community. About 40-50% of impaired drivers are caught thanks to calls from concerned citizens.”

In fact, effective Call 911 programs have been shown to increase arrest rates in impaired driving cases by an average of 30%. The programs are proving to be an important tool for police to deal with the problem of impaired driving, which causes, on average, 4 deaths and 175 injuries every day.

“Not only do these programs help police take impaired drivers off the roads,” Ms. Dubyk said, “they also send a strong message to those who choose to drive impaired. It is not only the police who are looking for you – other motorists are watching and have the power to report you.”

On hand for the launch were Allstate Insurance Company of Canada and Irving Oil which, along with Maritime Ontario Freight Lines, are sponsors of the 2013 Campaign 911 program.

“In our business, we see the impact of impaired driving all too regularly,” said Allstate Canada President and Chief Executive Officer John O’Donnell. “We are proud to help MADD Canada bring this program to communities across the country. Campaign 911 makes it possible for everyone to play a part in making our roads and communities more safe.”

The launch featured one of the vehicles from Irving Oil’s fleet, which was branded with the MADD Canada message. The company has incorporated the Campaign 911 program into the safety training of its fleet drivers,

who cover between 4 to 5 million miles every year throughout Atlantic Canada and New England.

The Campaign 911 message is also critical on lakes and waterways as impaired boating continues to be a serious concern. Alcohol is a factor in about 40% of the estimated 150 recreational boating fatalities that occur in Canada each year. MADD Canada has been working with local and regional governments, boat clubs and marinas, and police marine units to extend the Call 911 message to boaters. With a financial contribution from Transport Canada, MADD Canada and its partners have produced approximately 315 “Don’t Boat Impaired” signs over the past three years.

I read this poem at our National Conference for Victims of Impaired Driving and Candlelight Vigil of Hope and Remembrance in April. Standing before the nearly 200 people who came together for that weekend, I felt both great sadness and a strong sense of hope. Sadness because each new face represents another family who has been devastated by the crime of impaired

driving. Hope because I so much want these victims to receive the same solace and comfort that I received when I attended my first conference.

I am also very pleased to let you know that MADD Canada hosted its first conference for French-speaking victims of impaired driving in June. The day-long event was followed by a Candlelight Vigil in the evening. I sent my warmest wishes to all in attendance. I am confident they received support, fellowship and strength to help them in their jour-neys of healing.

To everyone who attended these events, I offer my appreciation and thanks. It is not always easy to share your experiences and your grief. But it does help all of us to know that we are not alone. And by taking that brave step of coming to these conferences, you have helped to let others know they are not alone.

When we come together, we – like the light from our individual candles of hope – become stronger.

Each name we read is someone very special

To those of us gathered here.

Some still suffer in pain, some face shattered lives,

While some are gone from those who held them dear.

Through pain and lives forever changed,

Some have bent beneath the load,

But did not break.

Rising above the pain and anger,

They have become wounded healers with a difference to make.

Some here have been left behind to mourn the passing

Of a loved one taken suddenly away.

They too have risen from the ashes of despair

The flame from just one is very weak and small.

One by one, the glow from each new candle lit

Allstate Promotes the Campaign 911 MessageAs a partner with MADD Canada in the fight against impaired driving for over 25 years, the team at Allstate Canada is always looking for new ways to help spread the word about what Canadians can do to help stop this horrible crime.

Most often, this involves working with MADD Canada through media relations initiatives, and supporting awareness campaigns with resources in the form of people, time, and money. But, Allstate Canada also has direct communication with thousands of Canadian customers and is leveraging that communication in order to help spread the word about how dangerous impaired driving is.

As a sponsor of Project Red Ribbon, Allstate Canada mailed special inserts about the program to customers whose insurance policies were being renewed during the campaign period. With the launch of Campaign 911 in May, Allstate Canada used the opportunity to reach out to even more customers in a similar fashion, further

spreading the word about the dangers of driving while impaired.

While many people may worry less about automobile crashes in the summer months – after all, the roads are clear of snow and slush – summers have proven to be more deadly for drivers of all ages. Sadly, barbecues, parties and trips to the cottage often include some people thoughtlessly getting behind the wheel after a few drinks and they contribute to the rate of impaired driving crashes.

These summer inserts (which are a re-interpretation of MADD Canada material) instruct customers on how they can spot an impaired driver (or boater) and reinforce the message that should they see someone driving impaired, they should dial 911 immediately.

Hopefully, helping to spread this valuable information will make our summer a little safer by keeping impaired drivers off our roads and waterways.

Two Canadian music stars are putting their talents to work raising awareness and funds for MADD Canada and the effort to stop impaired driving.

Michael Hanson, the original drummer and founder of Canadian supergroup Glass Tiger, wrote a beautiful and meaningful song entitled Shattered Dreams. It perfectly reflects the stories of so many impaired driving situations in which a driver makes a terrible, often tragic, decision they can never take back. Mr. Hanson was inspired to contact MADD Canada in honour of his cousin, who sustained a brain injury in an impaired driving crash many years ago. Mr. Hanson is donating 100% of the royalties

Country music singer Jamie Stever felt that his new single, No One is Stronger than a Mother, made for a perfect connection with MADD Canada. The song, written about his grandmother, mother and wife, speaks to the strength that moms give their families in all situations. Mr. Stever recalls it was his own mom who knocked on his door many years ago to deliver the tragic news that one of his high school classmates had been killed in an impaired driving crash. The song is available for download from Mr. Stever’s web site at www.jamiestever.com. A portion of the proceeds from the online sales are being donated to MADD Canada.

“We are so honoured to partner with these amazingly talented musicians,” said MADD Canada National President Denise Dubyk. “They are helping to raise awareness and deliver our sober driving message to music fans across the country.”

This school year may be over but MADD Canada is already looking ahead to September as it puts the finishing touches on its 2013-2014 School Assembly Program.

The show, called Smashed, follows Kelly, Natalie and Pete as they head to a high school dance. As they enter, they run into Johnny, who invites the friends to a private party. Kelly and Pete do not want to go, but Natalie is insistent. Kelly drives the friends to the party and then watches with increasing concern as Natalie drinks quite a bit. When Johnny decides to leave the party to buy more pot, a drunken Natalie gets in the car with him. Kelly and Pete try to stop her but she does not listen. Kelly calls 911 and then she and Pete get in her car to follow Johnny and Natalie. What follows next is a nightmare that none of the young friends could ever have dreamed.

This fictional story is followed by the stories of three real-life victims of impaired driving. MADD Canada offers its sincerest thanks to the following individuals for bravely sharing their experiences: Sharon Allen, Riley Russell and Anoop Brar.

Schools booking the program will be provided with a curriculum guide that teachers can use to continue the dialogue around impaired driving in individual class-room settings.

This Spring, MADD Canada hosted two conferences to offer support and information to victims of impaired driving. Our National Conference for Victims of Impaired Driving and Candlelight Vigil of Hope and Remembrance was held in Toronto in April. Then, in Laval in early June, MADD Canada hosted its first conference and Candlelight Vigil entirely for French-speaking victims of impaired driving.

The conferences covered a diverse range of topics but at both events, the underlying theme was hope and healing. For those who attended, the conferences offered support, understanding and, most importantly, the knowledge that they are not alone as they try to cope with their loss and grief.

MattersVictims Visit MPs To Discuss Government’s Failure to Implement Impaired Driving LawsIn April, a group of MADD Canada volunteers – all victims of impaired driving – visited with elected Members of Parliament (MPs) to discuss the Federal Government’s failure to move on a report from its own Justice Committee to reduce impaired driving rates in Canada.

In its 2009 report called “Ending Alcohol-Impaired Driving: A Common Approach”, the Federal Standing Committee on Justice and Human Rights examined the problem of impaired driving in Canada and offered recommendations to help address it. Despite the recommendations being accepted in principle by the Federal Government, no movement has been made to implement any of the measures.

MADD Canada’s volunteers met with 24 MPs, representing all parties and most jurisdictions around the country, to inform them on the issues and ask them to call upon Justice Minister Rob Nicholson to move forward with the report.

Specifically, they emphasized three recommendations which MADD Canada believes are vitally important to reducing the rate of impaired driving in Canada and more effectively dealing with offenders:

• The implementation of random breath testing

• Tougher sentences for repeat impaired driving offenders

• Tougher sentences for offenders with BACs in excess of .16% (double the legal limit)

“This report contained some tangible ways to reduce impaired driving deaths and injuries, and ways to deal more strongly with those offenders who repeatedly put themselves and everyone around them at great risk,” said MADD Canada National President Denise Dubyk. “But here we are, more than four years later and nothing has been done to implement these measures. That is simply not acceptable.”

In the years since that report was released, MADD Canada estimates more than 4,100 people have been killed and more than 240,000 injured in impaired driving crashes.

“We recognize that the three recommendations we are talking about will not stop impaired driving entirely,” Ms. Dubyk said. “But each one will have a valuable impact in the fight to stop this crime. We continue our call to the government to move forward with these recommendations and we have asked MPs to join that call.”

The discussions were generally well-received by MPs, many of whom were surprised that no movement has been made to implement the recommendations. In

many cases, they committed to following up with their colleagues on the issue. MADD Canada looks forward to updating members, volunteers and supporters on any developments as we continue to dialogue with MPs and the Government on these issues.

Individuals who wish to voice their opinions on these issues or other issues related to impaired driving are encouraged to talk with their elected MPs.

What Our Volunteers Told MPs

Random breath testing. This roadside breath screening test is widely acknowledged to be one of the most effective means of deterring impaired driving. It is estimated the random breath testing in Canada would save more than 200 lives and prevent more than 14,000 injuries every year, while also saving an estimated $4.3 billion a year in health-related expenditures, lost productivity and other social costs.

Tougher Sanctions for Repeat Impaired Drivers. MADD Canada has a very real concern about how Canada is dealing with these individuals who repeatedly disregard the law and show no consideration for the safety of others. MADD Canada recommends a two-track approach which combines early intervention and preventative measures aimed at stopping people from becoming repeat offenders, and lengthy incarceration for those offenders who continue to re-offend and disregard the law and the safety of others.

Tougher Sanctions for Drivers with BACs Double or More the Legal Limit. Driving with a blood alcohol concentration above .16% (twice the Criminal Code limit) is acknowledged by the justice system as an aggravating factor and sometimes results in additional jail time or other sanctions. MADD Canada believes higher levels of sentencing should apply to all convictions in order to send a strong message to those who drive at extreme impairment levels. In cases of impaired driving causing death, MADD Canada believes convicted offenders with high BACs should automatically have an additional one to two years added to their sentence.

In the BC/Yukon Region…MADD Central Okanagan has been very busy meeting people in the community and raising awareness about impaired driving. They attended a successful fundraiser BBQ organized by London Drugs and received $461. On May 17th, they hosted a booth at the very busy Rutland Days community fair. The Chapter also worked with the City of Kelowna, Kelowna RCMP and Wentworth Music to launch 12 Campaign 911 road signs in various locations throughout the community.

MADD Metro Vancouver is very excited to begin its monthly BBQs at ADESA Auto Auction in Richmond. Each vehicle auctioned had a MADD Canada red ribbon tied on the antenna. Thanks to ADESA for all their support.

MADD Williams Lake is hard at work with community leaders and partners to bring Campaign 911 to the community. They hope to have signage encouraging people to call 911 to report suspected drivers installed soon.

MADD Whitehorse President Daniela Martin-son and vice-president Amanda Price success-fully presented the Campaign 911 road and waterways signs to the mayor and city council. The city approved 6 road signs and 2 boat-ing signs. The Chapter was also pleased to partner with the Yukon Government with the launch of safe grad messages that will be dis-played on mobile message boards from May 23 – June 8th.

In the Western Region…

On May 13th, 2013, Chris Scheetz of CISN Country, started his 250km “Walk for Life” Campaign to raise awareness and funds for impaired driving and distracted driving. Chris left from Spruce Grove with members of the MADD Edmonton Chapter there to cheer him on. Despite being told to stop as his legs and feet became so swollen and inflamed he could only tip toe, Chris courageously kept walking till reaching the finish line on May 17th, a whole five days later, in Nisku. Chapter volunteers were waiting for Chris there, along with many others to welcome this hero back. For every step he took he raised awareness and potentially saved lives by getting people to sign the contract for life promising not to drink and drive or text and drive. All together $30,000 was raised for the Edmonton Chapter. Thanks and congratulations to Chris for this amazing campaign.

On May 11th, volunteers with MADD St. Paul and Area hosted an information table at the local mall. Mother’s Day can be a difficult time for many, so our volunteers wanted to let them know they were not alone. While

distributing information and promoting our support services for victims, the volunteers also made sure to get the “Don’t Drink and Drive” message out to all who came by.

MADD Winnipeg’s 2nd Strides for Change - Run, Walk ‘n Roll and Awareness event was held on June 9th at Kildonan Park. People walked and ran, on their own or in teams, to support the mission to stop impaired driving. The Chapter thanks everyone who came out to help make the day a big success, and all the sponsors who contributed so generously.

In Ontario…MADD Brampton attended Allstate Canada’s 60th anniversary open house on April 27th. The celebration featured cake, refreshments, prizes, giveaways and a surprise Trusted Community Partnership Grant presentation for $1,000! Earlier that month, the Community Leader group partnered with the Brampton Funeral Home and Cemetery to create a penny drive awareness fundraising display.

MADD Durham Region held their annual awards night on April 9th at Durham Regional Police Headquarters. The Chapter presented Constables Julie Liard and Jamie McMaster with Officer of the Year Awards for their efforts in 2012, and also presented Assistant Crown Attorney Kent Saliwonchyk with an award for his hard work, expertise and long hours invested in prosecuting drunk driving cases in Durham Region.

MADD Oxford County held their first awareness fundraiser (grocery bagging day at Sobeys) as a Community Leader group on April 27th in Woodstock. Sobeys donated a cake for the event.

MADD Quinte participated in the Quinte Home Show April 19th-21st in Trenton. Bill and Fran Charlton attend the show annually on behalf of the Chapter. The Home Show is a great opportunity to raise awareness and showcase the various programs and services that the Chapter has to offer.

MADD Sarnia/Lambton held their annual Candlelight Vigil on May 2nd in Sarnia.

MADD Sudbury Community Leader received partial proceeds from a Bowl Like MADD event organized by students in the Public Relations Graduate Certificate Program at Cambrian College. The event included a silent auction and featured a “Glow and Bowl” theme.

MADD Toronto Chapter is proudly distributing their multilingual outreach resources to various organizations, community centres and agencies in the city that service Spanish, Italian, Portuguese, Chinese and Tamil speaking communities.

Pictured here are a few of the materials the Chapter produced. The project included six double-sided postcards and two 9x12 posters. The double-sided postcards outline the consequences of impaired driving in Ontario, while the posters feature Campaign 911 and victim services. The Chapter also ran some ads in a Tamil magazine and two newspapers (Chinese and Italian). On June 9th, the Chapter participated in MADD Canada’s Greater Toronto Area Strides for Change event in Mississauga.

In QuebecJean Poulin and Diane Vachon from MADD Beauce visited Jésus-Marie School in Beauceville on May 3. At the request of some students’ parents, the two MADD Beauce Board members reminded students of the dangers of impaired driving and the importance of having a safe prom season. Their awareness message is very important as prom and school end are being organized. We all know that this is the season where youths are likely to take risks and drive while impaired or get in a car with an impaired driver. This awareness message can save lives.

MADD Montreal President Angeliki (Kiki) Souranis was interviewed on Global TV prior to meeting with Members of Parliament in Ottawa on April 25. While awaiting her interview, she and our Treasurer Debbie Coveny met and spoke with former Governor-General Michaëlle Jean, who was also being interviewed. The Chapter is actively pursuing its School Outreach Program and speakers and booths are being booked in high schools prior to prom season. The Chapter was invited to participate in the Lester B. Pearson School Board Central Parents Committee Conference and key contacts in this English school board and high schools were made.

On April 26, our MADD Sherbrooke Community Leader Antoine Gauvin participated in an awareness event at CEGEP (Centres d’études collégiales et professionnelles) Sherbrooke with a finishing student who did a study on impaired driving issues. CEGEP-level students are unfortunately too often ignored when it comes to alcohol and drug impaired driving awareness. Antoine also promoted Campaign 911 programs that encourage citizens to denounce impaired drivers when spotted on the road. The awareness activity generated a lot of interest and some students even showed an interest in volunteering for MADD Canada in the Sherbrooke area. An excellent awareness event to extend to all CEGEPs in the province of Quebec!

In the Atlantic Region…On a chilly day in May, MADD Bay of Islands held a voluntary toll in the city of Corner Brook and raised $744 in just 3 hours.

Families who have lost a loved one or who have been injured in an impaired driving crash

from across the province of Newfoundland and Labrador gathered at the College of the North Atlantic in Grand Falls Windsor on Saturday June 15th for the annual Memorial Service of Hope and Remembrance. Thirteen new names have been added for the 2013 commemorative ceremony and unveiling of the Victim Monument in Centennial Park. Among the special guests were the Honourable Frank F. Fagan, Lieutenant Governor for the Province, and Mrs. Fagan.

Many Chapters and Community Leaders have reported a variety of public awareness events held in conjunction with Police Week. Some had an opportunity to participate in mall displays, presentations and sobriety road checks.

The 2013 Atlantic Regional Conference, hosted by MADD Madawaska in Edmundston, New Brunswick, was a great success. As delegates came from across the region for a weekend of training, networking and sharing effective ways to impact their local communities, many inroads were made in the development of chapter volunteers. With the theme “Recognizing Our Challenges - Embracing Our Diversity”, delegates were able to focus on the potential for opportunities in the Atlantic Region as we work together for a common goal in road safety.

With the onset of summer and the increase of recreational fun and celebrations, MADD Pictou County and MADD Guysborough County members will be teaming up with local RCMP and New Glasgow Regional Police Services to promote Campaign 911 both on the highways and on the waterways. MADD Canada volunteers will be working with these law enforcement agencies to hand out water proof wallets and Campaign 911 key chains for boating safety at public awareness events.

MADD Chapters in Prince Edward Island have had great success in promoting Campaign 911 in their province. MADD Charlottetown’s Russ Stewart has worked hand and hand with the PEI Government to have Campaign 911 signs erected at roadside across the province.

Halifax Regional Police, under the leadership of Cst John MacLeod, launched a Safe Driving Campaign during National Road Safety Week. The Metro Police Service is now displaying red ribbon decals on the police cruisers in their patrol district. MADD Halifax Regional volunteers were on hand for the media announcement of the campaign.

A number of Chapters and Community Leaders have been gearing up for their annual Strides for Change walks, including: MADD Saint John, MADD Antigonish, MADD Labrador, MADD Cobequid and MADD Cape Breton.
