtothepartiesinvolvedandtheLeagueCommissioner.3) Unlesswaivedbytheindividualand/orassociationrequestingtheappeal,thePresident’sCommissionPanelshallissue
its decision notmore than seven (7) days from the date the hearing is held; otherwise the relief requested by theindividual and/or association in itswrittennoticeof appeal shall be granted. If a final decisionwas renderedat theconclusionofthehearing,thisshallbeconsideredtohavemetthisrequirement.
4) ThePresident’sCommissionPanelhearingtheappealshalldetermineafterthehearingwhetherall,aportionornoneofthedepositwillbereturned.
E) Arbitration:Anyindividualmemberand/orassociationpartytotheproceedingsbeforethePresident’sCommissionPanelmay
seekfurtherreviewofthedecisionofthePresidentsCommissionbyrequesting,withinfourteen(14)daysofthedateofthewrittendecision,thattheclaimorcontroversybesettledbyarbitrationadministeredbytheAmericanArbitrationAssociationunderitsCommercialArbitrationRules.1) Theawardof the arbitrator(s) shall be final andbindingonall parties and judgmenton the award renderedby the
