State family policy – is part of the social policy of the Russian Federation, and constitutes a uniform system of principles, tasks, and

prioritised measures targeted at:

- development of the family institute as a fundamental basis of the Russian society;

- promotion of family values;

- raising the role of the family in the society;

- prevention and elimination of family ill-being;

- improving conditions and life quality of families.

Current status quo of the Russian family: Current status quo of the Russian family:

According to the Census 2010, the share of families with under-aged children out of all families in Russia is as follows:

As of 01.01.2014, in Karelia there were 77,369 families with children

Overall number of families with under-aged children went down, if compared to the Census 2002

children; • Protection of the family and providing assistance to

the family in implementation of its basic functions

General principles: • Independence, sustainability and pro-active attitude of the family in making

decisions relevant to their family life;• Equity of families and family members in the right to obtain support; • Responsibility of every family for raising and development of child’s personality;• Equity between men and women in achieving fairer distribution of family

responsibilities and in the opportunities for self-realization; • Family-to-government partnership, collaboration with NGOs;• Individual approach to providing support to the life level of disabled family

members, and creation of conditions for employable family members to ensure required wellbeing from job-related incomes;

• Uniformity of the family policy principles at the federal, regional and municipal levels;

• Ensuring accessibility of targeted, timely and effective aid for the families in need.

The goals of Russia’s Family Policy 2025 are: • Support to and promotion of the family and

family values; • Creation of conditions needed for performing

family functions; • Improving families’ life quality and advocacy of

family members’ rights in the social processes

• Development of the system of governmental support to families, incl. support at child birth and in child raising;

• Creation of tools for support to families in need of better housing conditions; • Development of the family’s life-protection function, and creation of

conditions for health promotion among family members; • Increasing the value of the family life, conservation of spiritual and moral

traditions in family relations and child raising in the family context; • Contribution to the implementation of the developmental and educational

potential of the family; • Provision of social security to families and children in need of special care of

the state; • Prevention of family ill-being, child neglect and child homelessness; • Enhancing the effectiveness of the social protection of families with

underaged children involved into civil, administrative and criminal court proceedings

2015-2018 ACTION PLAN FOR THE IMPLEMENTATION OF THE FIRST STAGE OF RUSSIA’S FAMILY POLICY CONCEPT 2025

1. Development of economic independence of the family and establishment of conditions for independent realization of its social function

2. Development of the system of state support to families, including support in child birth and child raising

3. Establishment of tools for supporting families who need better housing conditions

4. Development of the life-protection function of the family and creation of conditions for health promotion among family members

Basic sections of the Action Plan for the implementation of the first stage

of the Concept are aimed at:

5. Increasing the values of the family life, conservation of spiritual and moral traditions in family relations and child raising in the family context;

6. Contribution to the implementation of the developmental and educational potential of the family;

7. Provision of social security to families and children in need of special care of the state;

8. Prevention of family ill-being, child neglect and child homelessness;

9. Enhancing the effectiveness of the social protection of families with underaged children involved into civil, administrative and criminal court proceedings

Basic sections of the Action Plan for the implementation of the first stage

of the Concept are aimed at:

Implementation of the family policy at regional level

Development of a regional stage-by-stage plan for the implementation of the family policy – creating the system of prioritised areas, practical measures, tools of the implementation of the family policy

Development of the family policy regulatory framework within the regional legal legisltation

Enhancing the role of local authorities and NGOs in ensuring support to the family

Principal approaches to the implementation of the family policy:• Regulatory framework elaboration, including development and adoption of a federal law on

amendments to the Family Code of the Russian Federation and law statutes of the Russian Federation;

• Formation of the federal and regional budgets, budgets of extra-budgetary funds in the view of the tasks of Russia’s gamily policy;

• Establishment of the system of statistic reporting, which reflects the key tendencies in the family life and family policy development;

• Establishment of authorities responsible for management of the family policy; 

• Monitoring of the implementation of the family policy, and assessment of effectiveness;

• Development of the system of measurable and verifiable criteria and values of the families situation in Russian regions;

• Partnership of the authorities of all levels and civil society;

• Research and methodological basis for the implementation of the family policy, dissemination of innovative experiences of working with different categories of families;

• Educational and promotional support to the implementation of the family policy.

Target indicators of the implementation of the family policy:

• Reduced share of families with under-aged children, in which the income per capita is lower of the official minimum living standard for this region of Russia;

• Reduced share of unemployed parents, increased share of employed parents;

• Increased share of children under 3 years old in the pre-school education and care system;

• Achieved positive demographic tendencies;• Reduced number of divorces; • Increased number of organisations and services oriented at family leisure;

Target indicators of the implementation of the family policy:

• Increased share of families with children whose housing conditions were improved among all families who need improved housing conditions;

• Reduced share of children who do not receive alimonies fully among all children who have the right for alimonies;

• Reduced number of denials from children at maternity homes; • Reduced number of children returned from foster families to the residential

care; • Reduced share of orphans and children whose parents were deprived of

parental custody, among all children; • Increased share of orphans and children whose parents were deprived of

parental custody located to families of Russian citizens, among all orphans and children whose parents were deprived of parental custody

Expected outcomes of the implementation of the Concept:

The outcome of the Concept’s implementation will be the system of measures, developed by 2025, which is aimed at creation of conditions for meeting the interests and expectations of families, at their enhanced economic independence, at their higher role in the personal realization, at raising of new generations, at strengthening of the marriage’sstatus and of the family life
